IEI Goa State Centre organises All India Seminar on RERA
The Institution of Engineers (India), Goa State centre organised a 2-Day All
India Seminar on RERA: A Change Management Exercise at Goa Science Centre
on 18-19th August 2018. The major attractions of this programme were Panel
Discussions at the National and State level, Lectures by the Eminent Speakers,
Paper presentations by the researchers and the Interactive sessions with the
delegates.
Inaugural Function

The 2-Day event started with the registration of delegates at the
Registration Counter at the venue. Thereafter, the inaugural function began,
with the Chief Guest of the function Dr. S.T. Putturaju, Chief Town Planner,
Town & Country Planning Department, Govt. of Goa, being escorted by the Er.
Gurunath M Naik Parrikar, Chairman of IEI Goa State Centre & Chairman of
Organising Committee to the dais and Guest of Honour Dr. Jagannath (Desh)
Prabhudessai, President of CREDAI escorted by Er. Deepak A. Karmalkar, Hon.
Secretary of IEI Goa State Centre and Member of National Advisory
Committee. The other dignitaries on the dais were Er. Datta Kare, Convener of
the National Advisory Committee and Er. Chandrashekar Prabhudessai,
Organising Secretary of the Organising Committee.
The Chairman welcomed the dignitaries, guests, delegates and participants. In
his welcome speech he said innovation in any sector brings benefits to all
stakeholders. He further said that the RERA Act has created a greater

transparency in the Real estate Sector, which is tied with the Engineering,
Architecture, Finance, Law, and Housing etc. In order to accelerate &
streamline the construction activities, there is a need to adopt this act. This will
provide an opportunity to all stakeholders to have orderly growth through
efficient Project Execution and Standardization. The guests & dignitaries were
presented with rose and then the traditional lamp was lit.

the need of the hour that engineering division members should be aware of
the knowledge of the RERA Act, which will bring transparency, accountability in
housing transactions and boost the future in investments in Real Estate Sector.

Er. Datta Kare in his speech, felt that with the introduction of the RERA Act,
the rules have changed, the process have been modified and hence all the
stakeholders must understand and clarify their roles & responsibility properly ,
where it would be a win-win situation to all the stakeholders in the Real Estate
industry.
The Guest of Honour Dr. Jagannath (Desh) Prabhudessai said that the act has
brought more professionalism in the real estate sector. He further said that the
liability period of the five years, after the enforcement of RERA has ensured a
quality in construction.

of homebuyers and enhanced transparency in the real estate sector. He
further said that the central act provides greater visibility of the track record of
the builders and hence it helps in safeguarding the interests of the buyers. He
also said that investment in real estate has potentially increased after
implementation of RERA.
Finally, Shri Deepak A. Karmalkar proposed the vote of thanks. Smt. Yogita

Keynote Address by Dr. S T Putturaju
Dr. S T Putturaju in his Keynote Address said that more than a year after the
act came into force, the real estate reform remained a work in progress and
the state government needed to move fast to implement RERA in its entirety.
He further said that the Government bodies have major role to play if
credibility and confidence in the housing sector has to be restored. He
suggested “We need to go a little faster if we want to make RERA more
effective. A full time regulatory authority has not been appointed. There is one
man authority at the moment. There is a necessity for a full fledged RERA
authority, an appellate authority and adjudication court. We need to put the
entire system in place”.

Lecture on Transformation and Balancing of Rights &
Obligations by Shri Ashwin Shah
Chartered Accountant Shri Ashwin Shah, the RERA expert from MCHI, Thane
unit of Mumbai deliberated on RERA- Transformation and Balancing of Rights
& Obligations, Ongoing projects, Obligations of Land Owner. He also answered
all the queries placed before him by the delegates.

Lecture on Impact of GST on Real Estate Sector by CA Ashit
Shah
Shri Ashit Shah presenting a lecture
CA. Ashit Shah specialised in Indirect Tax and Transaction Restructuring and a
regular faculty on seminars and meetings organised by Institute of Chartered
Accountants of India presented a lecture on Impact of GST on Real Estate
Sector and answered all the queries placed before him by the delegates.

Sanjay Chaturvedi
Dr. Sanjay Chaturvedi, a research Scholar and an eminent personality in Real
Estate Industry, presented a lecture on Landmark judgements and rulings of
RERA.

Adv. Saresh Lotlikar delivers a lecture. The Chairman presenting a memento.
On the second day i.e. 19th August 2018, Adv. Saresh Lotlikar, prominent
Advocate, former Advocate General of Goa and faculty of V.M Salgaonkar
College of Law delivered a lecture on Adjudicating disputes relating to Real
Estate projects. He also projected a detailed picture of the filing mechanism of
the complaints under RERA and Consumer Protection act.

Shivan Dessai
Adv. Shivan Dessai, a Practicing Lawyer in the High Court Bombay at Goa
spoke on home buyer’s Protection under RERA. He has also spoke of different
acts which homebuyers must take care, while buying the properties.

Lecture on Overview of Income Tax provisions relating Real
Estate by Adv. Tanmay Phadke
Adv. Tanmay Phadke, a specialist in Income Tax while covering corporate
taxation; Transfer Pricing International Taxation & Trust Taxation presented a
lecture on Overview of Income Tax provisions relating Real Estate including
recent provisions and controversial issues in direct tax for real estate. He also
answered difficult queries from the participants.

The panelists at the National Level discussion were Er. Chandrashekar
Prabhudessai, Er. Kalicharan Srikanth, CA Ashwin Shah, CA Ashit Shah and Adv.

The valedictory session was chaired by Er. Gurunath M Naik Parrikar,
Chairman of the IEI Goa State Centre & Chief Engineer, Public Works
Department, Govt. of Goa. He appreciated the efforts of the organising and
Technical Committee for successfully organising the seminar.

Shri Chandrashekar Prabhudessai, Organising Secretary of the Seminar
welcomed the dignitaries, guests, delegates and participants. He expressed
happiness in organising this seminar, with painstaking efforts by all the
members of the Organising Committee, especially Er. Austin Rodrigues.
Shri Datta Kare, Convener of the National Advisory Committee thanked the
Headquarters for giving the opportunity to organise this seminar successfully.
He also thanked Architectural Division of the Headquarters, Managing
Committee of the IEI Goa State Centre and Organising Committee & Technical
Committee for co-operating with him in organising this program very well.
Thereafter the Souvenir of the Seminar and the IEI Goa News Bimonthly
magazine for the month June –July was released at the hands of the Chief
Guest. The participation certificates were also distributed by the Chief Guest
and other dignitaries. The participants also presented their feedback at this
occasion.

Finally, Er. Deepak Karmalkar proposed the Vote of Thanks. He appreciated the
contributions by each & every member who worked hard in spite of lots of
difficulties.
First & foremost, he thanked all the delegates for participating in this program.
He thanked Shri Vivek Kamat, Director of Technical Education, Principals of the
Engineering Institutions in Goa for deputing faculties and the students for this
Seminar.
He expressed gratitude to Shri Sudhir Mahajan, IAS, Secretary of Urban

Development, Govt. of Goa for associating and supporting the seminar.
