The Project
To assist the GORTT to improve the delivery of Comprehensive Disaster Management to the general public, in order to reduce vulnerability and increase resilience to natural hazards and disasters
Specifically:
1. To prepare a Country Disaster Risk Evaluation
2. To strengthen institutional capacity for disaster risk management, emphasising risk reduction and incorporating climate change adaptation

Project Details
Beneficiary: The Republic of Trinidad and Tobago
Executing Agency: Ministry of National Security, through the Office of Disaster Preparedness and Management
Financing: US $500,000 – IDB Disaster Prevention Fund and US $150,000 – Local Counterpart
Timetable: 24 months for execution
Project Components
1. Country Disaster Risk Evaluation Hazard identification, historical review and probabilistic
analysis
Inventory and categorisation of elements exposed, and vulnerability analysis
Risk assessment; hazard and risk mapping;
Presentation of options for risk financing
Update of Indicators of Disaster Risk and Risk Management
National workshops with stakeholders

2. Institutional strengthening and capacity building Disaster Risk Management Specialist with ODPM for 9
months
Individual consultant to establish community emergency response teams in at least 2 highly vulnerable communities
Detailed assessment of the country’s institutional capacity to manage risks associated with natural hazards (next slide)

Institutional Capacity Assessment: Review of legal framework and practice
Evaluation of the government’s institutional capacity to manage identified risk
Recommendations for updating the disaster risk management system
Individual packages of institutional strengthening needs for key stakeholder entities
Project proposal for institutional strengthening of DRM system for implementation under the Public Sector Transformation Programme
