Welcome to the IHS Markit PriceEdge User Guide!

This guide will provide you with all the information you need to get started with PriceEdge and use it on a daily basis.

About IHS Markit PriceEdge

PriceEdge is a Software as a Service (SaaS) tool that aids pricing teams in determining how to bid competitively in the context of the current market. PriceEdge uses available historical procurement data, material data, Bureau of Labor Statistics (BLS) data, learning curves, and proprietary data to generate price estimates for individual parts and for a batch of parts. PriceEdge also offers part details, a multi-engine web search that queries many search engines simultaneously, and a similarity search functionality that can be utilized to find similar parts.

PriceEdge’s price calculations take into account variables that include:

Understand the Price Calculations

PriceEdge supports two methods for generating market price estimates to be used in price reasonableness analysis in accordance with Federal Acquisition Regulations (FAR) 15.404-1(b)(ii).

Similar Part Pricing calculates price estimates based on other parts with similar contract data.

Same Part Pricing calculates price estimates based on contract data associated with the same part.

After the user auto-selects or manually selects the base contract for price reasonableness, both methods adjust prices using Bureau of Labor Standards (BLS) indices and adjust quantities using DAU-endorsed Unit Improvement Curve methods (Volume 2, Chapter 7.0.3). The Similar Part

Pricing method uses regression analysis (Volume 2, Chapter 5) to develop the adjusted price before quantity adjustments are applied.

Note: PriceEdge’s price calculations take into account a part’s contract history. In the case that a part’s contract history causes pricing to increase or stay the same as quantities increase, refer to the part’s contract history for more information. Some previous procurements may be excluded from the price calculation. These excluded procurements are indicated by an exclamation symbol in the Excluded column in the Procurements by Contract and Procurements by Date sections of the Contract History dialog. Line items may be excluded from the price calculation due to the reason specified next to the exclamation symbol.

Part Details The Part Details tab provides crucial technical information about a specified part, and provides a report detailing the part’s technical data.

Evaluate Part Details

To evaluate the technical information and historical data associated with a part:

1. Search for a part using the global search feature.

a. Under Entry Type, select the appropriate part input from the drop-down menu. Options include:

i. CAGE + Part Number

ii. NSN/NIIN

iii. Part Number

Note: The part input fields available (CAGE + Part Number, NSN/NIIN, Part Number) depend on whether the user’s company uploaded contract data, and the format of that data.

b. Enter the part into the field(s) provided and Click Search.

Note: PriceEdge will try to map a CAGE + Part Number input to existing an NSN. If the part you entered maps to an NSN, the Part Details tab will display part characteristics and technical data. If the part does not map to an NSN, but maps to corporate contract history, some data will be displayed. If the part does not map to an NSN and is not found in the database, no data will be displayed.

Similar Part Pricing PriceEdge uses the latest data from FLIS (Federal Logistics Information System) and BLS (Bureau of Labor Statistics) to build statistical models (details available in the Model Report) and estimate part pricing. Similar Part Pricing calculates price estimates using parts with similar contracts.

Perform a Similar Part Pricing Calculation

After searching for a part using the global search feature and moving to the Similar Part Pricing tab:

1. On the Similar Part Pricing tab, enter a Solicitation Quantity and click Auto-Select Base Contract.

After you enter a solicitation quantity and auto-select the base contract, PriceEdge will display the:

o Base Contract: the historical contract with corresponding contract number, date, quantity, price, price reasonableness code (PRC), and Commercial and Government Entity (CAGE) code. The base contract is used in calculating the Quantity Adjusted Unit Price and Quantity Adjusted Total Price.

o Regressed Unit Price: the BLS-adjusted unit price based on a model using parts at the selected contract’s price range, with a similar contract type. This value is the base price before quantity adjustment.

o Regressed Total Price: the BLS-adjusted total price based on a model using parts at the selected contract’s price range, with a similar contract type. This value is the base price before quantity adjustment.

2. Optional: expand the Base Contract drop-down menu and select a different contract for the Similar Part Pricing calculation.

3. Expand the Learning Curve Slope drop-down menu and select a learning curve slope. The Learning Curve Slope drop-down menu is prepopulated with FSC-based slope options.

Select Single CAGE for parts with a single recent vendor.

Select Multiple CAGE for parts with multiple vendors.

Select Custom to enter a different slope value.

o In the Custom Slope field that appears, enter a decimal value between 0 and 1 (Example: .85).

4. Optional: in the Offer Price field, enter the anticipated offer price.

5. Click Calculate.

6. After you click Calculate, PriceEdge displays the:

Solicitation/Contract Quantity Ratio: the ratio between the selected contract’s quantity and your solicited quantity. The closer the number is to 1.00, the closer the two values are to each other.

Quantity Adjusted Unit Price: the expected unit price at the entered solicitation quantity based on the specified learning curve.

Quantity Adjusted Total Price: the expected total price at the entered solicitation quantity based on the specified learning curve.

Offer Price Percent Difference (if you entered an offer price in step 4): the difference between the offer price and quantity adjusted unit price.

o A positive value indicates that the offer price is higher than the adjusted unit price.

o A negative value indicates that the offer price is lower than the adjusted unit price.

7. At the bottom of the screen, enter your notes about the calculation in the Notes for Generate Package field.

Understand the Similar Part Pricing Calculation

Building a Model

In order to build a statistical model, the PriceEdge Cruncher collects and sorts award data within a particular group, such that parts with similar characteristics and prices are modeled together. Each material, FSC, and NAICS code is assigned a BLS index. Each part is assigned three BLS indices that are considered representative of the item of supply’s price behavior in the marketplace. The three indices are selected from the part’s FSC/NAICS, material(s), and a pool of BLS “aggregate” defaults. PriceEdge escalates prices using a blended index of BLS indices. PriceEdge uses prices from procurements within the last three years (although it may access data from up to ten years back to get Last Price, Second to Last Price, or Closest Price by Volume).

Partitioning Awards

The list is then partitioned based contract type (manual POs, automated POs, long term contracts) and price using the statistical mean difference test. For each partition of awards, a linear regression model is created. This establishes a relationship between the values of “last price,” “second to last price,” and “closest price by volume” with the actual award price for every award in that partition.

Based on regression findings, outlier awards are removed from the partition. If any of these prices is 50% greater or less than the part’s most recent price, it is considered an outlier and PriceEdge does not use it in the price estimate calculation.

Identifying Model Parameters

Then, the three price data columns (i.e. last, second-to-last, and closest price) are checked for significance in predicting award prices, as well as for correlation among themselves. Any column that does not show significance or has too high a correlation to another column may be removed from the model.

Calculating Price Estimates

Price estimation begins with model selection, the process of choosing a particular price-partitioned model from part’s FSC/NAICS group and computing a price estimate using that model based on user input. The user provides two inputs: the part to be priced and a solicitation quantity.

PriceEdge auto-selects the most similar contract from a part’s history for the user-entered quantity. PriceEdge performs this selection based on price and contract type in the part’s procurement data. The user can opt to select a different historical contract as the basis for the calculation.

Performing Quantity Adjustment

PriceEdge applies data mining algorithms that extract statistically significant learning curve parameters using regression models for every FSC/NAICS. Within each FSC, PriceEdge provides two learning curve slopes: one for parts with only one CAGE code (less competitive) in their recent contract history and one for parts with multiple CAGE codes (more competitive) in their contract history. PriceEdge also offers a Custom Slope option that allows the user to enter a value based on his/her vendor or part-specific knowledge. The user’s choice dictates the slope with which PriceEdge calculates the new volume to price relationship based on previously established prices at different quantities.

Same Part Pricing Same Part Pricing calculates price estimates using that part’s historical procurements.

Perform a Same Part Pricing Calculation

After searching for a part using the global search feature and moving to the Same Part Pricing tab:

1. On the Same Part Pricing tab, enter a Solicitation Quantity and click Auto-Select Base Contract.

Understand the Same Part Pricing Calculation

Summary

After the user inputs the part and solicitation quantity for their price research, PriceEdge auto-selects the most similar contract from a part’s history for the user-entered quantity. PriceEdge performs this selection based on price and contract type in the part’s procurement data. The user can opt to select a different historical contract as the basis for the calculation. PriceEdge then adjusts prices using a blended index of Bureau of Labor Standards (BLS) indices. Subsequently, PriceEdge generates the learning curves for single-CAGE and multi-CAGE categories within each FSC/NAICS and generates learning curve slopes that are provided to the user. Users may choose one of the offered values or enter a custom value.

Performing Price Adjustment

PriceEdge adjusts every award price from the month and year it was awarded to the most recently completed month using BLS indices. Each FSC/NAICS is assigned a Bureau of Labor Statistics (BLS) index. PriceEdge escalates prices based on a weighted average of the three part-specific BLS indices.

Performing Quantity Adjustment

Web Search PriceEdge Web Search queries multiple search engines simultaneously to help you identify available web-based pricing.

Note: After using Web Search to locate web based part pricing, enter relevant notes about your findings in the Notes for Generate Package field. PriceEdge automatically records the entered criteria for each search into the field. These notes will appear in your Package (Generate Package tab), if generated. If you clear the entered part or end your session, PriceEdge will clear all entered notes.

Perform a Web Search

1. On the Web Search tab, enter search criteria in any of the following fields:

Company Name/CAGE, NSN/NIIN, Part Number, and/or Item Name.

Note: If you have a Company Name/CAGE and NSN/NIIN, adding Item Name may actually make your web search results less relevant.

2. In the Search Engines box, specify search engines to query.

Some search engines will be selected by default. To deselect a search engine, uncheck the box to the left of its name. To select or deselect all search engines, check or uncheck the Check All box. The available search engines include:

o Amazon

o Bing

o Dogpile

o Excite

o Google

o Google-Shopping

o Ixquick

3. Click Search.

If you want your search results to open automatically in new windows, check the box under the search fields.

After entering search criteria and specifying which search engines to query, click Search to perform the web search.

4. At the bottom of the screen, enter your notes about your search findings in the Notes for Generate Package field. After every web search you perform, PriceEdge will automatically add your search criteria to the Notes for Generate Package field.

Use quotes to indicate that you want to see results that contain the entire phrase in one place rather than the various words within the phrase in different places. Example: A search for “regulating valve” should produce results for a regulating valve, rather than a webpage that just contains the words “regulating” and “valve” anywhere on the page.

Note: Whatever you type into the search fields is passed directly to each search engine. As search engines have different rules regarding how they deal with quotes, using them may affect results differently for each search engine.

Similarity Search PriceEdge Similarity Search can help you identify parts with similar part numbers, management attributes, and technical characteristics to the part you are pricing. Similarity searches may be helpful for first time part pricing and for pricing parts with limited contract history.

Note: After using Similarity Search to locate parts similar to the part of interest, enter relevant notes about your findings in the Notes for Generate Package field. Note: After you perform a search, a dialog box may appear if the total results exceeds the number of results displayed in the Similarity Search Results grid. Click OK to dismiss the message for that search. Check Stop showing this message and click OK to dismiss the message for all searches in your session. Use facets or additional search criteria to refine your search until you can view all results in the grid.

3. In Facets Box, select facets to further refine your search.

To go back one level in your selected facets, click the Back button.

To restore the original similarity search results grid (to the condition before any facets have been selected), click the Restore button.

4. Continue entering search criteria and selecting facets until you have sufficiently narrowed your results.

5. At the bottom of the screen, enter your notes about your search findings in the Notes for Generate Package field. After every similarity search you perform, PriceEdge will automatically add your search criteria to the Notes for Generate Package field.

Generate Package After completing your pricing activities and entering notes where appropriate, use Generate Package to export a printable summary of your findings. Generate Package provides a PDF containing a record of all PriceEdge activity, including a summary of Part Details, Detail Button Data, Similar Part Pricing, Same Part Pricing, Web Search, and Similarity Search.

Batch Same Part Pricing PriceEdge offers Batch Same Part Pricing to allow users to generate a batch of unit prices using the Same Part Pricing methodology. Use Batch Same Part Pricing to generate pricing for up to 1000 parts. Before you perform a batch of Regressed Unit Price calculations, you must format your batch file.

Format your Batch File

In order to generate pricing for a batch of parts, first ensure that your file is in the correct format.

1. The file must be either a .txt (Notepad) or .csv (Excel) file.

2. There may only be one part per line. You may use one of the following part entry types in your batch file:

NSN/NIIN

Part Number

Note: Batch Same Part Pricing accepts 1000 parts at a time. If you upload a file with more than 1000 parts, PriceEdge will only calculate prices for the first 1000 parts in the file.

3. Each data element in the file must be separated by a delimiter (a character that separates two separate strings of data). Acceptable delimiters include:

4. You can choose to include OR not to include a quantity after each part in the file.

If a quantity is specified, the options are:

If zero is specified, no quantity is specified, or the quantity is invalid, PriceEdge will automatically use the average range high quantity from the contract history.

Regardless of whether the uploaded file specifies a quantity, you will have the option to override the quantity using average range low or average range high.

7. Click Upload. PriceEdge will populate the Batch File Details grid with:

Part (CAGE + Part Number, NSN, or Part Number): lists the valid parts in the batch input file.

Quantity: part quantity as specified in the file (if provided). If no quantity is provided in the file, PriceEdge will automatically select the HIGH quantity.

Item Name: the basic noun that identifies the item along with other data that describes its make, model, size, etc.

AMC/AMSC: the Acquisition Method Code (AMC) followed by the Acquisition Method Suffix Code (AMSC). AMC is a single-digit numeric code which indicates potential sources of supply for an item. AMSC is a one-character alphabetic designation that adds information about item acquisition restrictions to the AMC.

ML-C Price: the price DLA charges its customer for an item.

8. To download the report containing the calculated prices, click Download Batch Report. You will receive a message from PriceEdge when your batch report request is complete.

The Batch Report will download to your computer. You will need to extract the files (unzip) from the zip file before viewing. For more information, refer to Batch Reports.

The Batch Report contains the part (CAGE + Part Number, NSN, or Part Number), Quantity (BUM), Regressed Unit Price, Selected Price Point, Selected Date, Selected Contract, Selected CAGE, Selected Quantity, Selected PRC, Learning Curve (LC) Slope, and LC Adjusted Price.

Award Date: The date that a Purchase Order was established between an entity and a supplier.

Contract Price Trends

Contract Price Trends is a box and whisker plot that displays statistical information about the award prices for the loaded part’s previous procurements.

The x-axis (horizontal) displays the years for which the part has a procurement history (10 maximum).

The y-axis (vertical) displays the award price range.

The red line across the center of the chart represents the average price over the period for which there is available procurement history.

The plot point in the box indicates the average of the unit prices for the given year.

The box represents the inter-quartile range (IQR) or the range in which most of the unit prices are contained. The IQR is from the first quartile to the third quartile.

The boxes across the chart each represent one range of prices (quartiles) for a year. Any points outside of the lines or boxes are outliers.

The whiskers start at the smallest non-outlier observation and end at the largest non-outlier observation.

The whiskers extend to the minimum and maximum of the unit prices or the smallest and largest values within 1.5 times the inter-quartile range from the first quartile and third quartile respectively.

Note: Hover anywhere in a box to see the price range for that quartile (minimum, maximum, median, Q1, and Q3 are given).

BLS Index Trends

PriceEdge uses a technical characteristics database to determine the top three most relevant BLS indices to use in calculating pricing, displayed in BLS Index Trends.

To toggle between the Index 1, Index 2, and Index 3 graphs, select one of the three buttons at the top of the graph.

How are outliers calculated?

To calculate outliers, PriceEdge takes the raw procurement records, arranges them from earliest to latest, and segments them by year. For each year, PriceEdge finds the median price for that year, the previous year, and the following year. PriceEdge then designates any price greater than 5 times the median price or less than 1/5th the median price to be an outlier for that particular year. Outliers are excluded from the price point calculations.

Can I use the average range low or average range high to calculate pricing on the Same Part Pricing tab?

You cannot use ARL or ARH on the Same Part Pricing tab, but if you want to calculate pricing for a part using LOW or HIGH, save the part(s) in a .txt or .csv format, and upload the file on the Batch Same Part Pricing tab. Make sure that your input file is in the proper format.

Examples of correct formatting:

Remember that you can also use the Contract History detail button to see pricing, quantity, and other information on the most recent procurements.

I calculated pricing on the Similar Part Pricing tab and generated a Model Report, but no data is displayed for Selected Model Series Data or Selected Model Data. Why?

In order to generate Similar Part Pricing, there must be sufficient data for the part and model. In some cases there is insufficient data for the model, as opposed to the individual part. Models are created by FSC and price range, so if there is insufficient data for FSC and price range, it’s possible that PriceEdge won’t create a model.

How do I create a .txt file?

You can create a .txt file from an Excel file as long as the only text in the file include the parts, delimiters, and quantities. To save an Excel spreadsheet as a .txt file, go to File Save As From the Save as Type drop-down, select Text (Tab Delimited).

You can also create a .txt file using Notepad, which is the default text editing program included with the Windows Operating System. For most operating systems, you can open Notepad by opening the Start Menu then viewing All Programs Accessories Notepad. A file saved in Notepad will be in the .txt format.

Can I calculate prices for a batch file without listing specific quantities?

Yes. You can calculate a batch of prices (Regressed Unit Prices) using either the average range low (ARL) or average range high (ARH) taken from the procurement history. There are several ways to do this:

Instead of specifying numeric quantities in the input file, use “LOW” for the average range low or “HIGH” for the average range high.

o For example: 1234-56-789-0123,LOW

If no quantity is entered, the quantity is invalid, or “0” is entered as a quantity, PriceEdge will automatically use the ARH quantity.

Before uploading a file to the Batch Same Part Pricing tab, locate the Quantity box and select Override using. Then select either Average Range Low or Average Range High. This will apply the ARL or ARH to each part in the list.

I entered notes in the Notes for Generate Package dialog. Why were they cleared?

PriceEdge may have cleared your notes for a couple of reasons:

PriceEdge clears notes if the part in the global search bar is modified or cleared. Upon clearing, all corresponding data, including notes, is also cleared.

PriceEdge also clears notes if your session ends. If you close the browser tab or window, or if your session expires, PriceEdge will clear your notes.

To preserve your notes, make sure to generate a package or the appropriate report before changing the part or ending the session. PriceEdge will alert you if you perform an action that may clear your entered notes.

Aggregate Value

A value (for Single CAGE or Multi CAGE) derived from the combined total of all parts in the database.

AMC/AMSC

The Acquisition Method Code/Acquisition Method Suffix Code (AMC/AMSC) is a two character code that identifies potential sources of supply and acquisition restrictions.

Average Range High

Average range high tends to result in the lowest Regressed Unit Prices as part quantity is usually inversely related to cost.

Average Range Low

The award history is a list of awards compiled from DIBBS. Each entry in the history includes an NSN, a contract number, a CAGE code, award date, and the total contract price.

Base Contract

A contract from a past buy to use in calculating the Quantity Adjusted Unit Price and Quantity Adjusted Total Price. When a Solicitation Quantity is entered, Base Contract options will be generated based on the loaded NIIN’s Contract History.

Batch Report

A Batch Report is the downloadable output from a Batch NSN Request. Batch Reports contain Regressed Unit Prices along with other important part information.

Batch Request

A batch request is a request for PriceEdge to calculate several different parts and quantities in one operation.

BLS Adjusted Total Price

The contract’s total price adjusted to today’s dollars.

BLS Adjusted Unit Price

The contract’s unit price adjusted to today’s dollars.

BLS Index Trends

The BLS Index Trends display data from the top 3 most relevant BLS indices used in calculating similar and same part pricing.

Bureau of Labor Statistics

The Bureau of Labor Statistics (BLS) is the principal fact-finding agency for the federal government in labor economics and statistics.

CAGE

A Commercial and Government Entity Code (CAGE) is a five character vendor ID number used within the Department of Defense.

Contract History

Includes details of past procurements in 3 different views: price point, contract, and date. Contract History includes a Contract Number, Award Date, NSN, Quantity, Unit Price and the CAGE Code for the order.

Contract Price Trends

Contract Price Trends is a box and whisker plot that shows the distribution of award prices from the first year of procurement history to the most recent date for the selected NSN.

Cruncher

The Cruncher is a function in PriceEdge that automates the processing of FSCs. It determines when and how often data is acquired and models are generated and regenerated.

Data Source

Data Source in the contract history identifies the source of the contract history and part data provided. Data source may either say IHS to represent FLIS data, or another company name to represent corporate contract history.

Delimiter

A delimiter is a character that separates two separate strings of data. Most commonly, delimiters are commas, semi-colons, and spaces. In PriceEdge, a delimiter does not need to be specified. You can simply upload an entire file of NSNs (1 per line) and be able to price parts.

FSC

Federal Supply Class (FSC) specifies the federal supply category for an NSN. It is the first four digits of an NSN.

Flag

Flag in the contract history indicates the nature of the buyer's pricing analysis. For DLA contracts, the two-digit PRC is used. Otherwise, the buyer's specific pricing code(s) may be used.

IHS Markit PriceEdge

IHS Markit PriceEdge is a SaaS tool that aids pricing teams in determining how to bid to win in the context of the current market.

Item Name

The proper noun name of an NSN.

Learning Curve Slope

The value that the price decreases by when the quantity is doubled.

ML-C Price

ML-C Price from the FLIS database.

Model

When the PriceEdge Cruncher analyzes a particular group ID, it collects all NSNs procured within the last three years in that Group (or FSC) and sorts them by increasing award price. The list is then parsed using a statistical test and the list is chopped into partitions of 10 NSNs. Each partition is one model.

Model Density

The range of prices covered divided by the number of data points

MRC

(Material Reference Code) A three letter designation which identifies a type of technical characteristic.

NIIN

(National Item Identification Number) A 9-digit numeric code which uniquely identifies an item of supply. It is the last nine digits of an NSN.

NSN

(National Stock Number) Uniquely identifies a part. It is a 13-digit numeric code. The first four digits identify the FSC and the next nine digits are the NIIN.

Offer Price

The price that is being offered.

Offer Price Percent Difference

The percent difference between the Offer Price and Quantity Adjusted Unit Price. A negative value indicates that the Offer Price is lower than the Adjusted Unit price. A positive value indicates that the Offer Price is higher than the Adjusted Unit Price.

Part Number

The vendor's part number.

PRC

The Price Reasonableness Code (PRC) is a 2 character code that characterizes the quality of the government's price analysis when it purchased the item(s) associated with a procurement record.

Price Range

The range of prices to search for.

Procurement

A contracted sale of an NSN.

Quantity Adjusted Total Price

The total price of a current buy of the Solicitation Quantity at the Quantity Adjusted Unit Price (Solicitation Quantity x Quantity Adjusted Unit Price).

Quantity Adjusted Unit Price

The expected unit price of a current buy at the specified Solicitation Quantity based on the selected Learning Curve Slope.

Regressed Total Price

PriceEdge uses the part’s last price, second to last price, closest price by quantity, and BLS Index Trends to calculate the Regressed Unit Price. This value is then multiplied by the user-entered Solicitation Quantity for the Regressed Total Price. This price does not reflect quantity adjustment.

Regressed Unit Price

PriceEdge uses the part’s last price, second to last price, closest price by quantity, and BLS Index Trends to calculate the Regressed Unit Price. This price does not reflect quantity adjustment.

The value that corresponds to the MRC and Statement.

Root Mean Square Error

The Root Mean Square Error (RMSE) is the square root of the mean square error of all the errors in the model. This is analogous to a standard deviation.

Same Part Pricing

Calculates price estimates based on contract data associated with the same NSN.

Series

Used by PriceEdge to perform a Similar Part Pricing calculation. It is an identifier of the model used to generate the Regressed Unit Price. The series ID is the FSC.

Similar Part Pricing

Calculates price estimates based on other NSNs with similar contract data.

Solicitation Quantity

The quantity a user enters to calculate the Quantity Adjusted Unit Price and Quantity Adjusted Total Price.

Solicitation/Contract Quantity Ratio

The ratio of the Solicitation Quantity to the Base Contract Quantity. The closer the ratio is to 1.00, the closer the two quantities are.

Statement

A description of a technical characteristic (for example, material or weight).
