A ten-day residential Programme for Government officers of Central Tibetan Administration was organised from June 17-26, 2019. It was sponsored by Public Service Commission. International Capacity Building Programme on Innovations in Organisational Management was organised from June 20-24, 2019 in collaboration with Crawford School of Public Policy Australia. The programme was coordinated by Dr Saket Bihari.

Prof. K.K. Pandey, an economist with expertise on municipal finance has over three decade of experience on urban finance and management. He is currently a Professor of Urban Management at IIPA with previous experience as Chief Economist HUDCO, Chief (Research & Training) HSMI of HUDCO and Senior faculty at National Institute of Urban Affairs. Prof. Pandey has provided expert advice to multilateral agencies, national government and provincial governments in India, financial institutions and city governments across the country. He has served, in this regard, as member of exert groups, drafting committees, working groups, national delegations, etc. He has several research reports, books, articles to his credit.

Dr. Sachin Chowdhry

Dr. Sachin Chowdhry is Associate Professor at IIPA with specialisation on urban governance and management, public policy analysis and basic services and infrastructure. He also worked with Twelfth Finance Commission and provided professional inputs to various committees/ working group on urban and public administration related issues. Dr. Chowdhry has around 15 years of professional experience. Professional activities of Dr. Chowdhry involves research and training on water supply and sanitation, Metropolitan planning, Evaluation of government of india’s flagship programmes - MNAREGA, Public Distribution System in selected states and Swarna Jayanti Shahri Rojgar Yojana.

ABOUT THE AUTHORDr. Nupur Tiwari is currently a Faculty member, Rural Administration and Panchayati Raj at the Indian Institute of Public Administration, IIPA, New Delhi. She is also the Coordinator for Centre for Public Policy, Planning and Development, IIPA.

Earlier, she served as Senior Consultant to the former Union Minister of Panchayati Raj, Shri Mani Shankar Aiyar, providing inputs on Local government. She has also served as faculty member at Centre for Rural studies, LBS National Academy of Administration, Mussoorie, where she was involved in training of the Indian Administrative service officers in areas related to Rural Development.

She has worked on Five Major Projects as Project Director, funded by IDRC, Irish Aid, Union Ministry of Panchayati Raj, Ministry of Rural Development and UNDP. She has prepared several Reports for Government of India.

Her current research interests include Decentralization and Local governance (Panchayati Raj), Gender Issues in Informal workforce and Tribal policy.

She has thirty five research papers/Articles published in National and International peer reviewed journals. She has authored three books/ Monographs and has contributed Chapters in eleven volumes. Four books on these issues are forthcoming.

She was a member of Thematic Group on Panchayati Raj and Local-self government constituted by Ministry of DoNER.

She was involved in the Expert Committee for Leveraging Panchayati Raj, Constituted by Ministry of Panchayati Raj, Government of India (November, 2012). She was recently nominated as the Domain Expert for the spot study for PM award for excellence in Public Administration (2014).

He has conducted stud-ies sponsored by various ministries of Government of India including Ministry of Urban Development, Ministry of Rural Development, Ministry of tribal Af-fairs, Ministry of Steel, etc. and Water and Sanitation Programme, South Asia. Sujit Kumar Pruseth He is currently a faculty member at Indian Institute of Public Administration, New Delhi dealing with urban affairs, public administration and policies. He was earlier a faculty member at National Law School of India University, Bangalore. He completed MA, M.Phil, PhD from JNU, New Delhi. He was trained by UN-HABITAT at Israel. He has served as Member, Kerala State Council of Science, Technology and Environment, Government of Kerala. A number of books are to his credit and he contributes regularly to national English dailies.

Dr. Malhotra, who coordinated the project, provided recommendations for NKN in terms of establishing an innovation framework, revamping the NKN website to a knowledge dashboard, creating a test bed for innovators and enhancing the organisational structure.

• Dr Charru Malhotra delivered the keynote lecture on Innovations- Transforming e-Governance for Effective & Efficient Citizen Centric Services during the DigiTech Conclave and Awards, 2019 which was organised by ET Government on June 16, 2019 at Hyatt Regency. She spoke about the transformations brought about in the various citizen-centric services provided by the government due to evolution of e-governance scenario of India and focused on common service centers.

• Dr. Charru Malhotra was invited to Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune as a keynote speaker to deliver a session on “Blockchain Version-II” on June 14, 2019. The session was a part of the three day training organised by YASHADA on Blockchain Technology from June 14-16, 2019 for mid level government officials of several departments.

• Dr. Charru Malhotra was invited by BW Business World as a jury member for its 5th edition of Digital India Summit & Awards 2019. The theme of which was Innovation| Implementation |Transformation aligning the vision of Digital India Mission of Government of India. The event was held on June 28, 2019 at Hotel Shangri-La, New Delhi. These awards celebrate the practices which have a sustainable impact on people. She was also the key speaker.

• Dr. Charru Malhotra was invited by All India Council for Robotics & Automation (AICRA) to

attend the FutureTech Debate Forum a t Qutub Institutional Area on June 28, 2019. She delivered her key note address on the emerging topic of Internet of Things to a gathering comprising

of almost 100 students and researchers.• Dr. Shyamli Singh, was invited by All India Radio

for an expert talk on “Climate Change and its Impact on Fisheries and Fishermen” on June 20, 2019. The outreach was for the global audience reaching 139 countries.

Bihar Regional Branch • On the occasion of commemoration of World

Environment Day, the branch organised a seminar on "Environmental Awareness Among Rural People" in collaboration with Department of Political Science, RN College, Hajipur on June 4, 2019 in the Auditorium of the college. The function was presided over by Dr Vibhash Kumar Yadav, a senior IIPA member and Principal, RN College, Hajipur. Prof SP Singh, IIPA Member, Dean, Faculty of Social Sciences, Chanakya National Law University, Patna was the main speaker on the occasion. All guest participated in the 'Plantation Drive' organised by Dr Kumar Amrendra Narain, IIPA Member, NSS Programme Officer of RN College unit and planted as many as hundred siblings in the campus of the College.

• The sad demise of the veteran member of IIPA Prof Lal Narayan Sharma, former Vice Chairman of IIPA Bihar Regional Branch, Patna was mourned by the branch in a condolence meeting held in the premises of the former Chairman of the branch, Sri AV Sinha, IAS (Retd) on 8, 2019. Late Prof Sharma, who served the Department of Political Science, Patna University as Professor and Head passed away on June 4, 2019 in a car accident. The meeting was presided over by Er J K Singh, Chairman of the Branch.

Association jointly organised a lecture on “World Day to Combat Densification and Drought” on June 17, 2019. Prof A Ranga Reddy, Chairman of the branch presided over the function and Dr A Samanthakamini, Secretary welcomed the guests. During the function, Prof T Girdhar Krishna, Head, Department of Soil and Agriculture Chemistry, SV Agriculture College Tirupati highlighted on the Need of bold reforms for checking desertification and drought in India. Prof. MS Soundarajan, former Associate Dean, Agriculture College, Nandyal, Ramayanam Jagadesh Rao, Department of Geology and former Principal, SVU College. Shri M Gopal Reddy, Farmer’s Activist, Prof C Sujathamma, Department of Geology, Sri Padmavathi Women’s College presented their varied views on the subject.

• The branch planted 30 fruit bearing saplings in Sri Venkateswara University Campus, Tirupati on June 6, 2019. Jagadiswar Rao, former Principal, SVU College and Prof KM Naidu, former Dean College Development Council and Department of Economics, SV University took the initiative. Prof A Ranga Reddy, Chairman of the branch coordinated the event.

Tirupattur Local Branch • The branch in association with Rotary Club

and Lupin Company jointly organised a free medical camp on May 22, 2019 on Bone Mineral Density at LS Hospital, Tirupattur. Agri C Veerabadran, Chairman of the branch presided over the function and Rtn. N.I.S. Shawjakhan, President, Rotary Club welcomed the guest. Dr Leela Subramanian explained the importance of health awareness and recommended regular checkup while Rtn. KM Subramanian, Secretary of the branch proposed the vote of thanks. About 110 patients were benefitted out of the medical camp.

A Mongolian delegation-led by the Chairman, Civi l Service Council of Mongolia, Mr. B. Baatarzorig, met the Union Minister of State for Ministry of Development of North Eastern Region (I/C), MoS PMO, Personnel, Public Grievances and Pensions, Atomic Energy and Space, Dr Jitendra Singh.

Welcoming the delegation, Dr Jitendra Singh said that India greatly values its close and friendly relations with Mongolia. He said that India and Mongolia are connected by Buddhist linkages and centuries of historical connections. The Minister said that both countries enjoy a broad convergence of long-term political, economic and strategic interests. He said that Indian support to human resource development of Mongolia is a matter of

Dr Jitendra Singh expressed happiness over the fact that the MoU between the Union Public Service Commission (UPSC) and Civil Service Council of Mongolia (CSC) has been signed on July 3, 2019. He said that a programme for training of 14 senior civil service officials titled “Local governance with focus on new areas of Administration” would be held at Indian Institute of Public Administration (IIPA) later this year. Mongolia has long shown great capacity for global outreach and outlook. It has been an important link between Asia and Europe from the early periods of human history, the Minister added. The Minister expressed hope that this visit adds to our efforts in realizing the huge potential of our bilateral relationship. Important Announcement: IJPAThe IJPA was approached by Professor Cameron Richards* representing the organizers of the ELLTA Conference: Perspectives on Leadership, Learning, and Social Enterprise in Asia (Bangkok 25-27th July, 2017) to see if it would be interested in considering for its special edition a selection of papers at the papers focused on public policies in sustainable development. The editorial team deliberated on it and recommended to the IIPA authorities to accept this proposition and request Professor Richards to formally guest edit and get the papers peer-reviewed, revised, and updated for publication as the Special Issue of our journal for the year 2019. The proposal was approved by the IIPA as well as SAGE Publications. Hence the forthcoming quarterly issue 65.3, September 2019 on : "Policy Planning Research for Sustainability in Asian Contexts" is forthcoming.
