The meeting started with the name of Allah Almighty, the Beneficent and the

Merciful. The chair welcomed the participants and informed about the complaint of M/s. Mohsin

Enterprises dated O 5'" Nave mber, 2 O 19, regarding the decision of Technical committee dated

10"' October, 2019. The record shows that M/s Shaheer Traders, Mohsin Enterprises,

Muhammad Siddique, Business Links, Trade Zone International, I.5 Enterprises, Multi Business

& waqas Enterprises participated in the bidding process of Uniform & Protective Clothing for

Excise, Taxation & Narcotics control Department. M/s Mohsin Enterprises/ Com'Plainant was

technically disqualified due to non-submission of sample of sandal (Peshawarv Chappa!).

The complainant Mr. Saeed Ahmad of M/s Mohsin Enterprises raised the

objection in his complaint that the Technical committee, intentionally misplaced the sample of

Peshawarv Chappa! form their samples bag, on the basis of favoritism during the course of

scrutiny of documents and samples . The Chairman procurement commit tee present in the meeting, stated that

samples were open in front of all the participating bidders and sample of sandals (Pesh•::.:

chappal) were found missing when the plastic bag carrying the samples of M/s. M

Enterprises was opened•

Having gone through the available record, and hearing the complainant, & the

Chairman of Procurement Committee, the Complaint Redressal Committee, has reached at the

conclusion that the complainant has failed to provide any substantial evidence in support of

his contention, hence, nothing have been found inconsistent with the Rules and Regulation of

SPPRA Rules, 2010, (Amended 2019).

The meeting ended with the vote of thanks to and from the chair.
