Impact of Political Strikes on Education

To address the question of interest, we wanted to exploit school-level data of exam

participation and success in the national board examinations for various years collected from

Bangladesh went through an unprecedented political turmoil,1 with repeated strikes and

country-wide blockade for about three consecutive months which tremendously affected the

preparation for public examination of the students. Employing school-level data and difference-

grade-cohorts in a school are exposed to ‘hartal’ at the same frequency. Similarly, there exists

geographical variation of the intensity of ‘hartal’. We will exploit this arguably exogenous

variation in the intensity of ‘hartal’ across grade-cohorts within a school to identify the impact

of ‘hartal’ on schooling outcomes. The school fixed-effect framework will offer a valid result if

the assumption that the unobserved part of the school-grade outcome is not correlated with

the frequency of ‘hartal’. Given the yearly data structure from BANBEIS, this empirical design

does not allow controlling for temporal confounding factors including time-variant effects in the

model. However, we are able to control for several regional level economic factors, such as,

income, poverty, and literacy rate to control for some, in not all, time varying factors.

Formally, the following specification will be estimated for our outcome of interest 𝑌𝑌𝑔𝑔𝑔𝑔𝑔𝑔 in grade-

level “g”, in school “j”, in the year “t” in region k.

where 𝐻𝐻𝑔𝑔𝑔𝑔 indicates number of hartal days in year “t” in region “k”, 𝑿𝑿𝑔𝑔𝑔𝑔 is a vector of school-

specific time varying observed characteristics, µ𝑔𝑔𝑔𝑔 are grade and school-specific fixed effects, 𝛾𝛾𝑔𝑔

are year fixed effect. The main coefficient of interest in the above specification is 𝛼𝛼1, impact of a

‘hartal’ on outcome of interest.

Estimates obtained employing the above laid-out empirical design will not establish the causal

impact of ‘hartal’ on education outcomes if there are unaccounted time-varying grade-specific

factors within a school. For example, difficulty level of final exams may vary across cohorts due

to non-standard questions or change in syllabus, or a change in quality of teachers. To overcome

such bias in estimates, we will survey a nationally representative sample of schools to collect

students’ daily attendance data by grade-level (Grade VI-Grade X) assuming funds are available.

The enumerators will collect grade specific daily attendance rate from schools for a certain

number of years.

Intensity of ‘hartal’ across the geographic region is not similar since the metropolitan cities,

broadly speaking, the urban areas of the country, mainly bear the burden of ‘hartal’. It is

expected that schools from urban areas and cities will be affected more compared to schools in

rural areas. Formally to capture this we will also run a variant of our specification, which is the

following

In our framework, 𝛼𝛼2, will give the differential impact of ‘hartal’ in the urban areas. Again,

parents may consider daughters more vulnerable to casualty due to ‘hartal’ compared to their

sons. To address such issue, we will estimate another variant of the above regression estimating

heterogeneous impact on male and female students. Finally, 𝜀𝜀𝑔𝑔𝑔𝑔𝑔𝑔 is mean zero error term. Due

to serial and spatial correlation in 𝜀𝜀𝑔𝑔𝑔𝑔𝑔𝑔, standard errors will be clustered at the school-grade

level.

Problem faced during the data collection:

We changed the focus away from the educational impact hartal due to the data collection

limitation and time required to do the analysis within the next fiscal year. This has been already

reflected in the second years proposal of this project, which is approved. This data collection

limitation partly caused by the recent security concerns in Bangladesh and partly difficulties in

accessing the secondary data-set from the appropriate authority (BANBEIS).
