Rare unity in Ford salvage effortBY HELEN GRIMAUX

Time to pack up: Ford staff member Peter Ford comes face to face with the grim reality of the Broadmeadows plant closure.Picture: Joe Armao/The Age

‘‘It’s not easy to absorb. . . I still can’t believe itthat Ford’s made thisannouncement.’’— Stewart Harris, employee, 23 years

‘‘DEVASTATING’’ is how Broad-meadows MP Frank McGuiredescribed May 23 — a date set for thehistory books as the day Melbourne’snorth lost an Australian icon.

Ford may be an American brand butthe Falcon was all ours. More than 50years after setting up its Hume High-way headquarters in Broadmeadows, prompting a boom of Housing Com-mission homes in the suburb, the finaldeath knell was devoid of protest andalmost demure in its delivery.

Manufacturing operations at FordAustralia will cease by October 2016after 90 years, an acceleration ofFord’s ‘‘Australian business transform-ation’’, chief executive and presidentBob Graziano said.

About 1200 workers, including 650from the Broadmeadows plant, willlose their jobs. Many of the workers atthe Broadmeadows and Geelongplants are long-serving employees —such as Stewart Harris, who hasworked on the line for 23 years.

Standing in the biting wind in hisgreen fluro Ford top, he told of thehigh emotion of Thursday when work-ers at the plant came together to hearthe news delivered by Mr Graziano.

‘‘I’m still in shock,’’ he said. ‘‘It’s noteasy to absorb something like this . . . Istill can’t believe it that Ford’s madethis announcement.’’

Citing losses of $600 million overthe past five years, Mr Graziano saidthe decision to close manufacturing atits Broadmeadows and Geelong plantswas ‘‘driven by increasingly challen-ging market conditions’’.

For local MPs and Hume Council, the news sparked shock and disap-pointment.

‘‘This is devastating for our localpeople,’’ Hume mayor Geoff Porter

said. ‘‘Many of the workers have beenat Ford their entire working lives. There will be a knock-on effectthroughout the Hume economy.’’

Mr McGuire called on all three tiersof government to come together withunion, business and community repre-sentatives to develop a co-ordinatedstrategy for building jobs back intoBroadmeadows.

‘‘I’m also calling on the Napthinegovernment to put back the $75 mil-lion they axed from this area in infra-structure investments,’’ Mr McGuiresaid, adding that he’d been trying formore than a decade to help the areawith its transition from ‘‘muscle work

to smart jobs. We have two years toget this transition sorted,’’ he said.

In a joint statement, Prime MinisterJulia Gillard and Premier Denis Nap-thine said the Australian and Victoriangovernments were doing everythingpossible to look after the interests ofthe Ford workforce, the automotive

supply chain and the Geelong andBroadmeadows communities.

‘‘We will be contributing almost$40 million to structural adjustmentprograms to support the economicdevelopment and diversification of theGeelong and northern Melbourneregions,’’ they said.

The federal government would setaside an extra $10 million for an auto-motive new markets program, whilethe Victorian government will make a$2 million contribution to supportcomponent suppliers in the state.

Tower, herbsjust don’t mix

Future not so

Christou points to

the site where

the Telstra tower

is proposed to be

relocated.Picture: Helen Grimaux

BY HELEN GRIMAUX

A PROPOSAL to relocate an existing Broad-meadows Telstra mobile phone tower less than500 metres from its current location threatensplans for a new, commercially accredited organicgrowing venture.

Supported employment service Brite Industrieslast week announced that its ‘better futures localsolutions’ funding from the federal governmentwould be used to create a commercial organic herbproduction enterprise.

Community development officer Paras Christousaid Telstra had not contacted the company directlyabout moving the tower nearby. ‘‘They put a noteon the fence,’’ Ms Christou said.

Ms Christou said that on further investigation, the 30-metre concrete tower was supposed to beplaced directly on the boundary of Brite Servicesland, in the corner of a property owned by anadjoining truck company.

‘‘He basically wants the rent,’’ Ms Christou saidof the trucking company owner. ‘‘We’ve been toldthe [existing] tower on the old Ericsson’s site has to

be moved because the owners don’t want it thereany more. We were told there were three options, but we don’t know what the others are.’’

Ms Christou said the community-based herbproduction enterprise site had not been deemed ‘‘acommunity-sensitive location’’ by Telstra planners,as were school sites and hospitals.

‘‘They didn’t ask,’’ she said, pointing out healthconcerns due to the number of supported workersat Brite with pre-existing health issues and a historyof seizures. ‘‘We are also a training facility,’’ she

said. ‘‘And this tower doesn’t go with our aim todevelop organics.’’

A Telstra spokesman confirmed the company’sexisting lease had expired and the current lessordidn’t want to extend it. ‘‘The challenge for us isthat if we don’t find a new location for a mobilebase station nearby, the network will be seriouslydegraded for existing customers in the area. Wehave submitted a development application toHume Council for a new site. The council is con-sulting with the community about the proposal.’’

Road risks to be reducedA WEEK after Hume councillors maderenewed calls for road improvements onBulla Road, the state government hasannounced upgrades to the main roadbetween Sunbury and Melbourne Airport.

Western Metropolitan Region MPBernie Finn last Monday announced$1.65 million would be spent on thesection between Wildwood Road andBulla-Diggers Rest Road, which includesthe Bulla township.

The funding was given as part of theTransport Accident Commission’s (TAC)safer roads infrastructure program.

The Weekly last week reported that theduplication of the road was number one

priority on Hume Council’s road fundingwishlist.

The funding will be used to widen lanes;install a raised median, new wire ropesafety barriers and signage, includingvehicle-activated warning signs on BullaHill; improve guard fencing; and resurfacesome of the road.

From 2008-12, there were 19 casualtycrashes recorded along this stretch of road, including one fatality.

“These steps will help prevent driversfrom running off the road and, if they do,remove hazards from their path or protectthem from hitting objects on the roadside,’’Mr Finn said.

Watch on school safetySCHOOL crossings are the target of the latest road blitz by Humecouncil.

Council teams are conducting random patrols of school zonesacross the municipality, aiming to check on driver behaviour, speedand illegal parking at about 80 schools by the end of this month.

Parking in no-standing zones, double parking and parking onnature strips are the target of the new campaign.

Hume mayor Geoff Porter urged all drivers to slow down aroundschools, particularly at pick-up and drop-off times.

Cr Porter said improving safety around schools was a priority forthe council and for parents and the wider school community.

‘‘Council receives complaints from concerned parents andresidents about illegally parked cars, and we will be monitoringschool areas over the next few weeks to help ensure the safety ofchildren,’’ he said.

‘‘We encourage everyone to obey the road rules around schoolsand remember that children can be difficult to see.’’

Rail rules as airport optionBY HELEN GRIMAUX

MELBOURNE Airport’s master plangives priority to a rail link into theCBD in contrast to the stategovernment’s main infrastructurepriority: an east-west road tunnelunder the city.

The airport draft plan favours whatis known as the Albion East rail con-nection, part of the Metro Rail Link, which is also supported in the recentfederal government budget.

The plan anticipates significantroad upgrades, including an elevatedloop road built over existing routes, inand around the airport. These includea six-lane super road costing $80 mil-lion, which will extend Airport Drive, giving travellers from the west a directlink via the Western Ring Road ratherthan the Tullamarine Freeway.

The plan also predicts major trafficincreases in coming years.

Airport chief executive Chris Wood-ruff said passenger numbers were fore-cast to reach 40 million by the end ofthis decade and more than 60 millionby 2033, compared with 29 millionthis year. ‘‘A new east-west runwaywill enable Melbourne Airport tohandle more aircraft movements, more efficiently,’’ he said.

The new three-kilometre-long east-west runway is due to open by2018-22 at an estimated cost of $500million. It will be sited two kilometressouth of the existing one and has beenon the map more than 30 years.

However, many residents areunhappy with the prospect of morenoise and more aviation fumes des-cending over homes in Broadmead-ows, Gladstone Park and Jacana.

Gladstone Park resident FrankRivoli, who has lived in Hume since1971, now calls it ‘‘the sacrifice zoneof Victoria’’. Mr Rivoli said the new

plan put two schools, a shoppingcentre and retirement village directlyunder the new flight path.

‘‘State governments since 1970 havefailed in their duty to protect the air-port from residential encroachment.[The present one] has legislated forcommunities of Gladstone Park andsurrounds to endure adverse health, sleep deprivation and financial losswithout recourse to common law.’’

Mr Rivoli called for studies intohealth impacts, traffic congestion andpollution, and consideration of altern-ative proposals.

Diggers Rest resident DavidO’Connor said Tullamarine airporthad had 40 years to ensure a sustain-able future.

‘‘Unfortunately all levels of govern-ment have failed the airport, allowingdensely populated residential living tocompromise the 24-hour curfew-freeoperations of the airport. ‘‘

City sustainability director KelvinWalsh said Hume Council wouldmake a submission to the master plan.

‘‘Council supports the airport raillink as necessary to provide alternativeoptions to access the airport,’’ he said.

Master plan copies are available atthe airport, council offices and librar-ies at Brimbank, Hume, Melton, Mari-byrnong, Moonee Valley, Morelandand Whittlesea, and at Broadmeadowsshopping centre. Details on the plan:melbourneairport.com.au

Submissions are due by July 19.

OPINION

Last week’s announcement byMelbourne Airport of a new east-west runway combined with theclosure of manufacturing at Ford, signals more changes to trafficand noise but less economiccertainty. The Weekly went toBroadmeadows last week to askpeople:1. How do you think theeast-west runway will affect thearea? 2. What will be the impactof the closing of the Ford factoryin Broadmeadows?

Sahan Panagoda, Gladstone Park

1. I live right near the airport and noise is a

problem. It’s loud at the moment and I think

it will get even louder.

2. It will affect the economy and employment.

My dad used to work for a motor vehicle

company, which fired 450 workers last year;

he’s been unemployed since.

Anna D, Sunbury

1. I used to live in Fawkner and there would

be the occasional plane flying over. It will

affect Broadmeadows a lot more, especially

in terms of health. Petrol pollution will be a

huge problem.

2. Broadmeadows has the highest rate of

unemployment and it’ll only get worse.

Inderjeet Singh, Meadow Heights

1. The railway line between Melbourne

Airport and the city is a good idea. Going to

the airport will get even easier.

2. I’m worried about the future of my kids.

Two friends who worked at the Ford factory

have been laid off. Migrants will find

employment a huge issue.

Renate Bruckboeg, Point Cook

1. There will be a drastic decline in the value

of property. The runway will cause

inconvenience in the future.

2. The closure will not affect me

immediately. I have two children and when

they are looking for employment they won’t

find any work in that sector.

Martin O’Malley, Coburg

1. My mother, who lives in Broadmeadows, is

deaf so it probably won’t affect her.

2. We are relying on technology and have

dumbed down skills in the past 20 years.

Weare paying the price now.

Sunbury gets postal vote on its futureBY TARA MURRAY

A day of reckoning: Sunbury residents including (from left) Peter Watson, Peter Cassell, Trevor Dance and Ben Collier deliver their message as Jeanette Powell and

Donna Petrovich announce a vote. Picture: Michael Copp

AFTER years of campaigning, Sunbury residentshave finally got a chance to vote on whether thetown stays part of Hume Council or secedes.

All Hume residents can have their say in a non-compulsory postal vote that closes on October25. Local Government Minister Jeanette Powelland Northern Victoria MLC Donna Petrovichmade the announcement in Sunbury onThursday.

More than 30 residents turned up to hear thenews. A website and Facebook page have alreadybeen set up in support of the vote to ‘‘get Sunburyout of Hume’’.

Ms Powell said the local community wouldhave a say on the exact wording of the questionfor the vote.

‘‘We will be working with the Sunbury people, residents association, businesses and the [Hume]council as to what the question will be, and weneed to make it as simple as possible.’’

She said the Victorian Electoral Commission, which would conduct the vote, would look at theoutcome of each of Hume’s three wards individu-ally.

Ms Powell said there wasn’t a particularpercentage she would use in making a decisionon whether or not there was enough support toget Sunbury out of Hume.

‘‘If the vote is ‘yes’, I have to establish a paneland it will look at all the issues raised [includingassets, boundaries and money] and the panel willthen make a decision on the impact of that,’’ shesaid.

Ms Petrovich said it was a milestone forSunbury. ‘‘We need to have a committed voice inthis; we need you to have your say and it’s up toall of you to advocate for this [Sunbury out ofHume] strongly.

‘‘It’s a great opportunity to see it delivered if it’swhat Sunbury really wants.’’

Sunbury Residents Association presidentBernie O’Farrell welcomed the vote but said hewanted to see the second report of accountingfirm KPMG, which would look at the financialcosts to both Sunbury and Hume if boundarieschanged. This would help residents make aninformed decision.

The report is due to be released at the end ofJune. The first report, released in February, found that Sunbury had received a similar or

higher share of services from Hume Council overthe past three years.

‘‘We want a definite position. All I’m saying is Idon’t know what’s in the [second] report,’’ MrO’Farrell said. ‘‘I don’t agree with the wholemunicipality having a vote. [It] should only beSunbury residents.’’

Cr Jack Ogilvie said he was pleased the Coali-tion had honoured its commitment for a vote –made when in opposition at the last election.

‘‘We have an opportunity now to deliver a totalnew government and it doesn’t need a lot of thestructures that current councils have.’’

Labor’s Macedon MP Joanne Duncan, whowas also at the announcement, said the updatedfigures of the KPMG report would offer usefulinsights.

Plans for urban hub set to add vigour to the northAS Broadmeadows recoiled from theshockwaves of the closure of manufac-turing at Ford after more than 50years, Victoria’s Planning MinisterMatthew Guy went further north toannounce some good news – an ‘urbanhub’ near Craigieburn.

Mr Guy joined developers MABCorporation and Gibson PropertyCorporation, and Hume mayor GeoffPorter, to launch the first stage ofMerrifield, a major residential and

commercial development atMickleham.

The precinct will include a300-hectare business precinct, a110-hectare town centre, primary andsecondary schools, a communitycentre, a regional park with indoorand outdoor sports facilities, play-grounds, waterways, picnic spots, andwalking and cycling areas.

Situated 30 kilometres from the city,Merrifield will be as big as the current

Melbourne CBD and the suburbs ofRichmond and Carlton combined.

Its joint venture partners, MABCorporation and Gibson PropertyCorporation, will release the first stageof residential land for sale from June 8.

The first stage is expected to becomplete by 2015, while the total pro-ject envisages about 4000 homes and abusiness park, and has the potential togenerate as many as 20,000 jobs.

‘‘Merrifield will provide critical

economic and social stimulus and inthe long-term will become an import-ant connection to our CBD and grow-ing northern region,’’ Mr Guy said.

MAB’s managing director, AndrewBuxton, said the geographical benefitsof the Merrifield site included proxim-ity to the Hume Freeway, Micklehamand Donnybrook roads and the pro-posed Outer Metropolitan Ring Road, all providing direct connections to theregion and Melbourne Airport.

‘‘We are building the foundationsfor a truly sustainable community —new jobs and new homes linked tohigh-quality infrastructure,’’ MrBuxton said.

Mayor Geoff Porter said the councilwas supportive of a new city atMerrifield. ‘‘In particular, we welcomethe focus on job creation and high-quality infrastructure to support avibrant community,’’ Cr Porter said.

Mayor Porter ‘dumbfounded’

HUME mayor Geoff Porter has expressedhis disappointment at comments byNorthern Victoria MLC Donna Petrovichthat some Sunbury residents were notgetting a fair share from the council.

Ms Petrovich made the comments aftershe announced on Thursday that Humeresidents would vote on whether Sunburyshould stay in Hume or form its owncouncil.

Ms Petrovich said: ‘‘As a part of theHume Council, there are groups within theSunbury community who are not receivingthe best representation.”

Cr Porter said the council’s reputation

and investment in the local communitywere being misrepresented and dis-paraged.

“I am dumbfounded by Ms Petrovich’scomments about Hume Council as repor-ted in local media. She has been eithermisquoted, ill-informed or worse,” CrPorter said.

“Her comments are not a true repre-sentation of the facts before us.

‘‘We don’t understand why a localrepresentative would give weight to amyth about a lack of services by councilthat is being propagated by a vocalminority.’’

Legal eagles 20 years in the nestBY TARA MURRAY

Time to

celebrate: Lois

Erickson and

Maria Norris,

from the

outreach legal

service

committee, look

on as Phillip

Ripper cuts a

cake.

IT’S a service that’s greatly valued, so thousandsof Sunbury residents will be pleased and gratefulthat the Broadmeadows Community LegalService’s outreach program at the SunburyCommunity Health Centre has celebrated its20th birthday.

Last Tuesday, past and present members of theservice and centre celebrated, belatedly, the ser-vice’s two-decade milestone. Since starting inFebruary, 1993, it has helped about 3000 peoplewith legal issues.

The service operates one day each week.‘‘It’s a good thing to have the outreach service

in the community; we also have one in Craigie-burn,’’ legal service principal solicitor JoanneCarlton said.

‘‘We’re part of the community here and itmeans residents don’t have to travel to otherlocations.

‘‘It’s much easier for the community. There areseven appointments every Tuesday and they’refree of charge.

‘‘It’s not means-tested and anyone can come tous for advice. We’re a referral service and tellpeople whether they have a case and where theycan go.’’

Ms Carlton said normally there was a two-week waiting list to see a solicitor at the service.

‘‘Many people don’t realise we exist or theythink you have to be on a low income.’’

Lois Erickson, a lawyer who is visitingSunbury to help residents, said most people cometo see her for family law advice.

‘‘We look at wills and power of attorney forpensioners. I also see a lot of neighbourhooddisputes, motor vehicle accidents and infringe-ment notices.’’

Health centre chief executive Phillip Rippersaid he was pleased and proud to have the serviceat the centre.

Health programsfind fertile groundMATERNITY andpaediatric servicesare driving thefuture focus ofNorthern Health, according to newchief executiveJanet Compton.

‘‘NorthernHealth has beenquite outstandingin its ability to dealwith the growth and demand of this region,’’ MsCompton told the Weekly last week.

Having come from the eastern suburbs wherethe main public health focus is the ageing popu-lations, the fast-growing northern residentialestates of Hume and Whittlesea present MsCompton (pictured) and her team with predom-inantly young people and family healthchallenges.

‘‘It’s a very different experience,’’ she said.Ms Compton foresees ‘‘different and innovat-

ive’’ programs in women’s health areas, morecommunity and at-home services, rather thanthose based at the hospital. Developing a modelfor a midwifery group to practice from the hos-pital is high on her list of performance measures.

Panthers triumph in the battle of winlessBY TEO PELLIZZERI

THE opening exchanges may havesent a fright through the Pascoe Valecamp but a fast Oak Park start wasirrelevant by the end of a 72-pointdrubbing in Essendon District Foot-ball League.

The Kangaroos are now staringdown the barrel at relegation fromPremier and are in need of a drasticimprovement in form after the 15.12(102) to 27.12 (174) defeat at JP Faw-kner Reserve. After losing the grand

final by just two points in 2011, OakPark is the last remaining winless teamin Premier in 2013.

Pascoe Vale improved to one-and-six with its breakthrough win andenjoys a significantly better percentagethan the last-placed Kangaroos, 77.09to 50.78 per cent. The match initiallylooked like living up to its ‘mock-buster’ status as the battle of the lasttwo remaining winless teams.

Oak Park exploded out of theblocks with the first four goalsunanswered in quick succession.

But Pascoe Vale answered just asswiftly, kicking seven of the next eightgoals to lead by 10 points at the end ofa high-scoring first term.

And nothing was left to chance inthe second term as the Panthers piledon nine goals to three to open a46-point advantage at half-time. DeanTydell was the spearhead for PascoeVale with seven goals, while LechFeatherstone was best afield with hisfour goals.

Other better Pascoe Vale playerswere Robbie Mullen and Matt Perri,

while Oak Park’s best were five-goalJack Kennedy, five-goal MichaelHooper and Brenden Keast.

Pascoe Vale had been competitive ina number of its six defeats to start thecampaign, but coach Stephen Paxmanknew that denying Oak Park the fourpoints was vital for his team’sapproach to the middle phase of theseason. “When both teams haven’twon a game it’s always going to be aninteresting scenario, they jumped uswith the first four goals which was ashock but we went to work on our

style of game which is all about beingcompetitive. It would have been niceto win one or two of our openinggames but if you look at our list wehad nine new players from the yearbefore, it’s always going to be difficultto accommodate that.”

Elsewhere, Greenvale bounced backby beating Airport West by 35 points,Essendon Doutta Stars beat AvondaleHeights by 53, Aberfeldie beat Strath-more by 65 and Maribyrnong Parkbeat Keilor by 10. For more on thegames go to humeweekly.com.au
