1.1 ICT for patient-centered health service

Why:• To support large scale deployment and take up by users• To obtain evidence of benefits on a large scale

What:• To validate in real life settings, the effectiveness of

existing Personal Health Systems for innovative types of telemedicine services.

• To produce large-scale, measurable, comparable and statistically significant results, using a commonly agreed and scientifically sound assessment methodology.

How:• Proposed Funding Instrument Pilot A – EC up to 7 Mill EUR

Conditions and characteristics :• To focus on at least one of the following chronic conditions:

Cardiovascular Diseases (CVD); Chronic Obstructive Pulmonary Disease (COPD); Diabetes

• To target 6 to 8 healthcare providers (regional, local healthcare authorities). Regional healthcare authorities should obtain endorsement from their corresponding national ministries to participate in the pilot.

• Support is focused on measuring the effectiveness and scaling up



Conditions and characteristics :• Involvement of users (patients, professionals, healthcare

providers) and industry is expected.

• Commitment to long term deployment and sustainability of the services

• Special attention should be paid to: —Protection of personal data—Interoperability—Use of existing, or emerging standards



Expected outcomes:

• Provide on a large scale, comparable evidence on effectiveness of these type of services

• Contribute to wider take up by users (i.e. clinicians and health authorities) leading to sustainable services

• Enable, continuity of care through enhanced interaction between patients and primary care settings (i.e., General Practitioners, pharmacies, health centres, etc), as well as secondary care settings



Expected outcomes:

• Provide patients with innovative PHSs to participate actively and more effectively in managing their conditions

• Provide health professionals with monitoring and diagnostic data for decision making, thus facilitating personalised care for chronically ill patients

Why:• Improving & optimising procurement (and deployment) of

eHealth solutions.

What:• To create a broad community of procurers (i.e. healthcare

providers, private entities, hospital managers) , responsible for procurement and implementation of eHealth services.

• To promote networking and cooperation among procurers in the development process of new solutions

How:• Proposed Funding Instrument: Thematic Network – up

to 500K EUR

Conditions and characteristics

• Target procurers both from public and private sectors, in particular on regional and local levels (including hospitals and or healthcare centres).

• Focus in particular on gathering and sharing experiences on how to overcome barriers to wider deployment in a sustainable manner.

• Special attention should be paid to: ―Protection of personal data―Interoperability―Use of existing standards



Expected outcomes:• Provide a forum to exchange good practices for deploying

sustainable innovative eHealth services, including procurement strategies, specifications and contract management;

• Produce a tool kit for healthcare providers on how to deploy innovative eHealth tools and services, in a sustainable manner.

• Create synergies to increase quality and interoperabilityof deployed solutions as well as the negotiation power of procurers versus vendors and/or developers of eHealth tools ;

• Support the sharing at European level, of technical knowledge and expertise needed to deploy innovative eHealth tools and services;


Conclusions

• Support healthcare providers to achieve sustainable deployment of ICT tools and services which can bring benefits to patients, healthcare systems and society.
