Subject: Implementing Assembly Bill 1531 (DeSaulnier)

Effective July 1, 2008 Assembly Bill (AB) 1531 (DeSaulnier) requires changes to the standards for signing and marking of accessible parking. These changes have been incorporated in the attached revised standard plans (RSPs) A90A- Accessible Parking Off-Street, and A90B- Accessible Parking On-Street. All parking facilities that are under the jurisdiction or control of the California Department of Transportation are subject to the requirements of AB 1531.

The following changes to off-street and on-street accessible parking signs and markings were made:

1. Accessible Parking Only (R99 (CA)) with Minimum Fine $250 plaque below (R99B (CA)), or

2. Accessible Parking Minimum Fine $250 sign (R99C (CA)), and

3. Disabled Tow-Away sign (R100B (CA)), and

4. Blue border striping of the loading and unloading access aisle.

In uddition t nc c n ru ti n (n v ly n tru ted a e ibk parking or building.s v ith a essibl parking), AB 1531 requires the above signing and marking changes when the parking signs and/or the markings are replaced. AB 1531 also requires both signing and marking changes "as the State Architect deems necessary when renovations, structural repair, alterations, and additions occur to existing buildings and facilities."

It is recommended that beginning on July I, 2008 all project plans, specifications and estimates (PS&Es) submitted to the Division of Engineering Services- Office Engineer (DES-OE) and all Authority to Advertise District Delegation (AADD) projects should include RSP A90A and A90B; however, after September 2, 2008 these RSPs must be incorporated into all PS&E submittals to DES-OE and all AADD projects. For the purpose of implementing this legislation, projects with construction contract acceptance dates on and after July 1, 2008 will be considered "new construction." The Division of Construction will be transmitting additional guidance on how to incorporate these new standards into on-going construction contracts.
