EVENT SUMMARY The Inaugural Bunker Fuel & Ballast Water Conference & Workshop 2019 (BuBWCE 2019), organised by Conference Connection Pte Ltd was successfully held from 13 – 14 November 2019 at the Sands Expo & Convention Centre, Singapore. The conference attracted an international C-Level audience from more than 15 countries comprising senior decision makers, including ship owners and managers, bunker traders, physical suppliers, storage operators, maritime lawyers, ship brokers, ship registries, ballast water solution providers, ports and classification societies, P & I Clubs, insurance brokers, claims specialists, blending and testing specialists and international maritime organisations. The conference provided a platform for the exchange of dialogue on critical drivers, challenges and future trends, addressing the dual compliance challenge of IMO’s 0.5% sulphur cap on bunker fuels and ballast water management conventions for shipowners, operators, the fuel oil and wider commodity markets. With a two-track format, the conference addressed the far-reaching impact of these regulations on day-to-day business operations, showcasing the practical impacts, best practices and contingency measures. Under the theme, “Are You Ready For 2019/2020?”, a total of 30 experts from Singapore, Malaysia, Denmark, Israel, Cook Islands, UK & USA provided in-depth knowledge and leading edge discussions on industry issues, over 7 Roundtable Discussions covering both bunker fuel and ballast water issues.

Highlights of BubWCE 2019 Bunker Fuel Track

Highlights from the bunker fuel track included discussions related to fuel availability, fuel pricing, quality and compatibility challenges, contract clauses and legal ramifications, code of practice for mass flow meters, credit risk management strategies, fuel testing issues, ship implementation plans, vessel engine lubrication requirements and key risks and challenges of scrubber installations.

Ballast Water Track

Discussions during the Ballast Water track included implementation and retrofitting trends, operational best practices and crew issues, role of port states and flag states in enforcing compliance and the role of P&I Clubs and insurance underwriters & brokers in assuming risks and providing insurable criteria for ballast water management systems.

Half-Day Ballast Water Workshop on 14 November 2019

The Ballast Water track included a Half-Day Workshop which looked at the “Practical Aspects of Managing Ballast Water Treatment Systems”. Delegates were given in-depth analysis and operational insights of what they can expect for issues and challenges related to system requirements, conversion and installations, as well as the legal considerations and implications for non-compliance. The workshop was led by Mr William Tan of Miyabi Industries and Mr S Mohan of Resource Law LLC.
