PART A - SECTION SUMMARY
A.1Executive Summary
(Major events and achievements in the year)
IEEE Bombay Section was formed in 1976 along with Delhi and Bangalore sections from the erstwhile India Section. It is one of the largest, most active and vibrant Sections in India, and comprised two sub-sections MP and Pune till June 26, 2010 when Pune was elevated as an independent Section. Historically, Bombay Section has been instrumental in the creation of two sections, Gujarat and Pune. Bombay Section has won the R-10 Best Section Award on more than one occasion, the last being the 2007 R-10 Best Large Section Award
Bombay Section has 83 student branches many of which are among the leading student branches in the world.
During calendar 2010, the Bombay Section hosted several international Distinguished Lecturers and eminent IEEE visitors.

Third Job Fair by IEEE Bombay Section, July 10, 2010
SPIT, (Sardar Patel Institute of Technology) Andheri West, Mumbai organized by the Bombay Section & Technology Management Council Chapter. Over 70 applicants & 5 companies present: TCS, Hinditron, Allied Digital, Acevin and Alphion. With the success of this event held successively over the past three years, it is now planned to extend this to other locations across the Section.

Organized by Fr. Conceicao Rodrigues College of Engineering, Bandra West, Mumbai -400050 jointly with IEEE India Council and IEEE-CRCE. Bombay Section took the lead to revive this event in India after a break.
ICETET-10 at Goa organized by SMC Society Chapter and G H Raisoni college, technically cosponsored by IEEE Bombay Section. 19-21 November 2010
Bombay Section had the distinction of forming the first Life Members Affinity Group in Region 10 and it was an honor that the immediate past Chair of the LM Affinity Group. Dr. Pravin B. Parikh was invited as member of the 2011 IEEE Life Members Committee of the MGA
During the year a number of technical talks, workshops, symposia, conferences and meetings, across the Bombay Section including Madhya Pradesh. (Details available on the Section website www.ieee.org/bombay)
The Executive Committee of the Bombay Section held 10 meetings during the year.
This years schedule of meetings covered the entire footprint of Bombay Section which includes the states of Maharashtra and Madhya Pradesh and Chhattisgarh. Additionally the Section covers Goa and the Union territories of Daman and Diu.

B.1Membership Development Programs
(Effort in Membership Development)
The Section Job Fair went into its third year since it was launched in 2008 and continues to be an attraction and value add to student members, especially from non-city colleges which do not attract large corporates. This year the Job Fair was held at the same venue, Sardar Patel College in Andheri, Mumbai. The membership development element comprises the restriction on entry only to members of IEEE. In this way new members are enrolled on the spot. There were over 70 applicants 5 companies present: TCS, Hinditron, Allied Digital, Acevin and Alphion. It is now planned to extend this to other locations across the Section.

The figures for the consolidated section in 2009 vis--vis those for Bombay Section alone in 2010 show a healthy upward trend. (The Pune membership in 2010 is only indicative of the change in overall membership).
The focus on providing qualitative benefits to members with emphasis on technical events has helped in a better retention of members at higher grades. There is still some more work to be done to further improve the high-grade membership mix.
The new reduced dues membership scheme for India and other countries has evoked a good response and we hope to further increase numbers.
Affinity Group Activities of Graduates Of Last Decade (GOLD), Women In Engineering (WIE) and Life Members (LM)
The GOLD and LM affinity group conducted periodic professional talks for members, which were well attended.
The WIE Group however has been active conducting a number of talks during the year across a wide range of areas

B.2Professional and Continuing Education Activities

Bombay Section has a depth of technical resources and was able to conduct a number of technical and professional offerings for members. These are detailed on the Section website.
During the year, a number of national conferences and workshops and were organized for the benefit of the members across the Section. Some of these are listed below.

ICETET 2010 The Third International Conference on Emerging Trends in Engineering and Technology(ICETET 2010) supported by the SMCS Technical Committee on Soft Computing, SMCS Technical Committee on Human Centered Transportation System, and the SMCS Technical Committee on Knowledge Acquisition in Intelligent Systems. ICETET 2010 is technically co-sponsored by three IEEE entities: the Systems, Man and Cybernetics Society, the IEEE Bombay Section, and the SMC Chapter of the IEEE Bombay Section
Deliberations were presented in 30 tracks. Authors from 12 countries including China, Japan, and Norway have contributed to this conference making it truly international.

It is to their credit that most of these branches have sustained their membership and have been active for 5 years and more.
Several Student Branches were active through the year, with the holding of technical events. To foster student participation, Student Counselor meets were organized by our Student Activities Chair in Bombay and other centres. The Section has a liberal grants program to support their activities. This is dependent on their membership strength and there is a cap on the number of grants per year.
Recruitment of student members
Students hold the future promise of the Section and presently comprise the vast majority of membership. Considerable spontaneous interest in IEEE membership is found, especially among the newer branches and several of the more mature groups in terms of longevity.
The new facility for students to pay in Indian currency has brought about a much welcome change and will certainly help in sustaining membership among the student community.

The Bombay Section was privileged to host the All India IEEE Students Congress 2010 from 24-26 September 2010 at Fr CR College of Engineering, Bandra, Mumbai at which a large contingent of about 100 students from all over India. Apart from Mumbai there were several students from Bangalore and Delhi. The Students Congress is basically an India Council event and Bombay Section hosted the Congress on behalf of India Council.
M V CHAUHAN PAPER CONTEST

Another India Council event conducted by Bombay Section was the MV Chauhan Paper Contest held in August 2010 and again entirely coordinated by Fr CR College of Engineering. The contest was both at Graduate and Undergraduate level. Ten of the most innovative and best researched and written papers were selected by the India Council. The papers were further shortlisted and the results declared
The Section regularly encourages and supports technical events and paper contests among the Student Branches and internally within their own units.

Bombay Sections electronic mailer reaches out to all high-grade members to keep them abreast of current and forthcoming events. This is run on the IEEE electronic mailing list.
We also profitably use the e-Notice facility to connect with the entire section membership or targeted segments like students, or Chapter groups as necessary.
In addition individual Student branch newsletters are published by respective units.

Bombay Section received Member-get-a-member US $ 200 award
The Section has received a Bonus for timely reporting for 10 years running and every effort is made to complete submission of the L50 and annual documents within the early deadline.
B.6Chapter Activities
(Summary of Chapter Activities)
Bombay Section comprises 10 chapters, inclusive of two joint chapters, which have conducted a number of activities in their spheres.
While all chapters have been active, in particular, the Communications Society Chapter and the joint Chapter of Antennas and Propagation Society and the Electron Devices (AP/ED) Chapter have been very active this year in organizing technical talks and seminars for the Section.

PART C GOALS AND PLANS
C.1Goals
Bombay Section seeks to make itself more relevant to Industry and corporates as well as provide value addition to its members. There is much to be gained from close interaction with the engineering and IT industries and academia. Some enlightened corporates and government bodies are known to encourage professional affiliation.
Similarly, the Section has to offer more to Student members in terms of career planning, concrete avenues for employment as well as equipping them with complementary skills such as the soft skills of facility with written and spoken communication, leadership, resume writing, mastering job interviews and the like. For some of the colleges in the rural areas, technical inputs would also be in order, especially when made relevant to the world of work.
The Section has put in place a plan to further increase its technical relevance to the engineering community through seminars, workshops and conferences. This will increase value add to members and foster enhanced networking.
C.2Implementation Plans
Corporates are being sounded about IEEE as a recruitment source of choice. There are plans to build a career database, and establish a screening mechanism for certifying students meeting a minimum grade.
With industry as well, the Executive Committee is taking steps to monitor to ascertain details of which organizations are favorable to supporting staff taking up professional membership.

D.1Relationship with National Societies
The IEEE India Council at the National Level has a memorandum of understanding with the Institution of Electronics and Telecommunications Engineering and several members of Bombay Section share both affiliations.

IEEE also has a representation on the Engineering Council of India (ECI) which is following up on issues of equivalence of certification and the Washington Accord as well as being a lobbying body with Government.
With the success of the India Initiative program, Bombay Section expects more individuals to become high-grade members and contribute towards forging stronger alliances between professional associations such as the Institute of Electronics and Telecommunication Engineers (IETE), the Institution of Engineering and Technology (IET), Computer Society of India (CSI), National Association of Software and Service Companies (NASSCOM), and Indian Electrical and Electronics Manufacturers Association (IEEMA).

Mr. Raju Hira, Chair attended R10 meetings at Cebu, Philippines on 27-28 February 2010.
Shortly after INDICON 2009 at Gandhinagar, Mr. Raju Hira, Chair had a meeting with Dr. Moshe Kam, 2010 President-elect at Hyderabad, alongside Hyderabad Sections celebration of IEEEs 125th anniversary, on 3rd January 2010.
Vice Chair, Dr. M. V. Pitke represented the section at the inauguration of the IEEE India Office at Bangalore by Pedro Ray, the IEEE President, on 29th October 2010.
The visit of Dr. Sorel Reisman, IEEE Computer Society President-elect, on 26th November 2010 to Bombay Section, accompanied by Dr. Durgesh Mishra, Chair of Computer Society Chapter, Bombay Section. Dr Reisman interacted with the Execom Members who were keen to know of developments and plans of the Computer Society.
The ICETET-10 held in Goa 19-21 November 2010 by the Principal and staff of GH Raisoni College Nagpur was technically a great success and an instance of competence in hosting large conference offsite. Bombay Section was closely involved as Technical cosponsor.
D.3Concern areas and suggestions
There is a need to extend the relevance of IEEE across the industrial and technical domain in India, beyond the academic and student base where IEEE has gained substantial strength.
IEEE publications need to be priced to suit the economic reach of members and target audience within the Section geography, for instance use of purchasing power parity (PPP) pricing will make IEEE journals available to a wider segment of population and enhance awareness of IEEE.
We believe that IEEE would benefit from outsourcing of some of its production and processes. The inauguration of the office in Bangalore may be the occasion for such activity which will bring even more benefits to members.
A great step forward has been achieved with the electronic membership and reduced dues for members from developing countries on the lines of ACM. Similarly the Students will greatly benefit from the facility to remit annual fees through an Indian intermediary.

ALL INDIA STUDENT CONGRESS 2010 REPORT
IEEE is the worlds largest professional association dedicated to advancing technological
innovation and excellence for the benefit of humanity. IEEE and its members inspire a global
community through IEEE's highly cited publications, conferences, technology standards, and
professional and educational activities.
The IEEE student members are the leaders of tomorrow. As student members are associated
to a particular student branch, they are able to access the worlds most comprehensive source
of electrical, electronic and computer engineering publications. Student members also benefit
by networking with the members and the industry leaders, gaining leadership experience and
developing interpersonal skills by getting involved in the local and section activities. In order
to consummate the IEEEs goals, it is a necessity for the sections to share the ideas and best
practices among themselves thus improving the functioning of their respective student
branches.

September 2010 IEEE-CRCE and Fr. Conceicao
Rodrigues College of Engineering played host to IEEE India Councils All India Student
Congress 2010 organized by IEEE Bombay Section in association with IEEE-CRCE. The
inauguration ceremony began at 10 am. The dignitaries who attended the event included
Prof. Kasi Rajgopal (Chairperson, IEEE India Council), Prof Ramakrishna Kappagantu (
Secretary, IEEE India Council), Prof. V.K. Damodaran (Director General of INGCORE),
Prof M.M Shah(Former Students Activity Chair, IEEE Bombay Section), Prof. M.M.
Parmar(Students Activity Chair, IEEE Bombay Section).

The chief guest for the event was Prof. V. K. Damodaran who is the Chairman of Centre for
Environment & Development, Vice-Chairman of Energy Management Centre-Kerala and the
Director General of INGCORE. The event saw approximately 100 participants majority if
which were from outside Mumbai, the most number of participants coming from IEEE Delhi
and Bangalore Sections.
After the inauguration which including the lighting of the lamp and speeches by the
dignitaries all members present were enlightened by a presentation titled Engineers of the
New Decade: Need a new Paradigm for Development by Prof. V. K. Damodaran which
covered topics from Challenges of the New Decade to the Ecological Legacy of the 20th
Century till Gandhian Innovation.
This was followed by a photo shot presentation by Prof. Kasi Rajgopal which focused on
making the participants aware of how they could better utilize the various IEEE services
available online.
Later on during the day following the lunch session the second speaker for the day Mr.
Ramana Additional Commissioner of MMRDA informed us of the various projects
undertaken and to be undertaken by MMRDA which would benefit the infrastructure of the
city, this was followed by a speech by the Director of Great Offshore Ship Repairs Pvt Ltd.
Mr. Darayas P. Malegam on Attributes: The making of an Engineer which was directed
towards five must have attributes in one to make a complete engineer out of oneself.

All the speakers were spectacular and left the students asking for more. Followed by these
speakers the students of Fr. Conceicao Rodrigues College of Engineering had planned a
splendid cultural night which included dance performances, a small play on AIDS awareness
the college orchestra performed in front of the audience which was followed by a band event
the total cultural evening lasting for almost 3 hours.
The second day started with the President of Rotract Club of Mumbai Mr. Padmakar
Nandekar having an interactive session with the students on the topic Body, Mind and Soul
- Sourcing Energy which concentrated on the importance of meditation in ones life. This was
preceded by the former Chairperson of IEEE-CRCE Vivek Agarwal conducting some ice
breaker sessions and speaking about his experience as an IEEE Student Member. This session
was extremely interactive as it involved all the common problems faced by the individual
students chapters. This session concluded at 1 30 pm after which the students proceed to the
buffet counter for lunch. After lunch, the Chairperson of IEEE Bombay Section Mr. Raju
Hira address the audience and then conducted a session of common issues pertaining with
different IEEE Student Branches and Chapters where the students discussed common
problems and possible solutions to the same. Mr. Raju Hira also cleared many doubts that the
participants had pertaining to IEEE.

After a small recess our various guests from different colleges, who had submitted their
branch reports before the event started, and after careful scrutiny of the same eight privileged
colleges were given the opportunity to present their branch report presentations students from
Siddaganga Institute of Technology, Bangalore bagging the first spot. The branch
presentations were ended by a prize distribution ceremony for the same followed by a vote of
thanks.
Though, day 2 marked the official closure of the All India Student Congress 2010, it was
followed by a Mumbai Darshan session for outstation participants on the 3rd
day. The
following day the students went for Mumbai Darshan.
The All India Student Congress 2010 is considered to be the pinnacle of intercollege events
that any college can undertake. IEEE-CRCE and Fr. Conceicao Rodrigues College of
Engineering were given the honor of playing host to such a grand event because of the trust,
both IEEE India Council and IEEE Bombay Section had in IEEE-CRCE and the event was a
grand success thanks to the hours of effort put in by the entire IEEE-CRCE Council along
with the support and cooperation of the entire faculty both teaching and non-teaching of Fr.
Conceicao Rodrigues College of Engineering.

M.V.CHAUHAN STUDENT PAPER CONTEST 2010
MV Chauhan Student Paper Contest was conducted by IEEE India Council during August 2010. Seventy two entries, both from undergraduate and postgraduate students across India affiliated to IEEE were registered by August 2, 2010. The papers were on various topics in the fields of electronics, computers, electrical, mechanical etc. The quality of each of these papers was extremely high. All the papers were scrutinized carefully to eliminate any cases of plagiarism. Ten of the most innovative and best researched and written papers were selected by the India Council.
