摘要

IEEE P1609 WG Meeting 2012 #4標準會議在美國加州洛杉磯召

開，會議從 09月 11日開始，於 09月 12日結束，與會人數約為 11

人，包含車廠、車載及路側資通訊設備及系統商、驗證測試單位、美

國加州交通局等代表；ITRI派遣 1位人員參與會議，為邱冠霖。

技術貢獻：

本次會議，ITRI完成 1人次出席會議 (出國報告 1份)，技術貢獻

1篇，規劃人才培育 1人。

會議解說：

這次出國的主要任務是了解 IEEE 1609系列標準最新近況。目前

IEEE 1609.0已於 2012/04/27更新後公告；IEEE Std 1609.3-2010、IEEE

Std 1609.4-2010，與 IEEE Std 1609.11-2010 已分別於 2010/12/30、

2011/02/07、2011/01/09公開出版；IEEE 1609.3 Corrigendum 2也已完

成，本次會議將提出檢討並討論 Port Numbering問題；IEEE 1609.4 完

成 Corrigendum 1；IIEEE 1609.2已通過投票，後續將依據投票結果進

行修正，此外也將討論 IEEE 1609.2的ANS.1以及Remote management

等問題；IEEE 1609.6部分也將討論工研院提出的三項建議內容；IEEE

1609.12完成投票並獲得 Approved。透過參與這次會議，除了持續追

蹤 IEEE 1609.0、IEEE 1609.2IEEE 1609.5、IEEE 1609.6，與 IEEE

1609.12 現今尚未定案之議題與趨勢發展外，亦瞭解 IEEE 1609.3、

IEEE 1609.4與 IEEE 1609.11未來之重點活動與議題。同時透過參與

此會議，我們可以更進一步認識重要的標準制定參與者及公司。該會

議的參與對日後在技術的規劃、標準的參與、業界及國際的合作案有

很大的成效。

這次出國的主要任務是了解 IEEE 1609系列標準最新近況。目前

IEEE 1609.0已於 2012/04/27更新後公告；IEEE Std 1609.3-2010、IEEE

Std 1609.4-2010，與 IEEE Std 1609.11-2010 已分別於 2010/12/30、

2011/02/07、2011/01/09公開出版；IEEE 1609.3 Corrigendum 2也已完

成，本次會議將提出檢討並討論 Port Numbering問題；IEEE 1609.4 完

成 Corrigendum 1；IIEEE 1609.2已通過投票，後續將依據投票結果進

行修正，此外也將討論 IEEE 1609.2的ANS.1以及Remote management

等問題；IEEE 1609.6部分也將討論工研院提出的三項建議內容；IEEE

1609.12完成投票並獲得 Approved。透過參與這次會議，除了持續追

很大的成效。此次我方派出 1位成員出席，期能充份掌握各標準之制

會議紀要

2012/09/11 (第一天)會議狀況簡述：

上午會議於 09:20 開始，現場與會人數十人，包含 Thomas M.

Kurihara (TKstds Management)、 John Kenney (Toyota) 、Justin McNew

(Kapsch) 、 William Whyte (Security Innovation) 、 John Moring

(Kapsch) 、Gloria Gwynne (Caltrans)、Chun-Hao Liu、Jason Tran、Lim

Jaehan、以及邱冠霖(ITRI)。Carl Kain (Noblis)、Jules Madey (New York

State Thruway)、Richard Roy (SRA)，與 Ron Hochnadel (INTRASS)等

四人透過電話連線進來。主席 Thomas M. Kurihara (TKstds

Management)請大家自我介紹後開始今天會議。

09:30分，主席 Thomas M. Kurihara (TKstds Management)依次確

認本次會議的各項主題以及報告人準備情況，並宣讀各項專利事項，

會議主席Tom也感謝本次會議的東道主Gloria Gwynne (Caltrans)的會

議地點安排與準備。

09:45分，會議主席 Thomas M. Kurihara (TKstds Management)詢

問與會人士這兩天會議是否有其他事項要報告或者討論，William

Whyte (Security Innovation)表示會報告 1609.2 投票後的狀況，John

Moring (Kapsch)將報告 1609.0、1609.6、HTG 等的狀況；之後 John

Moring (Kapsch)詢問與會的學生預計要報告哪方面的研究，最後決定

週三上午再安排學生進行報告。

10:10分，John Moring (Kapsch)報告 IEEE 1609.0狀況，已進入

30天投票期，D4已上傳至網站，大家可以檢視文件並提供建議；IEEE

1609.3目前收到建議有七項，包含文件引用錯誤、IPv6文件是否滿足

需求以及 Channel-less 是否應該新增進文件，由於 Channel-less 是個

新觀念，與會人士大多希望釐清該想法與文件的其他內容的差異，經

討論後大家逐漸可以接受 Channel-less的概念。

10:55分，John Moring (Kapsch)報告 IEEE 1609.4狀況，包含參

數名稱更改、IEEE802.11 2012文件對 IEEE 1609.4的影響、UTC的

定義描述。由於時間因素，John Moring (Kapsch)聽取大家建議後表示

會再思考，日後將會議交給 Carl進行簡報。11:30分，Carl Kain (Noblis)

透過連線報告 IEEE 802.11文件制訂最新情況，並說明 IEEE 802.11

2012 會將 IEEE 802.11p 納入文件範圍之內，簡報結束後 Gloria

Gwynne (Caltrans)詢問 1609小組是否要購買一份文件回來閱讀，會議

主席 Tom表示會購買。與會人士也詢問Garl新版的 IEEE 802.11 2012

是否會對 IEEE 802.11p造成衝擊，Carl Kain (Noblis)認為對於 Channel

的定義一致，應該不會有衝擊。上午會議 12:15分結束

13:25分，下午會議開始，由 John Moring (Kapsch)繼續討論 IEEE

1609.6標準制訂狀況，John Moring (Kapsch)說明目前僅收到 ITRI針

對 IEEE 1609.6的建議，並請 Carl Kain (Noblis)報告 IEEE 802.11 2012

對於 IEEE 1609.6的影響，Carl Kain (Noblis)表示如上午的會議報告說

明，IEEE 802.11 2012對於 IEEE 1609.6的影響非常有限，應該不需

要擔心。隨後與會人士提出問題詢問是否有考慮過讓 DSRC 在 Cell

Phone上提供服務，其他與會人士認為 protocol stack不同，若要實踐

這個期望，需要仔細討論。13:45分，John Moring (Kapsch)審視 ITRI

提出的建議，並請 ITRI代表發言說明建議的內容以及想法。

14:00分，Carl Kain (Noblis)說明 IEEE 802文件更新內容，目前

IEEE 802.15.4提出 Positive Train Control (PTC)，這部分與車載相關，

PTC 是針對火車管理為主的技術可提供 70KM 的通訊範圍以及

1Mbps的傳輸速度在時速 700公里的火車，但由於部分頻道與 DSRC

衝突，因此該份文件的標準制訂小組被要求向 FCC 說明為什麼需要

使用 DSRC的頻道。另外 IEEE 802.11 GLK Study Group也在正研究

一些在 Link上的研究，例如：

– How to make link look transparent with AP in path– Differences between AP-AP links and AP-STA or bridged network

links– Implications of adding bridging functions to STA

部分研究也將在車上實做。

15:20分由 John Moring (Kapsch)進行 Port Numbering的說明，由

於 WAVE 使用 PSID 廣播訊息，因此當一裝置上的 APP 同時向另一

裝置上的兩個 APP進行 unicast時將可能發生資料錯亂的問題；可能

的解法有 1. Session ID，在應用層新增 Session ID進行進一步的區分；

2. Dynamic Port，這方法 TCP/UDP已經使用很多年，相當成功，但

Dick認為為什麼不讓 PSID也動態產生，這樣即可解決這問題，John

Moring (Kapsch)回答解釋 PSID 的定亦是用來區分不同的服務提供

者， 因此不同組織但相同服務也會有相同的 PSID；最後是 Extended

Private PSID，這方法是讓裝置上的每個 APP都可取得一個 PSID。

17:05分 Francois Y. Simon (Pilot Research Inc.)報告 IEEE 1609

WAVE Device Network Management 提 案 內 容 ， 在 Network

Management架構下希望管理以下五個部分：

– Fault Management;

– Configuration Management;– Accounting Management;– Performance Management;– Security Management.

與 IEEE 1609.6定義最大不同在於提案建議區分不同大小的群體

也該有不同大小的管理系統，且部分的管理者可以在雲端(Cloud)上。

由於 Thomas M. Kurihara (TKstds Management)知道 ITRI 也有開發

Network Management的系統，因此他邀請 ITRI發言給予實做上的建

議，ITRI 代表解說實做上的考量以及問題，Thomas M. Kurihara

(TKstds Management)聽取建議後表示感謝。

由於明日會議地點更改，在 Gloria Gwynne (Caltrans)解說後大家

幫忙將相關設備搬至新會議室，並稍作整理，會議於 16:40分結束。

2012/09/12 (第二天)會議狀況簡述：

上午會議於 09:25 開始，現場與會人數七人，包含 Thomas M.

Kurihara (TKstds Management)、 John Kenney (Toyota)、William Whyte

(Security Innovation)、 John Moring (Kapsch) 、 Gloria Gwynne

(Caltrans)、Francois Y. Simon(Pilot Research Inc.)、以及邱冠霖(ITRI)。

Carl Kain (Noblis)、Jules Madey (New York State Thruway)、Richard Roy

(SRA)，與 Ron Hochnadel (INTRASS)等四人透過電話連線進來。主

席 Thomas M. Kurihara (TKstds Management)請大家自我介紹後開始

今天會議並確認今日會議主題後正式開始。

早上 9:30分，William Whyte (Security Innovation)首先討論 IEEE

1609.2 文件的投票情形以及相關的建議，主要建議為使用 ASN.1 改

寫技術部分並且需要有 remote management支援。由於沒有時間重新

申請 30 天期投票，因此與會人士建議熱烈討論後建議針對建議給予

更新版本，並說明差異點，即可不需要重新投票。之後William Whyte

(Security Innovation)帶領大家討論 Sender-receiver time deviation 問

題，由於資訊接收時會與資訊產生時間有一個時間差，因此假若時間

過大時，該筆資訊應該要視為無效。因此，William Whyte (Security

Innovation)認為資訊傳遞的時間差是一個常態分佈，假若給予一個容

許時間，應可以讓高比例的訊息持續具有合法性，該參數給定屬於實

做層面的議題。為達這目的 Security Profile新增加幾個部分：

• Security profile now includes:

• Data Validity Period (there in previous drafts, noted here for

completeness)

• Rejection Threshold for Too Old Data

• Acceptable Future Data Period

• Rejection Threshold for Future Data

• Rejection Threshold for Expired Data

討論過程中，William Whyte (Security Innovation)詢問 John

Moring (Kapsch) IEEE 1609.2 的下一步是否要朝向 Harmonization

Task Group ，John Moring (Kapsch)回應應該要持續向 HTG方向努

力，雙方應該要相互合作，Richard Roy (SRA)也建議 Certification使

用WSA傳送，在歐洲的標準是使用移動媒介(mobile medium)傳送訊

息，有可能無法支撐這個設計。最後 William Whyte (Security

Innovation)表示長期而言針對 certification management還需要 CAMP

或者 C2C單位給予建議貢獻。

下午會議 13:30分開始，由UCLA學生報告由Caltrans委託UCLA

研究的 Spectrum Sensing的計畫，該計畫希望因 DSRC頻道被佔領的

情況下能讓裝置切換至其他異質網路下繼續通訊。該計畫使用USRP2

模擬頻道使用情況以及驗證該計畫的演算法；該計畫第二部分希望使

用HCCA及 EDCA機制改善 cone network的傳輸效率，使用modeling

的方式研究最佳傳輸方式。

15:40 分，由於有部分與會人員需在 15:00 分離開，因此會議主

席 Thomas M. Kurihara (TKstds Management)建議先行討論下次會議

時間以及地點，在聽取大家建議後，最後決定 7-8 November 在 San

Diego舉行。

15:45分，William Whyte (Security Innovation)報告目前 HTG標準

制訂的狀況，全球在面對 Harmonization遇到四個問題：

1. No interoperability.

2. Interfaces and functional requirements are compatible, but applications,

security and operations are different.

3. Mobile ITS stations are functionally identical; all interfaces, functions, apps,

security, etc., are based on the same standards and all stations have passed

similar certification procedures, however, the operations of applications and

security “affiliated” with regional back-office systems that do not talk to

each other.

16:00 分，Gloria Gwynne (Caltrans)報告 SAE J2735 Systems

Engineering (SE)文件制訂進度，Gloria Gwynne (Caltrans)表示US DOT

希望 SAE J2735可以與其他國家標準互通，因此希望能在美國先制訂

相關標準讓開發人能有所依據，Gloria Gwynne (Caltrans)希望大家可

以去下載該份文件草稿並給予建議。

六、心得與建議

藉由參與本次 IEEE 1609會議，我們持續與 Kapsch, CalTran,

Toyota等公司長期經營車載資通訊國際標準的專家進行會面，維繫情

感，並持續維持 ITRI在 1609 Working Group的曝光度。同時參與此

會議，我們獲得最新的 IEEE 1609標準修訂內容與趨勢發展，並在會

談中了解 1609 Working Group下一階段可能的方向與目標。

本次會議針對 Port Numbering、IEEE 802.15.4、IEEE 1609.2以及

IEEE 802.11p納入 IEEE802.11文件範圍有深入討論，也針對各份標

準文件與 IEEE 1609文件相衝突的部分相關人士也提出討論以及早

因應。另外，工研院針對 IEEE 1609.6文件提出三項建議，目前這些

建議獲得 John Moring (Kapsch)回應瞭解建議並且沒有問題。
