The following is a timeline regarding the activation of Cook County, I am not listing any of my “off line contacts”with Cook County:

On March 4, 2010, a meeting was held with , Chief of Staff, Cook County Sheriff;Legal Counsel, Cook County Sheriff; David Venturella, Executive Director, ICE SC; ,

Field Office Director, Chicago DRO; and field office staff and contract personnel

The meeting was an introduction/explanation of the SC Program, Venturella took the lead for the

government

A tour of the ICE facilities regarding the SC program and the use of biometrics in the program were also

conducted

The Detention Center in the basement of 536 Clark was toured

The sentiment of was that the Cook County Sheriff was interested in participating in the SCprogram particularly because it was grounded in biometrics and not on individual case decisions that could

be viewed as profiling or other targeting

The Cook County concern was the political dynamics of the community it served as opposed to a lack of

law enforcement interest

Bottom line was Cook County was favorable toward the SC as a law enforcement tool and wanted to justmaintain a public position of the “feds made us do it,” while at the same time they were supportive of the

initiative, they never expressed any opposition

On May 19, 2010, the ICE Assistant Secretary was in Chicago, he was accompanied by Beth Gibson,

Senior Counsel

He met with the FOD and toured the operational areas of the DRO
