The Chief of Naval Operations required program support to the OPNAV N413 (Logistics Operations Branch) Program Manager over the lifecycle of the Defense Travel System (DTS), effecting over 400,000 personnel.

Immersion provided implementation and sustainment support for DTS that consisted of advisory and program management services to include functional analysis, program support, training and fielding support to the Program Manager as well as Major Commands and field activities. Immersion helped N413 develop sustainable DTS solutions that align with Navy policy but are executable at the operator/command level. In addition, Immersion created a ships pilot program that now includes the CG class.

Immersion successfully implemented DTS achieving over 95% implementation and 83% usage rate (MAR 10) within the Department of Navy.

ResultsCOMSUBPAC Comptroller in Pearl Harbor required support to revitalize and manage their travel program by leveraging the value of the Defense Travel System (DTS) as a travel ERP.

Immersion consolidated COMSUBPAC’s travel and charge card management system. Immersion developing a three-phase Travel Improvement Plan (TIP) as a sustainable solution. Program support consisted of TIP scheduling and implementation; integration of two automated travel and financial systems; and the alignment of key operational and financial management stakeholders across SUBPAC.

These dedicated program management functions (auditing, training and reporting) support 75 DTS organizations, 4000 travelers, across 5 geographic locations in the Pacific.

Recognized as the best “Financial Improvement Program” at 2008 DoD Comptroller awards and received the 2009 DTMO Gold award.

ResultsWHS operates the Pentagon Reservation Maintenance Revolving Fund (PRMRF) and the Buildings Maintenance Fund (BMF) with resources of $654M and $129M respectively. WHS seeks to improve the management, operations, and execution of the Revolving Funds (RFs) that support the DoD to provide total cost visibility and full cost recovery, and provide customers with reasonable and consistent charges for services.

Immersion supports WHS Revolving Funds with Planning, Programming, and Budgeting & Execution (PPBE) expertise providing training in the all PPBE phases as well as workforce development, curriculum management, audit readiness and a wide range of ad hoc SME support.

ResultsThe Office of Financial Operations (FMO), acts on behalf of the Department of the Navy (DON) and is responsible for financial and accounting matters. The Under Secretary of Defense (Comptroller) directed the Department to evaluate, correct and test the controls and supporting information which facilitate the achievement of an unqualified audit opinion on the assessable units and financial statements. The Department created eight assessable units segmenting the environment into the key material financial processes.

Immersion has provided the critical subject matter expertise for three of the eight assessable units: Transportation of People (ToP), Inter fund (government to government) transactions, and Fund Balance with Treasury (FBwT). Interfund segments are underway, Immersion successfully asserted the Transportation of People and FBwT segments. ToP was the first assessable unit to achieve the required audit readiness standard in the Navy.USD(C) affirmed that the Transportation of People was audit ready allowing the Navy to proceed into examination by an independent public accounting firm.

ResultsThe BUPERS Comptroller required SME support for establishing consistent policy and internal controls to support DoD audit readiness goals.

A major step towards auditability is establishing a systematic method of mitigating financial system weaknesses. In addition, correcting ineffective processes is necessary to ensure funds are properly tracked and accounted from inception. By developing Standard Operating Procedures (SOPs) and training, staff personnel will be able to implement corrective actions well in advance of the 2015 deadline.
