1 .O INTRODUCTION
Th is Tank C h a r a c t e r i z a t i o n P lan (TCP) i d e n t i f i e s t h e i n f o r m a t i o n needed t o address r e l e v a n t i ssues concern ing sho r t - te rm and 1 ong-term sa fe s to rage and long- te rm management o f s i n g l e - s h e l l t a n k 241-S-106 (S-106). I t shou ld be understood t h a t t h e v a r i o u s needs and issues sur round ing t a n k S-106 are e v o l v i n g as new i n f o r m a t i o n about t h e t a n k i s uncovered. As a r e s u l t o f t h i s p rogress ion , t h i s TCP addresses o n l y t h e i ssues t h a t , t o t h i s da te , have been i d e n t i f i e d . I t i s expected t h a t d e v i a t i o n s f rom t h i s p l a n may occur as a d d i t i o n a l i ssues o r needs a r i s e which impact t h e management o f t a n k S-106. Th is TCP w i l l be r e v i s e d as necessary t o r e f l e c t those changes o r d e v i a t i o n s .
Tank S-106 was cons t ruc ted between 1943 and 1944 and was p u t i n t o s e r v i c e i n 1953. I n i t i a l l y t a n k S-106 rece ived REDOX f a c i l i t y waste f rom t h e second q u a r t e r o f 1953 u n t i l t h e t h i r d q u a r t e r o f 1973. From t h e t h i r d q u a r t e r o f 1955 u n t i l t h e t h i r d q u a r t e r o f 1973, t h e t a n k rece ived waste water . From t h e f o u r t h q u a r t e r o f 1973 u n t i l t h e second q u a r t e r o f 1976, t h e t a n k rece ived bottoms and r e c y c l e wastes f rom t h e 242-S EvaporatorlCrystallizer. I n the second q u a r t e r o f 1976, t h e t a n k was f i l l e d w i t h sa l t cake . The t a n k i s sound and was removed from s e r v i c e i n 1976. Tank S-106 i s p a s s i v e l y v e n t i l a t e d and a w a i t i n g i n t e r i m s t a b i l i z a t i o n and i n t r u s i o n p r e v e n t i o n ( B r e v i c k 1994) .
T h i s p l a n r e f l e c t s t h e bes t i n f o r m a t i o n a v a i l a b l e as o f May 1996.
Presen t l y , t h e tank waste i s c l a s s i f i e d as non-complexed (B rev i ck 1995) .
Tank S-106 c u r r e n t l y con ta ins a t o t a l waste volume o f 2,055 kL (543 kga l ) , which i s e q u i v a l e n t t o 520 cm (204 i n ) o f waste as measured f rom t h e base l i ne o f t h e t a n k (Hanlon 1996) .
Th is t a n k i s n o t on any Watch L i s t .
Near- term sampl ing and a n a l y s i s a c t i v i t i e s a re focused on e i t h e r v e r i f y i n g o r changing t h e Watch L i s t t ank s ta tus , and i d e n t i f y i n g any new s a f e t y issues. Should any s a f e t y i ssues be i d e n t i f i e d , a d d i t i o n a l a n a l y s i s w i l l occur c o n s i s t e n t w i t h t h e i d e n t i f i e d i ssue .
I n a d d i t i o n t o t h e r e s o l u t i o n o f t h e s a f e t y issues, i t i s in tended t h a t a l l t ank waste w i l l be s u b j e c t t o p re t rea tmen t and r e t r i e v a l t o p repare f o r f i n a l s to rage o r d i sposa l . As d i r e c t e d by t h e s a f e t y sc reen ing OQO, i f inadequate i n fo rma t ion e x i s t s t o de termine an a p p r o p r i a t e number o f samples, two v e r t i c a l p r o f i l e s w i l l be ob ta ined. These v e r t i c a l p r o f i l e s may be ob ta ined u s i n g core, auger ( f o r sha l low tanks) , o r g rab samples. I f a n a l y s i s o f these p r o f i l e s r e v e a l s t h a t a d d i t i o n a l p r o f i l e s a re necessary t o meet da ta needs, more sample p r o f i l e s w i l l be requested. P r i o r t o r o t a r y sampl ing i t i s necessary t o vapor sample t h e t a n k p e r t h e requ i rements o f Ro ta ry Core Vapor Sampl ing Data Q u a l i t y O b j e c t i v e ( P r i c e 1994).
