A flashflood incident occurred in Purok 6, Brgy. Hanagdong and Purok 3, Brgy. Tinago, Malimono, Surigao del Norte caused by river overflow due to heavy rains brought by TD “DOMENG”. Ten (10) households and barangay roads were reportedly

affected.

At 4:00 PM, 05 June 2018, the Provincial Engineering Office of Surigao del Norte

conducted removal of debris and clean-up operations along the riverbed and affected areas.

Affected roads are now passable to all types of vehicles. No reported casulaties

A riprap collapsed in Bagong Sibol, Barangay Burgos, Rodriguez Rizal caused by continuous

rains brought by TD “DOMENG”. A total of six (6) families / twenty-five (25) persons were reportedly

affected

Rescuers from Brgy. Burgos and MDRRMO Rodriguez responded to the incident, and the

Rodriguez Municipal Social Welfare and Development Office (MSWDO) provided

assistance to the affected families.

Francisco B. Reyes Airport in Coron, Palawan

4:40 PM, 08 June 2018

A Skyjet commercial aircraft from Manila with 80 passengers on board overshot the runway at

Francisco B. Reyes Airport in Coron, Palawan, which resulted two (2) injured passengers

including the First Officer of the said aircraft. The cause of the incident is still unknown but it was

reported that the plane encountered unfavorable weather condition before landing at the said

airport.

All 80 passengers and 6 crew members were ferried safely to the airport terminal and received

medical attention.

Nido, Palawan, staff of Orange Pearl Resort, went missing after he fell into the sea when his jetski toppled due to strong current. At 7:40 PM, 08

June 2018, an African national saw a lifeless body lying at the seashore in Brgy. Corong-Corong, El Nido, Palawan. The victim reportedly died from

drowning when he fell from a jetski.

DISASTER PREPAREDNESS AND RESPONSE As of 16 June 2018, 8:00 AM

A. Pre-emptive Evacuation

1. A total of 17 families / 73 persons were pre-emptively evacuated in CALABARZON due to possible flooding and landslide.

B. National Disaster Risk Reduction and Management Council

1. NDRRM Operations Center (NDRRMOC)

a. Conducted Pre-Disaster Risk Assessment (PDRA) Extended Core Group Meeting for TD “DOMENG” on 04 June 2018 and 06 June 2018.

b. Issued NDRRMC Memorandum requiring RDRRMCs/OCDROs II, CALABARZON, MIMAROPA, V, VII, VIII, XI, and CARAGA to raise their respective alert status to BLUE effective 5:00 PM, 04 June 2018.

c. Continuous monitoring and dissemination of weather advisories, 24-hour Public Weather Forecasts, Gale Warning, and other advisories to all RDRRMCs/OCDROs through SMS, facsimile, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs).

2. DOST-Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)

a. Continuously monitors the situation and ensures the provision of Weather Advisories, Severe Weather Bulletins, and 24-hour Public Weather Forecast to all stakeholders.

3. Department of Social Welfare and Development (DSWD)

a. The DSWD Central Office (CO), Field Offices (FOs), and National Resource

Operations Center (NROC) have stockpiles and standby funds amounting to ₱1,156,263,394.90 with breakdown as follows:

Standby Funds A total of ₱207,946,798.85 standby funds in the CO and FOs. Of the said amount, ₱165,181,069.00 is the available Quick Response Fund in the CO.

Stockpiles A total of 485,636 Family Food Packs (FFPs) amounting to ₱169,742,460.28 and available Food and Non-food Items (FNIs) amounting to ₱778,574,135.77.

4. Mines and Geosciences Bureau (MGB)

a. Issued MGB's list of Barangays Susceptible to floodings and landslides on 06, 07, and 09 June 2018.

5. Department of Interior and Local Government (DILG)

a. Provided constant information/advisories/weather forecasts to all concerned DILG ROs regarding TD DOMENG thru emails and sms.

b. Provided constant updates on weather alerts/advisories to all ROs. c. Instructed all concerned DILG ROs to take proactive measures. d. Advised all DILG DRR-CCA Regional Focal Persons on PAGASA updates re

Tropical Depression “DOMENG”.

C. Regional / Local Disaster Risk Reduction and Management Councils (R/LDRRMCs)

RDRRMCs II, CALABARZON, MIMAROPA, V, VII, VIII, CARAGA, NCR, and CAR continuously disseminates weather advisories to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through SMS, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty; alerted and closely coordinates with all PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the weather disturbance; and continuously monitors the situation in their respective AORs.

1. RDRRMC I

OCD I a. Continuous coordination with concerned provinces and RDRRMC Member

Agencies re significant updates.

DSWD I a. Closely monitoring the possible effects of the southwest monsoon through the

Disaster Response Management Division staff and Provincial Operations Offices, in coordination with the Office of Civil Defense Region I.

DOH a. The DOH RO1 RESU-HEMS Operations Center (OpCen) is on “Code

White Alert Status and 8 hour duty AM (8 am - 12 NN) and (12-5 PM) and in direct coordination with the Regional Disaster Risk Reduction and Management Council for monitoring health-related incidents/events.


b. The four Provincial DOH Offices OpCens are likewise on 8 hour duty and in direct coordination with their respective LDRRMCs for needed assistance.

c. The three (3) DOH Retained Hospitals are on a continuous duty.

PDRRMC Ilocos Norte a. Issued Memorandum to all City/ Municipal Disaster Risk Reduction and

Management Officers (DRRMOs) relative to the upcoming rainy/ typhoon season informing all Punong Barangay, officials and residents to take all necessary precautions

b. Advised all DRRMOs to inform the Barangay DRRM Committees (BDRRMCs) to perform the following tasks:

• monitor health condition of vulnerable groups like the senior citizens, Persons with Disabilities (PWDs) and pregnant women;

• prohibit children from swimming in swollen rivers and creeks; • Advised residents to limit outside exposure and stay indoors during

heavy downpour of thunderstorm accompanied by lightning; and c. Advised Barangay Officials to inform farmers/ livestock raisers to secure their

livestock; and fishermen to not venture out in the sea especially when there are PAGASA warnings/advisories e.g thunderstorm, gale, weather advisories, severe weather bulletins, and others.

d. Advised DRRMOs to conduct inspection of evacuation centers, ensure the facilities’ functionality and prepare equipment such as dump trucks, rubber boats, evacuation centers, ambulances, food packs, relief goods, and medicines, Search and Rescue (SAR) Teams, personnel and other resources.

e. Conducted monitoring of flood risk areas and emergency incidents through the 911 hotline.

MDRRMC Bayambang, Pangasinan a. On close monitoring specially with the low laying areas. b. All off duty MDRRM staff are alerted and on standby. c. Cancellation of classes and early warning safety advisory was send at

2300H, 14 July 2018 to all MDRRMC members, LGU department heads, employees, teachers, students, Brgy. Captains, councillors and day care workers.

d. Ocular inspection to low-lying areas is scheduled to start by 0830H 14 June 2018

MDRRMC Bautista, Pangasinan a. Raised its Operation Center to Blue Alert Status as of 6AM 09 June 2018 b. Conducted Emergency Preparedness and Response (EPR) otherwise

known as Pre-Disaster Risk Assessment (PDRA) with BDRRMC’s on 8:30AM 09 June 2018 by the Municipal Mayor & MDRRMC Chairman Amadeo T. Espino

c. Continuous Dissemination on preparedness and advisories through telephone calls, social media (FB Account) and ADRIS (Automatic Disaster Response Information System) Text Blast to ensure public safety.


d. Advised BDRRMCs Chairman/Punong Barangays to initiate pre-emptive evacuation especially those along the River Bank and High Risk Flood Prone Barangays if necessary.

e. Alerted BDRRMCs along the Agno River Basins to continuously monitor the water level.

f. Monitoring and prepared all necessary equipment for possible response to emergency cases whenever necessary.

g. Monitoring the flow of water of Agno River. h. Closely coordinating with the Barangay Officials especially to low lying

areas. i. Monitoring and coordinating with PNP- Bautista j. Continues monitoring the flow of water of Agno River k. Coordinating to barangays which are always affected rain and flood

water. As of this time, no reports yet have been submitted by the Barangay Disaster Risk Reduction Management Committees.

Office Activated its Emergency Operation Center as per Authorized by the CDRRM Council Chairperson at 1200H.

b. Advised Response Cluster to continuously monitor areas of concern: PNP for Eastern Barangays; BFP for Poblacion Barangays and Vigan Emergency Response Team for Western Barangays and will render services beyond official work hours.

c. Advised BDRRMCs through text advisories to be on standby for Preparedness Actions, Monitoring and possible Response Operations.

d. The City Health Office are on 24 Hours Monitoring Operations for possible Medical Emergency Management and Ambulance Services

2. RDRRMC II

e. Established communication link with PDRRM Operations Center thru HF/VHF radio communications.

DOST II a. Continuous monitoring of Automated Rain Gauges (ARG), Water Level

Monitoring Station (WLMS), Automated Weather Stations (AWS) and Flood Early Warning Stations (FEWS) to ensure its regular dissemination of data.

b. Disseminated latest weather bulletins to LGUs and concerned institutions.

DILG II a. Disseminated Memorandum to all LGUs to establish critical

preparedness actions based on OPERATION LISTO protocol. Regular dissemination of weather bulletins/advisories to all LGUs.

DSWD II a. The Field Office has available standby funds of Php 2,762,375.00 and

stockpile of 8,745 family food packs, readily available in the event the LGUs are in need of assistance. Moreover, there were 27,750 family food packs prepositioned in different municipalities of the provinces of Cagayan, lsabela, Quirino and Nueva Vizcaya.

b. Field offices in the provinces of Batanes, Cagayan, lsabela, Quirino and Nueva Vizcaya are on call / readily available in terms of disaster emergency occurrence.

DOH II a. Prepositioned drugs, medicines, and other logistical item in the Provincial

DOH offices amounting to ₱250,000.00 per province. b. Alerted regional response teams for possible deployment.

PDRRMC Batanes, Isabela, Quirino, and Nueva Vizcaya a. Monitoring of the situation in AOR. b. Close Coordination with MDRRMCs re situation in their AOR. Continuous

dissemination of weather bulletins/advisories to MDRRMOs. PDRRMC Cagayan a. Hourly monitoring of Water Level of Tuguegarao Gauging Station (Buntun

Bridge), lsabela, Quirino province tributaries and upper main Cagayan River including all tributaries in the province of Cagayan.

b. Close coordination with C/MDRRMOs. TFLC/POPE/QRT/Responders in the province are on standby. Conducted inventory of resources.

c. Continuous dissemination of weather bulletins/advisories to C/MDRRMCs.

PDRRMC Quirino a. Alerted and coordinated all concerned agencies to raise their status to Blue

and monitor any eventualities. b. PDRRMC raised Blue Alert Status on 5:00 PM, 06 June 2018. c. Disseminated weather bulletins and advisory to the public via DWQP Quirino

Radio.


d. Advised MDRRMCs to man their respective Operations Center and continuously monitor their AOR.

PDRRMC Pangasinan a. Disaster rescue equipment is on standby. b. Continuous monitoring of PAGASA’s Weather Bulletin, San Roque

Dam and Agno Flood Forecasting, and weather advisories. c. Issued a memorandum to DRRMO/Cs in the province of Pangasinan to

implement their preparedness plan, standby their Rescue and Emergency Response Units, warn their residents to evacuate to safer grounds and to take precautionary measures.

d. Continuous dissemination of weather advisories. e. Alerted cities and municipalities along the river basins to continuously

monitor water level.

3. RDRRMC CALABARZON

OCD CALABARZON a. Convened the RDRRMC lV-A for the conduct of Emergency Response

Preparedness meeting on 6 June 2018, 1300H. b. RDRRMC lV-A Operations Center is on BLUE ALERT Status as of 1700H, 4

June 2018 at the Hotel Marciano, Brgy. Real, Calamba City, Laguna. c. Disseminated MGB’s list of Barangays susceptible to flooding and landslide to

PDRRMOs. d. Continuously coordinate with LDRRMOs and Member Agencies on updates.

DSWD CALABARZON a. The DSWD Field Office lV-A has available enough Family Food Packs and

standby funds and available at any given. This can be immediately utilized once the augmentation support from the LGUs is necessary.

b. The Field Office has activated the operation of Quick Response Team at the Regional Level and at the Provincial through our SWAD Office to monitor the situation and possible effects of TD Domeng.

c. Coordination to NFA for the Hauling of rice when necessary. d. Continuous monitoring on the status of typhoon and report

preparation/submission. e. Attendance to the RDRRMC Emergency Response Preparedness meeting on

development in their respective AORs. Department of Interior and Local Government CALABARZON a. Assisting in the dissemination of NDRRMC weather advisories within AOR. b. Alerted all Local Government Operations Officers to ensure the preparedness

of LGUs were undertaken. PCG STL/NCR a. PCG-STL/NCR on standby alert mode with assets ready for deployment to

flood prone and coastal areas, composing of medical team, SRU team and medical team from PCG-STL and NCR-CL.

DOH-GHD IV-A a. Alerted all personnel to closely monitor weather conditions and any untoward

incident in the Region. b. Placed all health personnel and medical teams on Code WHITE Alert Status

and ready for deployment. c. Ensures the availability of medicines and medical supplies to all DOH

Extension Offices in CALABARZON.

PIA IV-A a. Assisting the RDRRMC lV-A in dissemination of advisories and provision of

updates

AFP SOLCOM a. Placed personnel and equipment on standby for possible conduct of

Humanitarian Assistance and Response (HADR) operations. b. ldentified strategic areas for prepositioning of quick response DRO Teams c. Directed OPCOM units to alert DRRO units, prepare tasked DRRO assets,

and initiate coordination with the LDRRMCS. d. Ensured the availability of vehicles and air assets in case needs arises.

PRO IV-A a. Prepared respective Disaster lncident Management Task Groups (DIMTG)

upon activation of LDRRMCS in all levels in respective areas. b. Conducted accounting of personnel in all levels. c. Assisted in the forced relocation/pre-emptive evacuation of residents to safer

areas/grounds in coordination with LDRRMCS. d. Monitoring the track of the typhoon through regular weather

e. Assisted in securing seaports/ferry stations where passengers may be stranded.

PDRRMC Cavite a. 24/7 on-standby alert status at the PDRRMC Operations Center in Trece

Martires City and lmus City. b. Continuous dissemination of public advisories and weather bulletin via calls,

text messaging and social media thru their respective local DRRMOs. c. Coordination with the C/M/DRRMOs on updates from their respective Early

Warning Devices. d. Prepositioned rescue emergency equipments. e. Continuous coordination and communication with the PDRRM Council

members, key 'officers, and LDRRMOs.

PDRRMC Laguna, Batangas, Rizal, and Quezon a. SRR Teams placed on standby alert and ready for deployment. b. lnstructed City and Municipal DRRMOs to alerted LGUs on flood-prone, and

low-lying areas.

4. RDRRMC III

• Operation Center (OpCen) is closely monitoring weather conditions, major roads, bridges and rivers in AOR.

• Disseminated NDRRMC Advisories; Weather, General Flood, Thunderstorm and Severe Weaher Bulletinto all concerned Local Chief Executives, LDRRM thru email .

• Continous close coordination with the P/M/C DRRMCs and member agencies regarding TS “DOMENG”.

DSWD III • Coordinated with the CDRRMO of San Fernando regarding the status and

updates of the families affected at Brgy. Pulung, Bulu. • Reviewed and monitored the Situational Report endorsed by the

CDRRMO, DPEO Pampanga and Severe Weather Bulletin issued by PAGASA.

• Reconciled a total of 14,862 FFPs stockpile amounting to Php 5,344,202.00 with the regional warehouse.

• Prepositioned goods to satellite warehouses. • Coordinated with the 7 Provincial Team Leaders (PTLs) to provide an

update on the status in their respective areas.

PDRRMC Bataan • Disseminated the latest weather update and general flood advisories from

DOST PAGASA to all Bataan DRRM's and PDRRMC Member Agencies thru social media and SMS.

• Advised all DRRM and concerned agencies to report any eventuality. • Monitoring of critical areas on flooding/landslide within the AOR. • No reported flooded areas within Bataan.

PDRRMC Bulacan


• PDRRMC OpCen coordination with Cities/Municipalities/BFP/PNP/Rescue Teams and other concerned agencies.

• PAGASA Weather Bulletin/Angat, lpo and Bustos Dam updates sent thru text message and Group Chat to all C/MDRMMOs, Member Agencies, NGOs, Gas and other partners.

• Regular reading/receiving of observations from of rain gauges and water level stations located in different areas in the province.

• Monitoring of the situation thru radio, TV, fax, telephone, mobile messages and Social Media.

• No untoward incident as of June 10, 2018 • Coordination with OCD, PRFFWC- PAGASA and Other Partners.

PDRRMC Pampanga • Immediate ocular inspection were conducted Re: residential houses

partially damaged. • lmmedrate transfer of affected fammes at the Pulung Bulu Covered Court. • All affected families already transferred from the camp center to the

houses of their relatives. • City Government of San Fernando provided family food packs and

information was taken for possible financial assistance. • Continuous coordination between Pampanga PDRRMO and CSF

CDRRMO. • Advised all City/Municipal DRRM Officers for activation, close

monitoring of their area of responsibility, quick and timely reporting for possible effects. Also, advised their coastal areas for possible increase in water level, and upland for possible landslides and flash floods

• Continuous monitoring and coordination with Local DRRMCs on the over-all situation of the 21 local government units.

• City of San Fernando Rescue Unit has prepared for possible deployment; camp centers are ready for activation should the need arise while prepositioned goods and other resources are available in Alasas warehouse.

• Bacolor Maliwalu-Lara is not passable (culvert crossing used by trucks) but with alternate route.

5. RDRRMC MIMAROPA

OCD MIMAROPA a. Continuous dissemination of Weather Advisories and General Flood

Advisories to RDRRMCs, PDRRMCs, CDRRMCs, LGUs, Local Radio Station and line member agencies through SMS, info board, facsimile and uploaded the same to OCD- RDRRMC MIMAROPA Facebook and Skype accounts to ensure widest dissemination of these advisories.

b. Continuous coordination with response agency and monitoring of weather situation in area of responsibility.

c. Coordinated with RDRRMC member agencies re: Preparedness Measure for TD Domeng.

d. Ensured close coordination with response agencies and concerned LGUs re situation updates and the possible effects of TD Domeng.


e. Coordinated with Coast Guard Stations and Substation within the area re status of port operations.

i. With available stockpile of 3,018 Family Pack NFI (Hygiene Kit, Kitchenware Kit and Sleeping Kit) amounting to ₱11, 200.00 per pack and sum of ₱33,801,600.00.

j. Prepositioned two (2) mobile generator set (75 KVA) and four (4) 3,000 portable generator set to strategic areas.

DSWD MIMAROPA a. Activated Field Office Operation Center to monitor daily local weather

condition and provide situational awareness. b. Alerted all P/C/M Quick Response Teams in 5 provinces of MIMAROPA to

regularly monitor the situations in their areas. c. All members of R/P/C/M QRTs are on-call status and standby to be on duty

ready for deployment if needed. d. Advised our P/MQRTs to coordinate with concerned LGUs to report any

unusual eventualities in their respective areas and take appropriate actions. e. Information and Communication Technology Management Unit (ICTMU) is

activated to ensure robust communication system. f. Ensured that there is an on-call truck available for delivery of goods to

areas that will be affected. g. Standby logistical equipment and workforce through coordination with

SWADT and concerned LGUs on management of stranded passenger. h. Ensured that both Food and Non Food Item (F/NFI) are also ready and

available at any given time. i. In close coordination with the Office of Civil Defense (OCD) and

RDRRMC MIMAROPA for any warning signal updates for monitoring purposes and response mechanism for areas that will be affected.

DILG MIMAROPA a. Continuous coordination with MLGOOs and MDRRMOs for weather advisories

and forecasts. b. Advised to all provincial offices and LGUs to take precautionary measures. DOH MIMAROPA a. Raised Code Alert Memo in the DOH Regional Office, Provincial DOH

Offices and DOH-Retained Hospitals through the Health Emergency Response and Operation Center from June 6 to 8, 2018.

b. Activated the Emergency Operation Center (EOC) on 24/7 basis and manned by Emergency Officers on Duty.

c. Prepositioned drugs, medicines and medical supplies in Provincial DOH Offices and DOH retained hospitals.

DPWH MIMAROPA


a. Maintenance crew of the District Disaster Risk Reduction and Management Teams are alerted to monitor condition of National Roads and Bridges and other infrastructures facilities.

b. The emergency equipment is on standby status and ready to mobilize as situation warrants.

PRO MIMAROPA a. Directed all members to prepare all contingencies and to have teams on alert

to secure respective AOR and necessary assist the LGU. b. Placed members of RHQ/RPSB SAR Team on standby for any Search and

Rescue Operations. BFP MIMAROPA

a. Alerted all BFP personnel and prepositioned all trucks and response asset for any disaster related response.

Coast Guard District Southern Tagalog a. Assets are placed on standby status ready for deployment on flood prone

and coastal areas. b. All Coast Guards Stations and Sub-Stations are closely monitoring weather

forecasts. c. Close coordination with LGUs and other government agencies. d. Ensure the operational status of HF and VHF radio communications in

support to the province operational concern in case of power blackout.

Coast Guard District Palawan a. Continuous monitoring of situation in their respective AORs. b. Assets are placed on standby status ready for deployment on flood prone

and coastal areas.

PDRRMC Oriental Mindoro a. Conducted ocular inspection of status of Calapan City Port in Calapan City,

Oriental Mindoro with OCD MIMAROPA staff on 06 June 2018. b. Continuous monitoring of AOR and dissemination of weather advisories and

General Flood Advisories. MDRRMC Pinamalayan, Naujan, and Pola in Oriental Mindoro a. Emergency Operations Center was activated. b. Continuous monitoring and dissemination of weather bulletin and General

The victim went missing when his jetski toppled due to strong current. Orange Pearl Resort personnel, Philippine Coast Guard El Nido and Municipal Police Station (MPS) El Nido immediately conducted Search and Rescue Operations. At 7:40 PM, 08 June 2018, an African National saw a lifeless body lying at the seashore in Brgy. Corong-Corong, El Nido, Palawan. This was immediately reported to the staff of Buko Beach (nearest resort), who informed El Nido MPS. Subsequently, the cadaver found at the seashore was positively identified by the staff of Orange Pearl Resort and family of the deceased as Algemon Dalisam Nuñez. The victim reportedly died from drowning when he fell from a jet ski at the sea.
