    RE: Immediate Report – # 1 April 17-18, 2016 Storm and Flood Information

    This is the first report summarizing the historic flooding from rainfall that occurredacross Harris County late on the evening of the 17 th into the 18 th .

    GENERAL FLOODING STATEMENT

    A slow moving and powerful upper level storm system over the southwest US combinedwith near record moisture levels for mid-April producing a devastating flood event overthe northern and western portions of Harris County from the evening hours of April 17 th into the day of April 18 th. Rainfall began during the early evening hours in southeast tonorthwest bands across extreme southwest and western Harris County westward intoFort Bend and Waller Counties. Between 8:00 p.m. and 9:00 p.m. thunderstorms beganto greatly intensify and slow their northward movement over Waller County and by lateevening had stalled and began to shift eastward into western Harris County.     White Oak Bayous for the 6-hr and 12-hr time period. Rainfall over upper Brays Bayouaveraged 7.5-9.5 inches in 12-hr and 6.0-6.5 inches in 2-hr. Along middle and upper

    Buffalo Bayou west of the 610 Loop rainfall averaged 6.5-7.0 inches in 6-hr and 7.0-7.5inches in 12-hr.

    The largest rainfall amounts measured in Harris County for various durations are shownbelow.

    Total Amounts – Total rainfall amounts averaged 12.0-16.0 inches over northwest

    Harris County from Katy to Addicks to Waller and over 10.0 inches west of a line fromSpring to Greenspoint to Stafford. Rainfall totals east of US 59 averaged generally lessthan 4.0-6.0 inches.

    An average of 7.75 inches of rainfall occurred across Harris County equating to over240 billion gallons of water compared to an average of 5.3 inches and 162 billiongallons of water from the Memorial Day flood of 2015. 80 billion gallons more water fellacross Harris County with the April 2016 event compared to Memorial Day 2015.

    Additional rainfall data was obtained from residents in Waller County both within andoutside the upper Cypress Creek watershed who collect rainfall with personal weatherstations. The following totals were reported.

    The rainfall totals over the headwaters of Cypress Creek in Waller County and extremewestern Harris County far exceeded the 0.2% (500-yr) rainfall frequency for the 6 and12 hour time periods. These rainfall amounts were simply “off the charts” and there islittle skill in attempting to place a return frequency on such large rainfall in such a shortperiod of time. The following table provides the best estimates to quantify the incrediblerainfall amounts.

    RAINFALL COMPARISON TO OCTOBER 1994/1998 and APRIL 2009 FLOODS

    Until April 17-18, 2016, the floods of record for much of the Cypress and Little CypressCreek watershed was the October 1994 and October 1998 floods, while for Addicks itwas the April 2009 flood. The April 17-18 event exceeded all the previous rainfall eventsfor this portion of the county by several inches. For example the 16.7 inches in 12-hr atMound Creek and Mathis Rd surpassed the October 1994 rainfall by 7.4 inches. The

    April 17-18 event is by far one of the most significant rainfall events over the northwestand western portion of Harris County in modern times.

    The following rainfall comparison is for the maximum amount during a 12-hr time periodin inches

    CYPRESS CREEK OVERFLOWThe incredible rainfall amounts across much of Waller County into western HarrisCounty resulted in widespread and massive overland flows across a large part ofwestern Harris County extending from near US 290 and Cypress Creek westward to the

    ADDICKS AND BARKER RESERVOIRS

    Historic rainfall across the Addicks and Barker Reservoir watersheds resulted intremendous inflows into the reservoirs. Peak inflows into Addicks Reservoir between5:30 a.m. and 6:00 a.m. on the 18 th were on the order of 49,150 cfs. In comparison thepeak inflows into Addicks Reservoir in April 2009 were on the order of 40,900 cfs or8,250 cfs lower than April 2016. The peak inflow into Barker Reservoir of 5,360 cfsoccurred around 10:00 a.m. on the 18 th and surpassed the April 2009 peak inflow of2,910 by 2,450 cfs. All 3 of the creeks feeding inflow into Addicks Reservoir appear tohave set new inflow records. House flooding occurred on all the tributaries adjacent to

    the reservoir due to these high flows and overwhelmed internal drainage systems priorto the reservoir levels rising.

    The following table summarizes the inflows into Addicks and Barker Reservoirs for the April 2009 and April 2016 events in cfs.

    ADDICKS RESERVOIR Addicks Reservoir reached a peak pool elevation of 102.63 ft at 11:45 a.m. on April 23,2016 impounding 122,900 acre-ft of water. The previous record pool elevation of 97.46ft was surpassed by 5.17 ft. At its peak pool elevation, Addicks Reservoir occupied 93%of its government owned land and 60% of its total reservoir capacity. HWY 6 went underwater on April 18 th around 11:45 a.m. and remains under several feet of water at this

    HOUSE FLOODING ESTIMATES

    House flooding occurred at many locations across north and western unincorporatedHarris County as well as the City of Houston. As of April 25 th, a total of 5,890 homeshave flood damage with an additional 1,066 apartment units.

    Damage assessment teams continue to assess areas that were impacted and thesenumbers will continue to change.

    HIGH WATER MARKSHCFCD is conducting high water marks along the following channels: Cypress Creekand tributaries, Little Cypress Creek, Willow Creek, Spring Creek, Bear Creek,Langham Creek, Horsepen Creek, South Mayde Creek, Mason Creek, Upper BuffaloBayou/Cane Island Branch, Buffalo Bayou, Brays Bayou, Keegans Bayou, WillowWaterhole, Greens Bayou, Halls Bayou, White Oak Bayou and tributaries, San JacintoRiver.

    High water marks are also being conducted at detention basins along the following 4

    experienced excessive rainfall of at or above 1 inch in 15 minutes during theevent.

    • 3 HCFCD Flood Warning System gages were inundated by the extreme flowsand destroyed during the flooding.

    o Spring Creek at Hegar Rd.o Cypress Creek at Sharp Rdo West Fork San Jacinto at Kingwood Country Clubo White Oak Bayou at Jones Rd (water inundated the PT tube)

    HARRIS COUNTY FLOOD CONTROL DISTRICT FACILITIES CONDITIONS

    All channels and detention basins were in good conditions prior to the start of the rainfalland flooding, and no blockages had been reported or were observed. The first HCFCDmowing cycle of 2016 will begin in early May, but grass growth along the channels didnot impede storm water flows. HCFCD staff are checking channels and detention basinsfor blockages, erosion, bank failures, and other storm-related problems.

    The HCFCD channels and detention basins functioned as designed and helped toreduce flood levels. Where rainfall amounts were near or exceeded the 1%(100-yr)frequency in the county’s northern, northwestern, and western areas, the HCFCDchannels and basins were overwhelmed especially where rainfall amounts were in the0.2% (500-yr) or above frequency range.
