SL 2014/04 Amendment 14 to Annex 17

• Applicable on 14 November 2014.

• The amendment presents a new Standard on air cargo and mail security, and includes new and revised Recommended Practices on:

– international cooperation; landside security; security awareness training; oversight of external service providers; and security of critical information and communications technology systems.

• The amendment also introduces a definition of the term unpredictability in relation to the implementation of security measures.

SL 2014/09 Amendment 38 to Annex 6, Part I

• Applicable on 13 November 2014.

• The amendment concerning UPRT is to mitigate loss of control events through upset prevention and recovery training provisions supported by guidance material.

• In Annex 6, Part I, the proposal is to introduce a requirement for UPRT in the flight crew member training programmes.

• The amendment on charting requirements to support PBN is to avoid confusion regarding inconsistencies with the aeronautical charts, the PBN operational approvals and the avionics displays. The amendment identifies the need for pilots to receive training in chart depiction standards.

SL 2014/09 Amendment 38 to Annex 6, Part I

• The amendment concerning harmonization of provisions, EFBs, dangerous goods, HUDs and visions systems, and fuel use provisions addresses the following:

• a) Harmonization of applicability, terms and language across Annex 6, Parts I and II. A side-by-side comparison of Annex 6, Parts I and II provisions was completed by the Operations Panel (OPSP) in which editorial and contextual differences were identified.

• Provisions that require further analysis will be presented in the next amendment cycle to Annex 6 together with the revision of Annex 6, Part III which is still on-going.

• Electronic flight bags (EFB). The SARPs for the use of electronic flight bags are based on best practices in States and industry.

• They are divided into three areas relating to equipment (hardware), functions (software) and criteria for operational approval.

• Furthermore, a clear distinction is made between the EFB functions that may be used to supplement requirements and those that may replace them. It is envisaged that these provisions will be the baseline for the transition to a paperless environment on the flight deck;

• Dangerous goods. The amendment relating to dangerous goods reinforces provisions in Annex 18 — The Safe Transport of Dangerous Goods by Air to better define the responsibilities of the State of the Operator in relation to the transport of dangerous goods on aircraft.

• This issue was initially raised as a result of information received through audits conducted by the Universal Safety Oversight Audit Programme (USOAP).

• Evidence from the results of audits suggested that there often were no provisions in State regulations addressing the requirements for operators which were not approved to transport dangerous goods;

• Head-up displays/enhanced/synthetic/combined vision systems (HUDs/EVS/ SVS/CVS). A review of existing operational provisions for enhanced vision system (EVS) and emerging similar systems, like the synthetic vision system (SVS) and combinations called combined vision systems (CVS) was directed at addressing how capabilities on-board aircraft could compensate for fewer facilities on the ground.

• The amendment addresses the criteria for States to use in granting operational credit approvals to operators that have aircraft equipped with capabilities which compensate for fewer ground facilities.

SL 2014/09 Amendment 38 to Annex 6, Part I

• Amendments to Attachment I are to facilitate the operational approval process for States. Additional guidance material will be included in the fourth edition of the Manual of All-Weather Operations (Doc 9365);

• Fuel use. The OPSP conducted a comprehensive analysis addressing the balance that must exist between planned and actual fuel use. The amendments clarify and expand on the considerations that need to be taken into account if contingency fuel is to be used prior to take-off.

• Fuel use. The amendments regarding fuel use for Annex 6, Part III consist in adapting the Amendment 36 to Annex 6, Part I fuel use and alternates aerodrome provisions to ensure consistency across all Parts of Annex 6.

• Flight Recorders. The amendment concerning flight recorders is to address problems experienced with the availability and recovery of flight data during investigation of recent accidents.

SL 2014/14 Amendment 172 to Annex 1

Upper Age Limit – Pilots

• The amendment to the upper age limit for pilots is to permit two pilots aged 60 to 64 years and engaged in international commercial air transport operations to be simultaneously at the controls, while maintaining safety risks within acceptable limits.

• This amendment would also provide some assistance in reducing the predicted training shortfall of professional pilots. The upgrading of the 65 year upper age limit for co-pilots from a recommendation to a Standard is to ensure recognition by States of 65 years as the co-pilot upper age limit.

Upset Recovery Training (UPRT)

• Type-rating training.

• The amendment concerning UPRT provisions, which is supported by guidance material, is to mitigate loss of control in-flight (LOC-I) accidents.

• The safety benefit of UPRT is that pilots are trained to avoid and, if necessary, recover from upsets with a resulting decrease in the number of LOC-I related fatalities.

SL 2014/20 Amendment 38 to Annex 15

• Applicable on 13 November 2014

• The objective of the amendment to the Standards and Recommended Practices (SARPs) relates to improving safety of PBN routes, improved clarification of Satellite Based Augmentation System (SBAS) and Ground Based Augmentation System (GBAS) information as well as associated publication resolution and integrity classification values.

SL 2014/21 Amendment 89 to Annex 10

• Applicable on 13 November 2014

• The amendment to Annex 10, Volume II addresses issues relating to automatic dependent surveillance – broadcast (ADS-B), controller-pilot data link communications (CPDLC) and in-trail procedure (ITP) to facilitate en-route climb and descent in oceanic and remote continental airspace where the lack of ATS surveillance coverage is a limiting factor.

• The amendment to Volume IV addresses issues relating to surveillance systems.

SL 2014/24 Amendment 11 to Annex 16, Volume I

• Applicable on 1 January 2015 for the elements concerning the development and application of Standards and Recommended Practices (SARPs) for aircraft noise certification, and

• 13 November 2014 for elements concerning the development of aircraft operating procedures for noise abatement.

SL 2014/24 Amendment 11 to Annex 16, Volume I

• Amendment 11 arises from the recommendations of the ninth meeting of the Committee on Aviation Environmental Protection (CAEP/9) and addresses technical issues arising from the application of demonstration schemes and related guidance for aircraft noise certification.

• Also for inclusion as part of Amendment 11 is a recommendation arising from the twelfth meeting of the Operations Panel Working Group of the Whole (OPSP/WG/WHL/12) concerning aircraft operating procedures for noise abatement.

SL 2014/24 Amendment 11 to Annex 16, Volume I

Proposals include:

• a) the development of aircraft operating procedures for noise abatement;

• b) a new noise Standard (as Annex 16, Volume I, Chapter 14) for jet and propeller driven aeroplanes, which includes an increase in stringency of 7 EPNdB (cumulative) relative to the current Chapter 4 levels.

• The new Standard is applicable to new aeroplane types submitted for certification on or after 31 December 2017, and on or after 31 December 2020 for aircraft less than 55 tonnes in mass;

SL 2014/26 Proposal for the amendment of the Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM, Doc 4444) relating to emergency descent procedures

• Comments to ICAO by July 31, 2014

• Envisaged applicable on November 10, 2016

• Existing ICAO provisions concerning emergency descent provide procedures for pilots and air traffic services (ATS) units in the event that an aircraft executes an emergency descent.

• However, the current provisions do not cater for the vastly different operational environments in which these emergencies could occur.

SL 2014/26 Proposal for the amendment of the Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM, Doc 4444) relating to emergency descent procedures

• The issue is further complicated because the tools and capabilities available to pilots and controllers vary widely based on the level of surveillance provided and other factors, such as the collision avoidance technology available.

• The purpose of the proposed amendment is to provide a means for handling aircraft executing emergency descents, ensuring the action of other aircraft in the vicinity of the emergency are well-managed and do not create additional unintended safety hazards.

SL 2014/30 Amendment 6 to Annex 14, Volume II

• Applicable on 13 November 2014

• Amendment 6 arises from the Instrument Flight Procedures Panel (IFPP) seventh, eighth, ninth, tenth and eleventh working group of the whole meetings (IFPP/WG-WHL/7, 8, 9, 10 and 11) relating to procedure design criteria and charting requirements to support performance-based navigation (PBN) approach and departure operations for helicopters.

Proposal for amendment SL 2014/13

Proposal for the amendment of Annex 18 concerning Standards and Recommended Practices (SARPs) relating to safety management systems (SMS), training programmes and dangerous goods by mail.

• Comments to reach Montréal by 18 July 2014.

Proposes:

• Incorporating a reference to safety management systems;

• Amendments to indicate that the carriage of dangerous goods is included in the scope of the operator’s safety management system (SMS) are therefore proposed;

• Amendments to include the addition of a definition for SMS (from Annex 19 — Safety Management) in Chapter 1 — Definitions and two notes in Chapter 8 — Operator’s Responsibilities.

Expansion on the training requirements in Chapter 10

• Results of safety oversight audits indicate a lack of awareness of dangerous goods training requirements in some States, particularly in relation to operators not approved to carry dangerous goods.

• The Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284) (Technical Instructions) require that training programmes be established for all operators, regardless of whether or not they are approved to transport dangerous goods.

• It is envisaged that more operators will be turning to Annex 18 as a result of Amendment 38 to Annex 6 Part I —which includes a new chapter on dangerous goods (applicable on 13 November 2014).

• An amendment to Chapter 10 of Annex 18 is proposed to clarify that all operators are subject to training requirements.

• The amendment also includes provisions for approving dangerous goods training programmes which are currently contained in the Technical Instructions.

Upgrading the requirement for States to establish procedures for controlling the introduction of dangerous goods in airmail to a Standard

• Dangerous goods are routinely discovered in the mail despite the fact that they are, with few exceptions in accordance with the Technical Instructions and the Universal Postal Union (UPU) Convention, forbidden.

• There is currently one recommendation in Annex 18 related to Contracting States establishing procedures aimed at controlling the introduction of dangerous goods into airmail.

• It is proposed that this recommendation be upgraded to a Standard and that the text be revised in line with the requirements which are already contained in the Technical Instructions and in the Universal Postal Union (UPU) Convention and related documents.
