    SECTION I: INTRODUCTION

    1.1 Background

    Thecontract agreement signed between the Department of Road (DOR), Bridge Project and Nepalconsult (P

    Ltd and PEES Consultant JV authorized the JV to carry out the detailed Design of Bridges under Package 37.

    As called for in the Terms of Reference, the Consultant is to prepare and submit the Inception Repor

    highlighting the field reconnaissance survey carried out including consultant's programme to undertake the

    proposed consultancy assignment and the tentative input of the experts for achieving the target goal.

    Accordingly the consultant, having completed the field reconnaissance and prepared an inception report to hi-

    light the tasks carried out in the field and to describe the site situation including the preliminary site details and

    other requirements of the inception reporting.

    1.2 Project Description

    The Government of Nepal in order to improve the transport system of the country proposed to prepare a

    Detailed Project Report for the construction of Bridges in the remote areas of the country. In the course of

    preparing the DPR, the Department of Roads, Bridge Project intends to utilize the services of experienced

    Engineering Consulting firms of the country to provide engineering consulting services for the Detailed Design

    work of the proposed bridges including River Training Works and approach Roads under Package No.37

    There are altogether 10 nos. bridges in the package covering the districts of Bajhang, Bajura and Achham.

    1.3 Project Consulting Services

    The Department of Roads, Bridge Project intended to utilize the services of the Local Consulting Firms to

    undertake the Detailed Design of Bridges including river training works of the bridges under package 37. The

    consultant is to conduct reconnaissance survey, detailed survey, soil investigation works, hydrologica

    studies, detailed design of bridges including river training works and the environmental aspects of the bridge

    sites. After completion of each stage of works, the consultant is expected to prepare and submit reports for

    the DOR's perusal and necessary comments. Having completed the design works the consultant will need to

    make a presentation of its works in presence of the DOR personnel if DOR requests to do so. The consultant

    shall be responsible for the authenticity of all the field works including soil investigation including the design

    works and their respective drawings.

    1.4 Reporting

    As called for by the TOR, the Consultant is aware of its responsibility to submit following reports:

    Inception Report describing the field findings of the reconnaissance survey within 6 weeks from the

    signing of the contract agreement

    Field Report and Preliminary Design Report within 16 weeks from the date of signing of the Contract

    Agreement highlighting the site plan including the bore logs of the sub soil exploration.

    Draft report consisting of the Main Report (Vol. I); Drawings (Vol. II); Design Calculations (Vol. III)

    and BOQ and Special Provisions to Standard Specification including Appendices if any within 20

    weeks from the submission of the Field Report.

    Presentation of Design Report: The consultant shall present its design with the help of power poin

    to the DOR audience prior to the submission of Final Report. The date for such presentation shall be

    agreed upon with the DOR.

    Final Report shall be prepared and submitted by incorporating all the comments and suggestion in

    the Draft Report including the suggestions as received during the power point presentation. The

    Final Report shall be submitted within 4 weeks after receiving the written comments from the DOR.

    1.5 Purpose and Structure of Inception Report

    The main purpose of the Inception Report is to present the field reconnaissance findings including the

    methodology which the consultants propose to adopt to undertake the consulting assignment. The report shal

    also include the details of the present field situation and the location of the proposed bridge sites. The report

    shall highlight the situation of the proposed bridge sites and shall briefly describe its location including its

    surroundings. The report shall also include the proposedAll bridge sites were visited whose locations were identified and for those sites whose locations could not be

    identified, they were discussed in length with the locals and tried to find the alternatives. Based on the field

    reconnaissance the findings and observations are included in the Inception report. The field reconnaissance

    revealed that among ten bridges, detail engineering survey of two bridges has already been conducted

    location of two bridges could not be identified. one bridge neither the location of site nor the name of river

    could be found and one is under construction phase. Despite lots of exercises the location could not be found

    there seems to be a mismatch between information provided by local people and named mentioned in

    contract document.

    SECTION II: PROJECT REVIEW CONDUCTED

    2.1 Desk Study

    Immediately after signing of the Contract Agreement the consultants carried out works related to Desk Study.

    In line with the task, the consultants collected necessary documents in the form of available maps and related

    enquiry with the DOR personnel. Based on the study and as per the available information preliminary site

    locations were identified in the district map as well as in the Transport Infrastructure Maps. In line with the

    available information, the locations were tried to match in the Goggle Map and the detailed guidelines were

    prepared for the field reconnaissance. The following are the preliminary findings from the Desk Study:

    Name of river forChede khola is not found in both Google earth map and Transport infrastructure map

    But name of road, Saphebagar Martadi Sadak can be found in maps. Hence approximate site was

    selected near to this road in map.

    Name of river and name of bridge forKodarigad bridge is not found in Google earth map and available

    transport infrastructure map but name of road Saphebagar Martadi Sadak can be found. Hence

    approximate site was selected near to this place in map which is attached in Annex.

    ForBudhi Ganga Khola Bridge, site is located on the road Saphebagar martadi Sadak, which can be

    seen in Google earth map. In Transport infrastructure map name of river can be seen and site is

    approximately located where river crosses the road. The map is attached in annex

    ForBire Khola Bridge, name of riveris not found in Google earth map and transport infrastructure map

    only name of road, Saphebagar martadi sadak can be found in transport infrastructure map. The site is

    marked on the way of Saphebagar martadi sadak which is attached in annex.

    ForTipadighad bridge, name of place Tipada bazaar can be seen in Google earth map. So approximate

    site is located near to this place in map which is attached in annex.

    For Kodigad bridge, name of river is not available so approximate location was not assumed. It was

    supposed be identify in field visit.

    ForMahamai Khola Bridge, name of bridge cannot be seen in both Google earth map and transport

    infrastructure map. It was also supposed be identify in field visit.

    For Karnali nadi Bridge, name of river (Karnali nadi) can be found in Google earth and transpor

    infrastructure map. The approximate site is selected by seeing name of river in Google earth which is

    attached in annex.

    ForSeti nadi Bridge (Pankot) in Bajhang, name of place Chainpur can be seen in both Google earth

    and transport infrastructure map and the site is approximately located near the place in the map which is

    attached in annex.

    For Seti Nadi Bridge (Tamail/Jadar road), name of river can be found both in Google earth and

    transport infrastructure map. The site is approximately located near head quarter of Bajhang, Chainpur in

    maps which is attached in annex.

    Conclusion: Name of place (VDC) on right bank and left bank of river is not clearly defined in provided

    information and also in available maps, so it needs field visit and observation to find out exact location of

    bridges sites and other detail of site condition.

    2.2 Meeting, Discussion and Field Reconnaissance

    A. Discussion with DOR Personnel

    A discussion with DOR personnel was made for overall understanding of the TOR and content before

    proceeding to the field. On discussion, it was found that detail information about location of bridge sites was

    also unavailable to DOR office. DOR recommended us to visit the site and find out the location of bridge sites

    and other information.

    A. B. Discussion with DTO Bajhang

    A short discussion with DTO and local people of Bajhang was made to sure that our initial location of site

    from desk study is correct. Local people Mr. Dill bahadur Singh, Mr. Ghana Shyam Rokeya, Mr. Ram

    bahadur Khadka and other DTO members were involved in discussion. During discussion with DDC, we

    came to know that detail engineering survey of Seti nadi Bridge (pankot), Bajhang and Seti nadi bridge

    (tamail/jadar), Bajhang was already carried out. DOR sub-division Bajhang informed about detail engineering

    survey and we brought cover page of detail survey report. Detail about discussion of site is attached in the

    Annex A.

    B. Discussion with DOR, Bajura

    Before going to site, we discussed with DOR members at Saphebagar division office. Er. Khadga lal

    Shrestha, Rajesh Poudel, Ram bahadur Buda and other members were involved on discussion. According to

    them there is no Chede khola bridge in Bajura and location of other four bridge were informed to us on

    discussion. According to the local people and DOR sub-division members information there should be

    Ghatte khola bridge in place of Chede Khola Bridge. So, we just visit the site and take information of it. We

    also confirmed it by asking with local people Padam bdr Badwal and DOR sub-division members Prem

    Singh Budha who was serverd there from 21 years.

    C. Discussion with DOR base-camp and DDC Achham: We went to DOR base-camp Bajurghat which is

    situated at border of Bajura and Achham district on the way of Saphebagar Martadi sadak to take information

    about the location of site. DOR members Prem singh Budha and Gokul Giri informed us about the location of

    site. According to them, there is no Mahamai khola bridge and Kodigad bridge on the way Saphebaga

    Martadi Sadak after that we meet with LDO of DDC Achham Mr.Bishnu Prasad Koirala and request him to

    identify the location of bridge site. He also informs that there is no Mahamai Khola bridge and Kodigad

    bridge on the way of Saphebagar Martadi Sadak. On discussion he suggested us to visit another two sites in

    place of two bridges whose location is not identified. He also made letter informing that there is no MahamaKhola bridge and Kodigad bridge on the way Saphebagar Martadi Sadak and consultancy can visit another

    two sites where people are demanding bridge. As per suggestion of LDO we visit site of Budhi Ganga khola

    Bridge (at border of Bajura and Achham) but we could not reach to Kailash khola Bridge because the site

    was more than 50 km away from motorway which was not accessible. Another Bridge was Karnalai nad

    bridge on the way of Achham-Surkhet Sadak. At the time of meeting with LDO, he informs us that currently

    Bridge is on construction phase.

    D. Field Reconnaissance

    Field visit of the sites is done to make clear identification on location of site, to find out approximately span o

    bridge and to identify geology/terrain of site.

    Data collection of the site depends on the questionnaires made to the local bodies (DTO, VDC) and local

    people. Some of the questionnaires which were asked during field visit are as follows

    i. Where and how far is the location of the site?

    ii. Is any kind of survey is done before?

    iii. Origin and destination of road.

    iv. Chainage of the site from origin of road.

    v. Name of left and right bank of river.

    vi. Is there any kind of dispute on bridge site location?

    vii. Does provided information about bridge site is correct? etc.

    Detail information about location of site is appended as an Annex.

    2.3 Observation from Review

    Status of bridge site and important issue during site visited are summarized in tabular form as below.

    2.4 Methodology of project work

    In order to achieve various requirements of TOR, the approach has been conceived and developed to fulfill the

    objectives and scope of consultants services. The consultant firmly believes that the approach presented herein

    reflects the commitment for providing high quality services for the successful completion of the project in time

    bound manner. To meet the objectives and scope of works, the methodology for assignment is developed by

    dividing the works into four task series. Each task series shall be broken down into various relevant task to

    complete the activities within them. The individual items of work required for major components shall be

    SECTION III: CONSULTING SERVICES

    3.1 Design Consultants:

    As per the procurement guidelines of the Government, the Department of Roads, Bridge Project completed all the

    formalities that is expected to be completed to procure the Design Consultant. Accordingly Nepal consult and

    Pees Consultants Joint Venture were awarded package 37 consisting of 10 numbers of bridges for the Feasibility

    Study, Detailed Engineering Survey, Soil Investigation, Hydrological Study and Detailed Design.

    3.2 Mobilization of Consultants:

    Immediately after signing of the Contract Agreement, the Consultants started mobilization by engaging the Projec

    Director along with supporting engineers and other staffs from 7 Baisakh 2070. Nepal consult (P) Ltd. the lead

    firm, provided required office logistics including office space for undertaking the project works. With regard to

    personnel involvement, the project director and the bridge engineers along with other support staffs were

    deputed.

    3.3 Objectives:

    The objective of the job is to design a Safe, Reliable and Cost EffectiveBridge using appropriate technology

    The Bridge shall be designed considering the availability of skilled manpower, construction material, condition of

    accessibility and other prevailing working conditions.

    3.4 Scope of Works:

    The scope of works to be carried out by the consultant shall include but may not be limited to the following:

    3.4.1 Desk study:

    A desk study should be carried out collecting all data, maps and information relevant to bridge design and review

    them for planning field survey and investigation works as well as detailed design.

    3.4.2 Feasibility Study

    Feasibility study shall include the following:

    3.4.2.1 Technical Feasibility Study: It should include review of the available data, collecting, reviewing and

    analysing the field data to be used in the study and conducting analysis to decide upon the technical feasibility ofthe bridge sites. A cost comparison of different types of bridge shall be made and disussed

    with the DOR before proceeding to bridge site for soil investigation.

    In this study the following points related to the river, its catchment area and all the considered bridge site should

    be studied in detail:

    i. Topography

    ii. Nature and structure of the surface soil

    iii. Nature and structure of local as well as regional geology

    iv. Other information as needed

    3.4.2.2 Bridge Site Selection: Alternative bridge site shall be studied based on 3.1.2.1 and the most suitable

    site of the bridge based on the above criteria of the site as well as the catchment area shall be selected. The

    selected site should be clearly indicated in the map and all the characteristic features on the chosen bridge site

    shall be given, in order to facilitate easy reference easy reference while designing the bridge.

    3.4.2.3 Topographical Survey: The topographical survey of the area should cover a minimum distance of 500

    m upstream, 200 m downstream and 200 m from the river banks on either sides of the river at the proposed

    bridge site. The topographical map should show the following:

    i. Contour at 1 (one)m, intervals in hilly area and at 0.25 m in plain area

    ii. Flood lines on either sides of the river in the entire area surveyed.

    iii. Lines with spot levels along which the bed slope of the river is taken

    iv. Both bank of river

    v. Lines along which cross section of the river is taken

    vi. Govt. and /or public establishments

    vii. Traverse lines, benchmarks references lines and/or points with respect to which the present topomap is

    prepared.

    viii. The angle and direction of skew, if the bridge is proposed to be aligned skew

    ix. The name of the nearest identifiable village/town etc. in either ends of the bridgex. Other information relevant to design, construction and/or maintenance of the bridge

    3.4.2.4 Hydrological Study: For determination of all design data the consultant shall carry out a detailed

    hydrometrical survey and hydrological study of the river and bridge site, which shall include the following:

    i. Catchment area of the river up to bridge site

    ii. Length of the river from origin up to bridge site

    iii. Possibility of change of catchment

    iv. Nature, size and quantities of debris carried by the river

    v. Intensity, duration and distribution of rain in the catchment

    vi. Vegetation, cultivation etc. of the catchment

    vii. Existence of reservoirs lakes etc in the catchmentviii. Existing bridge or other hydraulic structures across the river in the vicinity of the proposed bridge site with

    their details as much as possible

    ix. General slope of the river from the critical point (origin) of the river up to bridge site and general slope o

    the catchment in both sides of the river.

    x. Cross section covering 200m beyond flood lines of the river at proposed bridge site, at about 500m u/s

    and 200m d/s where in HFL, LWL, LBL, area of the cross section, wetted perimeter and geological profile

    with silt factor of each strata ( at proposed bridge site only) shall be indicated (horizontal and vertica

    scale of the cross section shall be same)

    xi. Bed slope of the river which must start from 100m up of the U/S cross section and end at 100m down o

    the d/s cross section

    xii. Maximum discharge calculated by established formula with different return periods and the peak

    discharge observed over a period of 100 years.xiii. Velocity and depth of flow the time of survey

    xiv. Shifting of the river in the past at proposed bridge site and in its vicinity

    xv. Other information required for river control, design, construction and maintenance of the bridge.

    3.4.2.5 Seismological Study: The consultants shall collect and refer to the available data regarding the seismic

    records of the area. Seismic Forces; According to the Indian Standard Criteria for Earthquake Resistance Design

    of structure IRC: 6 may be followed.

    3.4.2.6 Environmental Study: The consultant shall predict damages to the environment and attempt to

    mitigate or minimize the damages by choosing appropriate site, cross-section, type of structure etc. and suggest

    appropriate measures in the design for protection of surrounding Environment. The Environment Protection Act,

    Environment Protection Rules and the DOR environment policies including Environment and Social Management

    Framework (ESMF), modified by GESU/DOR for bridges should be followed.

    3.4.3 Preliminary Design of Bridges:After the selection of the proposed bridge site with alternatives and

    preparation of topographic maps the consultant shall prepare a Preliminary Design Report including feasibility

    report and discuss with concern Project In charge of the DOR on the overall feasibility of the site, boring numbers

    and locations, concept design and other aspects as listed below for the detailed survey and design of the bridge:

    i. Design discharge

    ii. Scour depth, maximum scour depth

    iii. Linear waterway needed to be provided

    iv. Anticipated soil condition for foundation

    v. The most feasible proposed bridge site

    vi. River-training and approach roads,

    vii. Type of proposed foundation, substructure and superstructure.

    The discussion will be done on the basis of the topographic maps, preliminary findings of the parameters (i to vii)

    above, location of the bridge with respect to the complete road network of the district. After discussion and

    finalization of the bridge site/axis the consultant shall carry out subsurface exploration which shall include the

    following:

    3.4.3.1 Test pits and Auguring: test pits and auger-holes in the riverbed to a depth as mentioned in the BOQ fo

    determining the mean particle size of riverbed material in each layer.

    3.4.3.2 Bore-holes, Field Tests and Laboratory Tests: the properties of the underlying soil are determine by field

    and laboratory tests of the soil samples obtain from the bore holes drilled to a depth as mentioned in the next

    section and/or the Bill of quantities. As far as possible, the location of the boreholes shall be under each abutment

    and piers. Generally the following tests are conducted for determination of soil properties:

    8 Consolidation test at least 2 at each borehole

    9 Direct shear test at least 2 at each borehole

    If required by the field condition, the Consultant shall conduct other types of test. Similarly the frequency of the

    above tests can be increased if required. The cost of all the field and laboratory tests shall be incorporate in the

    cost of soil investigation works. No separate payment shall be made for the tests.

    3.4.3.3 Depth of Soil Exploration:

    The depth of soil exploration from ground level shall be as follows:

    The above mentioned depths are indicative. The Consultant shall decide the actual required depth of soi

    investigation according to the field condition and design parameters. But in any cases the consultant shall be paid

    only up to the depth mentioned in the Bill of Quantities. If rock is found at the beginning or at mid depth then the

    drilling works shall not exceed the depth as mentioned in the table above. In such case the payment shall be

    made only for the actual depth.

    For example, if rock is found at a depth of 12m and if the maximum required depth is 16m, then drilling shall

    continue only for further 4m and the payment shall be done for 16m. if rock is exposed on the surface then drilling

    shall be done up to a depth of 8m and the payment shall be done for 8m. But if the thickness of rock at the

    surface is 6m then the drilling shall continue further to the required maximum depth.

    3.4.3.4 Soil Exploration Works to be Certified: the consultant must notify the commencement and completion

    of soil/rock drilling work to the Department. The department will send its representative to the site during the

    drilling operation either from Bridge Project or from concerned Division Roads Office / Project Offices to verify and

    certify the works and bore logs. This certification document is mandatory for the payment of the drilling works.

    3.4.3.5 Other Information:

    Availability of construction material like, sand gravel, boulders, timber etc. with their engineering properties

    quantities and lead up to the bridge site. Quarry site of material with their available quantities should be shown on

    a sketch plan with references

    3.4.4 Analysis of Data, Conclusion and Recommendation of Design Parameters.

    Based upon the above mentioned studies and investigation the consultant shall make the best use of their

    technical know-how and professional skill to arrive at and recommend the most cost effective design parameters.

    The consultant shall discuss in detail at least three different option and shall recommend the most appropriate

    option.

    The consultants are required to design the bridges keeping in view of the introduction of modern constructionmaterials and technology into bridge construction industry. It is highly recommended to use prestressed concrete

    in their design. Ordinary RCC or steel superstructure shall only be accepted if there is sufficient ground in favor of

    them as compared with the pre-stressed concrete.

    3.4.5 Miscellaneous

    If not covered by aforesaid, the Consultant shall perform other studies, explorations, test surveys, calculations

    etc required to produce full and complete set of working drawings, specification, bills of quantities requirements of

    material and complete cost estimates for the bridge/s including related works based upon which construction

    activities can be started to complete without further study and/or reference to them.

    3.4.6 Detailed Design and Quantity/Cost Estimates

    Based on the collection information and results of the discussion mentioned above the consultants shall designthe bridge following the standard codes of practice, norms and guidelines. The consultant shall design new

    technological bridge such as Pre-Stressed Bridges/ Arch Bridges/ Suspension Bridges / Cable Stayed or othe

    new type of bridge acceptable to the Department. The relevant codes of IRC for the design of bridges and

    Nepal Bridge Standards 2067 shall be followed. The list of all references literature and materials shall be

    provided on the report.

    The consultant shall produce detailed quantity estimate of the bridge and its accessories. They shall collect

    information on sources of materials and their lead distances and prepared rate schedules and cost estimates

    based on the standard norms and prevailing district rates.

    3.4.7 Use of Standard Design(s):

    Depending upon the site condition and other factors if the department ask the consultant in writing, the consultant

    can use the Standard Design of the part(s) of the bridge, which shall be made available by the DOR. This matter

    will be discussed and finalized during the presentation of the preliminary Design or at a later stage convenient to

    both parties. If such Standard design is used the Consultant shall adjust the design of other parts of the bridges to

    incorporate the parameters of the Standard Design.

    If it is decided to use any standard design, the payment shall be adjusted according to the condition of contract

    and/or as mentioned in the BOQ.

    3.5 Work Schedule:

    The consultant's work schedule is appended as an annex. The schedule has been prepared in line with the time

    allocated by the contract agreement. Based on the consultant's experience the specific time havebeen allocated

    for each activities. It should be mentioned here that the schedule has been prepared on the condition that the

    detailed field investigation works including survey will be completed before the onset of the monsoon. But due to

    present situation whereby the pre-monsoon rain has been very frequent and may disturb the field survey works

    We are, however planning to complete the field survey works before the onset of monsoon. Should there be any

    disturbance in the field survey works the work schedule may need to be revised and might affect the scheduled

    completion date as well. The eventuality of possible disturbance cannot be shown and hence is not shown in the

    work schedule which is appended as an appendix.

    3.6 Staffing Schedule:

    The staffing schedule presented earlier in our Technical proposal is recommended to be updated to reflect the

    duration of the consultancy services to approximately 10 months. The proposed revised staffing schedule

    recommends to use the services of the Project Director/Structural Engineer who will be primarily responsible fo

    preparing Inception Report and then on he will liaison and coordinate the team including the Bridge Design

    Engineer for the successful completion of the whole assignment. The staffing schedule has been based upon the

    work programme developed after review of the current situation.

    Mr. Keshab Man Amatya has been proposed as Project Director and Mr. Dipak Manandhar as a Bridge Design

    Engineer to be supported by another Structural Engineer Mr. Kaushal Ghimire. The man month input of each

    personnel is indicated in the Manning Schedule which is appended as an appendix.

    SECTION IV:CONCLUSION AND RECOMMENDATION

    As per contract agreement, there are ten (10) bridges in the Contract No. BP-661-DSD-37-068/69 fo

    feasibility study, detailed engineering survey and detail design of the bridges. It is found that only six bridge

    required detail engineering survey for design of bridges which are mention in table below. Finding from

    preliminary reconnaissance of site and recommendation for further detailed survey are summarized as

    follows.

    Detail survey of two bridges, Seti nadi bridge (pankot), bajhang and Seti nadi Bridge (tamail/jadar)

    Bajhang were already carried out.

    Location of two bridge Mahamai khola bridge, Achham and Kodigad bridge, Achham is not identified.

    ForChede khola bridge name of bridge, as per contract document does not match with name provided

    by local people.

    ForBudghi Ganga khola bridge, Achham, it is not included in list of contract agreement of DOR bu

    added by DDC of Achham according to local people demand in place of two bridges whose location is not

    identified. (Mahamai khola bridge, Achham and Kodigad bridge)

    ForKarnali nadi bridge, Achham, currently Bridge is on construction phase.

    For other bridges there is no conflict on location and they required detail engineering survey for design of

    bridges.

    Selection of an appropriate superstructure is a critical factor in the planning and design stage. Final selection and

    recommendation of bridge will be done after feasibility study, detail engineering survey, detail geological and

    hydrological investigation. From preliminary reconnaissance of field only approximately length of bridge is

    estimated which is mention in table 4.1.
