According to the advanced technologies of highway traffic communication network and the data transmission requirement for toll management system, this paper put forward the project for toll management system of highway traffic based on computer network, used IC card management system as the passing medium, and gives a sufficient discussion on the goal and structure of toll management system1. Introduction Intelligent toll management system of highway traffic is designed to resolve the problem of different charging unit on the road, and the charging unit set their own closed facilities for charging independently. Traditional toll management is lack of uniform technical criterion and supervisory mechanism [1-2] . This paper research toll management system of highway traffic is easy to upgrade to meet the centralized management. System and other related systems to achieve the sharing of resources, and it provide communications and information services to transport system and community. As toll management system of highway traffic used advanced, reliable technology and mature equipment, therefore it can reduce the staff on duty in the toll of the control room, lower operating cost management. And the use of networking system for manage department is easy centralized supervision and management. This will change the traditional "one company for one way, construction integrating with manages” management structure and operation of the charges shortcomings. It will be an inevitable trend in the future development of a modern payment system. 2. System Analysis and Description As the defect of traditional toll management system leads to every highway section carry out an independent of highway charge. And the adjacent sections are connected with the main line toll stations, which resulting in the main line of toll Station is intensive, so it restricted the road traffic capacity into full play. Facilities of charge and technology are also incompatible with each other, which would give rise to an increase of building and operating costs. Toll systems can not effective interconnection will resulting in Lack of effective integration of resources and so on [3-5] . This system uses artificial judgment vehicle type in the entrance, release traffic-ticket of non-contact IC card, exit artificial recheck vehicle type, recovery of non- contact IC card and collect tolls. When the vehicle to pass the vehicle detector, it will check the number of vehicles. The computers is semi-automated statistical management charge standard. Traffic-ticket uses the repeated non- contact IC cards. Charge business is mainly to receive cash, but also have credit cards and others payment methods prepare for highway. Each section by section from the jurisdiction of the management system can be designed for two-level computer administration system, that is the computer system and toll charges center computer system, and set aside the interface with the parent body. The entire highway system is consists of various management centers that owned the charges center computer system. And all sub-toll stations manage themselves computer systems, as well as sub toll stations of exit/ entrance lane toll system. Charging system has the following basic requirements: full closed the charge structure, traffic-ticket of non-contact IC card, toll stations and the sub center is two-level administration system, advanced communications equipment: Fast Ethernet LAN and WAN SDH fiber. 3. Intelligence Toll Management System of Highway Traffic

Abstract

connected with all the toll station of the computer system. Charges sub center is constituted by a computer system that link several small computers LAN and the corresponding software components, and its main function is to provide statistics and road data of each jurisdiction charges collected by the station computer system, to manage the IC card, to scheduling and real-time enquiry, to establish the network model of demolition clearing accounts. And according to data of traffic charges established analysis and decision-making module, the computer system through the toll stations will transmitted charge standard and system parameters that from the Center to the lane controllers. The computer systems of charge sub center, computer of tall stations and the lane controller work independently. Toll station and the computer of lane controller can not be affected to operate independently when the computer system of charges sub center fault occurs. Figure 2 shows network structure relationship diagram of toll sub center.

Switched hub controller complete the road network

within the communications equipment of the exchange of information request. Server network hub with the ramp with the exchange of 10 M-hub port and other ports used 100 M. HUB lane and toll stations use multi-mode optical fiber, optical terminal complete the sigh photoelectric conversion.

⑴Entrance lane equipment. Entrance lane equipment is constituted by the entrance lane controllers, toll collector terminal, vehicle detector, manual railings, automatic railings, rain lights, yellow flash alarm device, multi-channel digital control unit and other equipment,

including the corresponding power cable and signal cable. Through computer networks to establish communication between toll station and charges lanes, it transmitted the state charges lane, equipment operation or fee-based information to toll station. Charges lanes and toll stations have independent Telephone Network and CCTV systems, toll stations supervision can directly order, they can also write the date, time and other information into non-contact IC card and transferred them to the server computer of toll station. Figure 4 shows the formation diagram of entrance lane equipment.

⑵Exit lane equipment .Exit lane equipment is the

same equipment as entrance lane equipment, just increase of printer paper, the charges for display, image acquisition equipment, which is shown in Figure 5.

3.1.3. IC card system of online charging system. According to the current highway toll collection facilities, combine the highway network integration requirements, the entire road network charge settlement system use the three-level administration system. Toll Station System is a real-time management centers in the entrance and exit charge lane operation, the completion of the charges data transfer. According to interconnection charge required for solving the problems, in the Highway Authority must design IC card management centre, it manage the access cards, stored-value cards and bill business [6-7].

Figure 6 illustrates the major components of the system, card-issuing centers and settlement center represent the functions of the operating management agencies. Card-issuing centers undertake the card file management, initialization, the distribution of access cards, stored-value card issuing and management of bills. Settlement Centre bears all the collection of transaction data (card issuing stored-value of trading data and vehicular traffic data of transactions), classification of transaction data and account settlement.

Charging System

⑴IC card issuance system Toll system used IC card includes secret key card,

access card, stored value cards, the staff cards and other types of cards. According to the card issuing system function and physical structure, which is divided into the secret card key system and CPU card issuance system. Secret key card issuance system in charge of the generation system by the needs of various key card system and CPU card issuance system mainly generated by the system in need of all kinds of card users, including access cards, stored value cards, the staff cards, and other types of cards . The structure of card issuing system is shown in Figure 7.

①Secret key card issuance system Secret key card

issuance system provides various secret key generation mechanism systems, such as encryption algorithms. Secret key card issuance system is illustrated in Figure 8.

②Access card issuance system. All of the access card of the system to initialize, and in accordance with system requirements, it establish related data files and secret key documents. Secret key documents provide the verification of the legality of the card.

③Stored value card issuance systems. It is used for electronic payment cards for personal. When personal of card holders who write the basic information and account information, establish the corresponding wallet documents and secret key file documents.

⑵IC card recharge system This part is mainly designed for electronic payment.

Under the control of recharge secret key cards in the successful test the legality of the cards, stored value cards are recharged.

⑶IC Card pass systems Current system is mainly reflected in the IC card

access function. It completes access billing and charging function.

⑷IC Card Management System IC card management refers to macroscopic

management of the various types of IC cards, mainly in the course of the use of management to achieve reasonability, efficiency and security.

4. Conclusion

Highway interconnection charge system as an important component part of intelligent transport system is constantly developing. It is a complex systematic project that involved traffic engineering, computer network technology and high-tech communicate and monitoring. In short, this paper put forward the solution that is in order to ensure the entire network is built a high automation, economical and practical, secure and reliable network, with the traffic and future development of adaptation. The solution also has an important reference value and forward-looking for the majority of our traffic at the current interconnection charges system.
