Target 2: ungauged basins の水文予測を実現するために、水文過程の時空間変動を捉えた革新的な新たなモデルを開発する。そして予測の不確かさを減少させる。

Target 1: 水文予測の不確かさの適切な measure を通して、 ungauged basins における今あるモデルの予測能力を検証し、改良を図る。

1-4 ブラインドテストによる水文モデル、極値水文量推定手法のスケール・地域間のトランスファーラビィティの検証予測、水文予測の不確かさの評価、データの価値の評価

最終成果：トランスファーラブルな水文予測手法とその不確かさの評価手法の実現。水文・気象データが加わることによる水文予測の不確かさの減少量の評価（水文観測データの価値の評価）。また、 Ungauged Basin における水文モデル選択・構築、水文観測計画のためのガイドライン作成。
