Welcome to icRS 2021: Role of resources in a circular economy Sustainable development depends on significant improvements in the efficient use of resources. It requires a holistic global life cycle perspective from producers to end consumers, especially in a closed loop fashion. Consequently, communities, governmental and business organisations have sought methods for the reuse, recycling, remanufacturing and recovery of products and materials, thereby extending their useful life and reducing quantities of waste. The United Nations’ Sustainable Development Goals (SDGs) target “doing more and better with less”, which means that decreasing resource utilization, degradation, and pollution along the entire life cycle, together with an increase in lifestyle quality, can improve the social benefits of economic activities. The resulting paradigm shift has been popularly and broadly termed as the circular economy (CE). The series of International Conferences on Resource Sustainability (icRS), sponsored by Resources, Conservation & Recycling journal, allows researchers and practitioners to exchange ideas on latest development in resource sustainability. icRS 2021 aims to provide rich opportunities for collaboration between researchers and industrial practitioners in order to advance the critical role of resources in CE as it pertains to underdeveloped, developing and developed economies. The conference will include keynotes and invited speeches, oral presentations, and poster sessions. Cllr Lettie McCarthy An Cathaoirleach of Dún
Laoghaire-Rathdown County Council, Ireland
Driving innovation to safeguard the best that the county has to offer and to create sustainable connected communities and a smart business environment Abstract: The talk will be based around three of the Council’s Core Values. These values are Climate First – adopting a climate first approach to decision making, Collaborative – working in partnership to build consensus and achieving better outcomes through strong engagement with internal and external stakeholders, and Courageous – acting bravely to embrace change. Short bio: Councillor Lettie McCarthy was elected Cathaoirleach of Dún Laoghaire-Rathdown County Council at the Council’s Annual General Meeting on 14th June. Councillor McCarthy, a representative of the Labour Party, was first elected to the County Council in 2004 as a Councillor for the Glencullen-Sandyford Ward. The new Cathaoirleach, who previously served as Cathaoirleach from June 2010 to June 2011, was also Leas-Chathaoirleach of the Dún Laoghaire-Rathdown County Council and Dublin Regional Authority in 2008. She has a keen interest in politics and has been particularly involved in trying to make the immediate environment and community a better place to live by clearing litter, planting trees, flowers and shrubs. Living in one of the fastest-growing areas of the city, she was also a founding member of Stepaside Area Residents' Association and the very successful Stepaside Saint Patricks Day Parade.

Infrastructure “Mix”: Embracing Variability and Data Needs for More Useful Decision Making
Abstract: The external costs of infrastructure are not understood completely, but they are sure to be enormous. It is an obligation of all professionals involved with infrastructure to help lower the environmental and other societal costs. We need to manage the life cycles of infrastructure components with resource depletion, rising economic costs, changing societal expectations, climate change, and an ever-changing global society in view. Using average data and assuming that all infrastructure components are the same throughout their life cycle around the world is unhelpful for robust decision making. A paradigm shift is required of all stakeholders.
Short bio: Arpad Horvath is the Peirano Chaired Professor of Civil and Environmental Engineering at the University of California, Berkeley, Head of the Energy, Civil Infrastructure and Climate Graduate Program, and the Director of the Transportation Sustainability Research Center. He has conducted studies on the environmental implications of various products, systems, and services, in particular, transportation, water and wastewater, buildings, concrete, biofuels, and pavements. He is Editor-in-Chief of Environmental Research: Infrastructure and Sustainability, and serves on the Executive Board of Environmental Research Letters and the Editorial Board of the Journal of Industrial Ecology. Among other engagements, he is a past member of the U.S. Environmental Protection Agency’s Science Advisory Board, Environmental Engineering Committee.

The current status of the development of waste printed circuit boards recycling in China Abstract: The current status of development of waste printed circuit boards (WPCBs) recycling including both policy and technology aspects in China were introduced. The development trend of WPCBs recycling policy such as extended producer responsibility system is involved at first. The presentation will also briefly review the intelligent dismantling & sorting technology and three main WPCBs recycling techniques in China which are collaborative smelting technology, low temperature pyrolysis and hydrometallurgy. Short bio: Prof. Fu Guo got his B.E. and M.E. degree from Beijing University of Technology and Ph.D. degree from Michigan State University. Currently, he is Vice President of Beijing University of Technology and responsible for Human Resources, Global Affairs, University Outreach, and Lifelong Education. He mainly engaged in research on new interconnect materials for electronic packaging, lead-free solders, waste printed circuit board recycling and new energy materials such as thermoelectric materials. He has undertaken more than 20 national, provincial and ministerial projects, and has published many papers in high-level journals such as Science and Nature.

The role of resources in a circular economy towards a carbon neutral and net zero future
Abstract: Turning waste or trash to ‘gold’ - There are abundance of valuable resources in used products and devices, including in our atmosphere and environment. Whilst circular economy aims to keep the use of resources as long as possible, when they reach their end-of-life, recycling, recovery, remanufacturing, repurposing and reuse are encouraged. This regeneration of value of resources are crucial in the new life of materials into the supply and value chains. This talk discusses the fundamental role of resources in a circular economy, and debates the challenges and opportunities for paradigms shift and transition away from a linear economy to a resource-efficient circular economy. Examples and cases across technology and industry will be provided to demonstrate their contribution to achieving carbon neutrality and net zero targets, mitigating climate change and ensuring resources security. Short bio: Professor Lenny Koh is the Founder and Director of the Advanced Resource Efficiency Centre (AREC) at The University of Sheffield. Her work contributes to advancing the understanding and resolution of complex supply chain using interdisciplinary approaches crossing supply chain management and information systems domains across industry. Her research is world leading and is recognised for its scientific novelty and has generated significant impacts for society, government and industry from manufacturing to services. This includes the pioneering of digital Cloud based tools (SCEnAT suites) that support transformation of supply chain towards resource efficiency and sustainability; and infusing and digitising supply chain life cycle thinking across sectors, technologies and systems. She is an advisor and on the Board of diverse organisations, such as a Board member of the Sustainability Partnership and BSI on sustainability/resource efficiency. She has established strategic partnerships with industry leaders from automotive to digital sectors on supply chain sustainability and digital transformation, and work closely with the Transport Systems Catapult on intelligent mobility.

Value Recovery from End-of-Life Products in Support of a Circular Economy
Abstract: There is a growing interest in the circular economy concept, which calls for a re-envisioning of how we utilize natural resources and how we manage End-of-Life (EoL) Products and other waste streams. Notably, reuse, remanufacturing, and recycling are viewed as key strategies to realize the economic and environmental benefits of a circular economy. This presentation will discuss several examples where product reuse, remanufacturing, or recycling have been successfully adopted. Because of their importance as clean energy technologies in promoting decarbonization across the economy, special attention will be given to value recovery from used electric vehicles, solar panels, and batteries. Short bio: Dr. John W. Sutherland is one of the world’s leading authorities on the application of sustainability principles to industrial issues. He has made pioneering research and education contributions, and provided leadership in establishing/advancing the field of environmentally responsible design and manufacturing. He has served as an investigator on over 90 externally funded projects valued in excess of $60M. He has mentored approximately 100 students to the completion of their graduate degrees, including 27 PhD students. He has published nearly 400 papers in various journals and conference proceedings, and is co-author of the textbook: Statistical Quality Design and Control: Contemporary Concepts and Methods. His honors and recognitions include the SME Outstanding Young Manufacturing Engineer Award (1992), Presidential Early Career Award for Scientists and Engineers (1996), SAE Ralph R. Teetor Educational Award (1999), SME Education Award (2009), SAE International John Connor Environmental Award (2010), ASME William T. Ennor Manufacturing Technology Award (2013), and SME Gold Medal (2018). Sutherland is a Fellow of SME, ASME, and CIRP. He received his BS, MS, and PhD degrees from the University of Illinois at Urbana-Champaign.
