Twoarmedperpetratorswerespottedstealing sparepartsintheengineroom.The perpetrators and their craft were not spotted by theanti-piracywatchmenandlookoutsduring theirapproachandboarding.Bridgewas informedandalarmwasraisedandthecrew mustered. The two perpetrators escaped from a smallspeedboat.Somesparepartswere reported missing. The ship master sighted a small boat between 15 20m in length, with white canopy astern of her. The boatspedoffandheadedtowardsNipa Anchorage. 26JulSeaRobbery/TamiangWaters, Aceh, Malacca Strait / IndonesiaDetails:ASeaRobberyincidentoccurredon boardaIndonesian-flaggedFishingVesselat Lat0453N,Long09837E,Tamiang Waters, Aceh, Malacca Strait, on 26 July. Illegal, Unreported and Unregulated Fishing27JulIllegalFishing/Detainedand Arrest/0.7NMoffKukupandPontian Waters / MalaysiaDetails:Threelocalfishingboatswere detained by the marine police for flouting their licensebyillegallyusingtrawlersoutsidethe permittedfishingzones.Theywerearrested 0.7nm off the Kukup and Pontian waters while fishing in the non-permitted zone. TheviolatorwasidentifiedasFishingBanca (F/BCA)ThreeSistersofLupon,Davao Oriental.21 Jul Illegal Fishing / Arrest / Waters of Barangay / Philippines Details:A33grosstonfishingboatwas apprehended by the Philippine Coast Guard in Palawanon21Julyduetoseveralmaritime violationsinthevicinitywatersofBarangay Calindangan, Aracelo. F/BCA Shiela HPV and its10crewmembershavenocoastwise license. The bulk carrier was en-route from Point Samson to Oita.29 Jul Disabled and Adrift/ 31 Crew Safe / Sea Near Paracels / Vietnam Details:Asalvageshiprescuedafishing vesselwith31crewmemberswhichwas founddriftingatseaneartheParacels.The fishingboat'senginehadbrokendown, leavingthevesseladriftonroughseasforthe days. 30JulBoatCapsized/OneMissing/ Batang Sadong, Kuching / Malaysia Details:A13-year-oldboyfearedtohave drownedwhenaboatheandfiveotherswere travelling in capsized after being hit by a barge at Batang Sadong in Simunjan. 30 Jul Bulk Carrier / Aground / 30km Off Man Aung Area, Rakhine State / Myanmar Details:ABulkCarrierranagroundontoa reef30kmoffthebeachofManAungarea, RakhineState,Myanmar,onJuly30,dueto bad weather. Crew were reported to be still on board and stranded on the vessel. Crew were safe. 19JulFishingBoatSprungLeakand Sank/BaganSungaiKajangBeach/ Malaysia Details:Six members while on a worshipping tripdrownedwhentheiroverloadedfishing boatsprungaleakandsankthreenautical milesfromBaganSungaiKajangbeach.The policesaidthattheboatwasnotingood enoughconditiontobetakenouttoseaand that the man at the helm was not qualifiedfor the task.21JulCrewsRescued/HongKong Waters / China Details: Crews of four freighters were rescued byHKAirRescueoffHongKongduringthe nightandinthemorningJuly21.Nodetails onvesselscondition.Vesselsindistress identifiedasaGeneralCargovesselZhong Chuan19,GeneralCargovesselJinTaiYi3, GeneralCargovesselHeHang233and General Cargo vessel Hong Hai 286. 23JulSink/FourChineseSailors Rescued / Hong Kong Waters / China Detail:FourChinesesailorsfellintothesea before dawn as choppy waves caused their 50-metre-long cargo vessel to list to one side and eventuallysank.ThefourmainlandChinese men were navigating in Hong Kong waters on theirwaytoDongguan,Guangdongprovince, whentheywerehitbybigwavesatabout 230515LT.Allfourweresavedbymarine police and ferried to Tuen Mun Hospital. Natural Event26JulStrongQuake/NoTsunami Warning / South of East Java / Indonesia Details:Astrongunderseaearthquakehit Indonesia's main island of Java on 26 July, but there were no immediate reports of injuries or damage,andnotsunamiwarningwasissued.TheUnitedStatesGeologicalSurveysaidthe magnitude-6.0quakewascentred93 kilometres(58miles)southoftheEastJava provincetownofKrajanTambakrejo,ata depth of 59 kilometres (37 miles). Contraband Trafficking25JulRecover94KgofSeaCucumber/ Hidden at Karadakkuli / Sri Lanka Details:SriLankaNavyShiprecovered94 kilogramsofseacucumberpackedin2 polysackbagsatKaradakkuliyabeachin Mullikulamon25July2015.Therecovered itemswerehandedovertotheAssistant FisheriesDirector(Puttalam)forfurther action. 25JulCGA/AllegedSmugglingRing Busted/IslandofKinmen/HongKong, China Details:TheCoastGuardAdministration (CGA) busted an alleged smuggling ring in the outlyingislandofKinmen,China.Three TaiwanesefishermenandtwoChinese nationalsweredetainedandquestioned,and the cargo was seized. The contraband included different goods and foodstuffs. 27JulOilSmuggling/ThaiBoat/ Vietnamese waters Details:Vietnamesecoastguardsfound containerswithillegaldieselontwoThai boatswhichweresellingtotwoVietnamese fishing boats on July 24. One of the Thai boats wascarryingaround100,000litresofdiesel withthreeThaipeopleandfourCambodians aboard.Theother,whichwascarrying IFC RELEASABLE TO MARITIME INDUSTRY 6 IFC RELEASABLE TO MARITIME INDUSTRY 300,000litresoftheoil,hadsixCambodians, togetherwithfourThaiandaLaoperson. Theycouldnotproducelegaldocumentsfor the oil. 28JulRiceSmuggling/WestCoastof Zamboanga/ Philippines Details:Policehadinterceptedandseizeda shipmentofsmuggledricewithanestimated valueofP300,000andarrestedthreepersons around0900LTattheshoreofPurok2inthe villageofSinunucinZamboangaCity.The sacks of rice are being unloaded from a small-typewatercraftlocallyknownasjungkung. Policemenconfiscatedajungkungmarked Marwhizaloadedwitharound300sacksof rice of 25 kilos each. The new modus operandi ofthesmugglersisthattheymoorthevessel loadedwithriceatthehighseasanduse jungkung to transport the cargo to the shore to avoid detection. 30Jul5CroreSmuggledGoodsSeized/ Chennai / India Details: Sleuths of the Directorate of Revenue Intelligence(DRI)seizedacontrabandworth 5.20crorewhichwassmuggledincontainers throughChennaiPort.DRIofficialstracked twocontainersshippedfromMalaysiain whichthegoodswerehidden.Theseized itemsincludedIndonesianclovecigarettes, LEDTVsets,hometheatresystems,ACs, DVDhometheatresystems,soaps,perfumes, andfoodsupplements.DRIarrestedone Mathivananandremandedhimtojudicial custody. Eventsoccurredoutsideofthereporting period: 6JulDrugSmuggling/SeaNorthWest Mannar / Sri Lanka Details:SriLankaNavyShiparrestedfour Indiannationalswithapproximately46 kilogramsofCannabis(KeralaGanja)whilst transferring from India to Sri Lanka in the seas northwestofMannarintheearlyhoursof6 July.10JulDrugSmuggling/FourSuspects Arrested/ Iloilo / Philippines Details: Philippine Drug Enforcement Agency arrested four suspected drug pushers in a buy-bustoperationpast0300LTafterP600,000 worthofshabu(methamphetamine)was seized from them.21 Jul Cigarettes Smuggling / Miri / Malaysia Details:MalaysianMaritimeEnforcement Agency(MMEA)bustedanattemptto smugglesixcontainersfilledwith27million sticksofcontrabandcigarettesworthRM32.9 millioninMiri.CargovesselUlticom93, carrying135,200cartonsofthesmuggled goods of various brands, was intercepted at 3.5 nauticalmilesoffMiriRiverestuarybyan eliteMMEAtaskforcefromKualaLumpur (Starteam)andlocalMMEAenforcement officers. 23JulDrugSmugglinginFrozenTuna/ Kaohsiung Port / Taipei Details:Taiwanseizedastashof amphetaminesworthmorethan1.4billion (RM40 million) hidden in frozen tuna cargoes at Kaohsiung port. The two containers headed forJapan'sShimizuportheld138kgofthe drugwhichwashiddeninplasticbagsand stuffed into the bellies of the fish. So far three peoplehavebeendetainedinconnectionwith the case. 24JulCharcoalSmugglingGang/ Shenzhen / Hong Kong, China Details:ShenzhenCustomsofficershave apprehended11peoplesmuggling2,834tons ofcharcoalintooverseasmarketsthrough Hong Kong. The smugglers put large amounts of charcoal into small packages. They then hid theminships'cargostoescapecustoms inspection. The charcoal was then re-packaged in Hong Kong and shipped to Japan and South Korea. IFC RELEASABLE TO MARITIME INDUSTRY 7 IFC RELEASABLE TO MARITIME INDUSTRY Recommendations IFC Advises: 1.AllmarinerstoreportanyincidentstimelytothenearestcoastalstateandIFCattheearliest possible time. 2.Ships moving at slow speed or choosing to remain at anchor inareas where sea robbery/theft is regularly reported to be vigilant and to adopt necessary security measures. 3.Allmarinerstotakenoteonthedescriptionoftheperpetratorsandtotakephotosofthe perpetrators if possible. 4.ShippersandSeafarersoperatinginSuluSeaandinvicinityofEastSabahWatersarestrongly recommendedtobevigilantandtoestablishcontactwithbothMalaysianandPhilippines Authorities to report their presence. 5.Shippers are advised to take note that al-Qaeda, in its recently launched English language online magazine Resurgence, has called for the disruption of global trade and shipping through acts of piracy,amongothertactics.Shippersarethereforeadvisedtoexercisevigilanceandtoadopt self-defensivemeasuresasstatedinBMP4,especiallywhentransitingnarrowchokepointsand known sea robbery/piracy hot spots. Note:Informationhereinwasderivedfromvariousinternalandexternalsourcessuchas FocalPoints,OPCENsandothermaritimestakeholders.Shippersshouldremainvigilant especially in areas where the threat level is assessed to be above one in accordance with the IFCSpotCommentary2/14andIFCquarterlyassessmentreport.Shipsshouldapplythe appropriatesecuritymeasures(suchasBMP4orTugsandBargeGuide).Shipmasters shouldalsobeawareandrefertotheMaritimeSecurityChartsQ6112andQ6113,both published by the UK Hydrographic Office.
