As we continue to have discussions on the voluntary/mandatory question, Rachel was able to pull up SCsresponse to a Question For the Record (QFR) on this very topic. After further discussions with Marc, theresponse we provided is still our current stance on the issue. The SC initiative will remain voluntary at both theState and Local level. Once activated, 30-days written notice will be required in order to suspend or terminate theinformation-sharing. Until such time as localities begin to push back on participation, we will continue with this

current line of thinking.
