Conclusions• Strength: the new, citizen-centred
regional voucher system has made training more accessible
• Challenge: trade unions have other priorities than VET
• Challenge: SME engagement in VET is often weak; training is perceived as cost
• Challenge:need for more tailor-made VET offers for micro-enterprises
