The event was graced with the presence of Hon’ble Vice President of India, Shri M Venkaiah Naidu who is also the President of IIPA, Shri T N Chaturvedi, Chairman IIPA, Dr Tishyarakshit Chatterjee, Director, IIPA, Sri Shekhar Dutt, Senior EC member and the Vice President of the Institute, and I V Subba Rao, Secretary to Vice President of India. Shri Amitabh Ranjan, Registrar and Dr Nupur Tiwari compered the event while Shri Mithun Barua, Dy. Registrar (AS) assisted in organizing the programme. During the event, the Hon’ble Vice President expressed his happiness in participating in the AGM. He acknowledged that IIPA has a six-decade long history of being a think- tank. In his speech the Hon’ble Vice President said, “I wish to see IIPA set new ambitious goals in the next few months, benchmarking itself as one of the best institutions with similar mandate around the globe”. Annual General Body Meeting The sixty-fourth Annual General Body Meeting

of IIPA members was held on October 26, 2018 in IIPA premises. Naidu conferred Shri T N Chaturvedi Award for best article published in the Indian Journal of Public Administration for the year 2017 to Dr. Amitabh Rajan for his article on “Institutional Dynamics of Governance Reform in India (1991-2016)” published in January-March 2017 issue of IJPA.

Annual Essay Comspetition The Chairman IIPA Shri T. N. Chaturvedi handed

out the prizes to winners of IIPA’s Annual Essay Prize Competition 2018. First prize of Rs. 10,000 was conferred to Ms. S. Divya, Vellore (T.N.) for the essay on “Urban Planning in India: Developing an Integrated Approach”. Second prize of Rs. 7,000 was given to Mr. Hemand Pandey, Meerut (U.P.) for the essay on “Right to Public Services provided by the State Government – Comparative Study of State Laws and need for a Parliamentary Enactment” and Mr. Supriyo Ranjan Mahapatra, Trichy (T.N.) for the essay on “NPA in Banks Affecting the Development of India”, and the third prize of Rs. 5,000 was given to Ms. Anisha Agarwal, Pune for the essay on “NPA in Banks Affecting the Development of India” and Mr. Prabhat Sunil Mhaske, Pune for the essay on “Right to Public Services provided by the State Government – Comparative Study of State Laws and need for a Parliamentary Enactment”.

Case Study Award SchemeThe Chairman IIPA Shri T. N. Chaturvedi handed

out prizes to the following winners of Annual Decision Making/ Teaching Case Study Competition- 2018. As none of the entries merited for first prize, one second prize of Rs. 6000 was awarded Dr. Divya Singhal, Goa for her entry on “Despite all Odds the Truth alone Triumphs”, and third prize of Rs 2000 each were given to Dr. Jayashri T. Bhandwaldar, Aurangabad (Maharashtra) for her entry on “Role and Responsibility of Politicians, Administrators & Civilians: A case of Waste Management in Aurangabad” and Ms. Priya Sharma, Surat for her entry on “The Jack, the Jockey and the Celebrity”.

Prof. K.K. Pandey

Prof. K.K. Pandey, an economist with expertise on municipal finance has over three decade of experience on urban finance and management. He is currently a Professor of Urban Management at IIPA with previous experience as Chief Economist HUDCO, Chief (Research & Training) HSMI of HUDCO and Senior faculty at National Institute of Urban Affairs. Prof. Pandey has provided expert advice to multilateral agencies, national government and provincial governments in India, financial institutions and city governments across the country. He has served, in this regard, as member of exert groups, drafting committees, working groups, national delegations, etc. He has several research reports, books, articles to his credit.

Dr. Sachin Chowdhry

Dr. Sachin Chowdhry is Associate Professor at IIPA with specialisation on urban governance and management, public policy analysis and basic services and infrastructure. He also worked with Twelfth Finance Commission and provided professional inputs to various committees/ working group on urban and public administration related issues. Dr. Chowdhry has around 15 years of professional experience. Professional activities of Dr. Chowdhry involves research and training on water supply and sanitation, Metropolitan planning, Evaluation of government of india’s flagship programmes - MNAREGA, Public Distribution System in selected states and Swarna Jayanti Shahri Rojgar Yojana.

ABOUT THE AUTHORDr. Nupur Tiwari is currently a Faculty member, Rural Administration and Panchayati Raj at the Indian Institute of Public Administration, IIPA, New Delhi. She is also the Coordinator for Centre for Public Policy, Planning and Development, IIPA.

Earlier, she served as Senior Consultant to the former Union Minister of Panchayati Raj, Shri Mani Shankar Aiyar, providing inputs on Local government. She has also served as faculty member at Centre for Rural studies, LBS National Academy of Administration, Mussoorie, where she was involved in training of the Indian Administrative service officers in areas related to Rural Development.

She has worked on Five Major Projects as Project Director, funded by IDRC, Irish Aid, Union Ministry of Panchayati Raj, Ministry of Rural Development and UNDP. She has prepared several Reports for Government of India.

Her current research interests include Decentralization and Local governance (Panchayati Raj), Gender Issues in Informal workforce and Tribal policy.

She has thirty five research papers/Articles published in National and International peer reviewed journals. She has authored three books/ Monographs and has contributed Chapters in eleven volumes. Four books on these issues are forthcoming.

She was a member of Thematic Group on Panchayati Raj and Local-self government constituted by Ministry of DoNER.

She was involved in the Expert Committee for Leveraging Panchayati Raj, Constituted by Ministry of Panchayati Raj, Government of India (November, 2012). She was recently nominated as the Domain Expert for the spot study for PM award for excellence in Public Administration (2014).

Dr. Sachin ChowdhryDr. Sachin Chowdhry, faculty at IIPA since 2005, has been engaged in studies relating to public pol-icies and public service delivery both for national and international agencies. He has conducted stud-ies sponsored by various ministries of Government of India including Ministry of Urban Development, Ministry of Rural Development, Ministry of tribal Af-fairs, Ministry of Steel, etc. and Water and Sanitation Programme, South Asia. Sujit Kumar Pruseth He is currently a faculty member at Indian Institute of Public Administration, New Delhi dealing with urban affairs, public administration and policies. He was earlier a faculty member at National Law School of India University, Bangalore. He completed MA, M.Phil, PhD from JNU, New Delhi. He was trained by UN-HABITAT at Israel. He has served as Member, Kerala State Council of Science, Technology and Environment, Government of Kerala. A number of books are to his credit and he contributes regularly to national English dailies.

Members’ Annual Conference The sixty-second IIPA Members’ Annual

Conference was held on October 27, 2018 in IIPA premises.

The theme of the conference was Role of Digital Technologies in Governance. Dr Charru Malhotra presented the theme paper in which she highlighted the concept of digital technologies in governance and cited examples of countries that incorporated and excelled through the same. She also suggested a few innovations that could be leveraged for smooth governance in India. In his welcome address, Dr. Tishyarakshit Chatterjee, Director of IIPA, highlighted the significance of the theme. Representatives of regional as well as local branches expressed their views on the theme. Besides the discussion, papers on the theme were presented during the conference.

Book Discussion on Dr. Ambedkar’s ‘State and Minorities’

Dr. Ambedkar Chair in Social Justice, Indian Institute of Public Administration organised a book

discussion on Dr. Ambedkar’s ‘State and Minorities’ on November 03, 2018. The event was sponsored by Dr. Ambedkar Foundation, Ministry of Social Justice and Empowerment. It was an attempt to explore the rich legacy of Dr. Ambedkar and revisit his invaluable insights. Around 20 civil servants participated in the discussion. Shri D. P. Majhi, Director, Dr. Ambedkar Foundation and Shri Sachin Shinde, IAS took the initiative of organising the event. Prof. C. Sheela Reddy coordinated the event.

Programme for Heads and Members of NGOs /VCOs on Consumer Protection

The Centre for Consumer Studies, IIPA, New Delhi organised the 14th Training of Trainers Programme for the Heads and Members of NGOs /VCOs on Consumer Protection and Consumer Welfare from October 8-12, 2018 at IIPA, New Delhi. The Department of Consumer Affairs, Government of India, sponsored the Programme. The objectives of the training programme were to: enhance their knowledge and skill in the area of Consumer Protection and Consumer Welfare among others. About 29 participants representing different consumer organisations from different states attended the programme. The programme was inaugurated by Shri Sita Ram Meena, Director (CWF), DCA, Government of India. Prof. Suresh Misra and Dr. Mamta Pathania coordinated the Programme.

Inter-College Competition on Consumer Protection

The Centre for Consumer Studies, the Indian Institute of Public Administration, New Delhi organised

a one-day inter-college competition on Consumer Protection and Consumer Welfare - “Consumidor’ 18” in collaboration with the Consumer Club of Kamala Nehru College, New Delhi on October 10, 2018. The objective was to educate the young minds regarding their consumer rights and spread consumer awareness among them. Around 200 students from various colleges of University of Delhi participated in the activities. The event was inaugurated by Smt. Shefali Shah, Additional Secretary, Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Government of India. The programme was coordinated by Dr Mamta Pathania.

Two Day Workshop on Consumer Protection & Consumer Welfare

The Centre for Consumer Studies, IIPA, New Delhi in collaboration with IIPA, J& K Regional Branch and Food Civil Supplies and Consumer Affairs Department, J& K organised a two-day workshop on “Consumer Protection and Consumer Welfare” from October 3-4, 2018 at Leh (Ladakh). The workshop was attended by over 120 delegates from various departments including Department of FCS & CA, Police, Drugs and Food Control Organisation, Legal Metrology, Health, Medical Care, and Power Development Department. The objective of the workshop was to build pool of local trainers in the area of consumer protection. The programme was inaugurated by Ms. Sargun Shukla, IPS, SSP, Leh. The workshop was coordinated by Prof. Suresh Misra and Dr. Sapna Chadah.

Two-day National Seminar on Consumer Protection Act

The Centre For Consumer Studies, Indian Institute of Public Administration, New Delhi in collaboration with V M Salgaocar College of Law, Miramar, Goa organised a two-day national seminar on Consumer Protection Act: Challenges and Problems in the Service Sector from October 29-30, 2018. The seminar was sponsored by the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Government of India. About 70 scholars and academicians participated in the seminar and 28 research papers were presented on various issues and problems relating to the service sector.

The seminar was inaugurated by Shri Govind Gaude, Hon’ble Minister for Civil Supplies and Consumer Affairs, Art & Culture and Tribal Welfare. The Seminar was coordinated by Prof. Suresh Misra and Dr. Sapna Chadah.

Capacity Building Strategies for Managing Complex Disasters

A capacity building programme was conducted in the East and South districts of the Sikkim state on October 29- 30, 2018. It was sponsored by the National Mission on Himalayan Studies, Ministry of Environment, Forest and Climate Change Government of India. About 25 residents of the gram panchayats attended the training and 55 high school students were part of it. Under the project, training of officials from line departments in the state and national seminar, as well as programmes for the local community had been conducted. Prof VK Sharma and Dr Shyamli Singh coordinated the programme.

• Dr V N Alok made presentations on August 25, 2018 on ‘Finance Commissions’ as lead speaker in Odisha Development Conclave organised by Government at Bhubaneshwar, CYSD and PRIA at Bhubaneshwar. He delivered a talk on September 15, 2018 on ‘Inter-state trade in India and GST’ at the Institute of Constitutional and Parliamentary Studies in a programme on Constitutional Law.

• Professor Mahendra Prasad Singh delivered the keynote address to an international seminar on

'Regions and the Centre: Dynamics of Indian Federalism since 1990s' at Indian Institute of Advanced Study, Shimla, October 9-11, 2018. Earlier, he also delivered the Lala Lajpat Rai Centenary Endowment Lecture - 2018, in Department of Politics and Public Administration, Madras University, Chennai, on January 25, 2018; and on 'Classical Indian Epistemology' in the People's University, in Gandhi-Mandela Farm, Kutumbapalayam village, Vellore district, Tamil Nadu, on January 26, 2018.

Delhi Regional Branch The election for the office bearers and members

of the Executive Committee of the branch for the term 2018-2022 was held on 31st October 2018. Prof. Suresh Misra was elected as Chairman and Dr Rajvir Sharma as Vice-Chairman of the branch.

Bihar Regional Branch The branch organised an Annual General Body

Rajasthan Regional Branch The branch in collaboration with the Management

Development Academy, Centre for Administrative Change, Prakrat Bharti Academy organised a lecture meeting on "Mahatma Gandhi: Secrets of Greatness on 15 October, 2018. Prof Ramesh K Arora, Chairman of the branch was the key speaker. On October 16, 2018, Prof. S S Bissa, IAS (Retd.) delivered a lecture on "Sardar Patel: The Man and the Leader". On October 17, the branch organised a regional seminar on "Role of Digital Technology in Government" in which Prof. Rakesh Singhal, Professor of Computer Science, HCM RIPA made the key presentation that focused on role of digital technology in making the Indian governance system more effective. The seminar was presided over by Professor Ramesh K Arora, Chairman of the branch.

Haryana Regional Branch The branch in collaboration with the Haryana

Institute of Public Administration, Gurugram organised a seminar on “The Role of Digital Technology in Governance” on October 5, 2018 at HIPA, Gurugram. The seminar was presided over by Sh. MC Gupta, IAS (Retd.), former Chief Secretary to Government of Haryana and currently Chairman of the branch. Sh. Rentala Chandrashekhar, former Secretary, Ministry of Electronics & IT, Government of India, delivered

the keynote address. Over 100 participants attended the seminar.

Kerala Regional Branch The branch organised a prelude conference

2018 in the form of a seminar in association with the Government College, Kariavattom on October 16, 2018. Dr. R. Shreelekshmi, Head of the Department of Computer Science, College of Engineering, Thiruvananthapuram inaugurated the seminar. More than 200 participants attended the seminar. Dr. G. Radhakrishna Kurup, Hony. Secretary of the branch welcomed the gathering and Dr. H. M. Sabeen, IQAC coordinator, proposed the vote of thanks.

Tamil Nadu Regional Branch The branch organised a seminar on “The Role of

Digital Technology in Governance” on October 23, 2018. During the seminar various aspects of digital technology in governance were discussed.

Tirupattur Local Branch • The branch organised a prelude conference on the

topic “Role of Digital Technology in Governance” on October 13, 2018. Dr M. Senthil Raj, Principal of Marudhar Kesari College for Women, Vaniyambadi welcomed the gathering and Agri. C. Veerabadran, Chairman of the branch presided over the event. About five hundred students attended the conference.

• The branch organised a programme on “Personality Development for College Students” on September 6, 2018. Dr. Major M. Reni Sagaraj, Principal of Holy Cross College welcomed the students and Agri.
