CHAPTER I
ABOUT THE UNIVERSITY
Pandit Bhagwat Dayal Sharma University of Health Sciences has been established by the Haryana Act No.26 of 2008. This Act has come into force w.e.f. 2.6.2008 vide Haryana Government Notification No.S.O.74/H.A.26/2008/S.I./2008 dated 18-8-2008. The university has been established for the purposes of teaching and affiliating, ensuring proper and systematic instructions, training and research in Modern and Indian System of Medicine. The university shall exercise its powers throughout the state. This university is the first university of health sciences in the state. It is located at a distance of 70 Km North-West of Delhi on the National Highway No. 10, spread over a sprawling 350 acres of land on the outskirts of the historic city of Rohtak. The University campus is excellent pollution free having strawling Green Parks. Pt. B.D. Sharma PGIMS, Rohtak and Post Graduate Institute of Dental Sciences, Rohtak constituent institutions of this University are oldest colleges of Haryana State which are ragging free and are having eminent faculty.
AIMS AND OBJECTIVES
1. To develop self sufficiency in post graduate medical education to cater the state/country’s need for specialists, super specialists and medical teachers to the level of excellence.
2. To maintain and create high standards of teaching, research and patient care.
3. To expose undergraduate, postgraduate & post doctoral students to the newer atmosphere of advanced research and opportunities for active participation in teaching exercises.

ADMISSION PROCESS:
Admission Process shall be carried out through Physical Counseling on the basis of relative merit in NEET-PG–2017 & NEET-MDS – 2017.

DURATION OF COURSE
The period of training for obtaining MD/MS/MDS Degrees shall be three completed years including the period of examination. The period of training for obtaining PG Diploma shall be two completed years including the examination period.

CHAPTER IV
ELIGIBILITY FOR ADMISSION IN GOVT./ GOVT. AIDED INSTITUTIONS
1. A candidate for admission to MD/MS/PG Diploma, MDS courses in Govt./ Govt.
Aided Medical & Dental Institutions will be eligible if he/she: i) is a citizen of India. ii) has passed MBBS/BDS examination from recognized University/Institution situated in
Haryana as a bonafde resident of Haryana or has passed MBBS/BDS examination from any other Medical/Dental College/Institution recognized by the Medical/Dental Council of India and who/ whose parents produce(s) a Haryana Resident Certificate as per Govt instructions given in Annexure A & B.
iii) has completed satisfactorily one year compulsory rotating internship from institutions recognized by the Medical/Dental Council of India for this purpose by 31.03.2017.
iv) is registered permanently with State Medical/State Dental Council /MCI /DCI at the time of admission.
v) possesses a certificate of good conduct from the head of the institution last attended.
2. The candidate will also submit, in original, all the above mentioned certificates at the time of
counseling without which admission to P.G. course shall not be granted. No such attested certificates/ documents will be considered at all.
3. A student who is already admitted to any PG course in any institution is not eligible to apply till
completion of the course. An undertaking to this effect will be obtained from the candidate. Concealment of facts would invite disqualification.
4. After commencement of PG Courses(Degree/Diploma), if a candidate having joined
the course leaves it before completion of full period:- a) He/she will be debarred for next three years from applying for admission to
any PG Course (Degree/Diploma) in the state. b) He/She will have to pay the Bond Money Rs.5,00,000/- for PG
Degree/Diploma Course for which Bond shall be executed at the time of admission.
5. All candidates of HCMS/ HCDS category having valid NOC issued by competent authority are
eligible for counseling as per State Merit of NEET - PG 2017/ NEET - MDS 2017. No candidate of HCMS/ HCDS category without valid NOC is eligible for counseling.
6. The HCMS/ HCDS doctors who join PG courses against reserved seats and leave the course in
between will be governed by Haryana Govt. instructions issued from time to time. 7. Admission will be made through counseling according to the merit of the Haryana State
Candidates based on NEET – PG 2017 / NEET – MDS 2017 as applicable. Note :- In case sufficient eligible & willing candidates are not available as per merit NEET-PG
2017 and NEET -MDS-2017, admission on those seats shall be made from the All India Merit NEET-PG-2017 and NEET-MDS-2017 merit list.

CHAPTER VI
Eligibility for admission to MD/MS/PG Diploma & MDS Courses in Private Unaided Medical/Dental Institutions and Medical/Dental Institutions under Deemed and State Private Universities.
A candidate having citizenship of India will be eligible for admission to PG Courses if he/she :-
a. Has passed MBBS/BDS Examination from any Medical/Dental College/ Institutions
recognized by MCI/DCI. b. Has completed one year compulsory Rotatory Internship which is an essential pre-
qualification for acquiring eligibility for admission to Post Graduate Degree/ Diploma
Course for the year 2017. The cut off date for completion of internship shall be 31st
March of the corresponding year. However, the candidates who had passed their BDS
Course prior to 1991 and hold a BDS degree from a Dental College recognized by
Dental Council of India and have obtained permanent registration with the State Dental
Council shall be exempted from the applicability of this pre-condition. Internship of 12
months period shall not be condoned in any case or under any circumstances except for
the students of BDS batch admitted during the academic session 2007-08 (as allowed
by DCI) and have completed 4 and a half year BDS course along with 06 months of
compulsory rotatory internship.
c. Has been registered permanently with MCI/DCI at the time of admission and possesses
a certificate of good conduct from Head of the Institution last attended.
d. Candidate is also required to produce the above mentioned certificates in original at the
time of counseling without which the admission shall not be granted.
e. A candidate who is already admitted to a course in any institution is eligible to
apply for another course only after having passed the first course. He/She
will be required to give an undertaking to this effect. Concealment of facts
will invite disqualification.
f. If the candidate once admitted drops out or leaves the Post Graduate
Degree Course in between, he/she shall be debarred for a period of
three years for seeking admission to any PG Course in the State of
Haryana. However, a student admitted to a post Graduate Diploma
Course shall not be debarred for admission to Post Degree Course.
g. Candidates already in service must submit their application form through
their employer or produce ‘No Objection Certificate’ from the employer on
or before the last date of receipt of application form.
h. Admission shall be provisional subject to verification/checking of eligibility for
admission at the time of counseling.

CHAPTER VIII
FEE STRUCTURE
(FOR BOTH OPEN AS WELL AS MANAGEMENT CATEGORY IN PVT. UNAIDED MEDICAL/DENTAL INSTITUTIONS INCLUDING DEEMED/ PVT.
UNIVERSITIES)
Fee structure in case of M.M. University, Mullana (Deemed University)
for MD/MS/PG Diploma Courses under their University and fee
structure as received from SGT Budhera, Gurgaon (State Private
University) for MD/MS/PG Diploma & MDS courses under their
University are enclosed with Annexure I. Fee structure for PDM Dental
College, Bahadurgarh will be charged as per Govt. instructions as this
institution has been disaffiliated from this University and PDM
University, Bahadurgarh has been established as per provision of
Section 6 of the Haryana Private University Act 2006.
The annual tuition fee and development charges to be charged is Rs.
6,85,000/- for remaining Pvt./ Unaided Dental Institutions. The hostel,
mess, library and security charges etc. shall be charged and levied in
addition to the tuition fee and development fee. However, such
charges proposed to be levied must be notified to the DMER, Haryana
by each individual Institution well before the counseling.
The fee shall be payable on annual basis for all the categories and the
institutes shall not insist upon the candidate to deposit fee of the
entire course in advance.
The fee shall be refunded/ adjusted if the candidate is shifted in
subsequent counseling from one Institute to another, be it Private to
Government or Private to Private Institute including those under
Deemed/ State Private Universities. In case of request for withdrawal
of admission by a candidate the fee shall be refundable to the
candidate, only if the withdrawal of admission is made at least 07
days prior to the last date prescribed for admission to PG/PG
Diploma/ MDS Courses. However, if the candidate leaves the course
midway(except on account of death or serious mental illness/
physical grievous injury/ illness), he / she shall be liable to pay the
balance fee for whole of the course.
The fee shall be deposited by the successful candidates in the shape
of demand draft payable to the Controller of Finance, Pandit Bhagwat
Dayal Sharma University of Health Sciences, Rohtak on behalf of the
respective Institutions. The fee shall be transferred to the respective
Institutions after completion of the admission process.

2. Before filling the online Application Form, the candidates are required to read the prospectus carefully. The Admission to MD/MS/ PG DIPLOMA AND MDS Courses for session 2017-18 will be made on the basis of merit of NEET PG – 2017/ NEET MDS - 2017 through physical counselling by Pt. B.D.Sharma University of Health Sciences, Rohtak. Physical presence of the candidate is mandatory in counseling. 4. It will be the responsibility of the candidate to ensure eligibility for admission
before applying for the course. If on verification at any stage, it is found that a candidate does not fulfil the eligibility conditions, his/her candidature will be cancelled and the fee deposited by him/her shall be forfeited.
5. On-line registration-cum-counselling fee is Rs. 3000/- (Registration & Counseling fee) for General Category candidates and Rs. 750/- (Registration & Counseling fee) for SC/BC candidates of Haryana State. Registration cum counselling fee is non-refundable.
6. On-line registration-cum-Counselling fee shall be deposited by the candidate through Net Banking/ Online Banking/Debit Card/Credit Card. Additional Bank Charges shall be borne by the candidate.
7. The outcome of different rounds will be displayed on the websites www.uhsr.ac.in , www.pgimsrohtak.nic.in & www.uhspgadmissions.in as per admission schedule. No individual allotment letter will be sent to the candidates.
8. All the candidates who are allotted seats will report to allotted college institute within stipulated date, failing which their seat allotment shall stand cancelled.
9. Candidates must take print-out of their online Application Form. The print-out has to be signed and submitted at the time of reporting for admission. Candidates will also produce all the relevant certificates in original including registration, fee receipt for verification, a signed print out of their online application form generated from the website before Admission Committee before reporting in the institute.
10. The allotment of seat is liable to be cancelled, if any data /information submitted by the candidates at the time of registration is found to be wrong at the time of verification of the original certificates.
11. If a candidate is admitted on the basis of the information submitted by him/her, which is found to be incorrect or false at any stage then his/her
admission shall be cancelled and all fees and other dues paid by him/her shall be forfeited. The University/College/Institute may take further action, as deemed fit, against the candidate in accordance with law.
12. All the rules and regulations for the submission of migration certificate by the candidates will be applicable as per the rules of the University.
13. In case a candidate after having deposited required fee for admission to MD/MS/ PG DIPLOMA AND MDS Courses for Session 2017 - 18 decides to leave the course seven days before the date of last admission, the fee deposited by the candidate will be refundable to him/her by the concerned college if the seat so vacated is filled by some other candidate through counseling process.
14. All Legal disputes relating to admission to MD/MS/ PG DIPLOMA AND MDS Courses for Session 2017 - 18will be subjected to Courts having jurisdiction at Rohtak.
15. All the updated latest information/changes/modifications will be displayed on the websites. The candidates are required to visit the website regularly to obtain the latest information.
16. The Additional Chief Secretary to Government of Haryana, Medical Education and Research Department will be the final Appellate Authority in all admissions related disputes for all Institutions and his decision shall be the final.
Information for candidates:
1. The registration – cum – counseling fee will not be refunded under any circumstances.
2. Any attempt on the part of a candidate, his parents or relatives to canvass or bring influence to bear upon the University directly or indirectly, for securing admission will be a disqualification for admission.
3. No judicial proceedings will lie against the University for:-
i) any bonafide error that may occur in the selection of any candidate for admission. ii) refusing to accept a certificate. ii i) any other reason pertaining to admission of the student(s). 4. Any instructions/directions to modify/change any condition can be issued by the University prior to
1st counseling.
5. Legal Jurisdiction
All disputes pertaining to the allotment of seats shall lie within the jurisdiction of Rohtak Courts only.
CHAPTER XI
ONLINE ADMISSION PROCEDURE
This section provides an overview of the steps involved in admission process. A. Online Registration
Candidate should visit website www.uhsr.ac.in, www.pgimsrohtak.nic.in &
www.uhspgadmissions.in. Candidates should go through prospectus for
gathering information/ instruction in details about counselling schedules and
procedures. Softcopy is available on the websites www.uhsr.ac.in ,
www.pgimsrohtak.nic.in and _ www.uhspgadmissions.in.
Candidates will register themselves as per key dates mentioned in the
admission schedule for Govt./Govt. Aided Medical/Dental College of
Haryana.
For participation in online admission process, a candidate has to register by
submitting personal data/ requisite information correctly in the online
application form. On submitting this data/ information user Id and password
will be generated/ created for use in future logins by the candidate.
For subsequent logins, candidates will be able to login directly with their
user Id and password candidates should remember to logout at the end of
their session so that the details filled in them cannot be tampered with or
modified by unauthorized person.
Candidates are advised to record/remember their password for future logins
and not to disclose or share their password with anybody.
It is clearly the responsibility of the candidates to verify that the data
/information submitted by them at the time of registration is correct and
allotment of seat is liable to be cancelled if the same is found to be wrong at
the time of verification of original certificates
If the personal data submitted/ entered by the candidates are found to be
wrong at the time verification of certificate either during reporting or at a later
stage, the allotment of seat/provisional admission is liable to be cancelled.
Candidates should take a print out (hard copy) of the online application form
containing the above personal data for future use.
B. Payment of Registration – cum - Counseling Fee. Last date for payment of Registration-cum-counseling fee for (Govt./ Govt
Aided Colleges) is as per key dates mentioned in the admission schedule.
Please ensure that registration–cum- counseling fee during online
registration is paid within stipulated time failing which the candidate would
not have any claim for eligibility in counseling.
C. ADMISSION PROCESS:
Admission Process shall be carried out through Physical Counseling on the basis of relative merit in NEET PG – 2017 & NEET MDS – 2017.
D. Reporting at Allotted College/ Institute
The outcome of the different rounds of seat allotment will be displayed on
the websites (as per admission schedule). Individual allotment letters will not
be sent to the candidates by the university, however will be available in their
login, if allotted.
Candidates will produce all the relevant certificates in original including
registration and counseling fee receipt for verification, a signed print out of
their online application form generated from the website at the time of
reporting.
The allotment of seats to candidates who do not report within the stipulated
period to the allotted college will be cancelled
CHAPTER XII
List of documents to be brought at the time of reporting before Admission Committee:
The candidates, at the time of reporting must bring the following Original
Certificates/ Documents/ Testimonials alongwith two sets of duly attested photocopies of
these with them. Any candidate who fails to produce any of the required Certificate
Document/ Testimonial at the time of reporting the institution, will forfeit his/her claim to
admission:
1) Matriculation Certificate/ High School Certificate/ICSE/Class X or its equivalent certificate as proof of date of birth.
2) Certificates of having passed MBBS/BDS examination from Institution recognized by MCI/DCI.
3) Three copies of the recent photographs (passport size) self attested.
4) Internship completion certificate certifying the date on which the candidate has completed one year’s compulsory rotating internship. The date of completion of internship training shall not be beyond 31.03.2017.
5) A certificate of good conduct from the Head of Institution last attended.
6) Candidates who are not the graduates of Pt. B.D. Sharma Postgraduate Institute of Medical Sciences, Rohtak/Post Graduate Institute of Dental Sciences, Rohtak & recognized Medical/Dental Colleges in Haryana must submit a Haryana Resident Certificate in original (as per Annexure A& B). The certificate of Haryana resident which is not in the prescribed proforma, will not be accepted.
7) Certificate of permanent Registration with State Medical/Dental Council/MCI/ DCI at the time of admission.
8) Certificate of SC/BC if claiming benefit under reserve category for registration-cum counseling fee only.
9) Result Card of NEET – PG 2017 / NEET – MDS 2017.
10) HCMS/HCDS category candidates must produce valid NOC issued by the competent authority. No candidate of HCMS/HCDS category without valid NOC is eligible for counseling.
11) As Proof of identification Aadhaar card / PAN Card / Driving license /Passport / Voter ID.
CHAPTER XIII
Method of Selection and Admission 1. The candidates called for counseling will be required to produce all original documents/
certificates/ marks sheet etc. at the time of counseling. Under no circumstances,
any relaxation will be allowed to the candidates from appearing in person before the board on
the fixed date and time.
2. Any candidate who has taken admission elsewhere and has deposited all his/her original
certificates with that concerned college/institution will be provisionally allowed to attend the first
round of counseling subject to the condition that he/she provides the documentary evidence
from the said college. A seat purely on Provisional basis will be offered depending upon the
availability of the seats at his/her rank and the choice exercised by the candidate.
3. The candidates will appear for 1st round of counseling before the Admission
Committee according to their respective merit based on NEET – PG 2017 / NEET –
MDS 2017. Selection to the course will be according to the availability of the seat(s) at their
respective merit at the time of counseling.
4. If any seat(s) remains vacant or surrendered, this/these will be allotted and admission will be
granted strictly as per merit in the 2nd round of counseling. The remaining time will be limited to
filling up of the vacant seats resulting from exceptional circumstances or surrender of seats so
that all the candidates join the academic course latest by 31.05.2017 of academic year subject
to any change by MCI/ DCI..
5. The admission will close on 31.05.2017 subject to any change by MCI/ DCI and under no
circumstances a change of subject or fresh admission will be allowed thereafter even if seat(s)
remain(s) vacant.
6. In case of a tie between two or more candidates having equal Marks/Merit, the inter se ranking
of such candidates shall be determined by the following factors in the following order of
preference:-
(a) Candidates with higher aggregate marks in qualifying examination.
(b) Candidates older in age.
7. For Admission to PG seats in Govt./ Govt. Aided Medical/Dental Institutions:-
WEIGHTAGE OF MARKS ( for open seats candidates only who have passed MBBS/BDS from recognized Medical/Dental colleges of Haryana) subject to any change as per Govt. instructions.

CHAPTER XIV
Terms and Conditions for PG Students
On receiving unsatisfactory report about any student from his/her Supervisor and
the Head of the Department during the course, the admission is liable to be cancelled.
Admission will also be subject to the following conditions :
i) Students coming from outside Universities will be required to deposit migration
certificate and all other relevant documents immediately after the start of the session. Payment of their stipend will start only after they deposit these documents.
ii) A postgraduate student of a postgraduate degree course in broad specialties
would be required to present one poster presentation, to read one paper at a
national/state conference and one research paper which should be
published/accepted for publication/sent for publication during the period of his
postgraduate studies so as to make him eligible to appear at the postgraduate
degree examination.
iii) Candidates admitted to degree course will be required to submit plan of thesis of
research work to be undertaken by them and submission of final thesis as per
ordinance/regulations of relative courses given in the Calendar of Pt. B.D.
Sharma University of Health Sciences, Rohtak and examination as per University
Ordinance amended from time to time. iv) The candidates will be required to pay the fees and other dues etc. as prescribed
from time to time, well in time. The fees once deposited will not be refunded. v) STERN DISCIPLINARY ACTION WOULD BE TAKEN AGAINST THE PG
STUDENTS INVOLVED IN RAGGING. vi) No student, after joining a MD/MS/PG Diploma & MDS Degree course will be
allowed to apply/join any other job (including Sr. Residency/ Demonstrator in PGIMS/ PGIDS Rohtak or any other institution of State/Central Govt./Private/Semi Govt. concern till the completion of the course.
vii) If a student is absent from duty, intimation regarding absence from duty will be sent by the concerned Head of the Department within 48 hours. The Heads of the Departments/Units, shall not allow any such P.G. student to join his/her duty without prior permission of the Director/Principal if he/she has been absent from duty for more than 7 days.
viii) Leave for any duration shall be sanctioned without stipend by the Director/ Principal only.
ix) A doctor in the service of State (Health as well as Medical Education
Departments) before being relieved for any Post Graduation in any subject
course will execute a bond as per Haryana Government instructions applicable
from time to time.
x) The candidates who are selected for admission to MD/MS/PG Diploma & MDS
course will be required to give an affidavit to the effect that they are not
undergoing any training at any other Institution. If a candidate is found appearing
in any such examination under any circumstances, his/her admission shall be
cancelled and bond money will be recovered.
xi) If a student remains absent continuously for two weeks or total of six weeks in
one year (without getting leave sanctioned), his/her admission shall stand
cancelled. For reasons like illness, certificate (upto four weeks continuous or with
breaks) issued only by the Head of Unit/Deptt. Pt. B. D. Sharma Post Graduate
Institute of Medical Sciences, Rohtak will be accepted. If a candidate leaves the
station with permission and falls ill, a certificate (upto four weeks continuous or
with breaks) issued by a Medical Officer not below the rank of Civil Surgeon, will
only be accepted. The certificate must bear identity (Specimen signature) of the
candidate, Deptt’s Dispatch No. office stamp and signatures of Head of Deptt.
/Unit/Civil Surgeon concerned. Certificate on simple OPD card or prescription slip
will not be treated as Medical Certificate. Medical leave beyond four weeks, the
candidate will have to apply and appear before Medical Board to be constituted
by the Director, Pt. B. D. Sharma PGIMS, Rohtak and only the medical certificate
issued by the Medical Board will be accepted. However, the period of such leave
sanctioned will have to be compensated by undergoing training for the extended
period equal to the period of leave availed before appearing in the examination
and no stipend will be paid for this extended period. If a candidate fails to appear
before the Medical Board, his/her admission shall be cancelled without any
further notice. Further, if a candidate leaves the country during his/her P.G.
Course without the permission of competent authority, his/her admission shall be
cancelled without any notice. xii) In case the PG students avail maternity leave during the course, the same will be
allowed as per MCI/DCI/Haryana Govt. instructions. xiii) All candidates joining the Post Graduate training programme shall work as full
time residents during the period of training, attending not less than 80% (Eighty Percent) of the training during each calendar year, and given full time responsibility, assignments and participation in all facets of the educational process.
xiv) The P.G. student will be allowed leave as per Govt. instructions from time to time. HCMS cadre candidates will also be entitled to avail leave as in the case of open category candidates. They will not be allowed any earned leave during the tenure of their P.G, course. Leave shall not be adjusted against any absence from duty.
xv) The Head of the Department is competent to sanction leave including station leave upto four days only. If the duration of leave including station leave is more than four days, then the Head of Dept. will forward such application with specific comments to the Director/Principal for sanction. Yearly leave will be granted in proportion to the time of the year elapsed.
xvi) No candidate will be allowed to change the subject/discipline after the final
counseling under any circumstances.
CODE OF CONDUCT FOR STUDENTS:
(i) Maintenance of Discipline among students
1. All powers relating to discipline and disciplinary action are vested in the Head of
the Institution.
2. The Head of the Institution may delegate all such powers, as he/she deems
proper to the Dean and to such other persons as he/she may specify on his
behalf.
3. Without prejudice to the generality of power to enforce discipline under the Rules.
The following shall amount to acts of gross indiscipline:
a) Physical assault or threat to use physical force or misbehavior against any member of the teaching or non teaching staff of any Department/Section of the Institution or any other persons within the premises/Campus.
b) Carrying or use or threat of use of any weapon.
c) Any practice, whether verbal or otherwise, derogatory to women or persons belonging to Scheduled Castes & Schedule Tribes.
d) Any attempt at bribing or corruption in any manner.
e) Willful destruction of institutional property.
f) Creating ill-will or intolerance on religious or communal grounds.
g) Causing disruption in any manner of the functioning of the Institution.
h) Use of unauthorized appliances in the Hostel.
i) Regarding ragging the directive of Supreme Court will be followed
strictly. It is as under :
“As per direction of the Hon’ble Supreme Court of India, the Government
has banned ragging completely in any form inside and outside of the
campus and the institute authorities are determined not to allow any form
of the ragging. Whoever directly or indirectly commits, participates in
abets or instigates ragging within or outside any educational Institution,
shall be suspended, expelled or rusticated from the Institution and shall
also be liable to fine which may extend to Rs.10,000/-. The punishment
may also include cancellation of admission, suspension from attending
the classes, withholding/withdrawing fellowship/scholarship and other
financial benefits, withholding or canceling the result. The decision shall
be taken by the head of the institution or competent authorities of the
University.
4. Without prejudice to the generally of his/her powers relating to the maintenance
of discipline and taking such action in the interest of maintaining discipline as
may seem to him/her appropriate. The competent authorities of the University or
institution, may in exercise of their powers, order or direct that any student or
students.
a) Be expelled or rusticated or suspended from the Institution or Hostel;
b) Be, for a stated period : be not for a stated period admitted to a course or
courses of study in Pt. B.D. Sharma University of Health Sciences,
Rohtak.
c) Be fined with a sum of rupees that may be specified;
d) Be debarred from taking any examination(s) for one or more semesters.
e) Withhold the result of the student(s) concerned in the Examination(s) in
which he/she or they have appeared be cancelled.
f) Be prohibited for appearing or completing any examination for any unfair
means like copying taking notes, mobiles or any other electronic gadgets
inside the examination halls.
At the time of admission, every student shall be required to sign a declaration that
on admission he/she submits himself/herself to the disciplinary jurisdiction of the
Head of the Institution and several authorities of the Pt. B.D. Sharma University
of Health Sciences, Rohtak who may be vested with the authority to exercise
discipline under the Acts, the Statutes, the Rules and the rules that have been
framed there under by competent authorities of Pt. B.D. Sharma University of
Health Sciences, Rohtak.
PROHIBITION OF AND PUNISHMENT FOR RAGGING :
1. Ragging in any form is strictly prohibited, within the premises of
college/department of institution and any part of University and also outside the
campus.
2. Any individual or collective act or practice or ragging constitute gross indiscipline
shall be dealt with under this Rules.
3. Ragging for the purposes of this rules, ordinarily means any act, conduct or
practice by which dominant power or status of senior students is brought to bear
on students freshly enrolled or students who are, in any way, considered junior or
inferior by other students and includes individual or collective acts or practice
which :
a) Involve physical assault or threat or use of physical force;
b) Violate the status, dignity and honour of women students;
c) Violate the status; dignity and honour of students belonging to the
Scheduled Castes, Scheduled Tribes and Other Backward Castes.
d) Expose students to ridicule and contempt and affect their self-esteem;
e) Entail verbal abuse and aggression, indecent gesture and obscene
behavior.
4. The Director, Dean, Principal, Hostel Superintendent and Faculty of PGIMS,
Rohtak shall take immediate action on any information of the occurrence of
ragging.
5. Notwithstanding anything in Clause(4) above, the Dean, or any other Faculty
member/or authority may also suo moto enquire into any incident of ragging and
make a report to the Director of the identity of those who have engaged and the
nature of the incident.
6. The Dean or Principal may also submit an initial report establishing the identity of
the perpetrators of ragging and the nature of the ragging incident.
7. On the receipt of a report under clause (5) or (6) or determination by the relevant
authority disclosing the occurrence or ragging incidents described in the Clause
3(a), (b) and (c) the head of the institution shall direct or order rustication of a
student or students for a specific number of semester.
8. The head of the institution may in other cases of ragging order or direct that any
student or students be expelled or be not, for a stated period, admitted to a
course of study as University, departmental examination for one or more
semesters or that the result of the student or students concerned in the
examination(s) in which they appeared be withheld.
9. For the purpose of these rules, abetment to ragging will also amount to ragging.
SEXUAL HARASSMENT MONITORING COMMITTEE :
A statutory committee, comprising of members from the teaching and non-teaching staff
as well as students looks into matters related to sexual harassment of students and staff
in the college. Any person aggrieved in this matter may fearlessly approach the
committee for a fair, concerned hearing and redressal.
Willful ABSENCE OF STUDENTS :
Willful absence of students will be informed to the students and also parents or local
guardians. At least 3 reminders will be issued with a gap of 10 days by the academic
section to these students. Thereafter the action of cancellation of the registration of the
concerned will be decided by the Dean/Director.
STIPEND
Candidates, who are selected for PG Degree/ Diploma (other than HCMS candidates) will be paid stipend at the rate & terms approved by Govt. of Haryana. However, the candidates will be paid stipend only for one complete course i.e. 3 years for degree & 2 years for Diploma.
Payment of stipend to students coming from outside universities will start only after they deposit the migration certificate and other original certificates.
If a candidate avails leave without stipend for valid reasons to the satisfaction of the Director, he/she will have to repeat this period and he/she will not be paid stipend for the repeated period.
AGREEMENT BOND
The candidates at the time of admission will be required to execute a bond with two sureties (on non-judicial stamp paper duly attested by 1st Class Magistrate) that he/she will not leave the course before completion. In case, any one leaves the course midway, he/she will pay Rs.5,00,000/-(Rs. five Lacs) to the institution concerned. The institution will have the right to recover such money from the defaulters in accordance with the law of the land. He will also be debarred from appearing in the entrance test for the next three years. The Performa of the agreement is given in Annexure 'C’.

CRITERIA FOR OBTAINING BENEFIT OF BONAFIDE HARYANA RESIDENCE
A. Haryana Bonafide Residence.
The following categories of persons would be eligible for the grant of Haryana bonafide/ domicile certificate:
i) Candidate who have passed the MBBS/BDS Examination from Pt. B. D. Sharma UHSR/ MDU, Rohtak/ M.M.U. Mullana/ recognized Medical/Dental Colleges of Haryana as a bonafide resident of Haryana.
ii) Children/wards (if parents are not living/ Dependents):
a) of the regular employees of’ Haryana State posted in or outside Haryana State or working on deputation
b) of the regular employees of the Statutory Bodies/Corporation established by or under an Act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana.
c) of the regular employees of the Govt. of India posted in Chandigarh or in Haryana on deputation to Govt. of Haryana provided he has been on such deputation for a period not less than one year,
ii i) Children/wards (if parents are not living)/dependents of persons who after retirement have permanently settled in Haryana and draw their pension from the treasuries situated in the State of Haryana.
iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Govt. irrespective of the fact that the original home of the retiree is in a State other than Haryana or he has settled after retirement in or outside Haryana.
v) Children/wards (if parents are not living)/dependents of persons who have permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or have permanent home in Haryana but on account of their occupation they are living outside Haryana.
vi) The Children and Ward of the accredited journalists residing at Chandigarh and recognised by Govt. of Haryana.
vii) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belonged to any other State before marriage.
viii) Persons who were born in Haryana and produce a certificate to that effect, provided that the parents/guardians (if parents are not living) of persons; belonging to any one of the above mentioned categories:-
a) are citizens of India, and
b) produce an affidavit to the effect that they/or their children/wards (if parents are not living)/dependents have not obtained the benefit of domicile in any other State.
B. Candidates should submit ONE OF THE FOLLOWING as proof of bonafide residence in Haryana.
1. For children of employees of Haryana Govt./Pensioner of Haryana Govt./ Employees of Statutory Bodies/ Corporations established by or under an Act of the State of Haryana, certificate to this effect issued by Head of the office.
2. For all other candidates:-
A domicile certificate issued by the Competent Authority of the District/Sub-Division to which the candidate belongs. The certificate must be in the form given in Annexure-B. Provided that the above rules will cover wards of the persons concerned in case of the parents of the candidate are not living.
C. The candidates who by the virtue of any other reasons/facts than those covered in the preceding paragraphs to be duly supported by relevant documents in original, claim the benefit of Haryana domicile/residence must present such documents before the said counseling board which shall have all powers to accept or reject such documentary proof as might be submitted by the candidate(s) in support of such claim.
D. The University shall have full power to reject the claim if it is not satisfied that the candidate belongs to Haryana. Its authority in this behalf shall be final.
NOTE :- If a candidate is admitted on the basis of a claim that he belongs to the State of Haryana but at any subsequent time it is discovered that his claim was false, the student shall be removed from the institution and all fees and other dues paid upto the date of such removal shall be forfeited. The Institution may take such other action against the student and his/her parents/guardians as it may deem proper in the circumstances of any particular case.

from the Chief Secretary to Government Haryana addressed to All Heads of

Subject: “Bonafide residents of Haryana - Guidelines regarding”.
I am directed to invite your attention to Haryana Govt. letters noted in
the margin on the subject noted above vide which the instructions were issued
regarding simplification of procedure for obtaining the certificate of Domicile for the
purpose of admission to educational institution (including technical/medical
institution). The matter has been reconsidered in the light of judgment delivered by the
Hon’ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and
others reported as AIR 1984-SC-1421, wherein it has been held that instead of the word
‘Domicile’ the word ‘Resident’ be used in the instructions issued by the State
Government and it has been decided to revise the Government instructions. Henceforth,
the following categories of persons would be eligible for the grant of Resident Certificate:
-
i) Candidates, who have passed the examination qualifying there for selection in an
institution from a school/college in Haryana.
ii) Children / Wards (if parents are not living) / Dependents: -
(a) of the regular employees of Haryana State posted in or outside Haryana
State or working on deputation;
(b) of the regular employees of the statutory bodies/corporations established by or under
an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside
Haryana.
(c) of the regular employees of the Government of India posted in
Chandigarh or in Haryana in connection with the affairs of the Haryana
Government;
iii) Children/wards (if parents not living)/dependents of persons who after
retirement have permanently settled in Haryana and draw their pensions from
the treasuries situated in the State of Haryana.
iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana
Government irrespective of the fact that the original home of the retiree is in a

2. All candidates claiming to be bonafide residents of Haryana should produce a
Haryana Resident Certificate signed by the District Magistrate/General Assistant to
Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-
Divisions to which the candidates belong. Resident Certificates in respect of
elsewhere or in respect of the Children/Wards/Dependents of Haryana Govt.
employees who are posted at Chandigarh, Delhi or elsewhere or in respect of
Children /Wards/ Dependents of pensioners of Haryana Govt. or in respect of the
Children/Wards/ Department of the employees of the Government of India posted at
Chandigarh or in Haryana in connection with the affairs of Haryana Government, or
in respect of Children/Wards/Dependents of the employees and retirees of the
Statutory Bodies/Corporations of Haryana established by or under an Act of the
State of Haryana or a Central Act and located at Chandigarh, Haryana or
outside Haryana, should be by their respective Heads of Departments.
3. Candidates seeking admission in educational institutions (including medical and
technical institutions) located in Haryana, may not be required to produce Resident
Certificate, if they have passed the examination from a school/college situated in
Haryana. For this purpose, a certificate of the Principal/Headmaster from concerned
institution where the children/wards studied last should be considered sufficient.
The Principal/Headmaster of the institution shall be competent to issue such
certificate, which should be sufficient.
4. If a candidate is admitted on the basis of claim that he belongs to the State of
Haryana but at any subsequent time is discovered that his claim was false, the
student shall be removed from the institution, all fees and other dues paid up to the
date of such removal shall be confiscated. The Principal/Headmaster may take such
other action against the student and his/her parents/guardians as he may deem

I have been directed to invite your attention to the subject mentioned above and to state that the admission of MBBS/BDS doctors for higher studies leading to Diploma/PG Degrees/Super Specialty Courses so far was governed by the policy circulated by the Health and Medical Education Department vide its memo No.2/123/2005-1HB-I, dated 31.3.2011. In order to build a strong resource base of specialist doctors and to facilitate the MBBS doctors in HCMS Cadre to acquire MD/Diploma/Degree, the existing policy has been amended after wide consultations. It has been decided to supersede the aforementioned policy dated 31.3.2011 & 05.12.2008 and issue fresh policy as follows. This policy will come into force from academic year 2011-2012:-
I. MBBS/BDS doctors will be eligible for doing Post Graduate Course, both degree
as well as Diploma, after completion of four years of regular satisfactory qualifying service with two year rural service. Only the persons fulfilling this condition will be eligible for sponsorship against reserved seat in PGIMS, Rohtak or other Government Institution, and against the open seats in the Government Colleges of Haryana or any other state or well established and reputed Private Medical Education institutions, recognized by Medical Council of India(MCI). Only 15 candidates will be sponsored per year in these Private Institutions which are recognized by Medical Council of India(MCI) and are approved by Government of Haryana from time to time.
Eligible persons of this category will be entitled to draw full salary as they were drawing and the period spent on the prescribed duration of course will be treated as service for all intent and purposes. They will receive stipend, if paid by the institution and such stipend so received will be deposited in the State Treasury. They will be required to give a certificate in this regard attested by the Institution to Director General Health Services, Haryana.
II No doctor will be allowed to go for any Post Graduation Course before completion of four years of regular satisfactory qualifying service including two years rural service. Such persons will have to resign from service in case they insist. However, the condition of rural service will not be applicable in the case of member of the HMES.
III. The applicant doctors should have completed 4 years of service on the last date of application given in the prospectus.
IV. In HCMS doctors can choose to do any PG Degree in PGIMS, Rohtak. However, in case of sponsorship of seats reserved for in-service candidate in Government Institutions or doctors going in private colleges. HCMS doctors will be sponsored only following disciplines :-
1. Anaesthesia 2. Orthopaedics
3. Anatomy 4. Paediatrics
5. Biochemistry 6. Pathology
Under this policy doctors will be sponsored for higher studies with full pay, subject to other conditions in respect of these aforementioned specialities only. No HCMS/Dental doctors will be allowed to PG or any other course in correspondence distance learning mode. In case of admission in the private institution the fee and other charges for the course or hostel etc. will be paid by the candidate himself. If any doctor after four years of satisfactory qualifying service wishes to do PG course in any other speciality in the private institutions, he will have to seek extra ordinary leave without pay. His service, however, will be protected for the purpose of increments, seniority and pension. Such persons will also be entitled to stipend if available in the Institution.
V. When a doctor possess PG Degree before recruitment he will be allowed to join super specialization course only after serving the Government for a period of at-least five years of regular satisfactory qualifying service. He will be eligible for sponsorship against Open/Reserve seats in PGIMS, Rohtak or any other Government Institution, in the State or the country. The condition of 2 years rural service will not be applicable to such doctors having PG Degree at the time of appointment. Full salary will be paid to such doctors and the period spent on the super specialization course will be treated as service for all intents and purposes, in the fields to be determined by the department.
VI. Persons desirous of undertaking the Higher studies will have to obtain an NOC from the State Government before submitting their applications to the institutions concerned for admission in the course. Any application submitted without NOC of the competent authority will not be considered eligible for various benefits under this policy.
VII. Person desirous of undertaking higher studies for Super Specialty/P.G. Diploma/P.G. Degree courses against the reserved as well as open seats will be required to apply for a “No Objection Certificate” to the competent authority. No doctor can ask for an NOC for PG course as a matter of right. However, the State Government may grant NOC subject to the following conditions :-
i) NOC shall be provided only in accordance with the conditions prescribed in this policy.
ii) The upper age limit for PG Diploma/PG Degree/Super Specialization will be 45 years on 31st March of the admission year.
iii) The applications for NOC will be considered subject to the conditions that there was nothing adverse against the integrity, efficiency and disciplinary proceedings U/R-7 pending against the officers. Unjustified and unauthorized absence for a long period of time, repeated absenteeism, or adverse reports of professional conduct will be taken into account while considering the services of a person satisfactory/qualifying service or otherwise for the grant of NOC.

iv) For obtaining NOC, the eligible persons should apply directly in the office of DGHS on the prescribed Performa which is annexed with this policy. An application for NOC must be submitted at least 15 days before the last date of submission of applications in the institutions concerned.
v) It will be the responsibility of the persons concerned to get the contents of his application verified from his/her Controlling Officer in the district/any other offices where he or she might serve. Incomplete applications submitted in the office of DGHS or the applications submitted without having any contents verified from the offices concerned will be deemed to have been rejected without consideration.
vi) In addition to the above, if a doctor has already completed P.G. Diploma course in any subject under the Government scheme as an in-service candidate, he/she will be considered for grant of “No Objection Certificate” for the P.G. degree course in that very discipline only and he/she will not be entitled to claim this facility, unless he/she has completed the terms & conditions of previous service bond under taken for Diploma Course. This condition will also apply to such doctors who have taken PG Degree as in service candidate and are aspirant for super specialization.
vii) After the NOC is issued to the applicant, his/her admission will be governed by the admission rules of the concerned Institution/University.
viii) Before his/her relieving from the department he/she will have to execute a service bond for a minimum period of 7 years and commit to payment of an amount of Rs.25 lacs to the Haryana Government in lieu thereof in the case of PG Degree/Super Specialty courses and for a minimum period of 5 years or payment an amount of Rs.10 lacs in lieu thereof in the case of PG Diploma.
ix) The doctor will have to deposit his/her original bachelor degree along with the application of NOC in the office of DGHS. An endorsement will be made to the concerned college/Institution/University to deposit the PG Degree/Diploma/Super-specialty Degree directly to the Director General Health Services after completion of the course. The original degrees will be released after completion of the bond period or deposition of requisite amount. This condition will be made a part of bond agreement.
x) A doctor, who has a P.G. Diploma/P.G. Degree to his/her credit before service will also be considered for P.G. Degree/Super-specialty in the same stream.
VIII. The DGHS shall examine all the applications within 3 days and send his recommendations to the State Govt. for the grant of NOC only in respect of those cases which fulfill the conditions prescribed in the Policy. The applications of the persons who do not fulfill the prescribed conditions shall not be sent by the DGHS to the State Govt.
IX. On being admitted for the PG courses by the institutions concerned, the person will have to obtain the relieving from the concerned Civil Surgeon under intimation to the department before joining the institutions concerned.
X. In case the person fails to complete the course of study within the prescribed period, he/she may be allowed to avail chances as per concerned University rules, to complete the same. The additional time period taken in completion of the course beyond the prescribed period can be allowed as EOL without pay but this extended period of EOL will not be counted as service for any purposes e.g. increments, grant of higher standard scales linked with service period, pension etc.
XI. In case the employee concerned leaves the course of study mid-way without completing the same to the satisfaction of the institution for reasons, whatsoever,
he/she will be liable to refund the amount to the Government which he/she would have received as pay and the period from the date of relieving from the Government service till the date of joining shall be treated as period of Extra-ordinary Leave without pay. Further, this period of EOL shall not be counted as service for any purpose e.g. increments, grant of higher standard scales linked with service period, pension etc. The employee concerned will also be debarred for a period of five years for NOC for higher studies.
XII. This policy will supersede all the previous policies issued by the Govt. for Medical/Dental doctors.
The above policy may be brought to the notice of all concerned.

Subject: Higher Studies Policy(Post Graduation Level) for Doctors of Health Department – amendment in the same.
The existing policy of Department was circulated vice Memo of even No. dated 23.12.2011,
30.05.2012 and 11.03.2013. The following amendments are done in the existing policy, which will be
applicable from the Academic Session 2014-15.
1. In case of those doctors who had acquired a PG diploma before entering the service and want to
appear for Post Graduate Degree in any steam mentioned in this policy, the mandatory rural service
of two years will not be required. Similarly, doctors who have been trained in LSA/Emoc and
Ultrasound are also exempted from condition of rural service of two years. However, both these
categories will be required to complete four years of regular satisfactory qualifying service.
2. If any doctor wishes to do PG Degree/Diploma before completion of four years then, he can do so
provided he has completed two years of satisfactory service/ after successful probation period.
However, this period will be treated as Extra Ordinary Leave without pay. The service however will
be protected for the purpose of increments, seniority and pension. Such persons will also be
entitled to stipend if available in the institution. In case any doctors wants to do PG
Degree/Diploma before completion of two years he will have to resign.
3. Doctor after seeking admission in PG, will pay their fee and other charges for the course or hostel
etc. by himself/herself.
4. The applicant doctors should have completed four years of service on 31st March of the year in
which is seeking admission.
5. If any Doctor after four years of satisfactory qualifying service wishes to do PG course in any other
specialty (beyond the list given in policy) in the private institutions, he will have to seek extra
ordinary leave without pay. His service, however will be protected for the purpose of increments,
seniority and pension. Such persons will also be entitled to stipend, if available in the Institution.
6. If a doctor has not completed their compulsory Government Service after PG as per bond condition
he/she shall deposit their bond money to the Government with interest @ 10% as simple interest
from the date of concerned remained absent from duty/job.
7. In case the doctor leaves the course of stud mid-way without completing the same to the
satisfaction of the institution due to such illness/disability/disease so as to render him or her
unable/unfit to persue the course to the satisfaction of the Government, then the penalty clause
shall not be applicable.

government has decided to issue the NOC for MBBS/BDS doctors for doing PG through open seats in
government/ reputed private institution recognized by medical council of India (MCI) after completion 2 years
regular satisfactory service/probation period irrespective whether one has done rural service or not. This
period will be treated as extra ordinary leave without pay. The service however will be protected for the
purpose of increments, seniority and pension. Such persons will also be entitled to stipend if available in the
institution. Subject to the condition that the addition of the phrase, subject to the successful completion of the
course within the indicated time-period.
