Legal and institutional Framework- “Good water governance in

- Ethiopia had Federal administrative structure with parliamentary form since 1995 (Proclamation No. 1/1995 )

- Nine Regional state; on the basis of Settlement pattern, language, identity and consent of the people Article45,46,&47

- Both the Federal Government and Regional States have their respective legislative, executive and judicial powers

- The highest body at the federal level is the House of Peoples’ Representative

- whereas the State Council is the highest organ of State authority at the Regional level (Article 50).

Regard to Integrity

- The conduct of affairs of government shall be transparent.(Article 12 1.)

- Any public official or an elected representative is accountable for any failure in official duties. (12.2)

- Article 51 Powers and Functions of the Federal Government

Who owns the water and means of administration?

- Proclamation No. 197/2000 Ethiopia Water Ressources Management Proclamation

- 4. This Proclamation shall apply with respect to water resources management on, the water resources that exist in Ethiopia.

- 5. All water resources of the country are the common property of the Ethiopian people and the state.

- 6. Management of the water resources of Ethiopia shall be in accordance with a permit system.

-8.Supervising body” means the Ministry where it pertains to water resources at central level, or any organ delegated by the Ministry pursuant to Article 8(2) of this Proclamation

Current Practice

- Majority of water users and water works doesn’t have permit

- Government financed/owned developments do not have a permit for both water use and water work construction

- Only few Users have permit for bothLevels(Federal and Regional)

- There is confusion who issues the permit, which creates a vacuum

- The amount of water used /permitted /allocated is not clearly known

Impacts of the practice

- Confusion , Mistrust about each other

- ineffective management water Resource

- Scarcity

- Flooding

- Degradation of water resources both on quantity and quality

- Unsatisfied public

- Potential Tensions and conflicts are seen

The way Forward…………Challenge- Inadequate knowledge and practice of the concept of integrity

and how to embed in day to day practice in the development and management of water resource.

Objective- Enhancing water resource availability and sustainable

development through strengthening integrity in the sectorActivities- Identify Water Resource management and development Integrity issues- Lobby the integrity concept with policy makers- Review/develop integrity policies, guideline and frameworks- Facilitate capacity building trainings- Create learning/experience sharing platform for stakeholders- Establish information database- Develop measurable indicator, test them and refine- Promote coordination and collaboration among stakeholder- Set up coordination mechanism/ platform- Monitoring though supervision- Government support for establishing social accountability
