I-ENG-A® of Charlottesville is the forensic division of Tice Engineering, LLC, which is a

privately held company dedicated to Professional Claims Support. The firm offers

comprehensive consulting services to the property and casualty insurance industry including

adjusters, risk managers, litigation, government and private clients.

Tice Engineering provides multi-disciplinary design and consulting engineering services. The

engineering personnel of Tice Engineering average 27+ years of experience. Our basic

philosophy is to apply sound engineering principles and real world experience to support

products, processes and facilities. Through our forensic engineering division we strive to apply

this philosophy to each claims assignment.

Over the years, Tice Engineering has specialized in machine design including mechanical and

electrical design. We also do a lot of work in the design of hyperbaric chambers for medical and

commercial diving applications. Lately these are being designed for use in municipal tunnel

boring projects. This work includes systems design for fire suppression, breathing gas supplies,

lighting, intercoms and other gas controls. Many of these projects include project management

along with design work. This project management experience is of great value in forensic

investigations that may include oversight of several experts and/or evidence handling.

Tice Engineering has established its forensic engineering division to provide Insurance

Companies with a means to professionally handle their claim’s Investigative Services needs

with the production of a brief, concise, easy-to-read report delivered on schedule and in a

cost-effective manner.

The reputation of Tice Engineering continues to be founded on producing our projects on

I-ENG-A of Charlottesville by Tice Engineering, has a strong tradition of expanding our capabilities to bet-

ter serve our clients. Our wide range of experience, depth of expertise, extensive library equip our staff to

Our investigative services extend to clients in all areas of insurance, loss, and loss mitigation. Typically, an

assignment begins with a phone call, letter, fax or email from a potential client. During the initial client inter-

view process, we request certain specific information relating to the case. Items such as the following may be

discussed:

• Type of loss

• Date of loss

• Name and address of Insured

• Name and address of Claimant, if different

• Policy number

• Claim Number

• Name and telephone number of contact person at Adjuster’s Office

• Estimated value of claim

• General outline of policy coverage

Additionally, we solicit other general information that may be

available:

• Any records and documents already obtained or available

• Any pertinent information in Adjuster’s file

• Circumstances of this loss

If no records or documentation are available from a client or adjuster, we may choose to prepare additional

requests for data, directly to the parties involved, their representatives, or any associated insurance providers

always copying our client on the communications. Depending on the circumstances, we may also contact the

parties involved to arrange an appointment and begin the forensic investigation at the location of damage, loss,

or accident.

If the client has obtained records and documents, we will request that they be forwarded to us. After examina-

tion, we will consult with the client to agree on the plan for the investigation.

OUR POLICY IN CASE HANDLING

1. I-ENG-A of Charlottesville will hold an initial discussion with you (the client) at no charge to validate

the need for a case assignment.

2. When you offer the assignment, and we accept the assignment, we mutually agree on the initial phase(s)

of the investigation, acceptable hours/charges (or not to exceed).

3. As we complete each phase of the assignment, we will provide you an oral report. You provide us with

one of the following directions:

a. You decide no further analysis is required, and authorize our final billing.

b. You decide the analysis is complete, direct us to submit a written report, and authorize our final

billing with submission of the report.

c. You decide to continue with the next phase of the assignment.

4. If you decide to continue the assignment, you may expect the following:

a. You have authorized us to proceed; we will formally acknowledge the assignment, and submit a

final bill for the analysis.

b. With the bill, we will submit additional time/charge estimate for completing the next phase of the

assignment and an amount of the deposit required to begin the phase.

c. During the assignment, we will provide you verbal progress reports at least every two weeks, and

submit monthly progress billing.

d. When we complete the assignment, we will provide a complete verbal report, which we will for-

malize in writing only upon your authorization to do so.

e. We will submit a written report (if you have authorized one) and a final billing.

5. We will provide you with timeliness and the services of qualified experts through our direct staff, our

substantial resources and those of the Investigative Engineer’s Association. We will handle our assign-

ments in a cost effective manner leaving you in control at all times.

Lewis W. Ernest, PE, is a licensed civil engineer in six states and has over thirty (30) years of engineering and business management experience. During his career, Mr. Ernest has as-sumed various engineering and management positions which have provided a wide range of engineering experiences and challenges. In the most recent years of his career, his engineering efforts have focused on the investiga-tive/forensic arena where he has served as Vice President and Director of Operations for two consulting engineering firms. Elvin Aycock, PE, PLS, ACTAR, is a Professional Engineer, Professional Hydrologist, Pro-fessional Land Surveyor, Registered Environmental Manager and ACTAR certified. He spe-cializes in traffic accident reconstruction, hydroplaning accident cases, storm drainage flooding damage and land surveying claims. He has more than 30 years of experience as an investigative and forensic engineer. paratus. The machine is computer controlled and includes a servo motor, and custom computer interface for con-

trolling the machine.

• Development of facilities to test fish’s reaction to drastic pressure swings associated with turbine passage in hydro-

electric dams. Several of these systems have been sold to a government contractor for fish testing. The system in-

cludes a computer controlled, water filled chamber capable of pressure change rates of 200 psi per minute.

• Operation of a diving equipment testing laboratory. Tested several types of commercial and sport diving breathing

apparatus using computer data acquisition and control. Computer automation of data analysis saved many hours of

analysis and permitted more extensive testing.

• Design and project management of a consumer sponge sorting system for a sponge packaging line. This line re-

placed several manual operations in the packaging line.

• Detailed design and project management of several types of specialized doors and door handling systems for medi-

cal hyperbaric chambers. These systems allow semi-automated handling of doors weighing several hundred

pounds.

• Successful application for FDA medical device listings.

• Design and project management of an intercom system developed for medical hyperbaric chambers. This included

electrical, mechanical and PC board design.

• Design of semi-automated change tooling for a plastics calendering line. This retrofit allowed mechanics to remove

and clean tooling in minutes instead of the hours previously required.

• Mechanical Design of machines and structures for radar signature testing.

deck stairway. The stairway tread fell out and the woman fell through. Mr. Tice conducted a

Investigation and Report

1. Hourly services require 4 hour minimum per assignment.

2. The purpose of billing for travel time is to provide partial compensation for time that could otherwise

be billed at full rate. Therefore billed travel time plus consulting time will not exceed 8 hours per day.

3. Advanced Retainer: Work for new customers is done on an advanced retainer basis . The amount is

based on an initial estimate of the quantity of work required. The typical amount is $2400, which provides

16 hours of work. Funds not used are returned promptly to the client.

4. Expenses: Expenses are billed at cost plus 15% burden. No burden is charged if expense funds are

provided in advance or paid directly by the client. Some possible expenses are:

-vehicle mileage is billed at $0.545/mile (no extra burden applied).
