D uring its first month in the North Precinct, the IBIS project–Portland’s field fingerprint identification program–was put to the test in an incident involving a subject with an outstanding warrant. A patrol officer, recently trained in the use of the IBIS system from Identix ® , used the hand-held device to capture the fingerprints of a subject for search against the regional AFIS. The identifying information was verified at headquarters and the information was returned to the handheld. When conducting a subsequent warrants search, the officer found that the individual in custody had a felony warrant for his arrest in Washington State. The subject was then transported and booked at Multnomah County Jail. Sgt. Bob Sherman of the Portland Police Identification Division commented, “We are extremely encouraged by IBISaccuracy. Soon after the IBIS deployment, we immediately saw the benefits of giving this tool to officers in the field. The success in identifying individuals with outstanding warrants reflects officers’ needs to identify subjects they randomly encounter.” The IBIS system equips patrol officers with a hand- held portable device that captures field data, including photographs and forensic-quality fingerprint images. The data is transmitted wirelessly, using cellular communications, to the central IBIS server. At the IBIS server, the data is processed and transferred to designated AFIS databases for search. If a subject has a prior arrest and their fingerprints are on file, then their name, date of birth and mug shot is returned to the officer’s hand-held device. If no match is found, the fingerprint and photo files are discarded from the system. Today, more than ever, the integration of biometric technology is gaining momentum in government, law enforcement, travel, banking, IT

and healthcare markets worldwide. For governments seeking to safeguard ports of entry and facilities, biometric systems are being used for document issuance, entry-exit ID verification, civil identification and border security. Across corporate enterprise and the healthcare and financial industries, biometric security is increasingly being employed to prevent unauthorized access to kiosks, computers, buildings and other important assets. And, for law enforcement agencies, biometrics continue to help solve crimes faster and verify the identity of detainees.

The future of face Recognition is Skin Deep Did you know that your skin pattern is a unique physical trait and is distinguishable among all people, even identical twins?

Skin is fast emerging as one of the most exciting technologies in biometrics. Using a new class of pattern recognition algorithm called

surface texture analysis (STA), the surface of the skin is analyzed for random features and a skinprint (skin template) is extracted. The skinprint can be used on its own, or fused together with traditional facial or fingerprint biometric systems to boost the performance and deliver exceptional levels of accuracy as compared to traditional face and finger recognition applications.

By incorporating skin, facial recognition accuracy improves by at least 20-25% over the top three FRVT 2002 performers (which included Identix). To be precise, this reduces the false rejection rate for Rank 1 identification from 30% to approximately 5%, a real quantum leap in performance. The fusion of skin biometrics with facial recognition allows for unparalleled 1:N accuracy, and yields results, which are comparable to 1:1 fingerprint matching.

Using standard cameras, what STA does is break up the area of the skin into very small blocks and analyze the skin for uniqueness in texture such as creases, melanin spots, and other randomly formed features. Unlike traditional face and fingerprint recognition technologies, STA does not rely on topographic points or predefined features such as the eyes, eyebrows, nose or mouth. Skin biometrics will work for individuals with any skin color and age as the dermal structure is a physical trait that is stable over time.

As part of our ongoing effort to expand our product offering, I am

very pleased to inform you of two recent acquisitions to the Identix portfolio – skin-based recognition technology and electronic fingerprinting services – that will give you more options as you implement your biometric-enabled applications.

We are very excited about the recent discovery of surface texture analysis to analyze the skin pattern, and its performance implications on accuracy when fused with another biometric identifier. When incorporated with facial recognition, our tests demonstrated improvements in accuracy by at least 20% over the top three FVRT 2002 performers, which included Identix. These tests showed that the fusion of skin biometrics with facial recognition allows for unparalleled 1:N accuracy. It also yielded results in 1:1 matching that are comparable to 1:1 fingerprint matching.

We see this as a very important and exciting technological breakthrough for our customers, partners, and the biometrics industry. It is our belief that finger

and face will continue to be the preferred and established biometrics in the marketplace, but that the addition of the skin-based biometric will allow us to turbo charge our existing biometric engines and develop fully integrated solutions that provide an even higher degree of accuracy.

In addition to new technology, we have also expanded our services offering with Identix Identification Services (IIS). IIS has the capability to support large corporations, government agencies, and other regulated entities, and provide the identification services that are an integral element in helping to ensure and establish trusted identity for granting employee credentials. With IIS, companies and agencies are able to outsource fingerprinting services to an established industry leader and have the assurance that it will be performed quickly and accurately.

We are also pleased to have the opportunity to play an integral role in establishing industry standards that will lead to more general acceptance and adoption of biometrics. As the industry leader, Identix has taken an active role in developing US (ANSI/INCITS) and international (ISO) standards for facial recognition and minutiae-based fingerprint data interchange formats. Identix served as technical editor for the national version and co-editor for the international edition of the facial data interchange format standard.

These standards will facilitate interoperability and efficiency for storing biometric data, which is very much in the news lately as passport and border control agencies worldwide overhaul their existing documents and procedures to comply with mandates from international organizations such as the International Civil Aviation Organization (ICAO), the European Union, and the US VISIT Program to make international travel and national borders more secure.

When Colorado residents smile for the camera at the DMV, a lot happens behind the scenes to

validate the identity of the licensee and reduce the chance of identity fraud. Under the Colorado Department of Revenue (DOR) Motor Vehicle Business Group’s enhanced license issuance program, driver’s license applicants are compared with the 10+ million DOR records on file to identify possible duplicates and aid in DOR investigation of identity fraud. Since 1994, Colorado has been using Digimarc ID Systems’ technology to issue over 1.2 million driver licenses annually. In 2002, the Colorado DOR decided to get the most out of the high quality image database created with the Digimarc ID Systems-supplied portrait-capture systems and now operates one of the largest facial recognition databases in the world.

HOW IT WORkS A digital formula of a face is compared to ten million other pictures in the state’s license database. It targets and reports anyone who has the same facial measurements. The system powered by Identix FaceIt® face recognition technology, brings up possible matches. A human operator reviews the matches and determines if someone applying for a new license has already come in under another identity. The DMV only compares licensee pictures to those within its own archive and does not share its information with other agencies or other databases.

The Colorado DMV is using facial recognition not only to help stop identity theft, but to prevent other crimes, and stop people from getting licenses illegally. According to recent media reports, DMV officials say the system is turning up one or two attempted frauds every day, usually someone trying to get a license or ID who is in the country illegally.

Cheryl has been with the Minnesota Help Desk for almost four years. As part of the “First Call Response” Help Desk Team, Cheryl handles calls directed into the call center by our Automated Call Distribution (ACD) System. The system enables Identix to automate call routing based upon criteria defined in its ‘Skills Based Routing’ configuration, and ensure that customers are connected through to personnel qualified to handle their request. Cheryl truly enjoys interacting with customers. She feels both pride and satisfaction when she helps resolve a customer’s problem. In March of 2002, Cheryl was called back to active duty for a few months to serve our country again in the military. “Leadership is a skill I am steadily developing” Cheryl says. Recently, Cheryl further demonstrated her commitment to leadership when volunteering to take on additional responsibility, by assuming a critical position when one of her team members assumed a new position in the Identix Field Support Organization. Good job Cheryl!

background checks on prospective employees helps to ensure students are

not exposed to personnel with criminal histories. Now, with a TouchPrint™ 3100 Live Scan system from Identix, Rankin County is able to get critical background check information in just a few hours and make hiring decisions quickly – providing added safety, and saving the school district both time and money in processing applicants.

Prior to purchasing a TouchPrint 3100 Live Scan System, like most other schools, Rankin County used the traditional ink-and-roll method to capture prints. Fingerprint cards were mailed to the Mississippi Criminal Information Center (MS CIC) and to the FBI, but it could take weeks to get the background information needed to hire

a new employee. Since fingerprint quality was not assured, often the ink cards could not be used and were sent back. In these instances, applicants had to re-roll their prints and the cards had to be resubmitted, a great inconvenience for those not located near the application site. This also created issues, when on occasion, a temporary employee was not cleared, yet claimed eligibility for unemployment benefits after being dismissed.

In April 2004, Identix provided Rankin County Schools with a TouchPrint 3100 Live Scan System that captures fingerprints and electronically submits them to the MS CIC. With the use of this new technology, Rankin County receives background check information on prospective employees within a few hours, speeding the hiring process and eliminating the need to hire employees on a conditional basis.

Betty Nash, spokesperson for Rankin County Schools commented, “We want to take all the steps we can to ensure a safe learning environment for our students. Criminal background checks allow us to better protect our young people. Getting that information quickly saves time and money, but most importantly, it provide us with peace of mind.”
