It is published quarterly: winter, spring, summer and fall, and is mailed to members and similar organizations on a complimentary basis. President’s Letter

Dear Members,

At the present time the Board of Directors are preparing the ballot for 2013. You may have already been called or will be called to run as a candidate to serve on the Board of Directors. Please give this serious consideration. It takes a small amount of time for a worthy cause.

We also are working on the 2013 Budget. Revenues are down and expenses are up. For the last two years, we have hired Kissel, a lobbying firm, to represent PSAN, which has been a considerable cost to the association.

The newsletter is now being published again on a quarterly basis. The funds budgeted for the news-letter are for two hard copies and two copies on the web. This is additional cost over last year’s budget because we haven’t published for over a year. We will be addressing the issues concerning the budget at the Winter meeting. I personally like a hard copy after all, the cords on my desktop PC won’t reach the restroom.

4. Review and Approve Minutes of March 2, 2012 PSAN Board Meeting:

It was brought to the attention of Warren Headlee that two (2) corrections might be needed on the March 2nd minutes. There are as follows:

Old Business: c. Newsletter update.

Second to last sentence currently reads “Publishing the newsletter via the website was

discussed as was the need, in any, to control access to the newsletter if so published.” It

was suggested and unanimously agreed upon that “in any” should be changed to “if any” making the sentence read as follows: “Publishing the newsletter via the website

reimburse Sandy Maillie a NTE amount of $300 for publishing cost associated with the newsletter spring issue, was actually made by Danny Martinez and not by LaVern Schroeder as stated in the March 2nd minutes.

Warren Headlee stated that he would make these changes and send a revised copy of the minutes to Connie Arnold.

Motion to approve by Lee Wells; Second by Glenn Hicks; Motion passed.

5. Review Treasurer’s Report:

See attached Treasurer’s Report dated May 18, 2012.

Warren Headlee asked about $1,000 payment made to Ryan Luedtke for his services associated with the PSAN Website. He understood that Luedtke was going to submit an invoice to be

approved at the next board meeting. It was explained to him that this was not necessary and that approval of the invoice by President Schroeder was all that was needed.

Motion to approve by Brian Langenberg; Second by Lee Wells; Motion passed.

Old Business

a. 2013 Winter Convention: Chad Marsh, Omaha, NE.

Robert Heese stated that there was nothing new to report.

No action on this item was taken by this board.

b. 2013 Summer Convention: Jeremy Feusner – North Platte, NE.

Robert Heese stated that it will be held in early to mid June, in North Platte, NE and that the average attendance is around 50.

No action on this item was taken by this board.

c. PSAN Website – update: LaVern Schroeder.

LaVern Schroeder authorized changes be made to the site and asked if there were any objections to this. There were none.

No action on this item was taken by this board.

d. Department of Roads MOU: – LaVern Schroeder.

LaVern Schroeder made the following statement (signed statement attached); in regards to

the Department of Roads MOU:

I have researched the minutes of the board meetings back to 1996 for information on the

M.O.U. I remember when I was President in 1998 there was interest at that time.

A motion was made by Podany – in 2001 to try to assist the N.D.O.R. on legals.

Dick Hansen was to get a committee formed in 2004.

In March 2005 an attorney was contacted.

In Jan. 2006 they did not have enough information to proceed.

In June 2008 we were on the Attorney Calendar to move on this and this has been on the agenda almost every meeting since.

I have spoken with several members and the reason there has been no activity from the N.D.O.R., is their belief we have no legal standing to request they do anything. The only action they will take under review is an action originating with the Board of Examiners.

The N.D.O.R. thinks we have become an adversary not an ally. Until there is a change in the depart-ment at N.D.O.R. and an action is brought by the Board of Examiners, this will be at a standstill.

Therefore as per Article 10, as president, I am discontinuing this committee. Everyone having prob-lems with the highway legal need to contact the R.O.W. section of the N.D.O.R.

I thank the Committee for all their efforts.

Schroeder asked that the PSAN be copied on any correspondence with the NDOR in regards to

questions and problems with legal descriptions. Schroeder feels that it could be helpful if the PSAN has a record of any issues.

Lee Wells reiterated that the Board of Examiners supports the MOU. The accomplishments Wells has made and the effort he put forth in regards to the MOU were recognized by this board.

No action on this item was taken by this board.

e. Repair of Plaque at the Cast Iron Monument: LaVern Schroeder.

Gene Thomsen has ordered the post but it is not in yet. It was supposed to have been delivered in May. There was some additional discussion on whether or not we could have something made. The board came to a standstill.

No action on this item was taken by this board.

f. Corrections of old minutes:

i. November 4, 2011 Board Meeting

New Business a) 2012 Winter Convention – Minutes say: The topic of the Conven-tion is “Set of Small Office”. Steve Parish is the Speaker.

This should read: The speaker is Larry Phipps and he will be speaking on the fol-lowing topics: “Anatomy of a Claim”, The Seven Deadly Sins of Surveying:, Pricing Professional Services: & Marketing for the Small Professional Office”.

ii. December 20, 2011 Special Meeting

New Business a) Discuss/Approve – Legislative Services Between the PSAN & Kissel/E&S Associates, LLC for 2011-2012 – Minutes say: Todd explained the Contract with Kissel that it is a lump sum and that this contract is only for this legislation and not the Elected County Surveyors legislation by NACO.

Schmitz wanted to remind the board that Danny Martinez will be the new representative with the NSPS. Schmitz will forward Martinez his information collected from the last 2 years.

New Business

a. Surveyors Historical Society Rendezvous 2012 in Council Bluffs September 13-15: Donation of $500.

The $500 donation was informally approved by a vote of the board via email on May 16, 2012.

LaVern Schroeder had suggested a donation of $500 to $1000 be made by the PSAN. With the

exception of Dave Schmitz, who suggested $250, everyone agreed to a $500 donation. LaVern

Schroeder will send a letter accompanying the donation.

Motion to donate $500 to the Surveyors Historical Society Rendezvous 2012 in

Council Bluffs by Robert Heese; Second by Glenn Hicks; Motion passed.

b. NGS State Adviser Agreement (Jim Richardson): Lee Wells.

Southeast Nebraska Land Surveyors supports the State of Nebraska to maintain office facilities for a NGS adviser at the state level. Wells suggest that the PSAN does as well.

No financial support would be needed by the PSAN.

Robert Heese asked the question about whether or not the advisor would be traveling outside the state as a part of his/her job requirements. It was generally understood that this may indeed be the case.

Motion to support office space for Jim Richardson as long as he is the NGS Adviser for the State of Nebraska by Lee Wells; Second by Dave Schmitz; Motion passed.

c. Budget for mileage claims.

John Berry stated that on May 3, 2012 a statement for a mileage claim was received by Mark Streit for October and November, 2011. It was asked and stated that in the past mileage claims have been a miscellaneous expense.

Motion to approve mileage claim by Mark Streit by Dave Schmitz; Second by Robert Heese; Mo-tion passed.

d. PSAN Newsletter printing prices.

LaVern Schroeder stated that the PSAN bylaws require that the “Nebraska Surveyor” magazine be sent out twice a year. Schroeder suggested that a hard copy of the next issue be mailed at cost of be-tween $741 to $861, including postage.

Discussion followed as to whether all copies should be sent as a hard copy or if a combination of some issues being mailed as hard copies and some issues being made available via the PSAN web-site.

Motion to deliver two (2) hard copies via mail and two (2) digital copies via the PSAN website by Dave Schmitz; Second by Robert Heese; Motion passed with one vote against by Jason Headley.

e. Board of Examiners Nominations.

Nominees are:

Lee Wells

Motion to approve nominees by Robert Heese; Second by Danny Martinez; Motion passed with Lee Wells abstaining from vote.

f. NSPS membership for all PSAN Members: Dave Schmitz.

It has been asked if the PSAN would consider making all of its active and possibly its associate members of the NSPS through its own membership process. PSAN dues would then include NSPS dues but the NSPS dues would be reduced from their current $240(+/-) amount to $40. To summa-rize, $40 would be added to the current PSAN membership dues.

LaVern Schroeder will add this to the agenda for the PSAN Annual Meeting.

No action on this item was taken by this board.
