October European Council covered digital economy and innovation

• Investment and innovation in the digital economy will be key drivers of future growth, jobs and competitiveness.

• Europe is not yet taking full advantage of the opportunities afforded by the digital economy, in large part due to market fragmentation

• Completing the digital single market by 2015 is therefore a high priority!

Bridging the innovation gap by better use of innovation instruments

• The Union's intellectual and scientific potential does not always translate into new products and services that can be sold on markets.

• The main reasons for this commercialisation gap are: difficulties in accessing finance, market barriers and excessive red tape.

• Europe needs a better-coordinated use of tools such as grants, pre-commercial public procurement and venture capital,

• Europe needs an integrated approach from research and innovation to market deployment.

• EU wide networks of procurers identifying together shared procurement needs in short term (PPIs) & longer term (PCPs)

• Engage in open dialogue (also online) with all stakeholders (industry, research community, other procurers, end-users

• Investigate feasibility & prepare concretely 1 joint PCP or PPI

ICT 36 2015: Open call: Cofunding of PCP

• Close the gap between supply & demand for innov. ICT solutions

• Drive innovation from the demand side and reduce fragmentation of public sector demand in Europe

• PCP procurers buy R&D services including design, prototyping & real-life testing

• Same conditions as before: Example docs for open market consultation, tender docs available from ongoing PCPs

First results of EU funded PCPs

SILVER (robotics for ageing well aiming to care for 10% more elderly by 2020): R&D started 7 out of 33 bids selected: All EU based, all small

or medium size Also universities participate in winning consortia! Fair chance for participants from all over Europe

to participate: procurers so far DK, FI, SE, NL, UK CHARM (traffic management): benchmarking 20%

cost savings: Call closed on 23/10, 34 bids received. PCP for open modular architecture, opportunities

for new innovative suppliers, best value for money solutions
