And there is much to be positive about. Olivia tells me we currently have 400 li- censed drivers, and at least 25 more are expected to join the ranks before season end. Entry counts at most races have been good. There has been lots of close racing and the battle for championships is al- ready heating up in some classes (EIP, ITA, PRO3, CF). The points for Races 1-4 should be included in this Memo. Please check them over for accuracy and report any errors to the Points Keeper, Mike Blaszczak. We are continuing to attract new drivers to ICSCC and the Novice Closed Wheel races have had full grids. Unfortunately, very few drivers have entered the Novice Open Wheel group. Group 6 entries have also fallen sharply this year and if the trend continues, the E-Board will once again have to ad- dress the problem and attempt to come up with solu- tions. If you’re an open wheel/sports racer and haven’t entered a race yet, now is the time to dust off your car and get it on the track. The double race weekend in Spokane has to be classified as a great success. It’s always a fun event, and it’s never boring! This time we experi- enced a full-blown, canopy twisting, high wind dust storm. There were also record hot temperatures and lightning-filled thunderstorms. Northwest Mo- torsports reported the highest number of entries ever and there was a good turnout of both local and traveling workers. NWMS really goes out of their way to take care of their workers. On Saturday night, a pizza fest (the pizzas were made on site) and live band made for an enjoyable evening for everyone. As usual, there was lots of great racing, and thanks to Mike Blaszczak, even the drivers’ meeting was entertaining. In recognition for all they do, the workers received a standing ovation from the drivers, and I know they appreciated it. The relationship between drivers and workers is symbiotic: we can’t exist without each other. The same can be said for the clubs. Thanks go to Cas- cade Sports Car Club for loaning radios and other equipment for this event. The 2007 season has been more compressed than most and during the second half we will have two races in August and four races in September (including the double in Mission). In October, IRDC will host an Enduro. Before long it will be rule change season. The Steward is already thinking about rules: it was the subject of his Soapbox in the last Memo. Remem- ber, this is a drivers’ club and your opinions matter. Through your Contest Board representative, you have a say in what goes on. So if you have an inter- est in proposing rule changes, now is the time for discussions with your fellow drivers. Then be sure to attend your club’s rule change meeting and vote on the rules that get submitted. Finally, next year we will need someone to fill the License Registrar position. After four years of ser- vice, Olivia Muro will be retiring. The second half of this year would provide a wonderful opportunity to become acquainted with the job and I know Olivia would be more than willing to show you the ropes. CSCC Supplemental Regulations 2007

Infractions will result in penalties assessed to the driver.

1. Open to cars eligible under ICSCC current regulations. 2. This event is organized under 2007 ICSCC Competition Regulations, and all who enter PIR are subject to them. Cascade

Sports Car Club reserves the right to refuse entry to this event or to PIR at any time. 3. Alcoholic beverages allowed in the beer garden area only, and only after the track closes. You may NOT bring alcohol

into PIR! This is an Oregon Liquor Commission requirement. Any person caught entering PIR with alcohol will be removed from the raceway.

4. Registration Hours: 6:00 pm-8:00 Friday, 7:30 am-1:30 pm Saturday and 7:30 am - 10:30 Sunday 5. Express Tech is available at Registration for those drivers who meet the following: 1. Fully completed their entry form

prior to Registration. 2. Prepaid in full. 3. Present to Registration with no license issues. 4. Vehicle has a transponder, and do not require a rental. 5. Have an acceptable Annual Tech inspection noted in their vehicle logbook. 6. Not part of the mandatory Tech presentation group for the weekend. You will receive an invitation to Express Tech prior to the event from the Registrar. At registration, Express Tech drivers should bring their personal safety gear and vehicle logbook to Registration where you gear will be inspected and a weekend tech sticker issued. Express Tech eligibility is decided by the Registrar.

6. Express Tech hours: 6:00 p.m. to 8:00 p.m. Friday and 7:30 a.m. to 9:30 a.m. Saturday 7. People under 18 years old are not allowed in hot pits, pre-grid or on victory laps. Children under 12 must have direct adult

supervision at all times. 8. A current and properly completed minor release form, signed by an authorized adult, must be on record for all minor

participants brought into PIR. 9. Competition numbers must be readable: Section 1106 enforced. 10. The scales will be open Saturday from noon and Sunday all day. 11. No skateboards or scooters allowed in the paddock area. Users of bicycles and small-motorized vehicles may have

riding privileges revoked at any time by the Race Chairperson. 12. Refueling not allowed in pre-grid. Fueling in the hot pits requires a crewmember assigned only to operate a fire bottle.

Excess spillage will result in a penalty. 13. No smoking allowed in hot pits, pre-grid or any PIR building. 14. Only one support vehicle allowed in paddock. Pit and pre-grid roads must remain clear. 15. Noise rule ICSCC 1112 enforced! 103 dB at 50 ft.: no exceptions! 16. Oregon State Law requires functioning mufflers to be used at PIR. Functioning mufflers must be capable of reducing

sound energy by at least 5dB at trackside. Cars losing mufflers, even if they are still below the sound level, will be black-flagged immediately.

17. Damage to the track, grounds or buildings, regardless of cause, will be charged to the driver responsible. Also, damage to any equipment or devices used by the sanctioning body (ICSCC) or sponsoring club (CSCC) to conduct this race, regardless of cause, will be charged to the driver responsible.

18. Family and crewmembers of drivers are to contact the landline communication person at pre-grid with any questions regarding their driver or car while on track.

19. All entrants for this event shall present at tech inspection an empty, sealable container or containers, marked with the driver’s name and license number, capable of holding 2 gallons of liquid. These are to be used to remove all oil, cleaners, brake fluid, etc. from PIR. There will be no drums provided.

20. Anyone caught dumping oil at the raceway will be fined and banned from the raceway. This is a PIR regulation. 21. If entries exceed the number of cars allowed on the track for a particular event, drivers and cars entered as an “additional

event” will be restricted from participating, on a first-come, first-served priority based on the date entries were received. This is in order to allow participation by all drivers for whom the event is their primary event, including Novices upgrading to a championship event.

22. NSF checks will be charged an additional $50 fee. 23. The racing “hot pit” is defined as that area under the control of Hot Pits personnel. This area is located immediately west

of the break in the concrete wall half way up the pit lane. Per ICSCC rule #1607, any person over that “pit wall” during practice, qualifying or races shall wear long pants, shirts that cover the shoulders, and shall not be barefoot or wear open-toed shoes. At the one-minute warning, pre-grid becomes a “hot” area. At that time, pre-grid must be cleared of all crew, support personnel and spectators. Notwithstanding the above, ICSCC rule #1607 does not apply to the pre-grid area.

24. All cars that are towed into the paddock area are subject to being dropped off in impound. 25. In order to receive a refund you must notify registration if you are withdrawing from the event after you checked in and

Steward’s Soapbox We have apexed Race #7 and are headed toward #8

I am going to stick my neck out (once again) and say, “you, ladies and gentlemen, clean up very well!”. Fines and penalties are tapering off, and if this smarter style of racing keeps going in the right direction the Conference Building Fund may continue to suffer. So, let it suffer!

However, we must not be overconfident, because we are getting to that part of the season where Championship Points tend to be more important than fenders, doors, and rocker arms. (I put in the rocker arms so that our Open Wheel drivers know that they are also included). My advice to you is to keep your racecar “safe”, so that you can continue to muster points at each and every race until you take the Checkered Flag at Pacific Raceways, on September 30th. There is one factor, however, working against you… it is called Turn #1. It’s the place where some of you like to include a little bit of “Las Vegas gambling” into your racing strategy. I think that most of you will agree it is the one place that could put your dreams of a 2007 ICSCC Championship trophy “on hold” until next season. Our duty, as Stewards, is to help you stay around to get your racing hardware at the awards banquet, and also make sure that you don’t ruin someone else’s vision of a big trophy on the mantle. To help us accomplish this we will continue to issue fines and penalties for any behavior that would alter your real goal of finishing the race and finishing the season. We encourage you to race hard, 10/10ths hard, but we also want you to remember to race clean, 10/10ths clean. The 2007 ICSCC Championship Point Standings will mean more to you if your competitors are all still “in play” at the end. Next item. This season being more than half over, it might be time to start thinking who is deserving of the Driver of the Year Award. Your nominee should be a driver whose driving skills you admire. He or she is a driver that is an asset to Conference Racing, and a good example of sportsmanship. Next month, I will have more information regarding this selection. SCCBC Event Supplementary Regulations 2007 for ICSCC Your application/entry to the event constitutes acceptance of these Supplementary Regulations. Infractions will result in penalties being assessed to the driver. 1. All events are to be held on the Mission Raceway Park road course in a counter clockwise direction. 2. All events will be timed & scored by the AMB Transponder System. Race cars must have a suitable transponder installed and

operating in each session. 3. Open to cars eligible under ASN Canada FIA, CACC, SCCA or ICSCC current regulations. 4. Insurance shall be as per ASN Canada FIA and CACC regulations or ICSCC as applicable. 5. All competitors, entrants, crewmembers and guests must sign the official release agreement and waiver. 6. All minors (under 19) require a signed "minor waiver" for each event (available at Registration). 7. Minors (16 and over) are allowed to be in hot pits provided a parent/legal guardian has signed the appropriate minor waiver. 8. NSF cheques will be charged an additional $40.00 Canadian fee. 9. Competitors affected by a race cancellation will be notified by telephone, if possible, or by first class letter. 10. Consumption of alcohol during an event is NOT PERMITTED at Mission Raceway Park! You are responsible for the

behavior of your crew and guests. 11. Registration & Tech hours and procedures for handling Late Entries as per the race announcement. 12. Driver Services and the Official Notice Board are located in the SCCBC Clubhouse near Pregrid. 13. Novice/License Director will be located just west of the entrance to pit lane.(ICSCC-Pit 1) 14. No racing engines may be started prior to 8:50am. Warm as quietly as possible until 9:00am. 15. The scales will be open Saturday from noon and Sunday all day. 16. No skateboards, scooters, or roller blades. Bicycles and small motorized vehicles allowed by permission of the Race Chairmen

only. Permission may be withdrawn at any time. NO ONE UNDER 16 IS ALLOWED TO OPERATE A MOTORIZED VEHICLE! 17. Both front paved lanes in the Paddock area run EASTBOUND after 8:50am. Rear lane is two way. Speed Limit: SLOW -

excessive speed will be subject to penalties assessed by the Race Chairmen. 18. Refueling not allowed in Pregrid. Fueling in the Hot Pits requires a crewmember assigned only to manning a fire bottle. 19. NO SMOKING allowed in Hot Pits, Pregrid, or any Mission Raceway Park Building. 20. The Hot Pit speed limit is Fifty (50) Kilometers per hour (30 mph). The Hot Pit Lane ends at the Starters Tower. 21. Only ONE support vehicle allowed in Paddock/Pit area. Roads MUST remain clear. All Support vehicles and trailers must be

parked perpendicular to the track unless permission is obtained in writing from the organizer. 22. No race vehicle may exceed 95decibels (db) measured at 50ft. from the racing surface. Readings will be taken at an

acceleration point Cars exceeding the db limit will have one or more of their Qualifying times in that session erased, or be disqualified from their race.

23. Damage to track, grounds, buildings or equipment, regardless of cause, will be charged to the driver responsible. Damage to paved areas may result in fines. You are required to protect the asphalt from damage by jacks, jack stands, poles, etc.

24. If entries exceed the number of cars allowed on the track (determined by the Race Chairmen) for a particular group, drivers and cars entered, as an "additional entry" will be restricted from participating, based on the date the entries were received. This is in order to allow participation by those for whom the event is their primary event, including novices upgrading to a championship event.

25. All entries for this event shall present, at tech inspection, empty sealable container(s) marked with the driver's name and number, capable of holding 8L. (2 US gal.) of liquids. These are to be used to hold all oil, cleaners, brake fluid, etc. There are recycling containers for these fluids along the back road of the paddock near the garbage cans.

26. All hazardous waste spills are to be reported to the Race Chairman. Anyone caught dumping oil will be FINED and BANNED from the raceway. There are recycling containers for these fluids along the back road of the paddock near the garbage cans.

27. DO NOT BLOCK THE PAVED PADDOCK LANES DURING RACES. Trailers may be loaded at the back of the paddock. 28. Tire scrubbing is not allowed at any time during practice or qualifying sessions. Scrubbing is allowed only on the pace

laps preceding the initial green flag starting a race, or under pace car control. 29. The importation and use of leaded fuels for use in motor vehicles is permitted in Canada only for use in racing vehicles. Leaded

fuel is not available for sale at gas stations in Canada. 30. No open fires anywhere! Barbecues will be the only exception as long as they are away from any combustible source such as

gas cans, gas tanks or fuel cells, etc. 31. No overnight camping at the track Sunday night without permission, please contact the SCCBC President. 32. Gates are locked for the evening at 10:30pm and reopened at 7:00am. In case of emergency please call the emergency

access number posted on the inside of the front gate. There is a pay phone at the far east end of the spectator parking lot. 33. Long pants, sleeved shirts, closed toe shoes, and visible wristbands are to be worn in the Pregrid, Hot Pits and Impound areas. 34. Cars arriving at Pregrid after the 5-minute warning will be put at the back of the grid 35. All pets must be on a reasonable length leash while on site. 36. Late Registrations on Sunday MAY be accepted, at the Race Chairmen’s discretion. 37. BLEND LINE. On entering the track, keep four (4) wheels to the right of the solid line. 38. All race participants and their race/support vehicles must vacate the premises by 7PM on the final day of each event.

Mission is possibly the best teaching course in the ICSCC circuit. This 1.5 mile, 9-turn course is tricky to get right and can be unforgiving if you get it wrong. It was at Mission that I learned a lot about controlled oversteer, smooth transitions between brake and throttle, and the proper bal-ance between brake and steering input. Each season you’re almost assured a wet day there to further your education. Last month one of my best novices totaled his race car at Mission. He is a good driver and was able to recall several factors that, by his own ad-mission, contributed to the incident and its costly results. I am sharing these factors here in hopes that we can all learn from them. 1. Don’t drive hard unless you are physically and mentally up to the task. Be careful not to overex-tend yourself. Mission is physically demanding and this driver had entered both Novice and Sen-ior races. 2. Don’t try to learn a track on race day. This driver had not taken advantage of the Friday test ‘n tune session. 3. Don’t let your mirrors drive you. Drive your line. If you feel too pressured by someone behind you, point them by; then get on their tail and learn from them. 4. Don’t drive 110% on a new set-up. If you make suspension changes or tire changes, take time to learn the results at a safer speed. 5. Think long term. That can mean 30 minutes (don’t try to win in the first lap), a season, or even a career. The more perspective you have, the better. 6. If you have a problem with a corner and know it, don’t push it during a race. Take the safe line until you have practice time to experiment. 7. Do take the time to adjust your harness sys-tem properly. This driver cracked some vertebrae and must wear a brace for awhile as a result of a crash at 40 mph. Due to a mechanical failure, an identical car rolled violently last year entering T1 in Spokane at 120 mph. The Spokane driver

walked away and felt no pain then or after. The differ-ence – a properly adjusted, tight harness system. 8. Do buy the best safety gear you can afford. The “overbuilt” cages did their job well. A Hans device pre-vented any neck trauma in both the Spokane and Mis-sion crashes. 9. Try to remember we do this for FUN! There’s no prize money, no National TV coverage, and no bikini-clad trophy presenters. It is all about racing with your friends and bench racing afterwards. Save that last 5% effort for your F1 debut. 10. Thank your Safety Officials! 11. Don’t give up! Get back on that “horse” a bit wiser
