Glossary

Affected Household - is defined as those who stand to lose, as a consequence of the project, all or part of their

physical and non-physical assets, including homes, communities, and productive lands, resources such as

forests, range lands, fishing areas, or important cultural sites, commercial properties, tenancy, income-earning

opportunities, social and cultural networks and activities. Such impacts may be permanent or temporary.

BPL Family - for the project means, those families who possess the BPL Card.

Compensation - Means payment in cash or in kind of the replacement value of the acquired property.

Cut-off date - For titleholders, issuance of Land Acquisition Notification will be treated as cut off date.

Economic Displacement- Means loss of land, assets, access to assets, income sources, or means of livelihoods as a

result of (i) involuntary acquisition of land, or (ii) involuntary restrictions on land use or on access to legally

designated parks and protected areas.

Entitlement - Means range of measures comprising compensation, income restoration, transfer assistance,

income substitution, and relocation which are due to the Affected Persons, depending on the nature of their

losses, to restore their economic and social base to pre-project situation.

Encroacher - Is used to denote illegal extension into public property by a person who is a legal titleholder of his

property. The person is an encroacher on the portion of the property occupied to which the person does not

hold legal title.

Family - means project affected family consisting of such persons, his or her spouse, minor sons, unmarried

daughters, minor brothers or unmarried sister, father, mother and other members residing with him/her and

dependent on him/her for their livelihood.

Grievances Redressal Committee - Means the committee established under the subproject to resolve the local

grievances.

Involuntary Resettlement - Addresses social and economic impacts that are permanent or temporary and are (i)

caused by acquisition of land and other fixed assets, (ii) by change in the use of land, or (3) restrictions

Kanal - Is a traditional unit of land area in northern states of India - Haryana, Punjab, Himachal Pradesh &

Jammu & Kashmir; and also in Pakistan; equal to 20 marlas. Under British rule the marla and kanal were

standardized, the kanal equals exactly to 5440 square feet or 505.392 square meters

Khasra number - A Khasra or index register to the revenue map. It is the list showing, by number, all the fields

and their area, measurement, who owns what cultivators he employs, what crops, what sort of soil, what trees,

are on the land.

Land Acquisition - Means acquiring of land for some public purpose by government/government agency, as

authorised by the law, from the individual landowner(s) after paying government fixed compensation in lieu of

losses incurred by land owner(s) due to surrendering of his/their land to the concerned government agency.

Replacement Cost - Means the method of valuing assets to replace the loss at market value before the project or

dispossession, or its nearest equivalent, plus any transaction costs such as administrative charges, taxes,

registration, and titling costs. Replacement cost is based on market value before the project or dispossession

whichever is higher

Resettlement - Means all the measures taken to mitigate all or any adverse impacts of the project on the DPs

property and/or livelihoods including compensation, relocation (where relevant), and rehabilitation.

Resettlement effects - Loss of physical and non-physical assets, including homes, communities, productive land,

income-earning assets and sources, subsistence, resources, cultural sites, social structures, networks and ties,

cultural identity and mutual help mechanisms.

Relocation - Rebuilding housing, assets, including productive land, and public infrastructure in another

location.

Resettlement Plan: - A time-bound action plan with budget setting out resettlement strategy, objectives,

entitlement, actions, responsibilities, monitoring and evaluation

Rehabilitation - Means the measures provided under the resettlement plan other than payment of the

compensation of acquired property.

Stakeholders - Mean any individuals, groups, organisations, and institutions interested in and potentially

affected by a project or having the ability to influence a project.

Squatters - Are those that are landless or without title to land and occupy public land for shelter and/or for

carrying out their livelihoods.

Shajra - A shajra or Village Map is a detailed map of the village that is used for legal (land ownership) and

administrative purposes in India and Pakistan. A shajra maps out the village lands into land parcels and gives

each parcel a unique number.

Vulnerable groups - The groups of population are considered socially ‘vulnerable’comprise of - (a) those who

are below the poverty line (BPL); (b) those who belong to scheduled castes (SC), scheduled tribes (ST); (c)

female-headed households (FHH); (e) disabled headed households.

Background

HSRDC with NCRPBs financial assistance is implementing the work of widening & up-gradation of Gurgaon-

Chandu-Badli Bahadurgarh Road. For bidding purposes, the work has been divided under two separate

packages, i) Gurgaon Badli road and ii) Bahadurgarh Badli road. In accordance with Environmental & Social

Management System (ESMS) of NCRPB; social safeguard documents, called Resettlement Plan (RP) were

prepared and implemented. These Plans identified the broad scope of the project that results in IR, outlined the

policy and procedures for acquisition of land, compensation and other assistance measures for affected persons

and institutional requirements for the implementation of the mitigatory measures.

Objectives and scope of the M&E assignment

As the ESMS of NCRPB provided for monitoring and evaluation of the implementation of projects falling under

S-1 category (significant impact) by an external monitoring agency, the HSRDC, which is the implementing

agency for this project, engaged M/s Market-Info Services, Bahadurgarh as External Monitoring Consultant

(EMC) to undertake the Monitoring and Evaluation of RP implementation. The overall objective was to assess

whether objectives, particularly livelihoods and living standards of the Affected Persons (APs) have been

restored or enhanced. The scope of M&E included: to review and verify the progress in implementation as

outlined in the RP; to monitor the effectiveness and efficiency of agencies involved i.e. NCRPB, IA and NGO (if

any) in RP implementation; review results of internal monitoring and verify claims through random checking

at the field level to assess whether the objectives of RP have been generally met. Further it involved assessment

of efficiency, effectiveness, impact and sustainability of RP implementation, drawing both on policies and

practices and to suggest any corrective measures, if necessary. Further it requires that on project completion

confirm no deviation from social safeguards and provide completion document as per NCRPBs requirements.

Chapter 1 – Introduction and Methodology

1.1 Project description

1. Upgradation of Bahadurgarh-Badli-Gurgaon Road in Jhajjar and Gurgaon districts (Km +0.000 to Km

+39.000)” aims at removing all existing deficiencies and upgrading the project road to required State Highway

standards for speed, safe and comfortable travel. The proposed subproject aims to provide better connectivity

to different areas in these districts. These subprojects were implemented in two different sections, as follows:

Stretch 1: Upgradation of Bahadurgarh- Badli Road (Km +0.000 to Km. +18.100) in Jhajjar District including

the construction of Nayagaon (Bir-Barkhtabad) Bye Pass Road.

Stretch 2: Upgradation of Badli-Gurgaon Road in Jhajjar/ Gurgaon District (Km. +18.100 to Km. +39.000)

totalling a length of 20.900 kms.

2. The starting and ending points in km and length of project road from Bahadurgarh to Badli to Gurgaon each

stretch is provided in the table no 1.1 below.

3. The Haryana State Roads Development Corporation (HSRDC) is the executing agency of the project. The

Project Implementation Unit (PIU) is situated at Jhajjar for stretch-1, District Head Quarter of Jhajjar and for

stretch-2 at Gurgaon, District Head Quarter of Gurgaon. One project manager is designated for each stretch

to oversee the progress of project construction work. However, responsibility of monitoring the resettlement

and rehabilitation activities for Stretch-1 lies with Deputy General Manager posted at Jhajjar and for stretch-2

lies with Deputy General Manager posted at Gurgaon.

4. As per the Asian Development Bank’s (ADB) Safeguard Policy Statement, a Resettlement Plan (RP) has been

prepared by HSRDC for this project to address adverse social impacts such as losses of land, resources, and

means of livelihood or social support systems for achieving development benefits.

1.2 Objectives and Scope of the Study

5. The ESMS of NCRPB has made provision for monitoring and evaluation of the implementation of projects

falling under S-1 category (significant impact) by an external monitoring agency. Therefore, the NCRPB,

which is the funding agency for this project, requires services of a reputed agency/ individual for monitoring

and evaluation of RP and/or IPP implementation.

6. The scope of work is as follows:

• To review and verify the progress in implementation as outlined in the RP/IPP;

• To develop specific monitoring indicators for undertaking monitoring for Involuntary Resettlement,

Indigenous Peoples Plan and the Community Participation Strategy;

• To monitor the effectiveness and efficiency of NCRPB, IA and NGO (if any) in RP/IPP implementation;

• Review results of internal monitoring and verify claims through random checking at the field level to assess

whether the objectives of RP/IPP have been generally met. Involve the affected people and community

groups in assessing the IR and impact to IP for monitoring and evaluation purposes.

• To assess whether objectives, particularly livelihoods and living standards of the Affected Persons (APs)

have been restored or enhanced;

• To assess the efforts of IA & NGO (if any) in implementation of the ‘Community Participation strategy’

with particular attention on participation of vulnerable groups namely (a) those who are below the poverty

line (BPL); (b) those who belong to indigenous peoples, scheduled castes (SC) and scheduled tribes (ST)

and; (c) female-headed households (FHH); (d) elderly and (e) disabled persons.

• To assess efficiency, effectiveness, impact and sustainability of RP/IPP implementation, drawing both on

policies and practices and to suggest any corrective measures, if necessary.

• To review the project impacts on Indigenous People and groups and assess the effectiveness of the

mitigative actions taken;

1.3 Institutional Arrangements for implementation of Resettlement Plan (RP)

7. The National Capital Region Planning Board (NCRPB) is the executing agency (EA) of the Project. The

Haryana State Roads & Bridges Development Corporation Limited, led by the Managing Director [who is also

Chief Engineer of PWD (B&R)] will be responsible for overall project implementation, monitoring,

supervision and preparation of all documentation needed for decision making, contracting, supervision of

work and providing progress monitoring information to NCRPB. The Managing Director, HSRDC will be

supported by DGM, HSRDC (the jurisdiction DGM of HSRDC). The institutional roles and responsibilities for

RP implementation are given in Table-1.2

1.4 Grievance Redressal Mechanism

8. The HSRDC to constitute a three members Grievance Redressal Committee (GRC) comprising of the

concerned DGM, HSRDC, (Jurisdictionanl DGM), the elected member of the projected area and one member

from the public who is known to be person of integrity, judgement and commands respect among the

community. Any aggrieved villager can approach GRC, chaired by DGM, HSRDC and if any grievance of the

villagers is not addressed, the aggrieved person will be directed to approach the District Collector. The

aggrieved person will have to approach the court of law, if he/ she is still unsatisfied with the decisions taken

by the GRC and the Collector.

Grievance Redressal Mechanism

1.5 Approach and Methodology

Details on the approach and methodology i.e. the sequence of tasks for the assessment study adopted are presented

below:

Task 1 – Meeting with HSRDC: Site visit for stretch 1 was undertaken during 16/10/2014 to 30/10/2014.

The entire stretch was visited during the above mentioned period. Meetings and discussions were held with

HSRDC (Project Implementation Authority) personnel for RP implementation update. The purpose was to

collect data, monthly reports and other relevant documents.

Task 2 – Study Design: The survey was conducted using structured questionnaires, specifically designed for

this project. The aim was to measure the impact of implementation and interventions on income. Broadly,

the study design followed activities – a) Socio-Economic Survey of the available and affected households for

Quantitative Data; b) Opinion Survey; c) Qualitative Data Collection and d) Review of RP implementation

in context of above mentioned aspects from a-c.

Task 3 – Site visit: To supplement the understanding gained from the desk review of the above mentioned

documents and reports, preliminary consultations with key stakeholders, sites in the both road stretches

were visited along with HSRDC personnel to ascertain the overall progress in respect of RP implementation

on the ground. It provided the opportunity to photograph and thereby record development along the road

stretches (See Annexure 3 for photos).

Task 4 – Meeting with APs: Interactions were held with APs to ascertain both qualitative and quantitative

information on their receipt of compensation and other assistances as stated in the RP. (See Annexure 2

for photographs of interactions with APs).

Task 5 – Visit to the construction sites: The purpose was to assess the overall facilities available to the

workers.

Task 6 – Data Processing and Interim Data Report: Data obtained through reviews of available documents,

socio-economic quantitative survey and qualitative data collection was processed to measure the impact

with respect to different parameters. For direct impacts, indicators would include per capita income, assets

in the households, change in occupation pattern, etc.

Task 7 – Preparation and Submission of Draft Report: In the light of the empirical analysis of both

quantitative and qualitative information collected during the study, the draft Report presents the

achievements made in different parameters considered under this study with appropriate data and

inferences drawn from its analysis. .

Task 8 – Report Finalization and Submission: The Final Assessment Report will be submitted along with an

executive summary to the client.

Chapter 2 – Status & Impact of implementation of RP

2.1 Introduction

9. Periodic updating of activities for long term projects is very important as it helps to ascertain whether

activities are progressing as per the scheduled plan or not. It provides specific information about the progress

of the project and if the activities are not progressing as per plan, suitable measures may be adopted by the

project managers to keep the programmers on schedule.

10. Progress of RP implementation is described in following sections. This report covers the progress of

resettlement plan implementation upto 30th November, 2014.

2.2 Resettlement

11. Verification of APs, Assets/ Properties: Affected persons were informed about the proposed alignment as part

of information dissemination process by the PIU to make them aware of the likely impacts on their land,

structures and assets. Physical verification of affected households, families and structures has been completed

for stretch 1 & 2. PIU/ IA Official verified and measured each structure/asset likely to be affected by the

project in presence of the entitled person or his/her family member.

12. Distribution of Entitlement cum Identity Card: Entitlement cum identity card format is to be prepared to

include name and address, photograph of APs (encroachers & squatters), socio-economic status, etc. This

exercise is in progress. However, for entitlement of each title-holder APs Land Acquisition Officer (LAO)

prepares this in the form of table showing all details of losses to each household including, land, trees,

structures with the total costs and given to them. They are keeping all the records (i.e. Copy of Identity proof

such as Voter ID, Ration card, Adhaar Card, a passport size photograph, Nambardar as a prominent person

from village signature as a witness etc.) of each affected title holder before handing over compensation

amount cheque.

13. Resettlement component of the project has been classified into following sections:

• Compensation for Land acquired

• Compensation for affected structures & others assets

• Rehabilitation Grant/ Additional assistance

• Additional benefits to vulnerable AHs

Compensation for Land acquired

14. For Stretch-1 a total of 11.731 Acres of land acquisition was estimated as per the RP. The land acquired from

two villages (i.e. village Balour 2.181 Acres and village Bir-Barkhtabad 9.550 Acres) for Bypass in village

Nayagaon/ Bir-Barkhtabad (+2.500 Kms to +4.000 Kms). The 2.181 acres of land in Balour village belongs to

Haryana Urban Development Authority (HUDA), Haryana State Govt. The compensation against this land is

to be transferred to HUDA (See letter attached). The 9.550 acres of acquired land of Bir-Barkhtabad village is

private land used for agriculture by title holders. No other land is required for improvement and upgradation

of this road upto Badli. Awards have been declared in these villages on 25th Sept, 2013. For Stretch-2 a total

of 25.825 acres of land acquisition were estimated, out of which 22.29 acres of land is private land from eight

villages (i.e. three villages in Jhajjar district & five villages in Gurgaon district). 2.838 acres of land belong to

panchayat and remaining 0.694 acres belong to Government land as per the RP. Award for private land in

Gurgaon district (i.e. 10.52 acres) was declared on 11th Dec, 2013. Land acquisition in Jhajjar district (i.e. 11.77

acres) is pending because of the process of fixing rates for land & procedures by the State Government under

the New Land Acquisition Act 2013 i.e. “The Right to Fair & Transparency in Land Acquisition, R&R Act,

2013”. Status of progress of land acquisition is provided in Table 2.1

15. For Stretch-1 the unpaid compensation for land till 30th Nov, 2014 was Rs. 7191124/- of 28 title holders. Out

of the total unpaid amount 85.4% payments are held due to court case/ stay order or dispute/ unmatched

names of title holders. Similarly for Stretch-2 a total of Rs. 23241792/- is unpaid amount of 295 title holders

till 30th Nov, 2014. Out of total unpaid amount 39.6% payment stopped due to court case/ stay order or

Compensation for affected structures & others assets

Similarly, for stretch-1 as per RP there was no impact on structures residential, commercial or CPR due to

improvement and upgradation of the road. After verification it was found that except few tube-wells, tube-well

room, trees and one old dug well, no other structures were affected. For stretch-2, impact on a total of 163

structures and associated fixed assets has been recorded (See list of structures & other assets attached in table-2.4).

The project will affect 14 common property resources (CPRs) and 14 Govt. property resources. Table-2.3 provides

the details of compensation of structures and other assets paid till 30th Nov, 2014.

16. For Stretch-1 the unpaid compensation for private structures and other assets till 30th Nov, 2014 was Rs

279254/- of 10 title holders. Out of the total unpaid amount 90.7% payments of 5 titleholders held due to

court case/ stay order or dispute/ unmatched names of title holders. Similarly for Stretch-2 the unpaid

compensation for private structures was Rs. 2204902/- of 15 title holders till 30th Nov, 2014. Out of total

unpaid amount, for 72.6% payment was stopped due to court case/ stay order or dispute/ unmatched names of

Rehabilitation Assistance & benefits to vulnerable AHs

As per RP for stretch-1 the total nos. of significantly impacted household reported as 3 nos. and 11 in

vulnerable categories i.e. 9-WHH, 1-SC, 1-100% land loser. All 14 severely impacted & vulnerable AHs were

visited. The details of all AHs are provided in List No-1. The R&R Assistance amount is yet to be received by

DGM, HSRDC Jhajjar office. The disbursement activities therefore have not yet started. Similarly for the

stretch-2 as per RP all severely impacted & vulnerable AHs were visited in five villages of Gurgaon district

where award has been declared. The details are provided in list no 2 & 3. R&R Fund has been received by

DGM, HSRDC, Gurgaon office in last week of November. The disbursement of assistance is yet to start. The

severely impacted AHs identification is in progress. The disbursement will start in December 2014. Expected

date of completion is on or before 31 Jan, 2015. Details provided in the given Table 2.6

Chapter 3 – Findings from Community Interactions

3.1 Introduction

17. The chapter presents the details of the consultations carried out with affected households.

3.2 Consultations with Affected Households

For Stretch-1

18. Individual interviews were carried with several affected persons with regard to resettlement plan

implementation. Key issues are segregated under different heads such as utilization of compensation money,

benefits accrued from the project, etc. and summarized below.

by them before possession of land by HSRDC.

4. Economically non-productive activities such as marriage, ornaments,

etc.

• When asked about “how did the project helped in improving services?”

1. Ease to go to city, hospital, education etc.

3. Few people apart from APs said the land rate beside bypass and

along the road side become double, few property dealers, business

houses are trying to purchase land along the road side/ bypass with

this objective in mind

• Has the environment changed due to construction?

1. No change as the bypass is out of village

2. problem faced to go to their field across road at the time of

construction

• No one has changed their job/ business due to land acquisition and no

major adverse impact on their income pre & post land acquisition.

19. Payment of compensation: The market rate of land has been finalized by the competent authority as per the

procedures. While majority of the APs accepted the rate declared but some of the APs considered that this is

below the market rate, though they have accepted the compensation. Regarding the process of land

acquisition and payment of compensation, all the APs who have taken compensation are satisfied with it, and

have confirmed that they received adequate information on time and the payments are made as per the

predetermined schedule.

20. Utilization of Compensation money received by APs: Interactions provided the following the types of usage:

Bir-Barkhtabad village is a vulnerable

AP as per RP. She is alone as her

husband died 10 years back and her

young son aged 21 years also died in an

accident few years back. She has three

daughters all married. Whatever

agriculture land was in her husband name was transferred to her

daughters and they sold their parts. She has very less part of land

remaining with her after acquisition. No alternative of earnings

and depend on widow pension received from Haryana Govt. She

is almost 60+ years of age. As per the circumstances she is

significant affected lady and need to be given R&R Assistance

accordingly. As single person in house skill development training

won’t solve the aim of rehabilitation. This may be treated as a

special case for significant affected household. There may be some

more exceptional cases like this which may demand similar

considerations.

27. Payment of compensation: The market rate of land has been finalized by the competent authority out as per

the laid out procedures. While majority of the APs accepted the rate, some of the APs considered that this is

below the market rate, but have yet accepted the compensation. Regarding the process of land acquisition

and payment of compensation, all the APs who have taken compensation are satisfied with it, and have

confirmed that they received adequate information on time and the payments are made as per the

predetermined schedule.

28. Utilization of Compensation money received by APs: Interactions provided the following the types of usage:

33. Process related: Dissatisfaction of getting compensation cheque from LAO because land owner have visited

on an average 7-8 times or more to collect the compensation cheque.

Chapter 4 – Conclusions

4.1 Introduction

35. The chapter concludes with the key findings.

4.2 Key Findings

36. Based on the assessment actions taken based on RP, the following key findings segregated by different aspects

such as provision of compensation, delivery of entitlements as presented in Annexure-1 for stretch-1 & 2.

Compensation for Land

For stretch-1

� Compensation for acquired land 89.5% amount has been paid in village Bir-Barkhtabad. Details provided in

Table no 2.1

� Out of total unpaid compensation i.e. Rs 7191123/- almost 85.4% i.e. Rs 6144450/- payment is stopped due to

dispute among title holders/ court case/ court stay order details provided in table no 2.2. The reasons for

remaining unpaid amount 14.6% of 25 title holders i.e. Rs. 1046673/- are

� Not collected by title holders till now despite of receiving notice from L.A.O.

� Information not reached to the title holders for collection of payment because staying out

of village/ in different cities/ due to common mutation/ intkal

� Not willing to collect small amount cheques less than 5000/- or so as they feels that it will

For stretch-2

� Compensation for acquired land 71.5% amount has been paid (where award has been declared) to the affected

land owners. Village wise details provided in Table no 2.1

� Out of total unpaid compensation Rs 23895042/- almost 38.5% of 100 title holders i.e. Rs 9198148/- payment is

stopped due to dispute among title holders/ court case/ court stay order details provided in table no 2.2. The

reasons for remaining unpaid amount 61.5% of 247 title holders i.e. Rs. 14024866/- are

� 60% Compensation for private affected structures and other assets for stretch-1 has been paid upto 30th Nov,

2014. Details provided in Table no 2.3

� Out of total unpaid compensation i.e. Rs 279254/- for private structures & other assets almost 90.7% amount is

stopped due to dispute among title holders/ court case/ court stay order details provided in table no 2.4.

For stretch-2

� Total compensation for privately affected structures Rs. 7872664/- (other than Govt. structures & structures

saved amount) almost 72% compensation i.e. Rs. 5667762/- has been paid upto 30th Nov, 2014. Details provided

in Table no 2.3

� Out of total unpaid compensation for privately affected structures and other assets i.e. Rs 2204902/- almost

72.6% (Rs. 1600336/-) is stopped due to dispute among title holders/ court case/ court stay order details

provided in table no 2.4.

Rehabilitation Grant/ Additional Assistance/ benefits to vulnerable AHs

� No identity cards were issued for R&R Assistance to non-title holder APs for stretch-1 & 2, because as per RP

there is no non-title holder AHs for affected land & structures in stretch-1 and only two squatters were

reported in strech-2.

� A proper documentation has been done by Land Acquisition Office (LAO), Gurgaon & Rohtak of all title

holders whose land and structures impacted in project.

� R&R Assistance is not disbursed for stretch-1. DGM-4, HSRDC, Jhajjar raised demand for R&R fund to their

Head Office on 31.10.2014. Tentative date of disbursement of R&R Assistance given by DGM, HSRDC, Jhajjar

on or before 31-12-2014 but this may change if fund not received on time.

� R&R Assistance is yet to be disbursed for stretch-2. Fund already received by DGM-1, Gurgaon office on 4th

Dec, 2014. Tentative date of disbursement of R&R Assistance given by DGM-1, HSRDC, Gurgaon on or before

31-01-2015.

Compensation Disbursement Process related

� For disbursement of compensation a proper verification of Title-holder was done by Land Acquisition Officials

before handing over cheques

� With respect to timing, those APs who received compensation are quite satisfied with its disbursement on time

given by officials for stretch-1, where as the for stretch-2 title holders are quite dissatisfied for the time taken

for disbursement for compensation. The main concern of title holders was that they have visited on an average

6-7 times or more to LAO to collect their cheques. The reasons given for frequent visits to collect their cheques

were

� Improper guidance for required documents by patwari such as Jamabandi, Intkal

Mutation, Affidavit, ID Proof, witness etc.

� Some time concern official/ Patwari was on leave despite of time given to APs.

� Cheque was not ready

� Cheque not signed by Land Acquisition Collector on time.

� Un-necessary harassment by LAO (Patwari)

Grievance Redressal

� DGM-1, HSRDC Gurgaon has constituted three members Grievance Redressal Committee (GRC) for stretch-2

in the first week of Dec, 2014. GRC headed by DGM, HSRDC, Gurgaon, Sarpanch of village Budhera Mr.

Mahendra and Mr. Ishwar Singh Ex Sarpanch of village Iqbalpur. First meeting of this committee will be held

in second week of Dec, 2014.

� Till 30th Nov, 2014 a total of 10 complaints were received by DGM-1/ LAO, Gurgaon. The nature of complaint

were ;

� One complaint was received for stretch-1 for compensation of private trees & tube-well related, raised by Shri

Samay Singh s/o Sh. Lahri Singh village Bir-Barkhtabad. As stated by the register, his “complain resolved”. The

compensation amount Rs. 9797/- deposited to LAO for disbursement, but this payment was stopped due to

dispute/ court case.

Construction related

� Construction work on the project roads for stretch-1 is almost 100% completed.

� Construction work on the project roads for stretch-2 is almost 65-70% completed in five villages of Gurgaon

District where land acquisition award has been declared. 35% work is completed in Jhajjar district villages

where land acquisition is still pending.

� Some new commercial outlets have developed near Nayagaon Bypass & Bahadurgarh Bypass Junction.

� Safety requirements such as speed breakers near village habitation or education facilities are yet to be provided

� The passage of Traffic is now smoother on Bahadurgarh-Badli-Gurgaon Road.

� Though proper slopes have been provided towards Kutcha Rasta/ field way to facilitate movement of farmers

to their respective fields with their carts or tractors for stretch-1, but farmers of Bir-Barkhtabad asked for

smoother slope for three Kutcha Rasta/ field ways in the by-pass embankment area. They have identified and

shown all these routes and explained the type of problem they are facing due to sharp slope on these ways. I

also believe that technically they are correct as at two points its accident prone area due to sharp slope of

Kutcha Rasta and curve at the crossing of these two. This needs to be addressed.

General Observation

� Traffic moves smoothly on stretch 1 & 2. Proper signage given at construction site.

shifting of the family, building materials, belongings and cattle.

5 Cattle shed/ petty shops Each affected family having cattle or having a petty shop shall

get one-time financial assistance of such amount as the

appropriate Government may, by notification, specify subject to

a minimum of Rs. 25000/- for construction of cattle shed or petty

shop as the case may be.

6 One-time Resettlement Allowance Each affected family shall be given a one-time Resettlement

Allowance of Rs. 50000/- only.
