It clearly prohibits a Government servant to bring any political or any outside influence to bear upon any superior authority to further his interests in respect of service matters. The Government of India's Decision No.1 below this Rule mentions that representation on service matters by relatives should be discouraged. The Government of India's Decision NO.5 below this Rule provides the proper course to address representation on service matter that a Government servant should address his immediate official superior, or Head of his Office, or such other authority at the appropriate level as is competent to . deal with the matter in the organization. As such submission of representations directly to higher authorities by-passing the prescribed channel of communications, has to be viewed seriously and appropriate ·disciplinary action should be taken against those who violate these instructions as it can rightly be treated as an unbecoming conduct attracting the provisions of Rule 3(1 )(iii) of the CCS(Conduct) Rules, 1964. 2. The aforementioned provisions of the Conduct Rules on submission of representations on service matters by Government servants have been brought to the notice of all for strict compliance, vide PBS Communications No.M-1/28/2013-PPC(Vol.lI) dated 22.01.2014, No.A-10/155/2014-PPC dated 19.09.2014 and No.A-1 0011/62/2015-PPC dated 05.10.2015 (copies enclosed). Subject: Submission of representations on service matters directly tohigher functionaries of the Government and Prasar Bharati -Compliance of instructions - regarding.

Attention of employees of Prasar Bharati is invited to the Rule 20 ofthe CCS (Conduct) Rules, 1965 regarding provisions to submitrepresentations on service matters. The aforementioned provisions of the Conduct Rules on submissionof representations on service matters by Government servants have beenbrought to the notice of all for strict compliance, vide PBS CommunicationsNo.M-1/28/2013-PPC(Vol.lI) dated 22.01.2014, No.A-10/155/2014-PPCdated 19.09.2014 and No.A-1 0011/62/2015-PPC dated 05.10.2015 (copiesenclosed).

3. Despite these clear instructions, it has been observed that still a largenumber of such representations continue to be received in various higheroffices of the Government (including Hon'ble Prime Minister and Hon'bleMinister for Information & Broadcasting) and Prasar Bharati (includingChairman and Chief Executive Officer), in violation of the provisions of Rule20 of the CCS (Conduct) Rules, .1964.

4. All the employees are once again requested to follow the prescribedchannel of submission of their representations on service matters. Failingto comply with these instructions will be violation of Rule 20 of the CCS(Conduct) Rules, 1964 and attract appropriate action.

5. The Directorates of Prasar Bharati are requested to circulate aboveinstructions to all for their strict compliance and take strict action in case ofviolation.

6. This issues with the approvalof the Competent Authority.

Subject:- Forwarding/Submission of representations directly to PrasarBharati Secretariat.

It has been observed that officials in field units of both the Directorates often addressrepresentation on various service related matters(within the Administrative jurisdiction ofthe Directorates) directly to Prasar Bharati Secretariat, by-passing the prescribedchannel of submission . Some representations are forwarded through Members ofParliament, in violation of Rule of 20 of the CCS(conduct) Rules, 1964. As such,submission of representations directly to the higher authorities by-passing the prescribedchannel of communication, has been viewed seriously.

2. Further it has been observed that various Stations/Kendra's are forwarding variousrepresentations of their employees to Prasar Bharati Secretariat by-passing theconcerned Directorate.

3. Also various officials have been submitting their representations on various servicematters in e-mails of various officers in Prasar Bharati Secretariat.

4. In this regards it is brought to the notice of all officials of Prasar Bharati working In

OG:AIR and DG:Doordarsan and all Stations/Kendra's that submission ofrepresentations . directly in Prasar Bharati Secretariat by-passing the prescribedchannel of submission is not in accordance with prescribed rules and procedures. Sinceno service records of individual officers is maintained in Prasar Bharati Secretariat,such individual representation can not be examined and decided in Prasar BharatiSecretariat. Hence. the practice of submitting representation directly in Prasar BharatiSecretariat by-passing the prescribed channel is resulting in un-necessarycorrespondence and work.

5. Therefore, all officials are advised to follow prescribed channel of submissionfor redressal of their grievances and no direct representation to Prasar BharatiSecretariat by individual officers as well as field establishment via letters and e-mails should be made. This is also to inform all concerned that all such referenceswill not be processed in Prasar Bharati and suitable administrative disciplinaryaction may be taken against the errant officials.

'It may be recalled that all the officials of Prasar Bharati (All India Radioand Ooordarshan) were advised. vide this Secretariat's letter NO.M-1/28/2013-PPC (Vol.lI) dated 22.01 2014 (copy enclosed), not to send representations onservice matters directly to the higher authorities of Prasar Bharati Secretariatby-passing the prescribed channel of communication or through Members ofParliament, in violation of Rule 20 of the CCS (Conduct) Rules, 1964. It wasspecifically mentioned that such references will not be processed in PrasarBharati arid suitable administrative disciplinary action may be taken against theerrant officials.

2. Despiteabove-scro directions, It has been observed that the officials ofPrasar Bharati (All India Radio and Doordarshan) still continue to send theirrepresentations on service matters. either through letters or e-mails, to thehigher authorities of Prasar Bharati, especially to the Chief Executive Officer.This is clear violation of provisions of Conduct Rules and instructions of thisSecretariat. Such activities of officials have been viewed very seriously by theChief Executive Officer

3. Besides above, it has also been observed that the field establishmentsforward the representations of officials without proper examination I scruitiny, tothis Secretaiart in order to get rid of the problems. Particularly, therepresentations for transfer I posting are forwarded without mentioning thevacancy position of the office where the official seeks transfer for. Also, in caseof inter-departmental transfer I posting the representations of officials areforwarded to this Secretariat without obtaining the comments of the otherconcerned Directorate I Offices. Such situations cause delay in processing therequest of official due lo inadequate information furnished by the FieldEstablishments and Directorates of Prasar Bharati.

4. Therefore, all the officials of Prasar Bharati (All India Radio andDoordarshan including their field establishments) are once again advised tostrictly follow the instructions contained in Prasar Bharati Secretariat's letterNo.M-1/28/2013-PPC (VollI) dated 22.01.2014 and not to send theirrepresentations on service matters via letters or e-mails directly to the higherauthorities of Prasar Bharati In case of disobedience, suitable administrativedisciplinary action as per relevant rules may be initiated against the errantofficials, without any further advise I warning

5. All the offices of Prasar Sharati (All India Radio and Doordarshanincluding their field establishments) are also advised to send therepresentations of officials, only after proper examination of suchrepresentations and with the comments of other concerned Offices IDirectorates, as the case may be, to this Secretariat for taking appropriateaction. They may also take note that if representations are received withoutadequate information in the matter, no further action will be taken in thisSecretariat.

6. Both the Directorates of Prasar Sharati (DGAIR and DG:Doordarshan)are requested to circulate these instructions to all the officials and officers ofPrasar Sharati for their strict compliance.

7. This issues with the approval of the Chief Executive Officer, PrasarBharati.
