    CAVEAT

    The work presented in this paper is based on engagement work done in the last 5 months with the local community and local ward

    councillors. This initial scope for the High Street project is based on their concerns, comments and ideas.

    However, this scope is subject to change once a design team is appointed and more detailed design proposals are developed and

    costings are done. All changes will be discussed with local stakeholders and the GLA through ongoing engagement and consultation .

    ondon oad is the northern gateway to the Town Centre and runs from est Croydon tation up to the former est Croydon Congregational Church

    (now a temple and community centre). t is approximately 1km in length.

    Businesses along ondon oad were subject to looting during the civi l disturbances on 8 August 2011. everal buildings were burnt down and the plots

    are still sitting vacant today. ince August 2011 18 of street users and 60 of businesses in ondon oad feel that the area has declined.

    acancy rates on ondon oad are nearly double the national average at 21. owever this does represent a decrease from 24 in 2008. This high rate

    The highest recorded footfall along ondon oad is at the southern end of the igh treet near est Croydon tation where weekly footfall at this point

    approximate 35000 people. owever recorded footfall decreases quickly travelling orth and drop to 5500 by aint ames oad. This demonstrates that

    people are not willing to travel north from the station there is very little attraction to travel along ondon oad.

    The purpose of the ondon oad igh treet project is to change peoples perceptions of the area to make it more appealing and draw more people along

    the street. The project will encourage people to turn right out of est Croydon station. The project will build on the areas ethnic shopping offer address

    the physical issues along the ondon oad thus helping to change perceptions of the area and attracting new people.

    The 3.15m budget will be split between public realm and building facade improvement works. ome key focuses for the project will be;

    - at the entrance to ondon oad (from est Croydon station to the idl building) with the aim of creating a welcoming environment and get people to

    turn right into the street; and

    - delivering a new linear amenity space at the base of odiac Court tied with new uses delivered around the edge of the space via the business

    support and retail support packages.

    Croydon ld Town is the counterpoint to the modern character of ew Town around ast Croydon station. t contains a range of historical assets there

    are three conservation areas and a number of listed and locally listed buildings as well as urrey treet market one of the oldest markets in ondon.

    These assets make ld Town a unique location in the Croydon Town Centre with great variety in high street character and uses.

    espite the presence of these heritage assets many people outside of this area are not aware of its existence. ne of the main objectives of the ld Townhigh streets project is to create a co-ordinated and recognisable physical environment that celebrates and promotes the areas rich heritage assets.

    urthermore on the night of Monday 8th August 2011 Croydons ld Town suffered tremendous damage to both its physical fabric and its reputation

    when it became a victim of civil unrest and arson. The large locally listed building on eeves Corner which sits within the Church treet Conservation Area

    been repaired. ince these events 16 of street users and 6 of businesses feel that the area has declined.

    ld Town has a retail vacancy rate of 20 - which is twice the national average. owever this rate has been almost stagnant since 2008 with a small drop

    in 2009.

    There is a large amount of variation in footfall levels throughout the ld Town with the highest footfall observed on urrey treet (around 50000 per

    week). ootfall levels on Church treet gradually reduce as you move westwards away from the pedestrian hotspot at orth nd from 2180 to 22 800

    at the junction with ld alace oad. ot surprisingly those areas with the highest footfalls record the lowest vacancy rates. A major opportunity of this

    project is to create improve the connections and legibility between urrey treet and orth nd (areas with high footfall) and those areas with lower footfall

    levels so that more pedestrians can permeate through onto other streets in ld Town.

    The purpose of the ld Town igh treet project is to reinforce the areas status as Croydon Centres historical core and support local businesses

    including on urrey treet Market - by addressing the physical issues along the main treets and attracting new people into the area.

    The 1.50m budget will be split between public realm and building facade improvement works and while the spending will focus more intensively on

    Church treet and urrey treet complementary measures are proposed on the links (as shown on next page) to allow improved connections with the

    wider areas

    The high streets project will also complement the emerging ortas ilot project that is underway in the area and which is focussed on the urrey treet

    area of ld Town.

    A critical aspect of the project is to increase the visibility of ld Towns main assets: its historic heritage which might be accomplished through the creation

    of a heritage trail and urrey treet Market which could be achieved through the creation of ateway features.

    orth nd is the most successful retail street in the Croydon Town Centre and the backbone that links all of the other town centre high streets. t is a

    pedestrianised street which provides access to both the hitgift and the Centrale shopping centres.

    There is a retail vacancy rate of 5 half of the national average (although up from 3 in 2008). The area suffered from limited damage during the civil

    disturbances in August 2011.

    orth nd experiences substantially more footfall than all other parts of Central Croydon and recorded pedestrian footfall varies between 125.000 132000

    per week.

    ordinated programme of public realm works. t is anticipated that planning applications would be submit (from both) later in the year and as part of this

    process the details for orth nd improvements will be secured. As such the level of discussion with local businesses with regards to what this public

    realm improvement project can deliver has been kept to a minimum although there have been early discussions with the Town Centre B team.

    High Street and George St

    eorge treet and igh treet are key historical high streets the street contains a large number of locally and nationally listed buildings. owever these

    approximately 800m in length.

    Businesses along outh nd were subject to looting during the civil disturbances on 8 August 2011. ince then 14 of street users and 45 of

    businesses in outh nd feel that the area has declined.

    outh nd has a mixed business base. ver the last number of years it is emerging as the Town Centres alternative restaurant quarter and the area

    includes a number of successful restaurants (both chain and independent). There are a total of 11 shops and businesses operating along outh nd the

    PDRULW\RIZKLFKDUHVKRSVQDQFLDOSURIHVVLRQDODQGUHVWDXUDQWV7KHUHDUHDSSUR[LPDWHO\SHRSOHHPSOR\HGZLWKLQWKHSURHFWDUHDDQGWKHUHLV

    The area does have a retail vacancy rate of 13 and this tends to be focussed at the junction of Brighton oad and along outh nd illage (elsdon

    The highest footfall in the outh nd area is on elsdon oad (outh nd illage) with almost 5800 recorded pedestrians noted over the course of aZHHN7KLVJXUHLVOLNHO\LQXHQFHGE\WKHSUR[LPLW\WRRXWK&UR\GRQVWDWLRQRRWIDOOUHPDLQVIDLUO\FRQVLVWHQWDORQJWKHHQWLUHVWUHWFKRIRXWKQG

    varying broadly between 4.000 and 5250 with the eastern side of the road maintaining a slightly higher amount of footfall than the western side.

    The purpose of the outh nd igh treet project is to support and build on the areas emerging status as a restaurant quarter by addressing the physical

    issues along the street and thus helping to change perceptions of the area and attracting new people. The project area matches the boundary of outh

    The 2.85m budget will be split between public realm and building facade improvement works and spending will focus more intensively on outh nds

    A critical aspect of the project will be to increase the usable footway space (through footway extension and decluttering) to increase opportunities for

    restaurants to spill onto the street.
