IDM is partnering with regional and international Governments to help shape the next generation of Sub Saharan African public sector leaders through a brand new School of Public Sector Leadership, part of the new IDM Business School.
Why build a new School of Public Sector Leadership in Sub Saharan Africa?
Global economic power is shifting strongly towards the fast-growing economies. Sub Saharan Africa has an abundance of agricultural land, a growing workforce, extensive mineral resources and increasing consumer spend. Increasingly optimistic economic forecasts for the region are now routine.
However African governments face significant challenges if they are to optimise on these opportunities and a critical constraint on regional economic growth is the supply of the right high quality public sector leadership capabilities. Trade and the right investment in education, health and infrastructure will all help reduce poverty and promote sustainable growth. But most importantly regional governments must build the right leadership skills now that will allow them to strengthen local institutions and create the policies that will underpin development, draw in FDI and drive economic performance.
The demands on African governments are increasing and local officials are under great pressure. Recognising the urgent need to equip government employees with the necessary capabilities to support economic and social development, they are searching for the right ways to build these skills. At present there are limited options and little world-class and affordable leadership education outside of South Africa.
The School of Public Sector Leadership opportunity:
To partner with IDM to deliver the School of Public Sector Leadership programs – designed to deliver world-class but affordable learning to public sector leaders across the fast-growing economies of Sub Saharan Africa so helping unlock regional economic potential, promote inclusive growth and reduce poverty.

The success with which Sub Saharan African Governments benefit from the opportunities in their fast-growing economies depends upon the ability of current and future public sector leaders to be able to understand and respond to a range of critical issues. The IDM School of Public Sector Leadership programs deliver the capabilities and knowledge to manage these factors:
! Public service planning & Public service implementation (focus on delivery and not process; outcomes rather than policy)
! Effective procurement from the private sector, including for major infrastructure and key public services
! Strengthening institutions, building transparency and improved decision making in service delivery and across the regulatory and judicial environments
! Managing regional and international partnerships with both the public and private sectors and with the broader international stakeholder community
! Political and Civil service working relationship – how to deliver the most productive working relationships; resolving conflict
! Generic leadership capability development: Financial Planning and Control; Line Management, Team Management, Department Management

IDM has designed the School of Public Sector Leadership to build core capabilities in the following target populations:
! Population 1: Ministers and Junior Ministers in national Governments of Sub Saharan Africa (these populations are clustered according to geography and language)
! Population 2: Senior Civil Servants in national administrations of Sub Saharan Africa Governments (these populations are clustered according to geography and language)
! Population 3: Middle-ranking Civil Servants of national administrations of Sub Saharan African Governments (these populations are clustered according to geography and language)

Current and future public sector leaders must understand and have the skills to manage key challenges that they face in government. The IDM School of Public Sector leadership programs deliver against four key skills areas:
Leading and being a strong role-model:
The challenge for the individual is in how to develop their own leadership capabilities. What does being a good public servant mean? How do they make a difference, solve problems, influence and resolve conflict ? How do they lead responsibly and with integrity
Technical execution and fulfilling the role of a public servant:
Key managerial & technical skills for the individual covering core skills for the public servant in Policy design; Financial Planning and Control; Line, Team and Departmental Management; how to procure major investments such as infrastructure and other key projects; Public service planning/implementation focussing on delivery and outcomes; Political and Civil service working relationship
Building strong institutions:
The challenges for individuals is in how to play a role in the development of key institutions and the strengthening of governance including how to build transparency, reduce corruption, build accountability and strengthen the rule of law.
Vision and long-term planning:
Effective government demands that leaders: think long-term; build foundations for optimal trade links; integrate long-term planning across infrastructure, health and education; manage partnerships and align priorities with key regional governments/international stakeholders.

The program is designed around those issues critical to Public Sector Leaders now and into the future. The program delivers the following activities:
! Steps One/Two: Identification and diagnostic process: IDM works with regional Sub Saharan African Governments to identify their current and high potential leadership talent. Each participant would then undergo an individual process to identify their strengths and areas for development. This will create a personal learning journey for each participant
! Step Three: Face-to-face residential, classroom based modules: each program comprises four residential modules (delivered across the region) comprising 4 days each. The modules are separated by 3-4 months, enabling each participant the opportunity to apply the learning back into the workplace, to experiment with new ways of managing and leading, to work with their coaches/mentors to unblock any application challenges, etc. (see following slide for more detail)
! Steps Two/Three: Intermodular/post-modular coaching support: introduced in the Diagnostic Phase, each participant would have their own coach with whom they would work over the course of the learning process. The coach would provide a facilitative environment which would enable the participants to express their challenges/opportunities and so find their own solutions to these issues.
! Step Four: Public Sector Leadership Network: on completion of the formal learning activities, the participants would continue their journey through involvement in the IDM Public Sector Leadership Network, a network of leaders from governments across the region. The network would be facilitated predominantly in the virtual environment providing a space for participants to network with alumni (and other leaders), receive on-going coaching and subject-specific support. The network also creates a community that can be drawn together periodically for local or international events, seminars, forums etc.

IDM – School for Public Sector Leadership Who is leading the Public Sector Leadership Program?
The School of Public Sector Leadership program is being designed and led by Faculty and Experts with extensive learning and public sector leadership experience:
International Program Director: Right Honourable Peter Hain MP, a former Leader of the South Africa Anti-Apartheid movement, has had a high profile career in UK politics, holding a number of Ministerial positions in the UK Government, including Minister for Africa. Born in Kenya and raised in South Africa, he has a very strong reputation and network in Sub Saharan Africa, having worked on behalf of Southern African causes throughout his career. Peter leads the IDM Advisory Group.
Regional Program Director: Alfred Dube is a distinguished former Diplomat who represented Botswana’s interests on the world stage via 17 ambassadorships including appointments in the UK and China, and four years as Botswana’s Permanent Representative to the United Nations in New York, before taking early retirement in December 2005. Ambassador Dube was most recently Managing Director of Lazare Kaplan Botswana (diamond manufacturing & trading), a wholly owned subsidiary of the publicly listed Lazare Kaplan International Inc, of New York; a position he occupied since January 2006. He is also a non-executive director of Barclays Bank Botswana and President of the American Chamber of Commerce, Botswana and a Board member of IDM.
Program Lead Designer Jon Morton started his career teaching in rural Zimbabwe and has spent the intervening 20 years teaching in, leading, growing and building international Business Schools. He was a Director of London Business School, Deputy Principal of Henley Management College and most recently spent 3 years building a leadership education institution on behalf of the Government of Qatar. He has designed and delivered learning for organisations around the world.
Regional and International Faculty: IDM has an innovative Faculty operating model that draws upon world-class international and regional Faculty to deliver against the critical issues of the Public Sector Leadership program. These represent a combination of personal development, coaching and subject-specific experts.
