CHAPTER I
BACKGROUND AND AIMS OF THE SITE VISIT
Introduction
Self-evaluation of the residency programme 6R112500 “Clinical
Pharmacology” was conducted in the framework of normative and legislative
documents of the Republic of Kazakhstan and was based on the results of the
activities of the study programme in 2009-2014.
The site visit took place on 25-26 November 2015 according to the approved
programme. The expert group visited the Department of Clinical Pharmacology
Internship, which is located in Astana City Out-patient Hospital No. 5. During the
review the expert group visited classes, where residency programme students
demonstrated a good theoretical preparation, acquired practical skills and their
achievements in realization of several projects, which were implemented together
with the Department staff. In the presence of the regular unit of a physician clinical
pharmacologist in the majority of medical organizations of the country, Astana
Medical University provides substantial support to several out-patient clinics of a
mixed type, where the work of a clinical pharmacologist is performed by the
Department teaching staff with the involvement of residency programme students to
the joint practice activity.
In conducting interview with the residency programme students, graduates and
employers, the high assessment was received in questions of teaching and assessment
methods, acquiring competencies by students, demand of graduates of this specialty
and their achievements both during the studies and in practical activity after
graduating from the residency programme.
Main characteristics of the higher education institution
JSC “Astana Medical University” is one of the dynamically developing medical
higher education institution of the Republic of Kazakhstan, which has its half a
century history and traditions, provides high quality and a wide range of educational
service, introducing new teaching technologies and exdpanding the basis of scientific
research. More than 16 000 graduates of the University compete in the employment
market, successfully working in medical institutions of Kazakhstan and abroad.
Today JSC “Astana Medical University” keeps fundamental traditions of
Kazakhstani education and actively enters the Bologna Process system.
The University offers 6 higher professional education programmes, 5 Master’s
programmes, 2 Doctor’s degree programmes, 26 residency programmes, as well as
numerous programmes of additional education.

The University has more than 700 persons of teaching staff, about 50% of
whom have scientific degrees and titles. Among the teaching staff there are scientists
and specialists of practical healthcare, well-known in Kazakhstan and abroad.
The student body of the University includes about 5000 Bachelor’s students,
more than 1000 internship students and more than 300 residency students, as well as
Master’s and Doctor’s degree students, including 111 foreign students from 10
countries of the world. In the Departments of the Faculty of Ongoing Professional
Development and Additional Education annually study more than 3000 doctors and
nurses.
JSC “Astana Medical University” has a multilevel system of preparation of
medical and scientific-pedagogical staff: Bachelor-Internship-Residency and
Bachelor-Master-PhD. The University also offers an MBA programme in Hospital
Management.
Since 2009 the University has a form of JSC among other medical higher
education institutions of the country.
With the aim of development of innovative and educational activity the
University annually improves equipment of the Educational and Clinical Center,
where students work on their practical skills using modern hi-tech manikins. The
University has a system of international distance education MOODLE, the portal for
automatization the study process and interactive education “Sirius”, a system of e-
library, and the first introduced in Kazakhstan electronic programme of conducting
psychometric analysis of tests Iteman 4.1.
To create conditions for ongoing improvement of the University’s activity and
increasing satisfaction of stakeholders, since 2007 the University was three times
certified on compliance with ISO 9001 standards (versions 2000 and 2008). The
following methods are used in the University management system: strategic
management, SWOT-analysis, outsorcing, cleaning, benchmarking, balanced
scorecard, project management, HR-management, etc.

Standard 1. Aims of the study programme and policy
in the field of quality assurance
All the work on realization of the residency programme in Clinical
Pharmacology in the Department of Clinical Pharmacology Internship is implemented
in accordance with the mission and strategic plan of development of JSC “Astana
Medical University”, is based on the model curriculum State Standard of Education -
2009, order of the Ministry of Healthcare and Social Development of the Republic of
Kazakhstan from 26 November 2009 No.778.

For assessment of aims and policy in the field of quality and also for
improvement of the study programme, the University conducts questionnaires and
surveys of students, graduates and employers, which was also proved during the
interviews with all the participants of the residency programme. In the Concept of
Development of a resident’s main competencies, adopted and approved by the
Academic Council, there is clearly reflected an understanding of consistent, step-by-
step introduction of a student to a range of professional skills in accordance with
Dublin descriptors, agreed with the European Qualification Framework. This
document is based on five main results of teaching and learning.
In adoption and approval of a policy in the field of quality assurance a big role
is played by the administration of the University. In addition, all employees of the
University, without exception, are required to undergo the procedure of acquaintance
with the policy in the field of quality assurance. In their everyday work employees use
these provisions, which was proved during the interview with the heads of
departments, teaching staff and administrative-managerial staff. The web-site of the
University, information stands, general guide of the University on Intergrated
Management System, distribution of a paper version to structural units, etc., allow
ensuring the availability and transparency of the policy.
The policy in quality assurance of study programmes is realized on all levels of
the University: documented strategy, mission, vision and values, policy and aims in
the field of quality (http://www.amu.kz//about_the_university/); there is an internal
system of control of quality of specialists’ preparation (RK MUU-04 Guidelines on
quality assurance in education JSC “Astana Medical University”).
Good practice:
Since 2008 the University introduced a ranking assessment of teaching staff
and Departments to improve the quality of educational services. To determine
satisfaction with the quality of education, the University conducts an annual survey of
residents and alumni; regular training of staff in the field of quality management
taught by leading consulting organizations and managers of the country. The
University has established a strategic partnership on the quality with the medical
universities of Kazakhstan and Russia (Novosibirsk Medical University, Samara
Medical University, 1st Moscow State Medical University named after I.M.Sechenov,
Tyumen State Medical Academy, the North-Eastern Federal University named after
M. K. Ammosov). Astana Medical University is the holder of five stars on the level of
"Recognized Excellence" of the EFQM Excellence Model. An additional guarantee of
quality is a participation of the University in quality contests (October 2013 - Asian
award for excellence and best practice in the field of quality management, Asian
Quality Organization, Bangkok; December 2014 - award of the President of the
Republic of Kazakhstan “Altyn Sapa”; according to the results of the general ranking
of best medical HEIs of Kazakhstan in 2009-2013 Astana Medical University steadily
holds leading positions, including such a position in results of scientific and
innovative activity of medicine science organizations and HEIs of RK in 2012, 2013

(Committee for control in the sphere of education and science of MES RK)), on the
Faculty level there are documented and demonstrated concepts of the Faculty
development, aims of the study programme, aims in the field of integrated
management system, nomenclature of affairs, development plans of the Departments,
study and methodological complexes of disciplines, methodical guides.
System of educational management, created in JSC Astana Medical University,
on a regular basis forms and supports conditions and factors, determining the position
of loyalty and satisfaction of consumers of educational services.
For satisfying the needs of residency programme students in Clinical
Pharmacology the Department has necessary material and technical base, providing
all kinds of disciplinary and interdisciplinary training, practical work of a resident
envisaged in the curriculum of the University, classrooms equipped with modern
computers and appropriate software for teaching.
Realization of the main aims of residency study programmes is ensured with
the access of each residency programme student to the databases, library funds and e-
libraries, which are formed by the full list of the disciplines of basic study
programme, and the Internet. All the disciplines have study and methodological
documentation, including syllabuses, curricula, scientific, study and methodological
literature by all types of classes in the quantity necessary for the realization of the
study process.
Aims and final results of the residency study programme 6R112500 - Clinical
Pharmacology correspond to the mission, strategic plan, aims and objectives of JSC
“Astana Medical University” and fully comply with the requirements of the Ministry
of Healthcare and Social Development of the Republic of Kazakhstan, allow
satisfying the needs of residency programme students for acquiring relevant
qualification and competencies.
The level of compliance – fully complies with the IQAA standards of
specialized (programme) accreditation of higher and postgraduate education (training
of doctors in medicine residency programmes).
Standard 2. Development and approval of study programmes and
information management
The organization of the study programme in the Department of Clinical
Pharmacology Internship is realized by means of planning the study and educational
process. The content of the curriculum of Clinical Pharmacology residency
programme is defined in accordance with normative documents, working curriculum,
developed on the basis of the State Standard of Education and model curricula and
programmes.
Working curriculum of the residency study programme is developed on the
basis of the State Standard of Education – 2009 Ministry of Healthcare of RK and

model curriculum (Astana, 2010), Provision on Medicine Residency Programmes,
developed on the basis of the Resolution of the Government of RK No.317 dated
24.04.2006 “On the concept of reforming the medical and pharmaceutical education
in RK” and the Decree of the Minister of Healthcare of RK No.28 dated 31.01.2008
“On the approval of the Regulation on the Medicine Residency Programmes” and are
regulated by the State Standard on Education-2009, Instructive Letter No.8 “On the
development of study and methodological documentation in the organizations of
medical education and science of RK, implementing training in residency
programmes”, the list of clinical specialties for training in medicine internship and
residency programmesl study and programme documentation; individual working
plan of medical residents.
The study programmes are regularly reviewed and assessed by receiving
feedback from medical residents, teaching staff and stakeholders, including employers
(internal document “Monitoring of feedback”), also conducting an analysis of
learning achievements of medical residents. In the result of feedback monitoring the
aims, tasks and events of the University activity and the content of the study
programme are revised.
In realization of the programme in using innovative approaches to learning the
staff of the Department has done quite a lot of work in terms of integration of
education, science and practical public health. In particular, participation of medical
residents in initiative research projects, which in output gave medical residents an
opportunity to conduct pharmacoepidemiological (frequency method, ABC/VEN-
analysis) and pharmacoeconomical research methods, participation of medical
residents in the development of medicinal formularies, formulary articles of medicine,
based on evidence-based medicine.
The content of elective disciplines (Pharmacoeconomics and Clinical
Standards, Economical Assessment of Medicine and Officinal Technologies,
Management of Clinical Research, etc.) reflects innovations and meet expectations
and requirements of employers.
Good practice:
Medical residents in Clinical Pharmacology participate in the realization of
projects: "Safe use of medicines", "Reduction of unreasonable use of antibiotics" in
the JSC "Republican Children's Rehabilitation Center", "Improving the efficiency of
the formulary committee" in JSC "Republican Children's Rehabilitation Center" and
Astana city Out-patient Hospital No.5, "Identification of medication mistakes" in the
JSC "Republican Children's Rehabilitation Center". Besides that, medical residents
together with teaching staff participate in the development of medicinal formularies,
take part in the meetings of the formulary committee, conducting ABC/VEN analysis
on procurement of medicines in Astana city Out-patient Hospital No.5, Astana city In-
patient Hospital No.1, JSC "Republican Children's Rehabilitation Center", carry out
ATC DDD calculation of antibiotics use in the National Medicine Holding, conduct
research on the use of pharmacological cards by groups of medicine drugs by M.M.

Dale, D.G. Haylett, carry out clinical and pharmacological expertise in Astana Out-
patient Hospital No.5, JSC "Republican Children's Rehabilitation Center", Astana city
In-patient Hospital No.1, participate in the work of the School of Medicinal Literacy
under the JSC "Republican Children's Rehabilitation Center", JSC “Astana Medical
University”, conduct open classes in educational organizations on the correct use of
antibiotics, have participated in introduction of the project “Youth and medicines” in
educational organizations of Astana, carry out training of medical staff on the safe use
of medicines.
Joint work with the Department staff facilitates development of residents’
competencies in searching, methodological, analytical activity and assessment of
medical technologies, which was proved during the interview with graduates and
employers.
The level of compliance – fully complies with the IQAA standards of
specialized (programme) accreditation of higher and postgraduate education (training
of doctors in medicine residency programmes).
Recommendation: To develop mechanisms of academic mobility of medical
residents and teaching staff for qualification development and experience exchange in
medicine residency programme “Clinical Pharmacology” within the Republic of
Kazakhstan.
Standard 3. Medical residency students, teaching and assessment
Teaching methods in residency programmes are based on a model curriculum.
A great significance in the department is given to individual work of medical
residents, where the main competencies of a graduate are formed, searching skills,
assessment of the necessary information on the medicines in the Internet, clinical
practical guides for the development and adaptation of internal guides and other
expert aims. Among the available teaching methods the most significant, aimed at
development of special competencies, are project method and research method,
introduction of problem-oriented formats of teaching, and the Oxford University
flash-cards.
There is used a well-established system of control of learning achievements of
residents, regulated forms of control, a 100-point assessment scale. For achieving the
proper control of acquiring the programme external examiners from practical
healthcare are invited to final state attestation of residents.
For assessment of residents the Department uses check lists: protocols of
expertise of medicine therapy, antibiotic prophilaxys in surgery, expertise of
medicamental prescriptions, expertise of the antibacterial therapy.
In accordance with the Instructive Letter No.8 every medical resident has an
individual working curriculum.

Methods for assessing the level of training of residents are different and
objective and ensure the proper objective control of the programme acquisition. The
theoretical training and practical skills are assessed separately.
The general policy on assessment of residents, including terms of carrying out an
assessment, criteria of an assessment, its methods and forms are reflected in syllabuses
of each discipline. The monitoring system of the learning outcomes is carried out
according to the Decree of the MES RK No. 125 "Standard rules of carrying out the
current control of progress, the intermediate and final certification of students in higher
educational institutions" and includes various forms: basic control, current, midterm,
final control and final state certification.
The final state certification is the form of the state control of clinical achievements
of a resident directed on determination of compliance of the knowledge, abilities, skills
and competences with requirements of the State Standard of Education in the specialty
6R112500 - Clinical Pharmacology; it is carried out in the form of a complex
examination. The complex examination consists of two parts, theoretical and practical,
and determines the level of knowledge of residents in the specialty. The theoretical part
of examination is carried out in the form of a test.
In the course of carrying out a final assessment experts from practical
healthcare and higher education institutions are involved as external examiners on
clinical examinations in Clinical Pharmacology. Hence, for example, in 2013 was
invited Gulyaev A.E., MD, professor, a member of the formulary commission of the
Ministry of Healthcare and Social Development RK, clinical pharmacologist,
Nazarbayev University, the Center of Life Sciences.
The mechanism directed on monitoring the process of performance of the study
programme and progress of a medical resident is a constant feedback from residents
and teaching staff. Participants of the study process, residency students and teaching
staff of the University have a direct interest in realization of the study programme and
can express their opinion in the surveys and interviews.
Besides, questions of ethical standards and academic honesty are discussed in
the Department within the study process in individual conversations.
Residency students are regularly invited to meetings of the Committee of the
study programmes of the specialty and take part in discussion of questions in a section
of this specialty. Suggestions and recommendations of residents are taken into
account by the Committee members and are considered when forming a final decision
of a meeting. At approval of resident candidacies for work in the composition of the
Committee, the staff of the Dean's office has a decisive right, thus the defining criteria
are a resident’s progress and active civil position.
Analyzing progress of residents by results of intermediate certification it is
possible to note its stability and increase of progress in 2013 in comparison with 2012.
Possibly, it is connected with basic (pre-diploma) preparation and acquisition of
experience by teaching staff.

Scientific projects during 2010-2014 were not carried out. The conducted
pharmacoepidemiological and pharmacoeconomic researches had initiative character or
were connected with performance by the curator / responsible person of practical
activities as a doctor - clinical pharmacologist.
In the course of clinical work residents realize tasks and possibilities of carrying
out medical scientific researches. By results of scientific work of residents of the
Department of Clinical Pharmacology four printing works were published, including a
work abroad.
The level of compliance – fully complies with the IQAA standards of
specialized (programme) accreditation of higher and postgraduate education (training
of doctors in medicine residency programmes).
Recommendations:
1. To expand the range of innovative teaching methods and forms of
individual residents’ work; to approve check-lists used for assessment residents via
the QMS Department.
2. To issue documentation on project and problem-oriented training, with
obtaining the review and approval of the QMS Department.
Standard 4. Admission of residency students, progression, recognition and
certification
The residency programme 6R112500 - Clinical Pharmacology is realized by
means of placement of the state order for training of specialists with postgraduate
medical education. The order of admission of citizens in residency programmes at the
University is established by “The Standard Regulations of Admission to Studies in the
educational organizations, realizing professional study programmes of postgraduate
education”, approved by the Resolution of the Government of RK No.109 dated 19
January 2012 and an internal regulating document “Rules for admission to residency
programmes”, approved by the decision of the governing body of JSC “Astana
Medical University” No. 11 dated 06.03.2014, which are revised depending on
modification and additions made to the above regulating document.
The admission of citizens to residency programmes by the state educational
order is carried out on a competitive basis by results of entrance examinations.
For the period of entrance examinations and enrolment to residency programmes
the University creates an Admission Committee, Examination Committees on
specialties and the Appeal Commission.
Examination Committees on specialties are formed from the number of highly
skilled scientists of corresponding specialties of the University. The composition of the
Committee includes a Chairman and three members, two of which have to be Doctors
of Sciences, other members of the Committee can be Candidates of Sciences on a
specialty profile.

Entrance examinations in a foreign language are held by the National Testing
Center of the Ministry of Education and Science of the Republic of Kazakhstan in the
form of a test on one of foreign languages in the scope of the programmes, approved
for graduates of higher education institutions.
There is a number of peculiarities in passing an examination on knowledge of a
foreign language. So, for example, the citizens of the Republic of Kazakhstan having a
valid certificate on the knowledge of a foreign language (English, French, German) by
the Test of English as a Foreign Language (TOEFL, threshold point - not less than
560), International English Language Tests System (IELTS, threshold point - not less
than 6.0), Grundbaustein DaF (threshold point - C 1), Deutsche Sprachprfung fur den
Hochschulzugang (DSH, threshold point - C 1), Diplome d'Etudes en Langue francais
(DELF, threshold point - B 2), Diplome Approfondi de Langue francais (DALF,
threshold point - C 1), Test de connaisances de francais (TCF, threshold point - not less
than 400) are exempted from an entrance examination in a foreign language.
The priorities in a competitive selection are the results of knowledge in the
specialty and foreign language proficiency. In case of identical indicators of
competitive points the privilege at enrolment is given to the citizens having the most
points in exams in the specialty, foreign, Kazakh and Russian languages according to a
100-point ranking scale. Then the scientific achievements corresponding to a profile of
the chosen specialty are considered.
Astana Medical University has an internal document, the standard on Training in
Residency (IMS ST-AMU-48-12), which is applied by the Department carrying out
training of residents. Procedures of carrying out different types of monitoring and
certification of learning outcomes, assessment methods and criteria, the awarded
qualification are completely regulated by this document.
At the University a transfer of a resident from one educational organization to
another is carried out according to "Rules of transfer and restoration of students by
types of the organization of education", approved by the Resolution of the Government
of RK No. 110 dated 19.01.2012, in the presence of vacant budgetary places at the
University.
When transferring a resident the University defines an academic difference in
disciplines of the working curricula studied by a resident in the previous academic
periods, on the basis of the list of the studied disciplines, programmes and scopes in
academic hours, reflected in a transcript, or in the reference issued to the persons who
did not finish their education.
For elimination of the academic difference in disciplines of the working
curriculum, a resident during the academic period visits all types of classes, undertakes
all types of the current control, and receives admission to a final assessment control.
In case if disciplines of the academic difference are not included in the schedule
of studies of the current academic period, a resident registers for them on a summer
semester.

Standard 5. Teaching staff
In JSC “Astana Medical University” an effective system of formation of
qualitative structure of the teaching staff was developed. Thus, the Department of HR
and Legal Support of the University carries out employment, promotion,
encouragement, dismissals, acquaintance of the personnel with the rights and duties.
Employment to pedagogical positions at the University is carried out according to
requirements of the Resolution of the Government of RK No. 230 dated 17.02.2012
"On the approval of rules of competitive replacement of positions of teaching staff
and research staff of higher education institutions".
Requirements to personnel maintenance of the study process in residency
programmes are determined by the qualification requirements imposed to educational
activity when licensing according to State Standard of Education RK-2009 Residency
by specialties, approved and put into effect by the order of the Minister of Health of
RK No. 387 dated 29.07.2009, teaching in residency can be provided by the persons
having a scientific degree of Doctor of Sciences, Candidate of Sciences or an
academic degree of PhD.
Leading experts of the Republican Center of Healthcare Development (RCHD)
work in the Department of Clinical Pharmacology: Makalkina L.G, PhD, head of
RCHD Medicinal Informational Center, Beysembayeva A.A., coordinator of a
component E of the "Reform of Pharmaceutical Policy", Akhmediyar N.S., a senior
manager of the Unit of Clinical Pharmacology of the Department of Control and
Statistics of the National Medical Holding, Hudaybergenova M.S., a senior expert in
clinical pharmacology of JSC “National Scientific Center of Oncology and
Transplantology”.
According to the normative indicators, established by the Law RK No. 319-III
dated 27.07.2007 "On education", State Obligatory Standard of Education of RK
5.03.2008-2009 - "The System of Education of the Republic of Kazakhstan. The
student body. General provisions", by the order of the Minister of Health of RK No.
474 dated 14.06.2004 "On the approval of norms of tuition calculation of an
undegraduate, residency, Master, PhD programme student in the organizations of
education and science in the field of healthcare within the country by the state order"
the teaching staff of the University is annually determined. The teaching staff is
formed proceeding from the needs for effective realization of study programmes, and
also proceeding from the total amount of an academic load.
Compliance of candidates to qualification requirements according to the order
of the Minister of Education and Science of RK No. 338 dated 13.07.2009 "On the

approval of standard qualification characteristics of teaching staff positions and the
persons equated to them" is obligatorily considered at employment for replacement of
pedagogical positions.
The policy of personnel basis of JSC “Astana Medical University” also found
its reflection in the following documents: "Regulations on internal labor schedule of
JSC “Astana Medical University” (PV-AMU-02/01-11 from 04.05.2011),
"Distribution of duties of the management", "Rules of formation of provision on
divisions" (PR-AMU-02-12 from 09.04.12), "Rules of formation of provisions of duty
regulations" (PR-AMU-01-12 from 07.05.12), "Duty regulations of employees", map
of the process "HR management" (KP-AMU-PP-16-12 from 19.06.12), "Code of
corporate culture and ethics" (from 28.09.12).
All teaching staff of the Department of Clinical Pharmacology Internship
conforms to qualification requirements, has full knowledge and owns modern
teaching methods, necessary abilities and experience for effective transfer of
knowledge to residency students during the study process.
Thus, for carrying out a practical training, individual resident’s work and
lecturing the Department actively attracts leading experts in Clinical Pharmacology
from practical healthcare and scientific centers. Criteria for teachers-mentors from
practical healthcare teaching in clinical Departments in pursuance of the Labour Code
of RK and duty regulations of teaching staff are presented.
At different times, in the Department of Clinical Pharmacology Internship in the
course of training of residents participated: Doctor of Medical Sciences, associate
professor Stikeyeva R. K. (gave classes only in the section of Basic Pharmacology);
Candidate of Medical Sciences, Acting associate professor Makalkina L.G., doctor -
clinical pharmacologist; Beysembayeva A.A., Candidate of Biological Sciences,
according to the code of Pharmacology, Clinical Pharmacology, acting associate
professor (gave classes only in the general questions of Clinical Pharmacology);
Kostiuk A.V., Candidate of Medical Sciences, associate professor, acting professor;
Akhmedyar N.S., Doctor of Medical Sciences, acting associate professor, doctor -
clinical pharmacologist of the first category.
Activity of a doctor - clinical pharmacologist assumes carrying out
pharmacoepidemiological and pharmacoeconomic research.
The teaching staff actively participates in decision-making in the field of
medicinal policy and the use of medicines. For example, professor Mazhitov T.M. and
associate professor Makalkina L.G. are members of the Formulary commission of the
Ministry of Healthcare and Social Development of RK, experts of SK-Farmation.
Professor Mazhitov T.M. is also a member of the Central commission on ethics of the
Ministry of Healthcare and Social Development of RK, an expert of the National center
of scientific and technical expertise.
Planning of the scope of the Department’s work is carried out on the basis of a
working curriculum by types of study work: lectures, seminars, practical training,

laboratory work according to the norms of time by types of study work and control
actions and fixing of academic disciplines in the Department.
Norms of time by types of study work are approved according to the State
Obligatory Standard of Education of RK 5.03.015-2006 "The system of education of
the Republic of Kazakhstan. Study work and pedagogical workload". Pedagogical
workload of teaching staff of Astana Medical University training residents for 2014-
2015 academic year was the following: a professor – 850 hours, an associate professor
– 850 hours, a senior teacher – 900 hours, an assistant – 900 hours per academic year
(approved by the protocol of the Academic Council meeting No.1 from 26.08.2014).
On the basis of the Instructive Letter No. 2 "On the formation of educational and
methodical work in departments of higher education institutions of the Republic of
Kazakhstan" an individual plan of work of teaching staff is formed, where is written a
planned for the current academic year study, methodical, scientific, medical,
educational work, including professional development.
In respect of maintaining scientific research work in the Department there are
results in a form of scientific production. For example, for the reporting period 6
manuals, 34 publications of articles and theses have been published, including 4 of
them abroad.
Teaching staff of the Department of Clinical Pharmacology actively participate
in professional development programmes. This kind of activity is reflected in
individual reports and plans of teaching staff and is monitored by the Department
control, study and methodological center, the Department of innovative technologies
and monitoring of quality of training, and HR Department.
For the reporting period teaching staff of the Department has published 5 works
in foreign editions, 28 works in domestic editions, and 4 works in editions with a non-
zero impact factor.
For realization of the policy on teaching staff development the JSC “Astana
Medical University” has determined seven key competences: knowledge and skills in
the specialty, effective teaching, assessment and expertise, planning of study
programmes, researches, leadership and management, IT-technologies.
The University gives to teaching staff equal opportunities for continuous
professional development in their career. These opportunities correspond to and
promote achievement of the mission and the aim of the University. The teaching staff
can exploit these opportunities and show an initiative in ensuring their continuous
competence and growth as teachers, researchers and experts. JSC “Astana Medical
University” in its personnel policy provides its employees with various options of
professional development. One of them is the work of the Department of innovative
technologies and monitoring of quality of training, functioning at the University and
carrying out its activity according to State Standard of Additional Education "Teacher
of the Medical Organizations of Science and Education" and the model curriculum
"Teacher of the Medical Organizations of Science and Education", approved by the
Ministry of Healthcare No. 734 from 30.12.2011.

All teachers giving classes to residents in the Department of Clinical
Pharmacology Internship have certificates of a doctor – clinical pharmacologist. Among
four teachers professor Mazhitov T.M. has the highest doctoral category. Other
employees currently do not have a category. This results from the fact that the specialty
"Clinical Pharmacology" in Kazakhstan has been developing only since 1998.
The proportion of the Clinical Pharmacology residency programme teaching staff
with scientific degrees is 100% both by basic and major disciplines.
The level of compliance – fully complies with the IQAA standards of
specialized (programme) accreditation of higher and postgraduate education (training
of doctors in medicine residency programmes).
Recommendation: To organize on the Republican level seminars, master-
classes and scientific-practical conferences in Clinical Pharmacology with the
participation of researchers from near and far abroad.
Standard 6. Learning resources and student support
The main basis for training of residents is the City Out-patient Hospital No. 5
of Astana designed for 1000 visits per day. Pediatric and therapeutic sites are united
in four centers of family health (doctor of general practice service). There is a unit of
prevention and social psychological assistance, which deals with medical examination
issues, and also provides social psychological assistance to the population and assists
in the solution of social problems. The composition of the unit includes social
workers, psychologists, a doctor on healthy lifestyle, and a doctor of medical
examination. If there is a need of consultation of specialists, patients can be sent to
specialized units, where doctors of 18 specialties work. The obstetric and gynecologic
unit is engaged in supervision of women during pregnancy, prophylactic inspections,
and health improvement of women. Diagnostic and laboratory units provide a highly
qualified diagnostic help to the population, directed on timely identification of any
pathology. Work of the diagnostic unit is carried out in two directions: diagnostic
testings in the direction of doctors of out-patient hospitals and other specialists;
prophylactic inspections of children and annual medical examinations of adult
population.
Besides, training in residency on Clinical Pharmacology is carried out on
contractual clinical bases of the Department: Regional hospital No.2, City In-patient
Hospital No.1 of Astana, JSC “Republican Children’s Rehabilitation Center”,
possessing relevant clinical opportunities (number of patients with the nosological
forms corresponding to the programme of training). The clinics are equipped with the
modern diagnostic and medical equipment.
The University has contracts with the City Out-patient Hospital No.5 of Astana,
Regional hospital No.2, City In-patient Hospital No.1 of Astana, JSC “Republican

Children’s Rehabilitation Center” on the use of these medical organizations as clinical
bases for carrying out the process of training.
Diagnostic opportunities of the City Out-patient Hospital No.5 of Astana allow
conducting a majority of known researches. Thus, the diagnostic and medical
equipment conforms to necessary requirements of practical activities of the institution
and the process of training of residents in 6R112500 - Clinical Pharmacology.
Being trained on the basis of the City Out-patient Hospital No.5 of Astana and
other clinical bases, residents naturally gain skills of work in team, contacting with
doctors and patients. When carrying out expertise of pharmacotherapy the revealed
problem aspects of irrational medicamentous therapy are considered as problems
which need to be resolved through the organization of the training programmes in
rational pharmacotherapy. In clinical work residents gain skills of team work, acting
as a moderator, presenting a clinical and pharmacological assessment of a patient’s
treatment for making of a joint decision. Then there is a comprehensive discussion of
clinical questions and medicinal therapy with the attending physician for elaboration
of the strategy and tactics of pharmacotherapy in interests of the patient.
In the course of training in residency, continuous training in interaction with
doctors, patients, other health sector workers, parents of patients is realized, which
promotes improvement of the residents’ communicative skills. An exchange of the
practical experience acquired during the work as a part of a multi-disciplinary team,
systematization of approaches to diagnostics and a choice of tactics of maintaining
patients promotes acquisition of skills of medical management, possibility of transfer
of own skills both to specialists of adjacent profiles of medicine and representatives of
the middle and younger medical personnel (peculiarities of taking care and providing
assistance to patients).
All library and bibliographic processes - from formation to electronic service of
users - are automated and successfully function on the basis the automated system
"Irbis 64". The electronic catalogue, bibliographic and full text databases are
integrated into information and analytical system of the University. The library
network unites 84 computers locally. The network users have a possibility of on-line
search in databases of library and Internet resources. There is an access to the
Cochrane Database.
For the reporting period the library has additionally acquired 50 titles of special
literature for training in a residency programme 6R112500 "Clinical Pharmacology".
Any difficulties in studies or lag in acquisition of the Clinical Pharmacology
residency programme did not arise, as considering complexity of the specialty,
applicants with the high level of preparation in a bachelor degree and internship level
were admitted to the residency programme.
Residency students in the Department of Clinical Pharmacology have a
possibility to work with databases of patients and have access to informational health
system, including to the United Health Information System. The staffroom of each
hospital unit, where the practical work of residents is realized, is equipped with

computers with the possibility of Internet connection. As residents do not have their
own passwords for work with electronic health system, access to system is realized
through access of curators/mentors in profile units of the clinical base, in which the
resident is trained. Thus, the residency students are provided with an access to the
information health system.
The level of compliance – fully complies with the IQAA standards of
specialized (programme) accreditation of higher and postgraduate education (training
of doctors in medicine residency programmes).
Recommendation: Taking into account the existence of groups with Kazakh
language of instruction in undergraduate and internship programmes, the potential
residency programme students, it is recommended to prepare study guides,
monographs, manuals in Clinical Pharmacology in Kazakh language.
Standard 7. Public Information
Since 2012 the JSC “Astana Medical University” has been using the automated
information system “Sirius” (edu.amu.kz) which ensures effective management of
study programmes.
Sirius has a system of assessment of students in the electronic journal, which is
"transparent" both for a resident and for the Dean's office (at a stage of mark sheets).
There are elements of learning paths of study programmes with a resident’s choice in
a system of elective disciplines. The learning path of a resident is reflected in his/her
personal account, in the “The student body” module and on the University website
www.amu.kz in the section "Applicant". The subsection "Admission committee"
http://www.amu.kz/applicants/priyemnaya-komissiya.php has full and objective
information on the study programmes in the section "Master, Resident, Doctoral
student" available at the link: http://www.amu.kz//resident_graduate_doctoral/.
Annually the University takes part and makes publications in the catalogues of
international educational exhibitions "Education and Career" (Almaty) and "Science
and education of the 21st century" (Astana), which attract participants from more than
100 countries of the world.
Full and objective information on the undergraduate and postgraduate study
programmes is published in the specialized reference book for prospective applicants
"Applicants of Astana".
The hall area of the main building has banners with information on study
programmes. During the professional orientation period information is placed on a
republican TV channel; republican radio; Led-displays in Astana; monitors in public
transport of Astana; in the republican newspaper; on electronic information display in
the main building of the University.
Annually the University publishes three-leaved booklets and brochures on
undergraduate and postgraduate study programmes and distributes them at the

international educational exhibitions in Astana, at high schools of northern regions of
the country during professional orientation work by the staff of the University, and
during an "Open Day" at the University. There is a developed illustrated image
catalogue in three languages (Kazakh, Russian, English) on important activities of the
University for representatives of foreign delegations, partners in academic mobility,
etc.
The automated informational system "Sirius" has electronic versions of study
and methodological complexes; modular structuring of plans and learning paths in
electronic forms are located in modules "Curricula", "Student body", "Private
Accounts of Students"; "Elective disciplines"; the composition of teaching staff is
reflected in the module “Administrative panel of teaching staff”; the "Library"
module reflects sufficiency and updates of library informational support. Today the
total capacity of the University library reading rooms is 266 seats. The University has
a contract for library and information service with the Akmolinsky branch of the JSC
“Republican Scientific Technical Library” owning reading rooms for 40 seats. Thus,
all together there are 306 seats available. The library fund is updated annually, taking
into account requirements of Departments and now makes 825 542 copies, of them
educational literature of 503 580 copies makes 61% of book fund, including 133 706
copies in a state language. Existence of the fund of educational and scientific
literature in relation to the given student body on a full cycle of training makes 140
units of editions, and to the given number of students with Kazakh language of
instruction makes 36 units per student.
The level of compliance – fully complies with the IQAA standards of
specialized (programme) accreditation of higher and postgraduate education (training
of doctors in medicine residency programmes).
Recommendation: For the purpose of increasing the level of awareness on
specialty Clinical Pharmacology and the need of increasing the number of grants for
the specialty, it is recommended to carry out information activities at the level of
management of healthcare organizations and in medical periodicals.

CONCLUSION
The expert group has studied the self-evaluation report of the residency study
programme 6R112500 - Clinical Pharmacology of JSC “Astana Medical University”,
visited the higher education institution, clinical bases of residents, conducted
interviews with the administration and management personnel, teaching staff,
residents, graduates and employers, examined work of the supervising Departments,
conducted an external review, and has come to a conclusion that the study programme
6R112500 - Clinical Pharmacology conforms to the requirements, imposed to
educational organizations within the procedure of specialized accreditation of higher
and postgraduate education study programmes (training of doctors in residency). At
the same time, the expert group offers the following recommendations for further
improvement of quality of the study programme 6R112500 - Clinical pharmacology
of JSC “Astana Medical University”:
