2018 February Meeting

February 19, 2018

Called to Order: Board President Debbie Sharp called the meeting to order at 6:02pm. Board members present were Barclay Bowden, Robert Abernathy, Robert

Hartwick, Lori McGhee and Zac Bradley.

Approval of Minutes: A motion was made by Zac Bradley and seconded by Robert Hartwick to approve the Minutes from the Property Owner’s Association Ex-

ecutive Board meeting held February 1, 2018.

Guests:

Jill Jones – would like to chair the adult social committee; proposes to host at least 4 major events; believes she can get sponsors and 3 committee members.

Board to consider for March meeting.

Tim Smith– lake committee is planning the annual appreciation day and cleaning of spillway. Will begin publishing minutes of the lake committee meetings.

Tim is donating an extra light, so we will have one on hand.

Treasurer’s Report: by Stacy Cyz on behalf of Cheryl Etheridge

January 2018 balance sheet, profit & loss by month, profit & loss budget versus actual, and profit & loss for January 2017 versus January 2018 were all pre-

sented;

January 2018 Net Income was $69,139.85 versus January 2017 Net Income of $56,241.44.

Motion was made by Barclay Bowden and seconded by Robert Hartwick to approve the financials as presented. Motion carried.

Manager’s Report: by Stacy Cyz

Delinquent accounts for January in the amount of $4,520.69 were discussed; a motion was made by Zac Bradley and seconded by Robert Abernathy to turn

Martha Carder over to the attorney for collection due to non-payment for over 180 days since 4 collection letters have been unanswered. Motion carried.

The gas bill from Centerpoint Energy for the POA office was $589.63, approximately $500 higher than normal, due to the hot water tank issue. Centerpoint

will not issue a refund as it was not an issue with their equipment.

A smell in the POA office turned out to be carbon monoxide from the hot water heater because the vent was bent. Carbon monoxide detectors are being in-

stalled during the office remodel.

The POA office has to be closed for two days for the remodel which is scheduled to be March 8th and 9th.

New Business:

4326 Boardwalk has more than the required number of trees in the backyard but only one in the front yard due to the odd shape and slope of the property. Zac

Bradley made a motion to allow a variance and return the tree deposit of $720 to the property owner. Robert Abernathy seconded. Motion carried.

ArDOT is hosting a meeting February 22 about the Highway 5 widening; Debbie Sharp will attend.

Old Business:

Office remodel: Innovative Renovations, LLC was chosen as the contractor for the office remodel and is to commence March 8 th.

Highway 5 widening project: estimate late spring to close off main entrance at Waterfall Way and Highway 5. No traffic light has been approved; John Spears

recommends homeowners write a letter to the highway department.

Doors needing refinished at 5806 Westminster. James & Andrea McDaniels have been sent two 30-day notices for violation and assessed an admin fee for not

addressing their weathered front doors. There is already legal action being taken for non-payment of dues. Arvest is foreclosing with the sale scheduled

for March 6th. Zac Bradley made a motion to wait until after the sale to amend our lawsuit once we know if Arvest will make any of the needed repairs.

Barclay Bowden seconded the motion; motion carried.

Ted VanTassel should have a Bill of Assurance for “The Point” some time in April. Debbie Sharp will make sure the board receives a copy once available.

Junior Olympic swimming pool and future capital improvements – Robert Hartwick discussed the new pool and clubhouse would be over $1 million last time

he researched it and recommended it remain tabled, further recommending the board reprioritize other capital improvements such as the walking trail,

gazebo and fitness center.

Zac Bradley reported receiving emails and photos from Westshore residents regarding a drainage issue just inside the gate, allegedly resulting from Ron Hill’s

new development. Appears fence is too close to the ground and the elevation of the ground slopes inward, not toward the curb/road. Debbie Sharp re-

ported the City made recommendations on what Ron Hill should do and she contacted him multiple times over several months to get him to do anything.

Item was tabled as it was not on the agenda and requires more research.

Adjournment:

A motion was made by Zac Bradley to adjourn the February 19, 2018 meeting of the Hurricane Lake Estates POA board, the motion was seconded by Robert

Abernathy and carried at 6:40pm.

HLE Property Owner’s Association

Executive Board Meeting

February 1, 2018

Called to Order: Board President Debbie Sharp called the meeting to order at 6:09pm. Board members present were

Barclay Bowden, Robert Hartwick, Lori McGhee and Zac Bradley.

Approval of Minutes: A motion was made by Zac Bradley and seconded by Robert Hartwick to approve the Minutes

from the Property Owner’s Association Board meeting held January 22, 2018.

Old Business:

Office remodel - Stacy Cyz obtained three bids to remodel the offices. Three bids were obtained and have been

discussed at prior meetings. After investigation, recommendations, consideration, and discussion, the board

unanimously chose to use Justin Morrella, pending his answer to one question about the countertops. Stacy

will get the answers and circulate via email for a final vote once received.

Broken window in clubhouse – it was discussed in the last meeting that there was a broken pane in the clubhouse.

Two bids were obtained – Jones Glass and Glass Doctor. Jones Glass being the lesser of the two, Lori

McGhee made a motion that Jones Glass repair the window; Zac Bradley seconded. Motion carried.

Jake Yancey – owner of Big Jake’s Tires would like to hold a family friendly music festival in the clubhouse park-

ing lot open to the public with a band and concessions. For several reasons, including but not limited to liabil-

ity, noise, and wear and tear on the POA facilities, Robert Hartwick made the motion not to approve the event

and to refer Mr. Yancey to HLE committees to possibly sponsor an HLE exclusive event. Zac Bradley sec-

onded the motion; motion carried.

Ron Rivers (on behalf of Tim Smith)– presented a Lake Maintenance Proposal on behalf of the HLE Lake Com-

mittee which included an additional $2.00 assessment per household per month.

There was discussion about the importance of the lake to the neighborhood, but the bylaws prohibit expenditure of

POA funds for property that is not owned by the POA. The POA does not own the lake. As a result, Robert

Hartwick made a motion not to approve the $2.00 assessment, and Barclay Bowden seconded. Motion carried.

Adjournment:

A motion was made by Barclay Bowden to adjourn the January 22, 2018 meeting of the Hurricane Lake Estates POA

board, the motion was seconded by John Spears and carried at 6:53pm. The next meeting will be February 19,

2018.

Ladies Bible Study

We will be starting a new neighborhood ladies bible study on January 17th. We

will be studying "Church of the Small Things, Making a Difference Right

Where you Are" by Melanie Shankle. The study guide follows our DVD

study. There's also a book but it doesn't follow along with the DVD but the

material is related and enjoyable to read. You can purchase it at Lifeway,

Mardels, Amazon, etc.

Lake Committee Donations

Most residents are not aware our committees operate solely off

donations & fundraisers. The Lake Committee has many ideas to

improve the lake. There are approximately 667 properties in HLE, if each property were to donate $24 to the Lake Committee that would give

them approximately $16,008.00 to help fund these projects. If you'd like to make a donation to the Lake Committee you can stop by or mail you

check to the POA office.

Please be sure to write "Lake Committee" in the memo section of your check.

March Meeting Minutes

Tim Smith, Lake Committee Chairman welcomed 10 committee members and guests. Several of the committee members had con-flicts since we had to change to meeting date. Ron Rivers, Treasure, covered all financials and announced residents donated $227.00 to the Lake Committee in March. He sug-gested we appeal again to the HLE residents to donate to the Lake Fund either monthly or annually. OLD BUSINESS Spillway clean up was discussed. It was noted David Chapman has graciously consented to help in the cleanup of the area below the Spillway. Ron will follow up with him. The AGFC Electro Fishing survey is still scheduled for April with the date to be announced shortly. April 6th and 7th was chosen for the repair of the wooded supports and boat bumpers at the boat launch and by the dock. Materials were paid for by the POA and all labor will be provided by the Lake Committee members. Please plan to come and help removed the rotten boards and boat bumpers and replace them. Lake Appreciation Day and Fund Raiser is scheduled for June 16th. Several days before school ends were looked and there were conflicts with all. The only day we could get the club house and where there were no conflicts is June 16th.

Keith Miller has consented to talk with Everett GMC Buick to give them first choice again in sponsoring the event. We will be looking for other sponsors as well.

Dana Cargile volunteered to head up the Silent Auction event and to put together a flyer to use in soliciting vendors, cash dona-tions and gifts for the silent auction. Members chose businesses they would be responsible for contacting and we are hop-ing to get more volunteers.

We will ask Tony Fuhrman to secure the Bouncy House again. We would like to ask the HLE Children's Committee to help provide and supervise children's activities for the event. We will approach Pat and Cliff McKinney regarding the Cotton Candy machine that they so graciously have done in the past. Bass Tournament-there will be a large mouth bass tournament again this year during the Appreciation Day event. Frank Tom-

brello volunteered to handle the tournament and will be putting together the rules shortly. Tim will be contacting Congo Stove to see if they will donate hot dogs, buns, their cooker and cook for us again this year. Tim will call AGFC to see about acquiring the Fish Tank again this year. It is always a big hit with kids and adults alike. Tim and Waymond will work on the catfish tank again this year, since it was such a big hit last year for the children. Kim Gregory will call Rideout Lumber to see if they will donate landscaping timbers for the holding tank Tim will contact GenWealth about helping again this year Bill will contact the Fire Department and Police to see if they will participate again this year Harvey/Dana is going to contact Bass Pro to see if they might donate a Bar B Q grill that we can auction off. Other ideas were

floated around and at our meeting in April we will select our items We need someone to volunteer to handle the vendor solicitation and to assign vender set up locations

Residents that might want to contribute items for our Silent Auction should contact Dana Cargile, Bill Corley or Ron Rivers. NEW BUSINESS Several other potential fundraisers were discussed but none were scheduled and it will be carried over to our next meeting. Ron Rivers moved we adjourn.
