Dear Ms. Corbeille:

Project No.:023-6105.016

On behalf of Canadian Pacific, enclosed is the 2016 First Quarter Special Discharge Report for the site located at 281h & Central Avenue NE, Minneapolis MN. In accordance with the Metropolitan Council Environmental Services (MCES) Industrial Discharge Permit Number 2289, effective October 1, 2013 (MCES permit), this submittal documents the volume and quality of water discharged from the groundwater pump and treat system owned by Canadian Pacific.

The total quantity of water discharged into the sanitary sewer system during this reporting quarter was 3,287,300 gallons. The average daily discharge for the system was 36, 124 gallons.

Required information for the discharge is provided as follows: • Attachment A - Special Discharge Report. • Attachment B - analytical data from Pace Analytical Inc. for the January 2016 monthly sampling

event. • Attachment C - analytical data from Pace Analytical Inc. for the February 2016 monthly sampling

event. • Attachment D - analytical data from Pace Analytical Inc. for the March 2016 monthly sampling

event.

Analytical results from these sampling events1 showed that the treated discharge water was in compliance with the MCES permit discharge limitations during this reporting period.

1 Note that in addition to the required sampling for sample point SP-01 (identified as sample SE EFFLUENT in the attached lab reports), Canadian Pacific voluntarily samples groundwater from the five recovery wells (RW0?-39-SP, RW0?-40-SP, RW06-28-I, RW0?-38-1, RW06-27-BR) on a quarterly basis. All analytical data is included in Attachments B, C and D; only the required discharge data is included in the Special Discharge Report in Attachment A and the corresponding analytical reports.

DEFINITIONS

DF - Dilution Factor, if reported, represents the factor applied to the reported data due to dilution of the sample aliquot.ND - Not Detected at or above adjusted reporting limit.J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit.MDL - Adjusted Method Detection Limit.PQL - Practical Quantitation Limit.RL - Reporting Limit.S - Surrogate1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte isa combined concentration.Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values.LCS(D) - Laboratory Control Sample (Duplicate)MS(D) - Matrix Spike (Duplicate)DUP - Sample DuplicateRPD - Relative Percent DifferenceNC - Not Calculable.SG - Silica Gel - Clean-UpU - Indicates the compound was analyzed for, but not detected.N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported foreach analyte is a combined concentration.Pace Analytical is TNI accredited. Contact your Pace PM for the current list of accredited analytes.TNI - The NELAC Institute.
