In accordance with the Metropolitan Council Environmental Services (MCES) Industrial Discharge Permit Number 2289, effective October 1, 2013 (MCES permit), this submittal documents the volume and quality of water discharged from the groundwater pump and treat system owned by Canadian Pacific. The total quantity of water discharged into the sanitary sewer system during this reporting quarter was 3,575,720 gallons. The average daily discharge for the system was 39,294 gallons. Required information for the discharge is provided as follows: Attachment A - Special Discharge Report. Attachment B - analytical data from Pace Analytical Inc. for the April 2016 monthly sampling event. Attachment C - analytical data from Pace Analytical Inc. for the May 2016 monthly sampling event. Attachment D - analytical data from Pace Analytical Inc. for the June 2016 monthly sampling event. On behalf of Canadian Pacific, enclosed is the 2016 Second Quarter Special Discharge Report for the site located at 281h & Central Avenue NE, Minneapolis MN. In accordance with the Metropolitan Council Environmental Services (MCES) Industrial Discharge Permit Number 2289, effective October 1, 2013 (MCES permit), this submittal documents the volume and quality of water discharged from the groundwater pump and treat system owned by Canadian Pacific.

The total quantity of water discharged into the sanitary sewer system during this reporting quarter was 3,575,720 gallons. The average daily discharge for the system was 39,294 gallons.

Required information for the discharge is provided as follows: • Attachment A - Special Discharge Report. • Attachment B - analytical data from Pace Analytical Inc. for the April 2016 monthly sampling

event. • Attachment C - analytical data from Pace Analytical Inc. for the May 2016 monthly sampling

event. • Attachment D - analytical data from Pace Analytical Inc. for the June 2016 monthly sampling

event.

Analytical results from these sampling events1 showed that the treated discharge water was in compliance with the MCES permit discharge limitations during this reporting period.

1 Note that in addition to the required sampling for sample point SP-01 (identified as sample SE EFFLUENT in the attached lab reports), Canadian Pacific voluntarily samples groundwater from the five recovery wells (RW0?-39-SP, RW0?-40-SP, RW06-28-I, RW0?-38-1, RW06-27-BR) on a quarterly basis.
