Section Chair’s report

Welcome to IEEE Queensland’s first Newsletter for2016.

Engineers must collaborate. There is simply too muchout there for us to assimilate individually. Plus, wedont want to waste our precious resources rediscov-ering what is already known. Next to Google, theIEEE Xplore digital library is one of the most practicalways of canvassing existing solutions to problems.ResearchGate and Academia are open access sites foraccessing research.

The IEEE has recently developed Collabratec - anintegrated online community where technology profes-sionals can network, collaborate, and create – all inone central hub (see Collabratec. This is an onlinecommunity which offers a suite of productivity toolsand is available free to technology professionals aroundthe world with exclusive features for IEEE members.

Sometimes on-line experiences may be too dry. Oftenit is better to quiz practitioners face-to-face about thestate-of-the-art. The IEEE excels at providing face-to-face collaboration opportunities. We routinely organise

visiting lecturers, workshops and conferences. Forexample, this year:

• Tapan Saha and his team are organising the 2016Australasian Universities Power EngineeringConference (AUPEC) to be held during Sep-2016, in Brisbane;

• Robert Kennedy and Vaughan Clarkson arebidding to host the RADAR 2018 Conference inBrisbane; and

• Peter Corke and his team are organising the 2018IEEE International Conference on Robotics andAutomation (ICRA).

Our WebMaster, Mike Robinson, has recentlyremapped and updated our web sites to mobile-friendly forms (see http://ieee-qld.org/). The homepage possesses links to our Queensland Chapters, theAustralia Council and other Australian Sections to aidour collaborations.

As usual, feel free contact a member of our team if wecan support your engineering and research in some way.

Section Vice-Chair’s Report

2016 IEEE Region 10 annual meeting (also known assection chair’s meeting) was held in Bangkok, Thailandon 4-6 March 2016. R10 executive committee andR10 section chairs meet once a year. These meetingsprovide a great opportunity for all section leaderswithin Region 10 to share experiences, ideas anddiscuss their challenges face-face.

It was my second time attending the R10 meeting torepresent the Queensland Section. From Queensland,Prof. Tapan Saha and Associate Prof. VaughanClarkson also attended the meeting as AustraliaCouncil Chair and 2017 IEEE Section Congress Chair,respectively.

I met many section chairs and some IEEE headquarterssenior leaders including the IEEE president, the candi-dates for IEEE president elect and the director of theIEEE Collabratec project.

As part of this meeting, I also attended the AustraliaCouncil meeting. The Australia Council meeting wasan opportunity to meet other Australian Section chairsand discuss Australia wide activities such as the studentpaper competition, distinguished lecture program, andreviewing Australian Council bylaws.

The meeting included many presentations over twodays from 8am-6pm. On day 1, winners of the R10outstanding section awards shared their experience.I can share with you that Queensland section is onthe right track to be a possible winner. However, weneed to plan and work more proactively in some areasincluding educational activities, professional activities,membership development and student activities.

I picked up some good ideas from the presen-tations and talking to other IEEE section leadersthat we could implement in our section. A copy

of all presentation slides and official photos can bedownloaded from Region 10 website.

I encourage you to review the presentation slidesrelevant to your chapter/ affinity group.

I am pleased to share with you that Queensland sectionis one of the active and well-organised sections inRegion 10. However, there are few areas that wecan perform better and provide more services to ourmembers.

Below are the main points that I’d like to share withyou:

• There has been a slight decline in the number ofIEEE members worldwide in 2016. Region 10 isstill the largest region in the IEEE and is growing(mostly in China and India). Providing morebenefits to IEEE members at different levels isvery vital and is one of the main focuses ofthe current Region 10 executive committee. Weshould inform members of the benefits of IEEEmembership while increasing the benefits andendeavouring to tailor them to our members inQueensland.

• To support Young Professionals and Womenin Engineering Affinity Groups, Region 10will continue to provide financial support forproposals targeting these affinity groups. Irequest our affinity group chairs to submitproposals to R10 when the call for proposalsopens soon.

• Student members are the future leaders of oursociety. Recruiting new student members andretaining student members are very important.Region 10 encourages all sections to promotestudent activities and provides financial support.

• In 2016, IEEE Region 10 celebrates its 50 yearanniversary. This is a great milestone for Region10 and us. Currently, we are at the very earlystages of planning some events and will updatethe section shortly.

• IEEE launched an integrated on-line communitycalled Collabratec in 2015. I am excited to sharewith you that Queensland and Victoria sectionsare the most active sections in R10. Thank youto those of you who have already joined andI encourage you to join and explore the newfeatures that very recently have been added (seeCollabratec) . I am the Collabratec moderator

and please contact me if you had any questions.

• IEEE Awards and Recognition program isdesigned to recognise the valuable service thatIEEE volunteers provide to the community indifferent capacities and categories. Queenslandsection encourages you to nominate IEEE volun-teers who you believe have made an outstandingcontribution to our community. Two of the R10outstanding volunteer awards were presented tovolunteers from Australia.

Treasurer’s Report

In my annual report for 2015, I called for more financialoversight on the part of the executive committee.Leaving the section’s finances to good fortune is notan intelligent way to proceed.

On the face of it, the section had a relatively goodyear in 2015. Deeper analysis shows that spendingrequires greater control, despite record inflows ofrevenue. Some measures have since been taken tocontrol spending, but the section is still a long wayfrom being a fiscally prudent organisation.

The section’s principal source of income is normallytied to IEEE rebates, of which there are two types.

• The first type is a capitation rebate based onmembership levels and performance criteria thatinclude minimum activity levels for chapters, anda 10% bonus for finalising end-of-year reportingby a deadline date. The capitation rebate hasbeen growing as the section’s membership grows,and in the 2015 financial year it amounted toUS$8,754.60, or AUD$11,775.

• The second type of IEEE rebate is lesspredictable. It involves performance rebates forindividual chapters that stand out from their peersat region and international level. There are onlytwo chapters in the section that currently fall intothis category, and each year they vie for bonusrebates with the best performing chapters in theworld.

The section benefitted from $2,701.91 in additionalperformance rebates in 2015, bringing the total rebatesto $14,476.97. That should be the maximum sum thesection can spend in 2015, but as we shall presently seeit spent somewhat more than its income.

Total cash outflow for the 12 months ending 30thNovember 2015 was a whopping $29,661.37. InFebruary 2015 the section celebrated its 30thanniversary, and the cost of staging the event was$12,452.45. This cost was underwritten by sponsorshipand event fees, so it can be removed from the totalannual spend, reducing it to $17,208.92, but still wayabove the section’s nominal income of $14,476.97.

What was the $17,208.92 spent on? Here is abreakdown:

• Administration costs - $1,972.23

• Chapter assistance - $6,143.29

• Student prizes and chapter assistance - $5,568.45

• Professional development - $127.78

• EA Fraternity Dinner - $650.00

• 2014 AGM Dinner - $2,747.14.

The annual dinner always generates a loss, and the losseats into the IEEE rebates. The cost of the 2015 dinnerwas $2,925.70, but the amount collected in dinnerfees was only $1,440.00, meaning a loss of $1,485.70,which will appear in the 2016 annual accounts.

Two other important events occurred during 2015that helped strengthen the section’s overall financialposition. The first was the receipt of $19,023.79from two international conferences for which thesection provided professional services. The secondwas moving $30,000 into term deposits, bringing thesection’s cash reserves past the $100,000 mark for thefirst time.

The overall effect of these two transactions reducedthe section’s bank balance from $21,514 at the start of

the financial year to $13,533 at the end of the year, anotional loss of almost $8,000.

I hope the financial information I have presented thusfar helps section members understand why the section’sfinances must be brought under tighter control. Thesection chair recently announced reduced spendinglimits on catering at chapter events, but this in itselfwon’t solve the overall problem. It would be possiblefor two very active chapters to stay within the spendinglimits and still spend most of the revenue that comes inthrough IEEE rebates.

Let me illustrate this point. If 20 chapter events wereheld each year by the two most active chapters, thatalone would generate over $2,000 in catering costs. If

8 of those events involved Distinguished Lecturers thecost could increase by another $5,000. Take $7,000from $14,000 and there isn’t much left to fund otheractivities such as student prizes and membership drives,not to mention the catering costs generated by the 8less-active chapters.

Two possibilities arise in such a scenario. One isallocating scarce section financial resources by settingannual spending budgets. The other is seeking to raiserevenue from chapter activities. I hope the executivecommittee will consider these options closely beforethe section is forced to break into its reserves to fundout-of-control spending.

Newsletter Editor’s Report

It is wonderful to join the IEEE Queensland Committeeas Newsletter Editor.

We hope to issue three or four newsletters this year.

Thank you to all members who have contributed tothis issue of the newsletter. This is the first newsletterI have produced for IEEE and it has been a steeplearning curve. For those of you who don’t know,the newsletter has traditionally been produced usingLATEX. It took me a while to come up to speed withLATEX, but hopefully I have mastered the basics and theformat of the newsletter is acceptable. Regardless ofthe tool we use to produce the newsletter, the qualityof the newsletter is dependent on “great”contributionsrather than the formatting tools. Please keep sendingthose contributions through so we can keep our IEEEmembers informed on the activities and benefits offeredby being a member.

Garry Einicke (Queensland Chair) in his section of thenewsletter has emphasized many of the recent advancesIEEE has undertaken. Daniel Eghbal (Vice Chair)in his section of the newsletter has reported on thepositive developments he observed when attending the

Region 10 annual meeting. You will see throughout thenewsletter our section chairs have highlighted manyof the benefits of IEEE membership. There are sometremendous local events which have already taken placethis year and there are many more to come. If youhave friends or colleagues interested in participatingin these activities please show them the newsletter andencourage them to join IEEE.

Webmaster’s Report

I attended a student recruitment drive at CentralQueensland University’s Brisbane campus recentlyand gave a short, impromptu talk about the benefitsof becoming a member of the IEEE.

The room in which the event took place had a computerconnected to a large video display. I asked SangeethaKutty, the CQU Student Counsellor, to connect thecomputer to the Queensland section website so I couldillustrate a few points that I intended to cover in my talk.

To my great surprise, even though I designed andpopulated the website, I found it was an ideal visualprompt for the information I wished to impart to theprospective student members. Using the small blacknavigation bar at the top of the website I was able toshow the students the wide range of support servicesoffered by the IEEE.

The Chapters drop-down menu on the website was anideal way to illustrate the range of activities covered bythe sections members. The Students drop-down menuallowed me to demonstrate that student activities are acore part of the section’s makeup, and to discuss studentawards and prizes that are offered annually.

Finally I switched to the Australia Council website andshowed the students the chapter matrix that integratesall the Australian sections into a network involving 31different IEEE societies.

I strongly recommend that student counsellors involvedin student membership drives use the section websiteas a recruitment tool. All of the CQU students presentat the event signed up enthusiastically.

The new Queensland section website is gradually

nearing completion. None of the menu items linkback to the old website as they did previously. Severalnew items have been added to the menus; these aremainly resources that can be downloaded as needed.They include IEEE guides for the various leadershippositions within the section, and a student membershipapplication form.

The only information that remains to be transferredfrom the old website is chapter history items. I expectto be completely finished in time for the next newsletter.

Presently, the section website consists of around 120individual web pages. The final number of pages willbe close to 200.

How does the Queensland section website comparewith other sections’ websites? On any measure it isstreets ahead. Only Victoria and Northern Australiahave mobile-friendly websites. Until a week agonone of the other section websites displayed photosof section officers; now Victoria is following a practiceestablished by Queensland several years ago.

None of the other section websites have individual webpages for their chapters or student members. Noneof them have photo galleries where section events arechronicled. Few of them provide contact details fortheir officers. Most of them have not had a style refreshfor years, and some of them have pages that containoutdated information.

In summary, the Queensland section website is leadingthe pack at the moment. Congratulations and thanksto all who have helped me get the website into thisposition.

Educational Activities Chair’s Report

This year I am expecting to organise at least two educa-tional activities across Queensland. These events willbe organised with the support of other IEEE sections.

Our first event is called “Developing Data Mining andVisualization Techniques for the Integrated Analysisof Complex, Spatially-located Data Sets for BothExploration and Mining Purposes”and will be held on21st March 2016 at University of Queensland. Theevent will be organised with the support of ProfessorTapan Saha and Ms. Hanxiao Zhang, Student Chair- IEEE Power and Energy Society University ofQueensland Branch. We are expecting approximately60 participants and targeting BSc, MSc, PhD studentsand researchers who are interested to expand their

knowledge.

Our guest speakers are Stephen Fraser, SeniorPrincipal Research Scientist at CSIRO and AndrewOlsson, Senior Research Engineer CSIRO. They willdeliver presentations on “Knowledge from Data UsingSelf Organizing Maps”and “Drilling / Automation /Monitoring and Associated Technologies”. This willbe an inspirational session as these two very experi-enced leaders in their fields share their knowledge withparticipants.

Our second event will be announced soon. If you haveany ideas for topics that would be of interest to ourmembership, please send them to me.

This year we are organising a lecture and a 1 dayworkshop with a possible international distinguishedlecturer later in the year.

A lecture based around GLS (GPS based ILS, or GlobalPositioning System based Instrument Landing System),installed in Sydney. The lecture will be presented byGordon Young from Air Services Australia.

ILS systems have been around for a long time, withbasic ILS from World War II. ILS unfortunately doesnot allow for multiple approaches and requires an ILSkit (glide path and localiser) at every runway end. GLSsolves this matter.

Mid July 2016 (date to be confirmed)

1 Day workshop on HF Over the Horizon Radar by DrJoe Fabrizio of DSTO.

The workshop will introduce the fundamentals ofOTHR design and operation. This includes HFpassive radar, multipath driven geolocation, adaptiveprocessing techniques and signal separation. DrFabrizio is a Distinguished Lecturer for the AESS.

Radar 2018

We are currently organising the AES Radar Conferencethat is coming back to Australia in 2018. Theconference will host a number of delegates fromindustry and universities all over the world.

This talk is to report on our recent research work onthe social media and social networks data mining. Afew application systems will be reported to answer theabove questions.

Information is nowavailable everywhere from the Web, sensor networks,social networks, or the proprietary databases. Conse-quently, making effective and efficient recommenda-tions based on Big Data is becoming a significant andurgent challenge because of complex, fast changingrelationships between data objects. Therefore, thequestion is: how can we make effective recommen-dations based on the relevant information collectedfrom high-speed, time-variant, high-dimensional, anddistributed data sources in the current changing andinterconnected world?

This talk will introduce current research activities inthe big data analytics and the research group led by DrXue Li and provide insight into the issues in the currentresearch.

The IEEE QLD chapter on Control Systems/Roboticsand Automation (CS/RAS), the IEEE Society on SocialImplications of Technology (SSIT) and the Roboticsand Autonomous Systems discipline at QUT co-hosteda Distinguished Lecture by Prof. Ronald C. Arkin.The lecture was held on Friday 11 March at the QUTGardens point campus. Prof. Arkin is one of themost highly respected robotics researchers in the worldand holds the rank of Regents’ Professor. He is theDirector of the Mobile Robot Laboratory at the GeorgiaInstitute of Technology. Prof. Arkin’s research interestsinclude behavior-based reactive control and action-oriented perception for mobile robots and unmannedaerial vehicles, hybrid deliberative/reactive softwarearchitectures, robot survivability, multiagent roboticsystems, biorobotics, human-robot interaction, robotethics, and learning in autonomous systems. He hasover 170 technical publications in these areas.

Prof. Arkin has written:

• A textbook entitled Behavior-Based Roboticspublished by MIT Press in May 1998;

• Co-edited (with G. Bekey) a book entitledRobot Colonies published in 1997; and

• A book published in Spring 2009 entitled

Governing Lethal Behavior in Autonomous Robotspublished by Chapman-Hall (Taylor & Francis).

With the new committee in place we had our first IEEEWomen in Engineering promotion event on the 17th ofMarch 2016 at QUT.

Together with GEMS (Girls in Engineering MakingStatements) from QUT, our WiE committee had aninformation session about IEEE in general and Womenin Engineering in particular with the main aim toattract new members. Although attendance was low,we received four new membership applications. Theinformation session was followed by free pizza, whichwas well received and facilitated a vibrant interaction.We will work in close relationship with GEMS in thefuture.

Future events will include a professional developmentsession “Be a star on LinkedIn how to promoteyourself”and seminars about different topics such as“Big Data”, “Webpage Development”, etc. A question-naire to WiE QLD members will be sent out soon forfeedback on planned events.

Leadership for Engineers - 30th of March 2016

The IEEE Student Branch at Griffith University GoldCoast Campus became operational in September 2015.Since its inception the branch has organised a numberof activities that have been well received by bothstudents and academics on campus. In 2016 the branchhas held two events and aims to provide further socialand educational activities for members throughout theyear.

Meet and Greet Promotional ActivityDate: Monday 14th March 2016Presenter: Dr Andrew Seagar

This event attracted over 40 attendees, most of whichwere undergraduate students keen to explore what IEEEhas to offer. The purpose of this event was to expandthe IEEE community within Griffith University byrecruiting new members. The branch also used thisopportunity to present to the attendees our plans for the2016 academic year. Light snacks and refreshmentswere provided.

Seminar: “Adventures in the CommunicationsIndustry”Date: Thursday 17th March 2016Presenter: Prof. JC Olivier

The Griffith University IEEE Student Branch wasfortunate to host a seminar delivered by the Universityof Tasmania’s Professor JC Olivier on “Adventures inthe Communications Industry”

Prof. JC Olivier received his PhD in 1990, beforejoining Bell Northern Research in Canada, where atthe time, the first cell phones were being developed.In 1999, he moved to Nokia Research Labs in theUnited States as a Principle Scientist where he wasone of the co-inventors and contributors towards thewidely used 2.5G and 3G wireless standards. Until2003 JC continued to contribute towards the emerging4G standard. In 2004, he became a Professor ofEngineering at the University of Pretoria and thenProfessor of Engineering at the University of Tasmaniain 2011.

JC is a former Editor of two IEEE journals, and hasacted as Technical Program Committee co-chairmanfor the IEEE International Conference on Communica-tions that was held in Cape Town in 2010.

The duration of the seminar was two hours. During thistime JC shared information about his career journeyand spoke about current opportunities in the commu-nications industry. He also fielded questions from anumber of students. The students and academics inattendance found the seminar particularly insightful

“Know Your Industry”Networking EventDate: Tuesday 5th April 2016Presenters: TBCOne of the main goals of the branch is to connectGriffith Engineering students from the Electrical,Electronic, Biomedical and Mechatronic cohort toindustry. It is well known that in recent years the collab-oration between industry and academia has slowlydeclined. As engineering students, we find it partic-ularly helpful to gain the real world perspectives ofengineering professionals due to their exposure to thedifferent challenges faced in industry. In a bid to helpbridge this gap, the branch is hosting an evening thatwill include presentations from industry representa-

tives, dinner and time for networking. This event willprovide students with an opportunity to gain a betterunderstanding of their industry and what it is like to bean engineer in 2016.

In attendance at the event will be industry represen-tatives from the public and private sector includingrepresentatives from Energex, AEMO and SchneiderElectric. The event has thus far gained considerableinterest from students, academics and faculty staff. Theevent details are on the next page.
