DEAR PARTICIPANTS OF THE EXERCISE IR14, PERSONNEL, NCOs, OFFICERS, welcome to the Republic of Slovenia. It is our great pleasure to be a part of the Immediate
Response tale. We proudly welcome you as a host of its 2014 edition.During the main planning conference held in Zagreb, Croatia between 3 and 7 March 2014 military representatives of Albania, Bosnia and Herzegovina, Croatia, Denmark, Great Britain, Hungary, Macedonia, Montenegro, Serbia, USA, and members of Kosovo Security Forces have agreed to conduct the yearly training at the multinational brigade level within the exercise IMMEDIATE RESPONSE 2014 (IR14 EXE). In the past three years, the international military exercise IR was organised in Croatia, while this year, the Republic of Slovenia is in charge of its organisation. Complexity of modern conflicts and other crisis response situations requires holistic approach in which wide spectrum of relevant and varied actors are brought together. Efficient cooperation and coordination between different entities represent essential elements for successful approach for resolving current conflicts.Therefore, it is vital for leaders to provide appropriate setting for military education and training in order to be prepared, and successful in the transforming multinational environment. This is of extreme importance especially for quality military cooperation in the region. Therefore the ambitions of this two-leveled distributed exercise with composed and standing headquarters are so high.For this reason, we are extremely glad that NATO partnership and cooperation of Slovenia, USA and Croatia as well as the contributions of other NATO members and countries in the region enable us to create a special synergy of goals, primary military cooperation, improve the security situation and enhance cooperation of the countries in the region.We are also looking forward taking to this opportunity to show you the beauty of our small but very diverse and colorful country.On behalf of the Slovenian Armed Forces (SAF), USAREUR, Croatian Armed Forces and all other units supporting this in-ternational event I wish you a pleasant stay in Slovenia.Welcome once again to the IR14!

DEAR EXERCISE PARTICIPANTS, The period we live and work in is marked by quick changes. Education and professional handling of tasks almost go without saying. In this complex
world, successful and coordinated effort thus require adapt-ability, zeal, teamwork, willingness to provide as big personal contribution as possible, but mainly hard work over and over again. Slovenian Armed Forces members thus continuously train for a whole range of defence tasks. Training and exercise remain part of our daily routine up to perfection.Procedures are being integrated and verified within demanding Slovenian and international exercises. Between 24 April and 9 May, exercise Rock Proof 2014 helped us acquire experiences in planning and realisation of tactical combat shooting exercises as part of joint warfare. The exercises joined the effort of 1000 Slovenian and U.S. military.In the beginning of June, we completed JTAC (Joint Terminal Attack Controller) and FAC (Forward Air Controller) training within the exercise Adriatic Strike 2014 marked by exceptional international participation.Between 26 June and 5 July, the exercise Clever Ferret 2014 trained, exercised and evaluated MLF HQ ability to plan and conduct any assigned mission in accordance with the most recent NATO standards and criteria.Now, we are in for the most important act – this year’s main Slovenian Armed Forces exercise Immediate Response 2014. This international exercise with some 1000 partici-pants undoubtedly represents a major logistic, organisa-tional and working challenge for the entire Slovenian Armed Forces. It is an exercise with bold aims to achieve maximum interoperability, contribute to the stability in the region and reinforce regional integration. On this demanding path, I wish you all a synergy of relations, coordinated action and mutual complementarity among colleagues, which provides for the best possible results. Adapt quickly, but most of all, cooperate closely with our partners and friends within various forms of alliances, which will make security and peace the values of our present and at the same time our heritage.

IR 14 EXE - GENERAL INFORMATIONThrough its participation in multinational operations and missions (especially after deploying an entire bat-talion-level unit) the Slovenian Armed Forces (SAF) has gained invaluable experience in the area of formation and operation in the framework of multinational HQs and units.
The main goal of our cooperation within the IR14 EXE is joint operation of different armed forces. The IR14 EXE is organised by U.S. Army in Europe HQ, the SAF and the Armed Forces of the Republic of Croatia.
Therefore, the main goals of the international IR 14 EXE are:
– to train the military decision-making process at the multinational brigade level,
– to train the operation of units in a multinational environment.
– to provide interoperability and compatibility with the allies and partner countries in the region, and
– to enhance cooperation and trust at the regional level.
IR14 EXE - OBJECTIVES – To train commanders and staff in combined planning and staff battle drills in a Peace Support Operations (PSO) scenario.
– To develop a common understanding of multinational staff planning and procedures.
– To improve NATO and PfP interoperability and to strengthen relationships between military forces of the U.S., Balkan (Adriatic 5) nations and other participating nations.
– To enhance confidence and security assurance among NATO and allies in the region.
– To deploy multinational force to support Foreign Disaster Response mission.
– To develop the capability to conduct distributed CAX/CPX to increase regional flexibility and cost effective training.
The exercise IR14 will take place between 17 and 30 August in three countries simultaneously. The venues in Slovenia include Main training range Postojna, military barracks in Postojna and Vipava, while Zagreb Simulation centre and Grafenwoehr Joint Multinational Simulation Center will be the Croatian and U.S. venue of the exercise.

Provide military defence independently or within the alliance.

1ST BRIGADE
MISSION STATEMENT1st brigade is the main unit conducting combined arms at tactical level. The unit serves its country, citizens of the Republic of Slovenia and national interests.
Upon order or within the prescribed response time, the unit uses its light infantry brigade or motorized battalion battle group capabilities to provide for combat readiness in decisive operations independently or within joint groups, at home and abroad. Its goal is to establish tactical conditions for dominance in the battlefield and victory over the adversary, provide for a secure environment or protection and rescue, and assist civilian authorities.

CONSTITUENT UNITS10TH INFANTRY REGIMENT
It permanently provides forces for deployments to inter-national operations and missions, response forces within national defence and the Alliance, and core forces of the light battalion battle group. Composed of command, HQ/logistics unit, training company and four infantry companies operates at locations Ljubljana, Maribor and Novo mesto.
132ND MOUNTAIN REGIMENT
It is a light infantry unit intended for combat in high- and medium-mountain regions. It is capable of conducting combined mountain warfare. Its constituent units include command, HQ/logistics unit and four mountain companies located in Bohinjska Bela, Ljubljana and Ajševica.
TERRITORIAL REGIMENT
Provides for civil-military cooperation and cooperation with civil defence bodies. Upon the activation of strategic reserve, it plans for its development and formation.
Headquartered in Ajševica.
COMBAT SUPPORT BATTALION / SPECIALIZED UNIT
Tasked with providing combat support, the unit forms the brigade’s combined arms core.
Its constituent units include Fire Support Battery, Military Police Company, Chemical, Biological, Radiological and Nuclear Defence Company, Signals Company, Engineer Company, Light Air Defence Missile Company, Intelligence Reconnaissance Company and Anti-Armour Company located in Ljubljana, Cerklje ob Krki, Kranj, Novo mesto and Postojna.
MULTINATIONAL CENTRE OF EXCELLENCE FOR MOUNTAIN WARFARE
Provides for the excellence and competence in the field of high-mountain warfare, training and drill of individuals and units.
Headquartered in Bohinjska Bela.

SECURITY/SAFETY REGULATIONS
– Apply to all personnel within the Postojna military barracks.
– Military barracks are guarded by security personnel, technical fence and technical & video security function.
– Main gate opening hours: 0600 - 2200.
– The EXE badge must be displayed all the time and may not be borrowed or exchanged.
– No alcohol is allowed within the barracks.
– Designated areas for smoking. Smoking inside facilities is forbidden.
– Blood alcohol limit for official use is 0.00%.
– Speed limits within the barracks: 30 km/h. Seat belts are obligatory.
– Designated parking area inside the barracks.
– Designated area for refueling the vehicle.
– Oil pans or materials with similar functions for all vehicles obligatory.
– Arms must be carried in accordance with NATO SOFA and the Technical agreement. No need to carry weapons and ammunition during the EXE IR14.
– Leaving the barracks must be registered by duty personnel (participants responsibility).
– Reported/observed violation of the force protection regulations will be investigated by Military Police patrols. They can perform tasks, which cannot be defined as intervention against civilian population. In those cases, military police will be supported by Slovenian civil police.

Inside the Five Hundred Year-old Idrija Mercury Mine you can visit Anthony's shaft. Idrija is the oldest mining town in Slovenia, which together with its mercury heritage is inscribed on UNESCO's World Heritage List. The Idrija Mercury Mine was the second largest mercury mine in the world. In 1500 Idrija's miners, locally called »knapi«, began to dig out Anthony's shaft, which has been preserved to this day. Here you will be intrigued by the mysterious world of mercury, the silvery, glittering drops of the only liquid

Partizan hospital of Franja with local guide
The Second World War was one of the most difficult trials for mankind. Clandestine hospitals were a particularity of the Slovenian resistance movement. They were built in barely accessible forests, deep gorges and underground caves. They saved lives in circumstances that are hardly imaginable today. The Partizan hospital of Franja was built in year 1943 in barely accessible Pasice gorge in the Cerkno region on the advice of a local inhabitant. With the devoted assistance of the locals, the hospital was constructed gradually until the end of the war, when 14 wooden cabins and several auxiliary facilities were squeezed into the bottom of the hollow alongside the stream. Already during the war, the hospital was named after Franja Bojc Bidovec, a partisan physician who ad-ministered the hospital for the longest period of time. 578 severely wounded persons were treated in the central facility, today known as the Franja Partisan Hospital, and about 300 wounded persons were treated in other dislocated units. Among the wounded were, besides Slovenes, also members of former Yugoslav nations and the nations of the Soviet Union, Italians, Poles, Frenchmen, two Austrians, and two Americans.

The grape vine has been cultivated in the area of Vipava since the time of ancient Romans.
The most thorough description of grape growing in the
Vipava region has been provided, in the middle of the 19th century, by the known countryman of Vipava, the priest Matija Vertovec, the author of the first Slovenian book on grapegrowing and winemaking - Winemaking for Slovenians, which was published in the year 1844. His work is considered a lasting contribution to Slovenian culture.
Viticulture in the Vipava valley ascribes great importance to the year 1894, when the winegrowers of Vipava founded the first wine cellar in Slovenia, which has survived two world wars and an Italian occupation and operated without interruptions tll nowdays.
