Executive Summary

According to the current status of the Environmental Management Plan, the associated key observations are given as follows:

Site clearance more or less completed, since all the pipe laying work has been

planned within the RoW and hence JMC jurisdiction;

Local workmen has been deployed for various construction activities hence no requirement of setting up of labour camp not required except few cases like landfill;

In labour camp drinking water and sanitation facility noted at overhead service reservoir locations;

Overburden being shifted and utilized for filling the low lying areas within Municipal limits, in few cases particularly sewerage projects it is pending;

Use of PPE like helmet, safety belt, gumboot, gloves etc. are generally being noted. Safety is lacking for sewerage pipe laying project and drainage project. Dissemination of awareness on personal safety of work force is necessary;

Pollution Under Control certificate is partly obtained from RTO for regular vehicles and equipments. Renewal is not done by few contractors;

Diversion of traffic is not required for isolated project area, but during road crossing in case of pipe laying work and drainage work traffic diversion process followed as per EMP;

Transportation of cement has been done by covered truck. Transportation of fine aggregate has been done after wetting. Water sprinkling through use of water tanker is done as and when required.

Monthly maintenance of noise producing equipment is not complained fully ;

Generally public safety display board has been fixed at site along with safety caution tape, in case of sewerage and drainage project this is partially complied;

For pipe laying work trenches have filled up and surface protection work is in progress, except sewer pipe laying area where process delayed;

Situation of local flooding during pipe testing has not yet occurred; and

Plantation has been done at STP and landfill site, but maintenance is poor

1. JABALPUR ENVIRONMENTAL SAFEGUARD COMPLIANCE

1.1 Status of Compliance

Status of Environmental Safeguard compliance is highlighted under the following categories: • Environment and forest clearance; and • Application of EMP for different packages

1.1.1 Environment and Forest Clearance

The current status of pending Environmental clearances for the listed packages is shown in Table-1. Safeguard checklists, for the various sub-projects, are shown in Annexure 1.

Application has been sent for renewal of “Water Consent for STP”. Environmental clearance obtained from State Environment impact Assessment Authority.

1.1.2 Environmental Compliance on application of EMP

At Jabalpur, work for 5 environmental sensitive water supplies packages is under implementation. Out of the 5 packages 4 (JBP/WS-02, JBP/WS-9, JBP/WS-15, and JBP/WS-17) are under completion stage. Package-wise EMP application compliance is shown in Annexure 1.Tables 1-1 to 1- 9. Environmental safeguard monitoring was continued through monitoring checklist, which has been developed as per a prescribed Environmental Monitoring and Management Plan.

EMP has been revised in accordance with the specific scope of work and prevailing field conditions. The summary of compliance level of EMP application, as stipulated in the Environmental Documentation as agreed by the ADB, is shown in Table 2 below. Level of EMP application is graded from poor to excellent on the basis of degree of application of mitigation measures. The major issues like,

Use of PPE like helmet, safety belt, gumboot, nose musk, hand gloves Checking of emission of air pollutants through sprinkling of water and vehicle pollution

reduction Arrangement of safety caution ribbon/tape, caution board at working site Proper traffic diversion and implementation of traffic management plan Proper storage of construction materials Minimization of social impact through application of mitigation measures. Camp site management Proper restoration of road / working sites after completion of specific work

In case of 100% application of mitigation measures for major environmental issues mentioned above is considered as “Excellent”. Similarly in case of 75% (perfectly attended 6 issues out of 8) application of mitigation measures level of EMP considered as “Satisfactory”. Followed by Partial Satisfactory (60 % application, 5 issues out of 8) below satisfactory (50 % application, 4 issues out of 8), poor (25% application, 2 issues out of 8) and very poor, less than 25% of EMP application.

It is noted from the table above that apart from the one terminated contract, for ongoing works of 8 packages in Jabalpur 6 (75 % of the total packages) are satisfactory; two waste water packages are partially satisfactory in respect to application of EMP.

1.2 Waste Water and Drainage Projects

The following sub-projects are under implementation, the progress status according to the Environmental Safeguards is monitored for the period January to March 2012.

• Package No. JBP/WW/02: Providing, Laying, Jointing, Testing & Commissioning of

Trunk Sewers and Outfall Sewers for the Core Area of Jabalpur. Present Progress status- Procurement and Pipe laying work in progress, manhole construction going on – very slow progress

• Package No. JBP/WW/03: Providing, Laying, Jointing, Testing & Commissioning of Branch Sewer Network for the Core Area of Jabalpur. Present Progress status- Procurement and Pipe laying work in progress, manhole construction going on – very slow progress

• Package No. JBP/DR/02 : Construction of Storm Water Drains for Adhartal and Cherital areas at Jabalpur Present Progress status: Construction of drain and concrete work in progress– very slow progress

1.3 Solid Waste Management Project

• Package No. JBP/SWM/04 : Construction of land fill site at Kathonda , JABALPUR Present Progress status: Landfill completed, plantation has been done but poorly maintained. Road construction delayed. Construction of drains delayed. Mixed waste is coming to landfill at present. After termination of contract JMC has been asked to take proper care of plantation. Balance work has been taken up by JMC. - Contract terminated by JMC

1.6 Implementation of Environmental monitoring plan and Institutional Responsibility

Application of EMP is conducted through continuous monitoring in the field, followed by filling up of monitoring checklist and generation of environmental baseline data (if required). Concerned Engineer/Construction Manager visits the site and reports to the Team Leader of DSC/ Nodal Environmental Officer and PM of PIU about the issues/problems related to environment.

The contractors are regularly being directed to ensure proper implementation of EMPs as per guidelines.

A designated Nodal Environmental Officer is overall responsible for implementation of EMP. Environmental Officer filled up monitoring checklist with the help of the concerned site engineer of DSC and contractors.

Data generation is being completed through the external monitoring agency. In management level (PMU) one Asst. Project Officer designated as in-charge of Environment cell on behalf of Implementation Agency (IA).

1.7 Monitoring Result

During the period April to June 2011 data on ambient air quality data and noise level has been done for most of the packages. Results show in June 2011 report. Next monitoring for the running packages needs to be done from April to June 2012.

1.8 Corrective Action Plan

For complete compliance at “satisfactory / excellent” level, the following Action Plan may be considered:
