PROGRAM DESCRIPTION:

This Proposed Program will assist 5 coastal LGUs

(3 cities outside of Metro Manila and 2 cities in

Metro Manila) to become climate change-adaptive

and disaster-resilient within the boundaries of

secure oceans through a capacity development

intervention scheme to enable them to mainstream a

CCA-DRRM Plan with ocean security strategies in

their Comprehensive Development Plans.

GOAL: To enable Philippine LGUs to respond effectively to natural disasters and climate change challenges, including ocean security challenges, through sound planning.

EXPECTED RESULTS/DELIVERABLES:

1. A planning model for LGUs on CCA-DRRM and ocean security

2. Local CCA-DRRM Plans with ocean security component of five selected LGUs (during the Pilot Phase) and of 62 LGUs (during the Main Phase) integrated in their Local Comprehensive Development Plans (including a list of priority projects)

3. Action Plan on CCA-DRRM and ocean security of each of 5 selected LGUs (Pilot Phase) and 62 LGUs (Main Phase) ready for implementation

4. Capacity Development Program on CCA-DRRM and Ocean Security for decision-makers, LGU planning staff, NGOs and academe

5. Training Modules on CCA, DRRM and Ocean Security

6. Training for decision-makers, local staff and staff of selected NGOs and academic institutions in the target LGUs. (About 150 persons trained during the Pilot Phase and 1,860 persons trained during the Main Phase)

FUNDING & POTENTIAL SOURCES OF FUNDS:

PILOT PHASE: JAN. – SEPT. 2015 (9 months)

IN CASH (External assistance to be requested): US$ 210, 000.00 for 5 LGUs

IN KIND (LGUs’ counterpart): US$100,000.00

MAIN PHASE: OCT. 2015- OCT. 2019 (4 years)

IN CASH (External assistance to be requested):

US$2.404 million for 62 LGUs (1 LGU/Province)

IN KIND (62 LGUs’ counterpart): US$ 1.24 million

INCOME-GENERATION CAPACITY OF PROGRAM:

Expert Advice and Technical Assistance Services can be provided by local and external experts/professionals on:

(1) Development of the planning model for CCA-DRRM with ocean security component

(2) Preparation of capacity development programs and training modules on CCA, DRRM and ocean security

(3) Conducting seminar-workshops and training using the prepared modules for decision-makers, LGU planning staff, local NGOs and academic institutions;

(4) Preparation of e-booklets on CCA-DRRM and ocean security strategy formulation, etc.
