INTRODUCTION

The General Assembly, composed of all Member states, isthe main deliberative organ of the United Nations, and hasthe right to discuss and make recommendations on all mat­ters within the scope of the Charter. The General Assemblymeets once a year in regular session; special and emergencysessions are called as the need arises.

The Inder.: to Proceel1ings of the General Assembly is a bib­liographic guide to the proceedings and documentation of theGeneral Assembly. This issue covers the ninth emergencyspecial session, the second part of the seventh emergenc)'special session, and the twelfth special session, as well astheir Main and Ad Hoc Committees that met during the ses­sions. The Index is prepared by the Dag HammarskjoldLibrary as one o~ the products of the United Nations Biblio­graphic Information System.

lHE ARRANGEMENT OF THIS INDEXThe Index consists of the following parts:

Introduction includes information on the documents ofthe General Assembly and how they may be obtained.

Abbreviations lists the abbrevu-ttons used throughoutthe publication.

The Index is then further divided into three sections, one foreach session which met during the year. The sections areas follows:

Introduction includes a list of officers, rules of proce­dure, resolutionsand decisions and a checklist of meetingsfor each session.

Agenda lists matters considered by and brought beforethe General Assembly and the subject headings under whichthese items are listed in the Subject Index.

Subject Index provides topical access to General An­sembly documentation. It containe an alphabetical arrange­ment of subjects listed in the Agenda, as well as a list ofdocuments considered under each item, at which meetingsthe items were considered, and, where applicable, theaction taken by the General Assembly.

Index to speeches gives access to speeches that weremade before the General Assembly. Speeches and statementsby representatives are listed in alphabetical order by countryor organization, subdivided by subject discussed and by nameof speaker, with an indication of the meeting at which thespeech was madf'!:. Addresses of Heads of state are listedunder the name of the country they represent followed by theirtitle and name. Non-procedural remarks by the President ofthe General Assembly and other officers are inclUded. state­ments by chairmen and rapporteurs of committees are in­c1l1ded when they presented or explained the reports of theircommittees in plenary meetings. statements and speechesmade by individuals representing an orgar..'lation to which ahearing was granted are listed under the name of the organi­zation. statements made by officers of the United NationsSecretariat are listed under the name of the office or depart­ment they represented.

Numerical list of documents contains a listing of docu­ments arranged by symbol. This list also contains ir...forma­tion regarding the republication of mimeographed documentsin printed Official Records.

An Annex to the entire volume contains a voting chart ofresolutions which were adopted by roll-call or recorded votefor all three sessions.

DOCUMENTATION OF THE GENERAL ASSEMBLY

Documents and meeting records for the thirty-first and sub­sequant sessions of the General Assembly are numbered inseplti.'ate series by session, and not consecutively as had pre­viously been none. For series symbols, the session is givenin Arabic numerals, immediately following the indication ofthe body concerned, while the final elemen~ gives the serialnumber within the particular series concerned. AjES-9/2,for example, is the second in the series of main documentsfor the General Assembly at its ninth emergency special ses­sion; AjS-12/AC.l/L. 4 is the fourth in the series of limiteddistribution documents for the Ad Hoc Committee 01 thetweUth special session. The numbering of meetings is re­corded in a similar way. The first plenary meeting of theninth emergency special session of the General Assemblybears the symbol AjES-9/PV.l; the record of the secondmeeting of the Ad Hoc Committee of the tweUth special ses­aion is cited as AjS-12/AC.l/SR. 2.

The verbatim records of the plenary meetings of each sessionare first issued in proVisional mimeographed.form for limit­ed distribution, and later issued in corrected printed form asOfficial Records for general distribution. The summary rec­ords of the Ad Hoc Committee (twelfth special session) areissued in proviS1onal mimeographed form, with correctionsissued in one Special Fascicle for aU the meetings.

Of the other documents, a few appear as printed SupplementRto the Official Records (so indicated in this index), and therest are issued in mimeographed form. Some of these docu­ments, such as the reports of committees on various agendaitems, are subsequently printed in the ~xes to the~Records. Resolutions adopted by the General Assembly,first issued in mimeograp:ted form, are collected in printedSupplements to the Official Records of each session. Aftertheir republication in the Official Records, provisional mim-,eographed documents are no longer a..ailable. Lists of doclll~

ments of each session are included in the Officlai Recordsbound volume of verbatim records of the plel'.ary meetings,and also in this volume as the last section for \'!ach session

The ninth emergency special session of the General Assembly was held at United NationsHeadquarters in New York from 29 January to 5 February 1982.

SEVENTH EMERGENCY SPECIAL SESSION(SE90ND PART ~ 1982)

IntroductionThe seventh emergency special session of the General Assembly, which was adjourned

at the close of its~, !. meeting, 29 July 1980, was resumed pursuant to its resolution ES-7/2on 20 April 1982. In accordance with resolution ES-7/4 the session was adjourned at the closeof the 21st meeting on 28 April and resumed at the 22nd meeting on 25 June. In accordancewith resolution ES-7/5 the session was adjourned at the close of the 24th meeting on 26 Juneand resumed at the 25th meeting on 16 August. In accordance with resolution ES-7/6 the ses­sion was adjourned at the clos!! of the 31st meeting on 19 August.

In accordance with paragraph 12 of resolution ES-7/6, the session was resumed at the32nd meeting by the President of the 37th session. The Assembly then decided at the samemeeting that the Vice-Presidents and the Credentials Committee of the 37th session would nowserve in these capacities for the resumed emergency special session. In accordance with res­olution ES-7/9 the session was adjourned at the close of the 32nd meeting on 24 SeptGmber.
