Tbc National Fertilizer Development Centre presents its Fertilizer Review for Khuif 1991. Ilri, ir one of the aaMtier undenaken by the Centre with r view to monitor the fertilizer supply/demand situation in the country.

?he gap between expanding fertilizer demand and domestic produdion ir fiied through inueased fertilizer imports. Importcd supplies totalled 529 thousand tot~ner in term of nutrients representing an increase of 14.5 percent c~mpared with Kharif 1990 and 294 thousand tonnes in term of nutrients exhibiting an incrutsa of 11.9 percent. The hare of nitrogen in total imported aupplia war 483 percent, phomphale 311.9 percent and poUh 12.8 percent. I t wai observed that 27.7 percent of the nutrient consumption was C i through imports. Product-wise tonnage comprixd 194 thousand tonnu of ura, 13 thousand tonnes of NP, 269 thounad tonnu of DM, 52 thousand tonnu of SOP.

Total fertilizer offtake during Kharif 1991 increased by 5.1 percent compared with Khnrif 1990, from 852 thousand nutrient tonnes to 895 thousand tonnes. The i n c r w war experienced in all three nutrients. Nitrogen offtaka increased by 3.4 percent, phosphate by 10.2 percent and potash by 43.8 pacent. I t is pertinent to point out that overall nutrient offtake in Kharif season has &own an upward trend since 1986, wcepting Kharif 1988, when i t decreased by 4.0 percent. 'Ihe review indicates one encouraging feature: the nitrugrm phosphate ratio, which had been showing a poor and deteriorating trsnd, impKmd in 1991, when compared with the luu 3 yean. (It was, however, but in 1987). I t wv now 4.34 against 4.62 during Khorif 1990. Nevertheksa, the ratio is still highly advem. '

A total quantity of 2,015 thousand tonne8 of variour products was mnrumed during Kbruif 1991, representing an increase of 4.8 percent. The product most in demand w u urea, which bpmed a 62.6 pacent ahare, followed by DAP, which captured 10.8 percent ahare.

2 FERTIUZER SUPPLY

During Kherif 1991, tbe domutic industry produced 1,459 thousand product tonne#, which was 5 thouwd tonnu leu than in Kharif 19W, a decrease of 0.4 percent. In nutrient tamr, a total quantity of 601 thousand tonnaa war produd by the dornutlc indlulry during Kharif 1991.

Out of total domestic production, nitrogen produdon was 544 thousand nutrient tonnos. which accounts for 90.6 percent (91.5 percent in Khnril 1990) of told nutrient produdion. Phosphate production was 57 thousund nutrient tonnaa, which represents a &are of 9.4 percent (85 percent in Kharif 1990).

Five fertilizer products, namely urea, &urn ammonium nitrate (CAN), ammonium sulphate (AS), nitrophos (NP) and single superphosphate (SSP) (16 & 18% P,OJ are manufactured in the country. The share of urea in total production of Kharif 1991 war 67.7 percent (68.8 percent in Kharif 1990), foilowed by NP 11.8 percent (113 percent in KbPrif lW), CAN 10.8 percent (11.1 penxnt in Kharif 1990), SSP (16 L 18% P,O,) 6.7 psrcsnt (52 percent in Kborif lW), AS 3.1 perant (3.5 perm1 in Kharif 1990). NFCa Pak-Arab CAN phnt ran at 70 percent (73 percent in Kharif 1990), while its AS p h t worlred at 98 perant of capacity utilization (103 percent in Kharif 1990). PakSteel plant operated at frr below design capacity. The Pak-Arab NP plant ran at 113 perceat of design capacity (109 pucent in Kharif 1990). All SSP plants worked at 108 percent of d&n capacity (8S percent in Kharii 1990) on the half yearly basis.

3. FERTILlZER OFFTAKE DURING KHARlF 1991

The summary data prcaented in Table 3 reveal one encouraging trend is the offtake pattern. The NP ratio, which showed a poor and deteriorating trend, improved in 1991 wben mrapucd with the last 3 years data. It was, however, best in 1987. It is now 4.34 winst 462 during Khrrif 1990 (Flgum 4). Nevertheless, the ratio is Still hi& advure.

It is intereating to note that the offtakes of bolh nitrogen and phosphate continued to i n c r w fairty steadily, but the paw of nitrogen increase was better than that of phosphate. 'Ihe data are ~ummarized in Table 3. Nutrient offtake during Kharif 1991 compand with the previous five yean is given in Annex-2 and graphically presented in Flgurr 5.

3.2 Products

During Khrrit 1991, a total quantity of 2,015 thousand tonnes of various products war consumed, as against a total quantity of 1,923 thousand tohats of producta dwing IChuif 1990, qrasenting an incraw of 4.8 perant. In terma of nitrogen and phosphate use Province-wise Punjab aowumed 70.7 percat nitrogen and 65.8 percent phosphate, whereas Sindh used 22.6 percent nitrogen and 26.8 percent phosphute. n u s Sindh consumed proportionately much w r c phosphate than did Punjab.

As far u the NP ratio is concerned. it was 4.34 percent at national level. Punjab, Sindh, N W P and &dochistan NP ratios were 4.47,4.03,4.38 and 3.51 respuTively.

3.4 Rovlnce-wise ferlllizer products (UREA, DAP AND NP) omake

During Kharif 1991, a t o d quantity of 2,015 thousand tonnes of various productr war consumed at nationaI level. Out of this, about 682 percent, 23.6 percent, 6.9 peroent and 1.3 percsnt wore the sharu of Punjah Sindh. NWFP and Balochisran respectively.

Urea continued to be prcfvred by the farmers in the country, having a share in total product offtake of 62.6 percant. Urea ofhake increased by 4.3 percent wer thrt of Warif 1990. Ia the Rovinces 43 percent and 6.1 puccnt increases were observed in Punjnb and Sindh mrpsdivdy, while in NWFP and Balohistan, decreases of 0.1 and 9.3 perccnt rcupcuively w e witnessed.

4 3 Roduct-wise (Urea, DAP and NP) supply/demmd situation

Three products, namely ura. DAP and NP are still the most consumed fartilizen of the farmen in the wunuy. The share of urea was 62.6 percent in total product offtake, while DAP and NP sharer were 10.8 percent and 9.6 pemnt respectively. The apply demand situation of these dominant products is ddiscumed in the following sub-axtiom.

Kharif 1991 started with an opening balance of 173 thousand tomes, which war 28 thouund tonne8 more than in Kharif 1990. Domestic production of urcs wm 987 thousrad tonnw and imponcd supplies were 194 thousand tonnes. Total availability war therefore 1,354 thousand tom% which was 54 thousand tonnes more than Kharif 1990 (Ttlbb-7). Total o h k e of urea was t,261 thousand tonnes, representing an inctease of 43 percent over KhuE 1990. Urea offtake as proportion of monthly supply ranged between 32.1 and 63.1 pucent, which rcpruents a comfortable situation. Howevu, in the month of Aupust 1991, it wu 69.3 pucent, which indicatac a tight situation (Table 9). 5. PROJECTED V S ACTUAL FERTILIZER OFFTAKE IN KHARIF 1991

6. MARKET SHARE OF FERTILIZER Dl!jTRIBUTING AGENCIES DURING KHARIF 1991

Lhuing Kharif 1W1, public sector agencies continued to handle the largest share in fcdlim markaing. They handlad about 56.6 percent of total fertiliw product consumption (51.9 pmant during Kharif 1990). Out of this 56.6 percent hue, National Fertilizu Marketing Limited captured about 53 puant, while (he provincial agencies' cumulative sham wm only 3.6 percent. Punjab Agricultural DNtloprnmt and Suppfies Corporation (PADBSC), Sindh Agricultural Supplies Organization (SASO), Agricultural Devdopmcnt Authority (ADA), Perhawar and Balochistan Agricultural Department market shares were 1.39, 1.81,0.35 and 0.03 percent respectively.

Private =or fertilizw marketing agencies shared 43.5 percent between them. (48.1 pprent during Kharif 1990). Fauji Fertilizer Company (FFC) captured 22.47 percent,

As regards DAP. 41.64 percent was the shnre of public mtor agencies, of which NPML handled 15.65 percent, the major proportion. The olhcr pnwinrial ayrnciu PADdSC SASO, ADA handled 10.33 percent, 14.77 percurl and 0.77 perani reJpeaively. BAD'S share was negligible. Out of the private sector share of 58.36 percent of total DAP, DCL, Engro and FFC shares wwc 19.71 percent, 11.27 percent and 27.37 percent rcaptivdy.

Offtakes of h'P, SOP and NPK's were handled by the public =tor agencies to the went of 95.75 percent, 27.09 percent and 86.64 percent rqmtively. Private sactor share of NP, SOP and NPK's were 4.25 percent, 72.91 percent and 13.3bpercsnt respectively.

7. WEATHER SII'UATION DURING KHARlF 1991

Timely and suffiint rains play an important role in increasing agricultural produdiw and f e r h r mnsumplion. Tne summary data for April-June 1991 presented in Table 12 reveal that April happened to be the wettcst over most part of the country. Queltr and Hyderabad did not have rains during April 1991. In the month of May, the southern ldf of the muntry was dry. June is normally hot and d~y. The highest recorded rainfall was reported from Lahore followed by Islamabad.

Ihe summary data for July-September 1991 indicates that rnonmn gave moderate to heavy rains in the north and eastern arms of Punjab. Sindh and Balochistan were not affsaed by monsoon. Mainly the country below 32O N latitude remained practically dry according to the agricultural p in t of view. In August most parts of the country received sufficient rains but the southern half of the country remained practically dry. In September 1991, ex&e rainfall was nported in Rawalpindi. Gujranwala, Sargodha, hfultan, Quetta, Sibi, Zohab and Dir. Faisalabad received normal rains, wherekt rest oi the county almost remained dry.
