Event prurient interest charge, the photographs of their child add weight to the possess child pornography charge. Det Sgt Rodney assists witnesses (Teachers & ex teachers) from StAnn's Special School to view selected photographs seized from Perkins in 1993. Det Conte conducts enquiries with Queensland police & confirms that Perkins is living at 2/25 Elliot Street, Gin Gin.

Det Conte addresses a Parents Advocacy meeting with Det Mosheev. Police perspective overview & update given. The group was advised Perkins was currently living at Gin Gin. John Harley (Public Advocate) also addresses this meeting. Det Conte liaises with Det Durham of Gin Gin Police & is advised: Perkins has left 2/25 Elliot St, Gin Gin (later confirmed he left on 4 Feh 2002) The unit is owned by a convicted paedophile -Thomas Craig Lindsay. Current whereabouts ofPerkins was not known. Det Blundell CEIS provides the Commissioner with a briefing paper on Perkins. This briefing paper contains minor inaccuracies & consolidates some previous assumptions. Det Blundell outlines an allegation that A/C Watkins directed that no further investigation was to be conducted into Operation Deny. The memo is addressed to the Staff Officer and is undated and unsigned but appears to be a forwarding note to his briefmg paper. Terms of Reference for a paedophile investigation involving Perkins. Signed by A/C White D/I McCaffrey meets with Father David Cappo & discuss the objectives of the task force & how the police will respond to the media. Cappos advises a journalist from the Australian intends to publish a story in the near future. Catholic Education intends to send an open letter to the parents/carers of past students. A draft is currently with their lawyers.

Event Operation Cormorant commences. Op Order prepared. CEIS case management 02/017. A review of the exhibits establishes the evidence to reasonably expect Perkins would be convicted of some of the existing charges. An application to extradite Perkis is approved by A/C White. Discreet enquiries are conducted to establish his present whereabouts Father David Cappo advises the media intend to publish a story that will appear nationally on 21 March 2002. Operation Cormorant Team meeting. Outcome: Enquiries to located Perkins can now be conducted ovettly . Dets to liaise with Queenland Police, SIB to obtain results of all checks submitted to date. Sgt Cathy Gregory SIB advises checks reveal a current address for Perkins at 4684 Goodwood Road, Bundaberg Queensland.

· Det Farrington liaises with afternoon shift CIB at Bundaberg who commence enquiries. Father David Cappo advises the Catholic Archbishop conducted a press conference & letter to parents will be delivered this evening. Journalist Colin James advised Cappo he had located Perkins at 460 Tablelands Road, Gin Gin & he was currently being interviewed. Bundaberg CIB (Dets Batt & Elliott) advise having attended 460 Tablelands Road, Gin Gin & interviewed Kathleen Perkins - she has no connection to the subject. She advised a journalist (Glenys Green ) from the Courier Mail had interviewed her earlier that day. Bundaberg CIB located the journalist in Gin Gin. Green advised she had only spoken to a women, however there were two men who, in her opinion acted suspiciously. Bundaberg CIB then produced a photograph ofthe subject to the journalist who claimed not to have seen him before. Sgt Cathy Gregory provides Bundaberg CIB with further information to identifY the house where the subject may be residing. Bundaberg CIB advises having arrested Perkins. No search of his property was conducted. Bundaberg CIB contact Green from the Courier Mail & advise her of the anest of
