Poverty and unemployment increased in the three years after the start of international troops with- drawing in 2011 due to a sharp fall in growth and rise in insecurity, the joint report by the government and the World Bank said. The report, including 2013-14 data, shows a dra- matic deterioration in employment opportunities, especially in rural areas where joblessness rose by three times since 2012. In 2013-14, almost 2 million Afghans were unemployed; 60 percent of the unem- ployed were men and 74 percent of them were in rural areas. According to the report, in 2013-14, one in three youth aged 14 to 24 were unemployed, and youth unemployment accounted for 46 percent of the total. Shubham Chaudhuri, World Bank country director for Afghanistan, said: “This report shows a country where socio-economic progress is increasingly at risk and, although the latest data we have is from 2014, there is every reason to fear that poverty re- mains at high levels nowadays. “We need therefore to redouble our efforts to ensure that economic growth reaches more Afghans and more is done to stop Afghan families from falling into or becoming trapped in poverty because of con- flict, natural disasters, and economic events beyond their control.” This second edition of the report said the intensify- ing conflict was making the already precarious lives of many Afghans even ...(More on P4)...(14) KABUL - Abdul Latif Pedram, the leader of the Na- tional Congress Party (NCP), on Monday raised con- cerns over Gulbuddin Hekmatyar’s recent remarks and said the Hizb-e-Islami leader’s comments give the impression that Afghanistan could be heading for an- other civil war. Speaking at a press conference in Kabul, Pedram said that the recent developments in the country indicate that Afghanistan was moving toward another bloody civil war, however he stated that the U.S would be the key player behind such a move. Pedram said the return of Hekmatyar was a U.S plan and stated that Washington wanted to create a mono- ethnic government in Afghanistan. “The U.S wants to establish its hegemonic govern- ment in Afghanistan and it (U.S) will maintain such a government with the help of similar groups which have returned to the country,” said Pedram, referring to the arrival of Hekmatyar. The NCP leader said the murder last week of As- sadullah Kohzad, one of the party’s senior members in Baghlan, had been a politically motivated assassi- nation. “The incident happened after our last gathering about the Durand Line and the establishment of a federal system in Afghanistan; the assassination in Baghlan was a political incident,” he added.
