In pursuance of the recommendations of the Conference of All India Public Health Chief Engineers (Hyderabad, December 15~18, 1980), endorsed by Government of India, an 'Apex Committee' for the Union Territory of. Goa, Daman and Diu, is hereby constituted in order to accelerate the formulation of planning arid implementation 0'( the Decade Programme during the InterJjlational Drinking Water Supply and Sanitation Decade in India (1981-90).
The Committee shall be constitut~d as follows: i. Cbf€'f Minister of Goa, Daman and Diu - 9hainnan. 2. Chief Secretary - Member.

In pursuance qf the recommendations of the Conferenc;e of All' India Public Health CPief Engineers (Hyderaba<1,:December 15-18, 1980), endorsed by Government of Indiai a Working Group for the Union Territory of Goa, Daman ~d Diu, is hereby co'nstituted in order to pr~pare the ten year/five year/annual plans in respect to the iIhplementatio:q. of the International Drinking Water Supply and Sanitation Decade in India (1981-90). '
The "Working Group' shall be constituted of the following Members:

Whereas by GOVernnient Notification No. 22/129/8o-IlD dated 1-12-80 pu~lis~ed on page 560 of Serie~ 'II., ~o.· 38 <
of the Official Gazette, dated 18-12-1980 'it was notified wider Section 4 of the Land AcquiSition Act, 1894 (hereiriB.fter referred to as "the sald Act") that the land, specified in the sCb:edu!e appended to the sald Notification (hereinafter referred to as the j"said land") was likely to be needed for the public purpose! viz. Construction of Sub-Health._Ce~tre including staff qua!t:ers at Cola, Canacona. . . .
And Whereas the appropriate Government (hereinafter referred to as Iithei Government") is satisfie_d after cOnsider-·
ina the '~'~ort ~ade under subpsection (2) of, Section. 5A ot the saj.(i Act, that the 'said land specified in the schedule hereto is' needed' to be acquired for the public purpose spe.cified above.
Now, Therefore, the Government is pleased to declare under the provisions of Section 6 of the said Act that the said Ian'! is required for the public purpose specified above.
2. The Government is also pleased to appoint under clause (c) of Section 3 of the sald Act, the Deputy C01J.ector (Land AcquiSition Officer), Panaji, to perform the' functions of a Collector for all proceedings hereinafter to be taken in respect of' the said land, and to direct him under Section 7 of the said 'Act to take o'rder for the acqUisition of the said land.'

Whereas by Government Notification No. 22/5/81-RD dated 26·3-1981 published on page 48 of Series II, No. 5 of. the' Official Gazette~ dated 3044-1981 it was notified under Section 4 of the Land Acqui~ition Act, 1894 (hereinafter referred to as "the said Act"), tliat the land, specified in the schedule appende)1 to the sa~d . Notification (heremafter referred to as the "said . land") , was . likely to be needed for the public purpose viz" Appr. road under the scheme D.evelop'(nent of Infrastructural facilities Jrisheries Complex' at Benaulim.
And VVhereas the appropriate GovemmeIlit (hereinafi;eJ! referred to as "the Government") is satisfied after consideriitg the report made under sub-section (2) of Section SA
of the said Act, that the. said land specified in the schedule hereto is needed to be .acquired for the public purpose specified above.
Now., Therefore, the Government is pleased to declare under the prOvisions of Section 6 of the said Act that the said land is required for the public purpose specified above.
2. The Qovernment is also pleased to appoint under clause (c) of Section 3 of the said Act, the Deputy Collector, South
. Goa, Margao to perform the functions of a Collector for all proceedings hereinafter to be taken in respect of the said land, and to direct him under Section 7 of the said Act to take order for the acquisition of the said land.

Whereas by Government Notification No. 22/7/80 (LQN)-RD dated -18~4-80 published on page 108-114, of Series II, No.7 of the Official Gazette, dated 15-5-80 it was notified under Section 4 of the Land Acquisition Act, 1894 (hereinafter referred to as "the said Act") that the land, specified'in the schedule appended to the said Notificatiop. \Vhereas it appears to the Appropriate Government (here· inafter referred to as "t.he Government") that the land specified in the schedule hereto (hereinafter referred to as· the "said land") is likely to be needed lOr publiC ;Jur,Jvse viz. For Development Around Government Rest House at Monte, Margao. '
Therefore the Government is pleased to notify under sub~section (1) of Section 4 of the Land Acquisition ·Act, 1894 (hereinafter referred to as the "said Act") that the said land is likely to be needed for the purpose specified above.
2. AU persons interested in the said land are hereby warned not to obstruct or interfere With any surveyor or other persons employed upon. the said land for the purpose of the said acquisition. Any contracts for the disposal of the said land by sale. mortgage, assignment, exchange or otherWise, or any outlay commenced or improvements made thereon without the sanction of the Collector appointed in paragraph 4 below, after the date of the publication of this Notification, will'under clause (seventh) of Section 24 of the said Act, be disregarded by him while assessing compensation for such parts of the said land as may be finally acquired.

3. If the Government is satisfied that the said l?..nd is needed for the aforesaid purpose, a deClaration to that effect under Section 6 of the said Act will be published in the Official Gazette, in due course. If the acquisition is abandoned wholly or -in part, the fact will be notified.
4. The Government is further pleased to appoint ·under clause (c) of Section 3 of the said Act the Deputy Collector, Goa South Division, Margao, to perform the functions of a Collector under the said Act in respect of the said land. '
5. The Government is also pleased to authorise under sUb-section (2) of Section (4) of the said Act, the following officers to do the acts, specified the.rein in respect_ of the said land. •

Whereas it appears to the Appropriate Government (here.mafter referred to as "the Government") that the land specified in the schedule hereto (hereinafter referred ,to as the "said land") is likely to be needed for public purpose viz. For reconstruction of Cross draipage at Km. 89/0 on N. H. 17.
Therefore the Government is pleased to notify under sub~section (1) of Section 4 of the Land Acquisition Act, 1894 (hereinafter referred to as the "said Act") that the said-land js likely to be needed for the purpose specified above.
2. All persons interested in the said land are hereby warned not to obstruct or interfere with any surveyor or other persons employed upon the said land for the purpose of the said acquisition. 5. The Government is also pleased to authorise under sub-section (2) of Section (4) of'the sald Act, the following offi~ers to do the acts, specified therein in respect of the said land.

Exh. E-3 is the letlter, dated 20-3-80, sent by the company to the opponent, saying that his explanation was found un~tisfact,ory and, therefore, an w..qUiry would be held against nnn. TIus letter too was received by the opponent, who has put ~is signature at the bottom of the left side corner.
Exh. E-4 is the letter of the opponentt to the Personnel Officer _of the Company to postpone the enquiry for reasons mentioned in the letter.
Exh. E-5 is .tite letter, dated 27-3-80, by the Company to the opponent giving }l...im a fresh date for enquiry. This letter too was received by the opponent, who has signed on the left side corner at the bottom. '
